In the results declared this morning, Isidore polled 6961 votes while the combined efforts of the opposition parties fetched only 4465 votes for Archaya. The results are definitely upsetting for the Congress party who had expected their candidate to get elected which would have supplemented their attempts to dislodge Chief Minister Manohar Parrikar and return to power in Goa. With Isidore's inclusion the BJP strength is now 20 in the House of 40 members. Moreover, PWD Minister Sudin Dhavlikar and Water Resources Minister Filipe Neri Rodrigues (an independent) won't be enjoying the same influence in the BJP-led coalition as they did before the by-poll as Parrikar need not rely on their support now. (GoaNOW) FIRST CHARTERED FLIGHT ARRIVES: The first two chartered flights from the United Kingdom for this tourist season landed at Dabolim Airport on Friday (14 October) bringing to Goa upmarket tourists, most of them British nationals. The direct flight, Excel Airways, flying for the first time to Goa, appeared from a misty sky and touched down at Dabolim at 8.15 am carrying tourists from Gatwick and Manchester, England. The flight carried a total of 269 passengers.The second flight, a Boeing 757 of March Airlines, chartered by Jewel in the Crown, laded at 4.30 pm from Manchester. Jewel in the Crown is the single largest tour operator bringing tourists to Goa. The flight brought 233 people, mostly British nationals. (GT) DGP ACTING ON DIRECTIVES OF CENTRE, ALLEGES BJP: The Bharatiya Janata Party' s Goa unit president, Rajendra Arlekar, on October 15, fired the first salvo against Goa's police chief, DGP Amod Kanth. At a press conference on Friday, Arlekar accused Kanth of acting on the directives of the Congress-led UPA government at the Centre. (H) NO INCREASE IN FUEL PRICES: Contrary to speculation, government on October 15, decided not to increase petrol and diesel prices despite the sharp surge in crude oil prices, and asked the public sector oil companies to bear the burden for another fortnight. (NT) IFFI TO BE HELD IN GOA: After dithering for several months, the Centre, on October 15, formally announced that the 35th International Film Festival of India is to be held in Goa from November 29. The decision was taken after assessing the reports of the empowered committee which was sent to assess whether Goa had the requisite infrastructure to hold the festival from this year, following a decision taken by the National Democratic Alliance government to make the coastal state the permanent venue of the annual fete. The festival will be held from November 29 to December 9. The main festival will be held in festival theatres located at Campal, Panaji. (NT) BARDEZ COASTLINE UNDER FIRE OF TOURISM: For the two million visitors who land on her shores each year, Goa, India, is just a good holiday. But the impact of mass tourism is strongly being felt on the shores of North Goa, where tourism first took root in the 1960s with disaffected western youth fleeing the materialism of their societies. North Goa's most scenic spot is being squeezed of its water resources, choked by sewage, swamped by population pressures, and seeing its skyline and vegetation undergoing a drastic change, says a recently published study on the subject. All types come here and make it their home, at least for a while. But those who used to give it that distinctive 'Goa' flavour are becoming harder to spot in the rising touristic tide. Though they~'re there, a part of the scenery now, enjoying Goa and finding themselves. In my village of Candolim, there's a distinctive group of people who stand out, the Taiwanese. There's about a dozen of them who stay for long periods here, a few of them only a couple of houses from me. Sometimes I see them doing Tai Chi in an abandoned volleyball court next to the hill. They're all practicing the art of 'Living Zen' and all work with an entity called the 'Living Zen Trading Company' which imports consumer and other items from Taiwan, which they sell at the 'Taiwan Market' in Calangute. Life for them revolves around their leader, Cuckoo, a Zen master. We're his followers, explains Elephant, the stout one amongst them who resembles a Chinese priest with a long wispy beard and moustache. Cuckoo is also the name of a restaurant on the beach where they and all their friends mostly congregate to eat some delicious food and discuss the finer nuances of life. Cuckoo is also a master of acupressure/acupuncture and used to heal at the Osho Commune in Pune. So the Osho types also hang out there. Why Goa? Because it's a nice place, says Elephant in Taiwanese while a friend of his translates. It's a nice beach, the local people are very kind to us, the surroundings are very comfortable. Everything looks natural and original, he