Re Fredrick's .with a so-far unraised 'campaign for demolishing of 
Christian churches' (which AFAIK first came up in a tongue-in-cheek posting 
by Godfrey JI Gonsalves). Correct me if I'm wrong.

I do not remember if Godfrey raised the issue.  However, the issue was 
raised more than two weeks ago, and to my specific question of whether it 
was actually raised by the BJP today, people have gone in all directions.  
If it was a toungue-in-cheek posting, it would have been nice if Godfrey had 
said so when I first raised the issue.  And if Fredrick felt it was a 
tongure-in-cheek posting, it would have been nice if he had said at the very 
beginnning.

If this had happened, Gilbert would have no necessity to say: The main 
message being Hindus can progress without needing a crutch of another 
community or religion.

In this context, Almeida's posting of the article Excavating Hindutva 
would have become redundant.

But having posted the article, let me deal with a few issues.  The court 
asked for excavation at the site in Ayodhya precisely because there were 
claims that there was a temple destroyed there, and others were saying that 
this is not historically true.  No one is claiming that the Rashtrapati 
Bhavan occupies a structure which was destroyed for the purpose of building 
the present structure.  So, bringing in this issue with that of Ayodhya is 
trivalising what is quite a serious issue.

The author of the article says, amongst other things, that one of the gifts 
of the British colonialists is the architecture of a bungalow. This is 
absurd.  The ability of our ancestors to construct appropriate places of 
dwelling is well established.  I am sure they did not need the British to 
teach them.

Of course, cross fertilisation of ideas is a feature of all vibrant 
civilisations.  While the British may have taught us somethings, they also 
learnt from their interaction with the Indians.  And this can be said of all 
civilisations.

However, what was the state of our country prior to the British rule has 
been well documented by them.  One Dharampal has studied the documents, and 
I understand that he has brought them out in a five-volume publication.  I 
also understand that one of the publishers of this set is The Other Press (I 
hope I have the name right for the publication house set up by Claude 
Alvares).

People say that the British gave us the railways.  In a technical sense yes. 
 But it makes an assumption that if were not free we would not have built 
them ourselves.  Also we should remember that the British did not give us a 
grant - they used our money to do something whose primary objective was for 
their own benefit, and the benefit for the Indians was incidental.

Anyway, in an earlier posting I had said that Hindus in Goa have accepted 
the fact that their temples were destroyed and churches built on at least 
some of them.  Also, not all churches are built on such sites.  But let us 
not raise a bogey, tongue-in-cheek or any other mode, that some 
organisations want to reclaim the sites.

exploiting poor, tender-aged girls. The couple were released on the ground
that they would pay compensation of Rs. One lakh to each of the victims and
that they would also not plead their appeal 'based on merits' against the
conviction by the session court, says a press release issued by CRG. (H)

CM HEARS LOUTULIM VILLAGERS PROBLEMS: Chief Minister Manohar Parrikar's
yatra to the Loutulim village to meet BJP workers turned up to a grievances
redressal meeting where those gathered put their problems faced before the

visit to Loutulim last Thursday, arrived on time but with workers having not
arrived, had to wait for almost half an hour at the residence of Jose

SOUTH: BJP GROWING FROM STRENGTH TO STRENGTH: Traditionally, South Goa
constituency has been the Congress stronghold. The party has won the seat
more than five times since 1963, while the original United Goans had bagged
the seat twice. The MGP, United Goans Democratic Party and BJP had won the
seat once. Significantly, though a redoubt of the Congress, the party has
been struggling to maintain its winning streak in the last three polls. What
's interesting to note here is the slow but steady rise of the BJP in South
Goa in the last three polls. While former MP Churchill Alemao is Congress'
candidate, the BJP has nominated ex-MP Ramakant Angle as its candidate. (H)

MORE BOYS BORN IN SOUTH GOA IN 2003: South Goa had more bonny boys born than
girls in 2003. Of the births registered in this district from January to
October 2003, the male-female ratio stood at 1.09. The ration in favour of
males was marginally lower at 1.04 in North Goa, according to official
figures. In actual terms, 3877 males were born in South Goa in the first ten
months of 2003 as against 3571 females. In the North, the birth rate was
much higher-5367 males as against 5148 females. (H)

When you are in a hurry to build a church or a mosque, and there are no bricks or
stones available, you typically use those from the temple that you destroyed. 

