Follow-up Comment #4:

tech_found() refuses to make bulbs count negative. Fix attached.

Given the buggy way negative bulbs count causes tech loss, stable branches are
a bit problematic. I think it's best to apply this to TRUNK (tech loss
sensible) and S2_4 (tech loss prevented in rulesets without tech upkeep, so
classic rules work correctly), but not to S2_3.

Follow-up Comment #1, bug #19973 (project freeciv):

Working on patch to rewrite related codew in TRUNK, I noticed that each of the
free tech gaining methods has been implemented separately - there's no
common code. In case of Bonus_Tech flag of tech (Philosophy) I don't see free
cost applied anywhere.

Details:

Opening ticket already just so I don't forgot what I noticed.

Even in ruleset without tech upkeep, conquercost, diplcost, and freecost
should be able to make bulbs balance negative. When I tried to set up that in
editor (setting conquercost to 20%, giving enemy expensive tech I can steal,
giving enemy defenseless city next to my unit that can take it...) current
amount in research dialog remained as 0.
For all I currently know this can be that conquercost is never applied,
negative bulbs balance gets (wrongly) set to 0, or simply researchdialog not
updating.