concludes with a beatific wave at everything. He's been coming here now for eight years. The first time we came on holiday, we used to cook for ourselves. Some of our new friends would eat with us and they liked the food. They paid us some money to share the costs. Then we decided to make a restaurant and slowly we started a shop here, says Elephant pouring me some more of the green tea which they also sell at the shop, besides soya sauce, Chinese food noodles, etc. It's all very nutritious, specially their food (also the most popular food outlet at the Saturday Nite Market, Arpora) as they use original ingredients. Cuckoo restaurant is well known in gourmet circles. What is Zen? We don't know, he says matter-of-factly. We're still learning. We're just following Cuckoo. He points out to us when we do something wrong and pushes us in the right direction. It keeps out energy going. They explain that their approach is to be more alive, more in tune with the simplicity of nature. How do they handle people who are different from them in Goa? If people come with their cultures, slowly they'll cut down and become simple because our life is easy, he says. No unnecessary complications. What about the crazies? We've got nothing to do with that. Some people will always be confused; some people will always be clear. Swami Jeevan Roshan first came to Goa in 1981. A German (from Berlin), he had been to Kovalam and was going back to Bombay through Goa. When I came here, I knew I had come home, he says simply. With his money almost over, he was sprawled on Calangute beach watching the glorious sun set, wondering what to do next. Always a creative person, an idea came to him, so he called up his mother in Germany and asked her to send him a tattoo kit. Today he's possibly Goa's best known tattoo artist. If you have art in you, you can do anything and the art will be reflected in whatever you do. It can be anything, simply cooking, for example. I have many engines going, he says with a pixie-like smile. For many years he ran a popular restaurant in Calangute and in between also took Osho sanyas -- It was a joke, and it is still a joke, he says grinning widely. He also married a Goan lady, Yolla. Why Goa? Really, it's just the climate, the trees, the tropical environment, the sun. I love the monsoon, then the season comes; full six months it's the season. I play the guitar in the evenings (at some restaurants), come home, crash, wake up, somebody comes to do a tattoo. It's the kind of work I was looking for a I love it -- creating, cooking, playing music. His latest production is a 'Goa Trance' album, Galaxy Bubbles -- Made in Goa. He has also noticed the changes happening in Goa. Before, Goans were all smiling, but now you can't ask them the time. Now it's better because it's the monsoons -- it's relaxed, they're smiling. Suffice it to say that just because one changes one's religion means that one necessarily changes one's beliefs or ways of behaviour. It is difficult to comprehend HOW these folks who continued to practice the Hindu Caste System could be called Catholics. 4. As to Neal's query whether caste among Catholics in Goa truly correspond with their pre-colonial lineage, the answer is - in most instances YES. You know how difficult it is to marry outside one's caste, right? Please note that I only said MARRY.quite different from liberal genetic input . One thing for sure, even educated Hindus have modernised their ways, but todays Catholics..I believe that they are getting more Saffronized than ever - courtesy their favourite party -the BJP. Having said that, Neal may wish to note that there is NO mention of Chitpavan Brahmains till about a few centuries ago - about the time a boatload of (white) Jews were shipwrecked along the Konkan coast. It can be understood how it was easy to assign Brahmanism to them. So.you devotees of Shivaji and Tilak, please take note. There is also some query about the Brahmins from the Ilhas across the river from Old Goa. Strong suspicion that there is Holy (white) Iberian genes among those Brahmins And..why not? The MP's letter to the Defence Standing committee does not appear to be making a strong case for the above. The only relevant point I noted was : QTE 5. For background purpose:- Goa being a very small state, it cannot afford to misuse, waste or part with its land resources. Defence and Central Government agencies occupy the major part of Vasco and Dabolim. END-QTE Yes Goa is a small state with limited land resources that are already being destroyed by environmental degradation. I don't believe anybody in the Govt of India, the State Govt or anywhere else gives a hoot about what the airport was identified for pre-1961 even if documentation exists albeit Gabriel (Melbourne) gave us