I know of several mosques in North India, that used stones from other temples. In
some strange cases, the stones were brought from several hundred miles away. But
from what I read, it was a standard practice.

For a certainty, the Igreja da Nossa Senhora dos Milagres, Mapuca and
the
Igreja do Espirito Santo, Margao took over the existing temples. The
bell
tower of the Milagres proves that.

Miguel Braganza: 
I do not know about other churches which are actually converted temples,
but the church at Mapusa is definitely one of them. I have written
earlier on this forum that the ruling deity of this temple/ church is
'Milagris Saibinn'. The 'Saibinn' is Mary to the Catholics and Tulzai to
the 'Hindus' who know their tradition [that is a minority today] in Goa.

The history of the Mapusa Church has been documented by my grandfather,
Alexio Jeronima de Braganca [a respected lawyer, President of the
Communidade of Mapuca and a few other institutions in his time] in a
Portuguese language book entitled, A Igreja de Mapuca. Copies of the
book are available and I have quoted from it for a book published by the
Instituto Menezes Braganza a few years ago. My grandfather died in 1955,
during the colonial era when RSS and BJP were not heard of in Goa. Facts
do not change. We have to learn to live with them, sometimes in spite of
them.
Viva Goa. 

Skeptical Gilbert:
History is generally recorded in the following three forms:
Oral History: Least reliable. a.k.a. legends, kaneos.
Written history: Reliable if written close to the time the events
occurred.
Archeological History:

Tavares states that the Bell tower proves that! 
Question: ... What is that?
Catholic churches have bell towers ... 
Have the bell towers been dated with temple architecture of the period?

Miguel writes much about oral history and customs of the Mapuca church
that could well have developed over the last 100 to 400 years. I am very
glad to note the two communities work well together and have their
religious practices in sync. I hope that great relationship continues
for another hundred years.

The book written by his grandfather may perhaps contain some references
to the original history of the church written at or close to the time of
its construction - when the church was built ... and ... when the
preexisting Hindu temple was destroyed? PLEASE tell us the year of the
original written documentations. And abstracts from those original
references. And the year your esteemed grandfather put it together. Is
there any ARCHEOLOGICAL EVIDENCE CURRENTLY PRESENT on the ground? I
noticed Miguel does not mention about his grandfather's opinion on the
bell tower.  PLEASE CLARIFY.

Hi Constantino, that is not absolutely true. Lets take the case of
medicine, for example. The fact that Portugal might recognise the
Medicine degree from the Goa University and lets suppose a Goan doctor
gets his degree recognised in Portugal, that does not necessarily mean
that he/she can then practice anywhere in the European Union. What is
important is the primary medicine qualification - the first University
degree in medicine (MB BS in Goa). The fact that a Goan doctor managed
to get his/her MB BS from Goa recognised in Portugal (I suspect he/she
is required to answer a few exams) does not necessarily mean that he/she
can then practice in other countries of the European Union. If he/she
then wishes to move to other countries of the EU, he/she will still have
to apply to the other countries General Medical Council which will take
into consideration his/her primary qualification from Goa and not the
fact that his/her degree his accepted and recognised in Portugal.

The only exception is if he/she re-qualifies and acquires another
medicine degree from a University from a European Union country. In that
case, then he/she will be able to work anywhere in the European Union.

Dear Goanetters,

At last we are hearing the good news that a 'Children's Court' will be set
up shortly. The Goa Government has filed an affidavit stating that recently
in the Panaji Bench of the Bombay High Court recently. The same Court has
approved the name of the judge who will preside over the Children's Court.
We do not yet know if the proposed name was that  of Justice [Mrs]Bhimba
Thali, the Aditional District  Sessions Judge in Panaji who has been
dealing with similar cases under the existing laws.

