Now, don't make the mistake of trying to comprehend what this means,
since it is in *Indian English* and not the Queen's version of the
lingo. As, post-1947, after the sun rose of Indian English, we have been
marching ahead and eagerly look forward to shortly become the country
with the largest number of English-language speakers in the world.

Maybe by then, we will be able to define *some* rules. Or, is it a case
that the minority will always rule?

Goan English has nuances of its own. Chak'upcer is slang for
shock-absorber. Vicer is a washer (of the mech kind). K'linder is the
driver's assistant (cleaner?). I never understood why a girlfriend gets
abbreviated to handbag in Konklish, a language which one of the few
experts is my journo-friend Valentino Fernandes (recently retired from
Gomantak Times, and doing well with his self-published book 'How To Be
An Instant Goan').

I once had this friend from Papua New Guinea (who went on to become the
Press Secretary to the Prime Minister) who was explaining the finer
nuances of the PGN lingo called Tok Pidgin. Someone asked him, So is it
just badly-spoken English? He shot back: If that's the case, you could
call English badly-spoken German.

So c'mon guys, let's embark on this huge process of legitimising the
role of Konklish (and Indian English) in the English speaking world.
Just think of the benefits. No one will be able to point fingers at how
poorly English is spoken here.

Talking about English, why are Konkani speakers so often laughing at
each other's variants, dialects, vocabulary and pronounciation? And I'm
not talking about expats who have only a nodding acquaintance with the
language, but also long-time residents, who speak one or the other
variant of the language well enough for all their purposes, but still
get laughed at. FN

 One year, only after about a week,  I  realised that the horn of the
 car I had rented was not working.  I had it seen to just in case. In my
 experience there is much less use of the horn in the last two years.

doing and getting better and better at the job, where crores have been 
invested. Congratulations to the Navy!


But surely, you will agree that all this and more can be acheived from Sea 
Bird, and not from Dabolim. Sea bird was deliberately built at Karwar, and 
Dabolim was not selected then as The Sea Bird mBase for the Navy.


So why is the Navy not moving to Karwar, on their own. More so, you should 
tell the Navy big wigs whom you are familiar with, to get the hell out of 
Dabolim, and move to Sea Bird in Karwar, which is the base for the Navy to 
Fly! Let Dabolim remain solely for civilian uses in peace time. I hope you 
will not let Goa down. Goa needs Dabolim all for herself and never Mopa.

Hi,
Im just an old navy veteran minding my own business and sitting under
the shade of an old coconut tree at 0940 this morning in South Goa,
sipping my coffee and keeping out of my wifes way, and trying to avoid
all those contentious debates on Goanet as well, when I hear the
scream of jets overhead and watch 2 fighter bombers overfly my house
at low level.  My eyes are still good enough to recognise them as
SUPER ETENDARTS of the French Navy, based on the carrier CHARLES DE
GAULLE, flying seaward, after a low level strike on Dabolim airport.
Whats happenned to our Navy, because there should have been 2 Sea
Harriers on their tails? Are they only playing Golf  or football,or
sitting on their backsides, as Churchill Alemao and all his pals have
been saying to all the taxi drivers ,at all these *MOPA* public
meetings all over South Goa ?
Well, heres what I found out. The French carrier, which was 700  miles
NE of Goa, the night before, made a high speed dash towards Goa during
the night and launched 2 strikes of 4 aircraft this morning,to destroy
the runaway at Dabolim at a range of 250 miles from Goa.. Our Kamov
AWACS helicopter, which had been launched from the deck of one of our
frigates operating off Goa earler in the morning, detected the
incoming strike about 100 miles out of Goa, and 2 Sea Harriers , on
CAP, were vectored to intercept, which they succesfully did.  The
French pilots were then permitted to have a close look at the Benaulim
 and Colva beach , on their outward leg , back to the CHARLES DE
GAULLE.

Why do I write this? Three reasons-firstly, our Navy is the most
powerful in the region, and one which is admired worldwide as being
thoroughly professional.  Secondly, we could never dream of seeing
foreign fighter aircraft overflying our territory--we are now getting
truly globalised, and India is taking its rightful place among the
comity of nations.
Lastly, as a Goan, Im proud that Goa is an important cog in our nations 
defence.

From the Pentagon on down, military figures have told the Airport Authority
that joint use of the Miramar Air Station would endanger the installation's
training and national-defense mission.

Now the agency wants to see what could be done by taking the joint out of
joint use.

 Without removing any of its other dwindling options from the table, the San
Diego County Regional Airport Authority board voted 6-3 yesterday to explore
ideas that require moving certain military operations somewhere else to
allow the separate operation of a commercial airport.