an excellent insight of Dabolim's history a few weeks ago. Secondly, why has there been no avenue until recently to make a case for a discussion ?? Armed forces officers are ultimately under the command of political officers/ministers. Goa has always had a State Government and MPs in Delhi. Why have the dozen-or-so CMs not pushed the case ***strongly enough*** in the past ?? This is a case where the state governing and opposition parties should have got together to work on the federal authorities and armed forces. Some actions that could and may have been taken: - The AAI should alert the federal aviation minister ?? Get his support !! - Due to the inherent generation of revenue to state and federal coffers from tourism (60% of Goans dependent on tourism), the support of the federal Finance Minister and Excise officials should be solicited. Coming back to WHY.why is there so much noise about the airport...NOW ?? Is it because of the plan to build an airport in MOPA ?? Are the South Goa constituents (read hotel lobby) influencing Mr. Alemao's pronouncements on this issue ? He threatened to resign if MOPA was developed. He was a Chief Minister and MP in the 90s. Why the sudden passion for Dabolim ?? Is it partisan politics 1-0-1 again ?? We certainly can't afford to finance building an airport from scratch, let alone the means of transportation to/from the airport. So why doesn't Mr. Parrikar strongly support Mr. Alemao's bid at this time to return the airport to AAI control ?? He probably has a plan for Goenkars and tourists - Land in Mopa and take the Sky Bus to Ponje. Ohhh Dabolim !!! I'm giddy just thinking of you !!! Sleep inducing biscuits, magic mattresses, gold polishers, mute donation seekers, miracle cures... I'm pretty sure even the famous Nigerian e-mail scam was inspired by a Goan's greed for getting something for nothing. No sooner the Government and Police machinery discovers one con game another one surfaces elsewhere. I recently spoke to Kashinath Bhonsle, newly appointed Chairman of the Economic Offences Cell (CEO-C), about measures that are being taken to outwit the crooks. This month we are drafting the Legislation that will be named the Goa Matrimonial Act 2004 You mean the Holy Act of Matrimony, that's one of the Seven Sacraments? No, this nothing to do with the religion. It concerns only the wording of Matrimonial Advertisements. The Goa Government is very concerned about all these men and women who are falsely representing themselves in matrimonial advertisements. They are painting a very desirable picture, but then end up very disappointing. But surely that is not an economic offense? These cleverly worded matrimonial adverts are as old as history, and first-meeting-shocks are nothing new. There is no state in the country, or in the world, that has legislated matrimonial adverts! Please don't tell me about other states. Goa is unique state. For example which other state can boast that projects are completed so much before schedule? See our bridges and roads and bypasses. All completed months before scheduled dates. In fact just last week the bridge that was inaugurated was completed even before the tenders were opened! The Goa Government is very forward thinking. We are anticipating matrimonial advertisement will soon be used for luring people into Pyramid Schemes and hence are taking advanced action for preventing this. Fair enough. What measures does the Goa Matrimonial Act propose? No publication in Goa will be allowed to carry matrimonial advertisement unless it is accompanied by Special Notarised Affidavit stating exact facts. We are appointing special Matrimonial Notaries in every major town to authenticate contents of matrimonial advertisement before it is released. What all will these Matrimonial Notaries do? They will check that each and every word in the matrimonial advert is having physical proof as backing. For example they will measure the exact height of person if he or she wants to mention height in advertisement. Why is height so important in choosing a lifemate? I don't know, but we suggest in the act that only midgets and giants should mention exact height. For others we have three categories - Short, Medium and Tall. For age authentication we will need valid Birth Certificate. All relevant Degrees and Diplomas, of course, as proof of qualifications. And Proof of Income for any 'currently earning' claims. Exact Annual Income will need to be mentioned in the advertisement. No vague terms like six figure salary and such. You tell me what is a six figure annual salary? I don't know. Ok. One fellow earning Rs. 1,00,000/- a year. Other fellow earning Rs. 9,00,000/- a year. Both are six figures. What we can do? We need exact figures. And anyone claiming earnings from ancestral