The Goa State Children's Commission and other bodies like the Village Child
Committee, Steering Committee, etc stipulated in the Goa Children's Act,2001
also need to be constituted and made operative.

The good news is that things are moving in the right direction. Action has
also been initiated to review the Goa Fruit and Ornamental Plant Nurseries
[Regulation] Act,1995 and Rules,1997, which have been conspicuous by their
breach rather by their implementation. Various combinations of political
parties have had their day in the sun since 1995...and done nothing. The
current CM is delivering on his promise on this legislation even after Rina
Ray is long gone and almost forgotten in Goa...but it is not a priority with
him as is IFFI.

Do not expect the Children's Court in a jiffy. Work for it.

Eternal vigilance is the price of Freedom. I am tracking the progress of the
Goa Children's Act. The Bailancho Saad is working on it. You can help by
raising the issue. Many hands make light work.

 The second Konkan Fruit Fest  will be held from 7 to 9 May, 2004, at the
 Heritage Precint, Campal-Panaji. There will be an exhibition of various
 fruits and fruit products from the Konkan region of India.

  Competitions will be held for various fruits of the season including
mango,
 cashew, jack, sapota/chickoo, guava, bullsheart/anona, soursop,
 Lakoocha/vomt, Bhirand/Kokum, Mangosteen, Star fruit/Carambola, Jamun/Rose
 apple, Indian Cherry/carvanda, banana, papaya, pine-apple, etc. As in 2003,
 each entry will consist of six ripe fruits for mango, guava,chickoo,etc and
 twenty fruits for jamun, Carvanda, etc. A change this year is for the

 pack plate instead of the entire fruit. The plate will be provided by the
 organizers.

 watermelon were eaten with gusto last year. We intend to add papaya eating
 to the list this year.

Election Commission ruled  that it was not appropriate for North Goa
Collector, Mr. Kashkamat,  to be the Returning Officer for the forthcoming

Joint Secretary, Administrative Reforms Department.

There are many who contribute to this forum who think this present Govt. has

The Navelim Civic and Consumer Forum has resolved to protest the
sudden closure of Ravanfond bridge by the government at Aquem-Baixo,
Navelim and demanded alternative arrangements forthwith.
The matter figured at the monthly general body meeting of the Forum
on March 28 wherein members pointed out that the bridge is the only way
for the residents of Aquem-Baixo, Firgulem, Shantinagar, Gantamorod,
Mandopa, Cotoc and other places along with the Margao-Sanvordem route.
One member drew attention of the Forum about the absence of any board
with the notice of closure of the bridge. It was pointed out that the 
informative
boards which are presently put up giving the directions of routes to be used
are very vague and confusing for the motorists.

The meeting unanimously stated that the decision to close down such a busy
and important link on the State highway was taken without any thought or
concern for the common man. Members also decided to call on the Collector
and submit a memorandum demanding an immediate an alternative arrangement

