I were about to ask if changing the theme affects this, as freeciv theme's
background image has been involved in many many problems in the past, but your
screenshot shows that you're not even using freeciv's own theme.
Maybe it's still worth testing the other way around: does changing the theme
to freeciv's own have any effect on this.

I would still be interested to know if gtk3-client is similarly affected.

What is version of your gtk?

Otherwise I'm out of ideas at the moment. I found a bunch of other problems,
and fixed them, as a result of this hunt, though, so it was not an completely
wasted effort.

Details:

This is something I miss when working on S2_5 art tickets with compatibility
restrictions, and not wanting to spend time on unnecessary gfx editing (moving
sprites and parts of sprites around):
Support sprite grids with different borders in horizontal and vertical
direction.

Old 'pixel_border' still works as always, this just provides an alternative to
specify it by-axis with 'pixel_border_x' and 'pixel_border_y'.

No documentation added, as there was no place to add it (even existing format
is not documented). Will look into that in separate ticket.

Details:

Only list unit as capable of building an extra (road or bases in case of S2_5)
if it fit's requirements of the extra in question.

- Automatic help was not mentioning bases at all before, now they are
included. Also duplicate information from user unit flags removed from
supplied rulesets
- Removal of the extras (pollution and fallout cleaning) is not yet handled in
this patch

This creates quite a many separate entries to unit help. Should we combine
them to just one entry / extra cause:
1) Can build Irrigation and Farmland
2) Can build Mine and Oil Well
3) Can build Road, Railroad, and Maglev

Details:

We can get upkeep icons to amplio by simply copying them from amplio2.

As amplio is not an distributed tileset, I don't consider it to have similar
compatibility restrictions as amplio2, and thus the same separate upkeep.png
can be used in S2_5 as in later branches.

Details:

This patch adds (for now undocumented, very much experimental) scenario
feature of trying to use what ever ruleset is already loaded before loading
the scenario.

If scenario.ruleset_locked=FALSE, scenario loading skips ruleset loading.
Expect spectacular failures if you use this with incompatible ruleset.