property will have to bring in proof to show he is indeed one of the owners of the property and has a right to any income. The paperwork for migrating to Canada is going to look easy when compared to the documentation we are demanding for placing a matrimonial advertisement. Gulfee, Shipee, Green Car Holder, Portuguese Passport Holder, Bulb Holders.. all these terms will have exact definitions with years of service / domicile compulsorily mentioned clearly. A fellow recruited in a tiny firm in Oman six months back cannot be in the same category as a fellow who has worked for twenty years at Aramco in Saudi Arabia. Of course the Oman fellow will have more hair. But that is different matter. What about subjective fields like complexion? Nothing that is observable and recordable is subjective. We have designed Skin Shade Chart that has every possible skin colour ranging from 'Sickly-Pale-White' to 'Nearly-Coal-Black'. Each shade has special number which will have to be mentioned in the advertisement so the prospective spouse knows exactly what colour skin to expect. To say that I am completely lost and hurt by all this is to say the least. Therefore your User's Guide on Commonwealth Human Rights Initiative (CHRI)was a masterpiece of information, like water on a parched tongue, which I appreciated immediately and immediately downloaded it for a further reading and study. I shall be highly thankful if you could guide me under the new Goa Right to Information Act to know the Government's (New Delhi's as well as Goa's) silence in the matter and to find out what all this anti-nationalistic activity hush-hush is all about but also to know who is behind this mischievous piece of reporting and take the necessary legal action against the person/s or officer/s concerned. Many goans are not aware of this at all, and it would be great if someone someday set out to research this theme. I only mentioned a few names that I could recall instantly, but there are many examples of successful Goans in the 20th century. In fact, I think the early Goans in Portugal made such a good mark here that they created an enduring and prestigious image for Goans. Even today, some people have a high regard for you if you are a Goan, irrespective of what you are and what you do. Tony Barro's article on East Africa is a most interesting one. I would like to get back to that, and add my own account about Mozambique, if and when I find the time. I do not think the Portuguese policies had any influence on British attitudes. Quite on the contrary, it was British / Anglo-saxon influence via neighbouring Rodhesia and South Africa that explained some racism that existed in colonial Mozambique, and which by all accounts was not noticeable in Angola. There is one instance however, worth mentioning. When, in the 80's, the UK and Portugal were negotiating with China, for returning HK and Macau to Chinese sovereignty, the British Govt.(Margaret Tatcher) put a lot of pressure on Portugal not to grant Portuguese citizenship to the people of Macau, fearing that they would flock to the UK.There was some friction between the two countries at the time, bu the Port. Govt. did not budge and stood on principle. Which is why there are more than a 100.000 people in Macau with Portuguese nationality (all those who were born there under Portuguese rule). They have the right to live in Portugal and some did just that, but the majority remained in Macau. The UK created the infamous Nationality Bill instead, which made Hong-Kong British nationals second-class citizens, without the right to reside in the UK. The Hong-kong civic and democratic leaders at the time praised the portuguese attitude and held it as an example before the British colonial administration, demanding equal rights with the people of Macau, apparently without success. I presume you are referring to drummer - Steven Sequeira -the son of St. Joseph's teacher- Mrs Patsy Sequeira. Steven got a very early start in his musical career . At 12 years of age, he teamed up with his cousin - Donald Dias (accordion) and Francis Madeira (guitar) - the youngest son of Mr. Madeira- The Club barman. All of them were also great pianists. He later moved to Goa where he teamed up with the great Goa musician - Remo Fernandes and Edwin Saldanha - the nephew of the late Willie Saldanha who played the Hawaiian guitar at the all famous Msimbazi Community Center concert in November 1961. Steve later did a three-year stint with the broadway musical - Jesus Christ Superstar in Bombay (Mumbai). The last I heard of him was in the early eighties when someone met him in New Delhi where he was playing at a nitespot with his wife - the daughter of Bombay's famous musician - Chic Chocolate. It is disheartening indeed worrying to read about Malaria leading to death in one of Goa's leading academic. Many will express their sympathy at the funeral and in academic corridors. I hope however that this sentiment translates into action to spur the government and local citizens to do something about mosquitoes and malaria. Both these problems have been solved in the civilized world. There is no reason for Goa and India to be continued to be plagued by them. The solution is in the hands of ordinary citizens. In addition to the usual well tested measures, it is my belief that Starling (birds) and bats feed on mosquitoes. Any relevance of this to helping Goa? Regards.