Deep in the heart of old Mumbai, near C P Tank lies the
Madhavbaug temple. Massive gates protect the precinct,
comprising a huge courtyard dotted with shops selling items
for worship.
In a row of tiny hole-in-the wall shops, leading off from these
temples is Varun Computer Service, a tiny two-table office that
is run by Rasiklal Gandhi and his son. The computer centre is
a misnomer. As Gandhi’s postcard-size pamphlet proclaims,
his business is to ‘‘identify excess interest charged by bank’’.
The sales pitch addressed to ‘‘advocates, borrowers and
defendants’’ says that he can scrutinise the loan accounts
and re-compute interest calculation as per the agreed/contractual
rate of interest and in line with various provisions of Laws,
orders of the Supreme Court, High Court, DRAT (Debt Recovery
Administrative Tribunal), DRT (Debt Recovery Tribunal), RBI
(Reserve Bank of India) directives.’’
How did re-computing interest turn into a business opportunity?
His own experience of fighting a long legal battle with Indian
Bank in connection with Mahavir Metal Mart and a sister concern.
He has battled through the civil courts and the DRT, struggled
to get the RBI to part with basic information regarding the
applicability of its guidelines, sourced the right information and
then re-computed his own interest payable. While Mahavir Metal
Mart closed down long ago, Gandhi fought on to protect his assets
pledged to the bank. He soon learnt that thousands of smaller
borrowers suffered a similar plight and his experience would,
for a small fee, help them fight banks that were overcharging them.
Talking to Gandhi reveals that the travails of small scale sector
businessmen are humungous. The absence of lenders’ liability
rules and the opaque functioning of DRTs allow banks to ride
roughshod over borrowers, kill their businesses, confiscate their
assets pledged as security and then leave them with massive
legal bills. Over the years, Gandhi has recomputed interest for
nearly 300 clients who are mainly from Mumbai, but occasionally
from as far as Sangli, Raigad, Hyderabad and even Assam.
Clients come to Gandhi through a network of advocates and
there are probably thousands of or lakhs of borrowers who are
still chasing their tails to figure out whether their banks have
been fair to them and if redressal is even available. Many simply
may not know for years that they have been overcharged.
I met Rasiklal Gandhi through Deepika D’Souza and her father,
who sought Gandhi’s services to help them in a decade long
battle against a nationalised bank to save Dil Udyog, a SSI unit
making single point gas monitors for explosive gases. Their
charges against the nationalised bank include failure to disburse
loans sanctioned to them; charging higher interest for facilities
sanctioned, creating excessive mortgage and securities against
amounts sanctioned and not disbursed, and finally refusal to
settle their loan account or allow it to be transferred to another bank.
In case after case, it becomes apparent that banks treat the
smallest entrepreneurs with utmost callousness and in fact drive
them into losses and bankruptcy by refusing to provide timely and
promised disbursement of finance.
Most small borrowers, whether Gandhi or Deepika D’Souza’s
late mother Elinda, go through a predictable set of attempts to
seek redressal before ending up in court or with the DRT.
Here is what they find.
The banking Ombudsman only looks into delays in clearance
and collection of cheques. The Department of Banking Operations
 Development, when it replies, says that ‘overcharging’ of interest
amounts to a fraud and so is not their domain. The Rural Planning
 Credit Department sometimes acts as a post office and forwards
complaints and replies back and forth without any attempts to
understand or mediate.
The cases land up in the High Court or the DRT and languish for
two reasons. The bank is never under pressure to resolve the
problem because it is usually sitting on pledged assets, which are
far in excess of the amount lent or sanctions reneged. Courts tend
to side with nationalised banks or simply do not want to get into the
merits of the case which too helps the banks. On the other hand,
the SSI unit is usually pushed into bankruptcy because it is simply
not equipped to keep going without finance and at the same time
meet legal expenses and deal with delays.
The D’Souza’s case is a rare example where they have doggedly
kept the unit

