I am guessing that you mean when you finished going around the area you wanted 
to remove, that you were unable to close the scissors loop?  The scissors tool 
can be quite fussy like that.  You have to hit your starting point exactly.

But if that isn't the problem, then yes, like someone else said, just choose 
another tool.

The scissors tool really isn't the best way to remove a background.  You might 
look into the foreground select tool, or one of several other rendering 
methods (removing a background is called rendering, not to be confused with 
the rendering done by 3D software, such as Blender).  Some people use the 
paths tool, some people use Quickmask, and some people (such as myself) use a 
layer mask, you can even combine rendering methods.  Start with the foreground 
select tool to create a rough selection, which you then turn into a layer mask 
and refine by painting on the mask.

There are tutorials for all these methods available in several places on the 
net.

   I am a first time user. The first problem that I encountered was after I 
 outlined an image in order to remove the background around it, i could not 
 disconnect from the outline tool (scissors). How do I do the disconnect?

I often use photoshop to open binary flat files, either 8 or 16 bit depth. In 
photoshop if I select open using photoshop raw format, a dialog box pops up 
asking what the image dimensions are (ie, 512x512), the number of channels (ie 
1), the bit depth and the byte order.
Is there any way to do this in GIMP, either native or with plugins... I dont 
think that the UFRaw will work as these files do not come from a camera-- they 
are images of satellite imagery that are just binary flat files.

GIMP PDB shows file-raw-load  file-raw-save. How to get them to do
something... that is a different question, the new file dialog seems
to be missing any reference to raw files. Try showing all file types,
then loading one with a non matching file extension (in old versions
you would be able to pick any file and then force the loader to use,
IIRC). Or maybe use script-fu console to popup the loader options.

What is the output of the file command?

# file raw_image

Does identify from imageMagick give any output?

It's the same in GIMP. Since raw data can't really be autodetected you
need to select raw image data as the file type in the File open
dialog.

Ooops, right... yet another reminder of why I hate interfaces that
hide and forget you opened the |. I just noticed the selector now,
different than the filtering one.

The hidden list shows no extension(s) for raw and .data files are
not shown when the other selector is set to All images, so I
doubt. You will probably have to open the dialog, change the filter to
show all files as well as pick RAW from the other list, then select
the file. Yes, it sounds repetitive and the forced format option seems
to be always closed and forgotten (tried it with PNGs). I also tried
drag and drop with random file named foo.data, it caused an error.