The 24 women victims were either pillion riders or pedestrians..It may be argued that the number of female scooterists is less. And many argue that they also disobey rules. But the fact is they ride safe. (Paul Fernandes in GT) At the risk of being labelled as prejudiced I can say with confidence that most women riders (and drivers) in Goa have very poor road sense. There are the few who can take any man for a ride but those are the exception rather than the rule. In Goa women riders will: - Park wrongly - Reverse without looking - Turn without signalling etc. True in general they drive slower then men (which is not necessarily a good thing, specially on a highway) but they more than make up for it with their total lack of knowledge about the rules of civic driving. At any time if I see a bike hesitantly weaving in front of me on the road I know that the chances are good that its either somebody whose tyre just got punctured, or more probably, a woman rider. The tight skirted variety are and even bigger danger because they can't easily place a foot on the road to stabilise their bike. And if ever you see a woman driving a car ahead of you please Keep Safe Distance if you value your life. They will brake in the middle of the road or suddenly swerve to one side or do something totally nonsensical like trying to park in an impossible place or take a wide turn where a sharp one was required (and then reverse and cause a traffic jam). My advice to any vehicle owner is to go ahead of (overtake - but keep a wide berth) a woman driver/rider who is dithering on the road unsure of where to park/ turn/ stop, or else by driving/ riding behind her you are placing your vehicle/ life/ limb at grave risk. No wonder the statistics show there are less women dying in vehicle accidents. The women are causing the accidents and the men are dying. Potholes, stray cattle, stray dogs, drunken driving - all these can someday be controlled. But who is going to control licenses being given to women who have no road sense? And that goes without saying and it is so very true. Because a song is song... It is something to be sung, to be heard, to be experienced, to be enjoyed,to be lived. If I grew up with certain songs and those mean so much to me, evoking nostalgic moments and remebrances of days of yore, let no else think less of me. Even to hum those songs it is, as you say, sheer thrill, pure magic. But today sadly - as in everything else - we have in Goa separate camps. There are those who want only english songs, others only in konkani, or in marathi, or in hindi, etc. Further, for some here, Portuguese songs, for instance, are taboo and smack of anti-nationalism! They should at least take the trouble to read what you wrote, because they don't realize that any song, whichever the language, if well-rendered, is a song, after all. A world to be relived, a symphony of love, melody divine. I for one appreciate every song, in any language, especially if the interpreter (professional or amteur) takes pains to put forth a heartwarming rendition. Those songs that you mention, dear Silviano, and many more, are are also sweet music to my ears, and I do know the words of many of them. They mean a lot to me also because I too grew up with them and, no sooner the very first note is struck, they bring back feelings of deja vu and of intense emotional satisfaction. But, I must confess, the most beautiful songs (I want to strike a personal chord here), are those Portuguese and Konkanni lilting tunes, that my adored mother taught me while, seated on her lap, I experienced at the same time her warmth and her love, something that I may never be able to experience anew. All types come here and make it their home, at least for a while. But those who used to give it that distinctive 'Goa' flavour are becoming harder to spot in the rising touristic tide. Though they~'re there, a part of the scenery now, enjoying Goa and finding themselves. In my village of Candolim, there's a distinctive group of people who stand out, the Taiwanese. There's about a dozen of them who stay for long periods here, a few of them only a couple of houses from