Hi Nicol,
Well, what Filch says to Sarah when capturing her isn't technically 
grammatically correct. His use of "we" is what English speaking people 
would call slang. In other words, everyone knows he actually means "you" 
but uses "we" instead. Sometimes people use the word "we" when being 
condescending or talking down to someone.

That's exactly right.  Sometimes, when in a hospital, I have been asked by a 
doctor or nurse, "Well, now, how are we feeling today?"  I answer something 
like, "Well, I don't know how you? are feeling, but I'm fine."  They are 
usually thrown for a loss on what to say next.  It's just one of those 
phrases that is used, as you say, sort of like an adult talking down to a 
child.  When I answer that way, I'm sometimes just messing around with them, 
and sometimes, returning their treatment which I don't like, because I'm not 
a child.  I'm 55 years of age.  (grin)

Being a Brit myself, the only explanation I can give you is that we
speak English badly lol.  It's a slang thing, tends to be used in
quite a patronising way, like an adult talking down to a child.