Do you believe that the '95' telephone number to Mumbai is at the cost
of a local call? You are wrong if you do.The '95' call you make to relatives
and friends in Mumbai in fact costs four times as much as a local call
does.The lack of adequate awareness on this and a dozen other facilities
offered by BSNL were animately discussed at an 'open house session'
held in the city on Thursday.
A significant suggested which was conceded by the BSNL officials was
one that sought the provision of a 'complaint book' at all exchanges. This
book will have a provision for an 'action taken report', to make the system
more consumer-friendly.
The session organised for BSNL's customers from Tiswadi taluka was
attended by civic and consumer Forums of Socorro, Nerul, Merces, Divar
and Chorao. Noted consumer activist, Roland Martins of the Goa Civic and
Consumer Action Network (GoaCAN) among others, also attended.
Participants pointed out that the lack of information about the facilities
available had repercussions such as consumers being of the impression
that the '95 call' to Mumbai was a local call, resulting in high billing.
Lack of awareness and adequate publicity about the facilities such
as 95 call facility to Mumbai has resulted in consumers considering the
call as a local one, when actually the rate is four times higher, was the
concern voiced by Martins.The pulse rate difference for every 50 kilometres
is also not known to many consumers, Martins pointed out.
The session also brought out that information given to the public on
redressal mechanisms such as the 198 complaint recording system
and the call centre number 1500 was inadequate. As a result, a number
of women and senior citizens were avoiding using this facility.
Another suggestion put forth was that pamphlets be made available at
all the exchanges explaining the use of these facilities.The authorities
present, including Area Manager (Central) B Praveen Kumar agreed to
the recommendation that a complaint book be maintained at the respective
exchange to record complaints under various categories. This, it was
opined, would do away with the need for consumers to complain to the
linesmen and the exchange.
The book would have a separate column for the Action Taken Report and
comments of the junior telecom officer concerned, it was agreed.The
authorities also agreed to the suggestion that officials such as the junior
telecom officer and sub-divisional engineer meet the affected consumers
at their respective exchanges on fixed days and timings.
They also agreed to the suggestion made by the Nerul Civic and
Consumer Forum that senior officers like the Area Manager, Accounts
Officer and the Divisional Engineer visit the village and interact with the
consumers so that local issues can get resolved.
Both the Socorro and the Merces forums brought up the issue of high
rentals, even though they were rural villages. To this, the Area Manager
replied that the rentals would be looked into. Kumar also said that in the
next year BSNL would be replacing the Divar exchange, which is already
10 years old. BSNL has already started phasing it out, he added. He
made the remarks in response to a grievance voiced by a resident of
Divar who claimed that the islanders were troubled with their calls
getting disconnected.
Many complaints were made about telephone bills being excessively
large, despite the calls they make being few. To this, the BSNL
authorities advised that the dynamic lock facility be made use of to
prevent any unauthorised use of calls.It was also suggested that
linesmen be transferred from time to time, as they could know who
has got the ISD connection, and make use of it.
A consumer from Porvorim suggested that the number of outlets
where bills can be paid such as banks be increased, and that
drop-boxes be introduced at post offices. Promoting awareness
about these outlets through the efficient use of the media, was also
suggested.Punctuality and efficiency of the staff has to be improved,
if BSNL's rapport with consumers has to improve. If you go to any
office, the staff is not there on time, or they send you to some one
else, and the situation is not improving, claimed the Porvorim consumer.
Other problems such as non maintenance of telephone wires pulled
from the street poles to residences, many poles not having telephone
wires connected to a D P box, and low Internet speed were also brought

brilliant performance in their earlier qualifying match against favourites

The young Oman side, with an average age of 20, is miles ahead of India in  
the FIFA world rankings and had recently held strong Saudi Arabia to a  
one-all draw in a pre-Olympic qualifying match.

The worrying factor for India is the absence of mid-fielders Samir Naik  
and Tomba Singh, who was named the AIFF 'player of the year' just weeks  
ago, due to injuries.

However, first choice goalkeeper Sangram Mukherjee has recovered from a  
sprained neck and is available for selection.

India coach Stephen Constantine said, Samir's absence is a big loss. But

Well, problem #1 is, no they didn't.  Unless you're using a very
strange definition of dominate.

The Spanish got a toehold in Luzon and gradually expanded it, and used
it as a base for trade with China.  That was about it for the Spanish
in Asia.

The Portuguese, more complicated, but basically they set up a network
of heavily armed trading posts and used them to extort protection
money by land and sea.  This worked pretty well in the Indian Ocean. 
East of Malaysia, though, they never managed to do much more than
trade.

The Portuguese empire was hugely influential and it had an enormous
effect on both European and Asian history.  However, it's really a
mistake to say that it dominated much of Asia, never mind the Far
East.  They never made any significant conquests, and their resource
base was always painfully limited.