me. Sometimes I see them doing Tai Chi in an abandoned volleyball court next to the hill. They're all practicing the art of 'Living Zen' and all work with an entity called the 'Living Zen Trading Company' which imports consumer and other items from Taiwan, which they sell at the 'Taiwan Market' in Calangute. Life for them revolves around their leader, Cuckoo, a Zen master. We're his followers, explains Elephant, the stout one amongst them who resembles a Chinese priest with a long wispy beard and moustache. Cuckoo is also the name of a restaurant on the beach where they and all their friends mostly congregate to eat some delicious food and discuss the finer nuances of life. Cuckoo is also a master of acupressure/acupuncture and used to heal at the Osho Commune in Pune. So the Osho types also hang out there. Why Goa? Because it's a nice place, says Elephant in Taiwanese while a friend of his translates. It's a nice beach, the local people are very kind to us, the surroundings are very comfortable. Everything looks natural and original, he concludes with a beatific wave at everything. He's been coming here now for eight years. The first time we came on holiday, we used to cook for ourselves. Some of our new friends would eat with us and they liked the food. They paid us some money to share the costs. Then we decided to make a restaurant and slowly we started a shop here, says Elephant pouring me some more of the green tea which they also sell at the shop, besides soya sauce, Chinese food noodles, etc. It's all very nutritious, specially their food (also the most popular food outlet at the Saturday Nite Market, Arpora) as they use original ingredients. Cuckoo restaurant is well known in gourmet circles. What is Zen? We don't know, he says matter-of-factly. We're still learning. We're just following Cuckoo. He points out to us when we do something wrong and pushes us in the right direction. It keeps out energy going. They explain that their approach is to be more alive, more in tune with the simplicity of nature. How do they handle people who are different from them in Goa? If people come with their cultures, slowly they'll cut down and become simple because our life is easy, he says. No unnecessary complications. What about the crazies? We've got nothing to do with that. Some people will always be confused; some people will always be clear. Swami Jeevan Roshan first came to Goa in 1981. A German (from Berlin), he had been to Kovalam and was going back to Bombay through Goa. When I came here, I knew I had come home, he says simply. With his money almost over, he was sprawled on Calangute beach watching the glorious sun set, wondering what to do next. Always a creative person, an idea came to him, so he called up his mother in Germany and asked her to send him a tattoo kit. Today he's possibly Goa's best known tattoo artist. If you have art in you, you can do anything and the art will be reflected in whatever you do. It can be anything, simply cooking, for example. I have many engines going, he says with a pixie-like smile. For many years he ran a popular restaurant in Calangute and in between also took Osho sanyas -- It was a joke, and it is still a joke, he says grinning widely. He also married a Goan lady, Yolla. Why Goa? Really, it's just the climate, the trees, the tropical environment, the sun. I love the monsoon, then the season comes; full six months it's the season. I play the guitar in the evenings (at some restaurants), come home, crash, wake up, somebody comes to do a tattoo. It's the kind of work I was looking for a I love it -- creating, cooking, playing music. His latest production is a 'Goa Trance' album, Galaxy Bubbles -- Made in Goa. He has also noticed the changes happening in Goa. Before, Goans were all smiling, but now you can't ask them the time. Now it's better because it's the monsoons -- it's relaxed, they're smiling. But after the season starts, they've got no time; they're trying to make money.

There is no disputing that the Airports Authority of India (AAI) is having problems handling civilian flights due to Navy restrictions which the correspondent keeps harping on. Everybody knows this. (My point had to do with the earlier diagnosis of Indian Imperialism, i.e. not just by the Navy). In fact, despite all the polite noises being made about the present Navy Commander being very sensible etc, the Navy seems persistently critical of the AAI in not using the airport during the night hours when the Navy has completely lifted flight restrictions. This is one specific area where a professional (rather than highly charged) dialogue seems necessary and may be fruitful in the long run. The bottom line: Please dont give up on the case so easily and keep trying for a dialogue. Goa's eyes may be upon you!