 They had strong bases in India, Indonesia, China and Japan. And in Japan and
 China they had also successes with missionaring the natives. Later in that
 century they were replaced by Dutch and English explorers and entrepreneurs
 who wheren't particularly interested in converting the natives to
 Christianity. After a few decades most native christians were back to
 paganism or killed as happened in Japan. 

Not really.  The Spanish were interested in conversion, and eventually
succeeded in converting coastal Luzon and later the rest of the
Philippines plus a few Pacific islands.  But they didn't send many
missionaries outside their immediate sphere of influence, so they were
never going to convert anywhere else in Asia.

The Portuguese showed some interest in converting the Japanese and had
some success there for a while.  Everywhere else, though, they were
only modestly interested in conversion.  They eventually established
small convert populations in and around their trading posts -- Macao,
Timor, Goa -- but none of these ever amounted to much.

This had nothing to do with them being replaced by the Dutch or the
English.  The Portuguese never were replaced in those places, and they
still didn't do much.  In fact, the Portuguese stayed in places like
Mozambique and Angola for 400 years without converting many natives.

They just weren't as interested in conversion as the Spanish.  They
were traders more than conquerors, and conversion efforts could
interfere with trade.

I am glad for Willie's thoughtful and rich supply of possible cultural
symbols. 

But does a territory / people have to be independent nation in order to have
cultural symbols? May be they could lead to that, if the uniqueness of
cultural symbols is politically exploited! That seems to have happened with

[Goanet]Portugal: how to get studies accepted by major universities?

Caro José Falcão,

It is an interesting question you raise. Unfortunately the research and 
university cooperation between India (Goa) and Portugal are far from 
explored. This is an essential domain in Lisbon-Goa relations, and only 
private institutions such as Fundacao Oriente or in a smaller scale the 
Indo-Portuguese Friendship Society have supported the exchange of students, 
young people etc. The Portuguese Government, through its cultural delegation 
of the Instituto Camoes has hardly contributed to this exchange of knowledge 
etc.

Perhaps the area of Medicine is the one where Goa and Portugal are better 
integrated. I have met young Goans (under 30) here in Lisbon who are doctors 
here, and have got their studies in India recognized by the New University 
of Lisbon (www.unl.pt), Medicine Faculty. Last year there was another 
edition of a Medicine Congress in Goa, joining Indian and Portuguese 
specialists.

In other fields, things are less developed.

There may be some punctual cooperation between major Portuguese universities 
and Goa University, but as far as I know only the New University of Lisbon 
has a formal memorandum of understanding signed with GU. Perhaps also the 
other main public university, Universidade de Lisboa (www.ul.pt).

Goa University has also been conducting a study on tourism and its 
sociological impact in collaboration with the Universidade de Aveiro, in 
Northern Portugal (www.ua.pt). I think Alito Sequeira from GU is working on 
this.

In general, academic contacts and recognition of studies are still too 
dependent from personal contacts etc.

The Centro de Historia Alem-Mar at the Faculty for Human and Social Sciences 
(http://cham.fcsh.unl.pt/) which is a research institute on the Portuguese 
expansion, has had some contacts with Goan researchers and professors, they 
also co-organize the Indo-Portuguese Seminar on History.

Narana Coissoró, Portuguese MP of Goan origin, heads the Orient Institute at 
the Instituto Superios de Ciencias Sociais e Politicias 
(http://www.iscsp.utl.pt) and has also been punctually engaged in the 
strengthening of these relations.

The former head of Political Science Department GU , Peter d’Souza, has also 
good contacts with Portugal, especially in the areas of Sociology and 
Political Science.

So, depending on the are you’re interested, either get ready for a long 
adventure in the jungle of paperwork or just try to meet up with a “big 
guy”.

is no major obstacle to mobility to their EU countries, provided you get a

Dear Sir,

This is to congratulate you for being elected as Chairman of the INTACH.

One of the immediate tasks you could possibly take up is to prevent the
Government of Goa from destroying the age old ambience, old buildings and
structures under the name of infrastructure built up for the proposed
International Film Festival of India.  The old structures which might be
more than 150 years old  not necessarily declared as heritage buildings
have been already pulled down.  More than century old trees are being razed
to the ground in the name of development.

Shekar Kapoor, a member of the IFFI Committee, who had come to Goa to select
the venue for the IFFI, observed that the Campal area, having a
Latin-quarters atmosphere, with broad avenues flanked by rain trees, with
its quaint ambience was the most ideal venue for IFFI.

The gung-ho Chief Minister of Goa (a member of the RSS), has plans to build
four-lane highways, multiplexes, new bridges on the river, etc. in the name
of building up infrastructure for the IFFI.

The proposed infrastructure will surely destroy the heritage of Campal area
the reason for which this area was chosen for the film festival.

I do not know how effective INTACH can be to save rain trees, old roads, old
buildings, old river fronts, etc. in Panjim.  The local
residents, under the flag of Peoples Movement for Civic Action are agitating
against this reckless building spree of the Government.

Can INTACH intervene with the Film Festival Directorate in Delhi and stop
this mad adventuresome of the Goa Chief Minister ?  Goa Government had
hosted the Commonwealth Heads of Government meet (CHOGM) in 1983,
practically utilising the existing infrastructure.  Additions and
alterations were done without affecting the existing ambience.

The thrice-postponed South Asian Federation Games finally became a reality  
on Monday with President Pervez Musharraf turning out to be the surprise  
chief guest at a colourful opening ceremony at the Jinnah Stadium in  
Islamabad.

Musharraf's arrival led to a mixture of pleasant surprise and confusion  
since the organisers had said the Games would be inaugurated by Prime  
Minister Mir Zafarullah Khan Jamali.

The organisers later clarified that Jamali's name was used because of  
security reasons as the President has escaped three attacks on his life.

The stringent security measures, which had anti-aircraft guns mounted on  
roof-tops and surveillance helicopters flying, should have been indication  
of what was in store.

However, for the people who have been subject to military coups and wars  
with its neighbour, the sporting event has come as a pleasant distraction  
and the majestic Jinnah stadium overflowed its capacity with many stranded  
outside.

Welcoming the athletes from seven SAARC member countries as well as  
Afghanistan, who have been extended a special invitation, was organising  
committee chairman Lt. Gen Saeed Arif Hasan.

Three years ago we embarked on our journey to host the Games but the  
events that unfolded globally forced us to postpone the Games not once but  
thrice, Hasan said.

We were determined to show the world that we are strong enough to foster  
friendship and brotherhood in hosting the Games as appropriately reflected  
in the Games' logo.

We will together participate in the Games to win hearts and not just the  
medals, he said.

The event, which will see over 2,500 athletes compete, began with the  
Pakistan national anthem by school children followed by a recitation from  
the Holy Quran by Qazi Zafar Qasmi.

The teams, led by the mascot Bholu, the brown Himalayan bear, and Sassi,  
the Indus Dolphin. marched past the chief guests.

Shooter Jaspal Rana led the 150-strong Indian contingent.

Six outstanding athletes of Pakistan hoisted the SASF flag to thunderous  
applause.

The torch was brought inside by Asian Games gold medal winning boxer Abdul  
Samad Mir while former World squash champion Jahangir Khan lit the flame.

Then, the spectators were treated to cultural performances that included  
traditional Urdu songs as well as English pop songs which was followed by  
fireworks and an immaculately schemed laser beam animation display.

Indian High Commissioner to Pakistan Shivshankar Menon and Indian Olympic  
Association Secretary-General Randhir Singh also attended the ceremony  
while IOA president Suresh Kalmadi could not make it as he was busy with  
electioneering.

Commission to conduct a probe into the controversial memo episode quizzed
several government officials vis-à-vis the complaints of violation of the
model code of conduct yesterday. While the ASI attached to the Special
branch CID Centre, Mapusa, has been summoned to depose in the memo episode
before the panel comprising Dr PC Kapoor and P Marapandiyan on March 30, the
panel quizzed the government officials regarding the breach of code by the

GOVT OKAYS ORDINANCE TO FORM IFFI PANEL: The Goa cabinet yesterday approved
an ordinance that provides for a 13-member panel led by the State's Chief
Secretary to issue statutory permissions for International Film Festival of
India related development works under a single-window system. The
committee, however, will not have powers to override provisions of the
statues. What the ordinance in effect will do is cut the red-tape involved
in the physical movement of files from one statutory authority to another,
Chief Minister Manohar Parrikar told journalists. (H)

DR WILLY IS ALLIANCE CANDIDATE: Nationalist Congress Party has announced the
name of its Goa president Dr Wilfred de Souza as the alliance candidate for
the North Goa seat in the ensuing Lok Sabha polls. Party sources said the
lone NCP MLA has been chose for the Panaji parliamentary seat and that a
formal announcement would be made today. (GT)

AUDA IS UGDP'S CHOICE FOR SOUTH GOA: The United Goans Democratic Party in a
surprise move has named Auda Viegas as their candidate for the Mormugao
constituency for the forthcoming parliament elections. Radharao Gracias,
vice president of the party addressing a press conference, disclosed that
they have decided to field a lady candidate as women makeup for 60 per cent
of the vote bank in the South Goa constituency. (GT)

AND NOW EDUCATIONAL ESTATES IN GOA: With the government formally
constituting the Goa Education Development Corporation on March 18, Goa
could become the first State in the country to set up educational estates
(like industrial estates), to promote the establishment and growth of
educational institutions, services and facilities to develop competitive and
value-based education in Goa.The sources informed that initially two sites
have tentatively been chosen for establishing the educational estates-about
150 acres in Colvale and about 300 acres in Dhargal. (NT)

FOREST CONTRACTOR ARRESTED, RELEASED: The Forest department has confirmed
that the government-owned Goa State Infrastructure Development Corporation
had no licence or permission to fell any tree at the old GMC Complex at
Campal till today. In fact, three licences were issued only on March 29
evening-a day after felling of trees had to be abandoned due to public
protests. (H)

PLANS TO CONVERT SECRETARIAT INTO HISTORICAL GALLERY: The Chief Minister, Mr
Manohar Parrikar, told pressmen, that he was of the opinion of changing the
existing Secretariat heritage building into a gallery displaying
pre-Portuguese history of Goa, after the administrative set up of the
government is shifted to the new complex at Porvorim. The government is
trying to shift the Secretariat to Porvorim by August 15, he said. (NT)

COAL POLLUTION: Mormugao councilor Ms Felicity D'Souza has criticized KP
Rao, chairman of Pollution Control Monitoring Committee, for declaring Vasco
free from coal pollution. Extending her wholehearted support to the
agitation against pollution, the MMC councilor stated that instead of
minimizing, coal pollution has increased thereby adding to the woes of the
Vascoites. (H)

MAPUSA KTC BUS STAND AREA USED AS AN OPEN-AIR TOILET: Goa has laws in place
to deal with all violations but the authorities seem to lack the will to
implement them, for the reasons best known to them. A classic example of
this is the Kadamba bus stand. The open area between the ticketing counter
of shuttle service and the Sulabh toilet is being used by unconcerned people
to ease themselves in the open and though there is law to act against these
people no one seems to be bothered. (NT)

CITY THEATRES SET FOR MAJOR OVERHAUL: The capital city's existing three
cinema halls are headed for are incarnation of sorts ahead of this year-end
scheduled International Film Festival of India. Panjim's first commercial
cinema hall National Theatre, and the Harish Zantye-owned Ashok-Samrat twin
cinema houses, according to Chief Minister Manohar Parrikar, will be
converted into mini multiplexes. The National theatre structure