With the military refusing to engage in what if scenarios, board members
said they simply want to see if they can come up with a win-win solution of
their own that could draw enough voter and congressional support to bring
civilian military leaders to the negotiating table.

Nothing too elaborate is expected from the vote, a follow-up to committee
action instigated last week by San Diego Councilman Tony Young. The agency
staff said it can research Miramar ideas without any additional budget
expenditure, leaving it up to the nine-member board whether and how to use
any concepts brought back for review.

This is not locking us into a particular idea or solution, said board
member Paul Nieto.

Lemon Grove Mayor Mary Teresa Sessom, a longtime critic of the military
airport options, characterized the concept as kicking the Marines out of
Miramar.

The proposal isn't quite so blunt, referring only to certain assets at
Miramar being repositioned.

In February, the board's technical consultants presented the idea of
building a military-only runway at Camp Pendleton to allow the Marines to
move simulated carrier landing practice, a key activity at Miramar that
requires precision use of airspace and plenty of room for error over
undeveloped land.

The idea got cold-shoulder treatment from an assistant Navy secretary and
went nowhere with the board's strategic planning committee.

A senior Marine Corps official attending the board meeting declined to
comment after yesterday's vote, in which Sessom, Xema Jacobson and Robert
Maxwell dissented.

But the move is a departure from the methodical analysis of costs, airspace
and environmental impacts that has typified the airport site-selection
project in its final weeks.

Besides joint use at Miramar, Camp Pendleton and North Island, the agency is
considering civilian sites in East County's Boulevard and the Yuha Desert of
southwestern Imperial County.

The board tentatively is expected to complete its work within the next two
months, selecting a proposal to present to voters in a countywide ballot
measure Nov. 7.

With much of the analysis still under way, the North Island option - which
would leave Lindbergh Field still in operation - has been handicapped by
findings on difficulties posed by crosswinds. The Imperial County proposal
is burdened by the estimated $15.2 billion to $18.5 billion cost of a maglev
train to serve the location.

Sessom, echoing views of military representatives expressed in previous
discussions, said a go-for-broke approach to Miramar ignores the conclusions
of the Pentagon's 2005 Base Realignment and Closure project, which left San
Diego unscathed. That review - the military's own assessment of the
efficiency of its assets - concluded the bases in San Diego County already
are configured the way the military wants them, she said.

Putting too much faith in a military solution, Sessom said, runs the risk
the agency will have nothing to show for its effort when Lindbergh Field
reaches its capacity of 260,000 operations a year.

But board member William D. Lynch said if the board fails to work something
out with the military, it is almost guaranteed to remain stuck at
Lindbergh.

The military, Lynch said, is going to stand firm on this until some higher
authority, if you will, can address the issue of competing interests.

Last time it was the BJP Govt. when fraud took place.
Has the Congress Govt. learnt anything from that? Are
they going to hush hush the matter as well? I think
the ticket holders should get double the amount
at-least for the time lost and the transportation
costs etc. In other parts of the world, they (the
organizers) would probably be sued for a much bigger
chunk.
Peoples power will always work as long as you take
serious action on such matters but give some time for
the Govt. to wake up first.

I think these drivers ought to be trained in
electro-mechanics - that there is a dynamo/alternator
to charge the battery *and* supply the power for the
accessories; as long as the engine is running (and in
turn, activating the alternator), there is very little
chance of running down the battery, unless the
alternator is not doing its job. 

I suppose it is the the same ignorance that leads
these truckers to indicate right as an indication to
the vehicle behind them to overtake, as also putting
the vehicle in neutral or switching the engine off
going downhill (thinking they're saving fuel), which
again, is dangerous practice, the latter especially if
the vehicle is fitted with power-brakes.

The meeting, chaired by Union Water Resources Minister Saifuddin Soz,
saw Karnataka all but isolated as the two other riparian states - Goa
and Maharashtra - demanded the setting up of a tribunal, while Karnataka
sought resolution of the dispute through negotiations. 

The Mahadayi river dispute in all likelihood, will be referred to a
tribunal as a meeting of the basin states' chief ministers that the
Centre convened on Tuesday to resolve the issue failed to bear fruit. 

The meeting, chaired by Union Water Resources Minister Saifuddin Soz,
saw Karnataka all but isolated as the two other riparian states - Goa
and Maharashtra - demanded the setting up of a tribunal, while Karnataka
sought resolution of the dispute through negotiations. 

Coming out of the one-hour meeting where the three states made their
respective presentations, Goa Chief Minister Pratapsinh Rane declared: 
The talks have failed to yield any result. Goa wants a tribunal to
resolve the dispute. 

At the end of the meeting, Prof Soz told the states that he would
individually speak to Mr Rane and announce his decision within 15 days.
However, ministry sources said that in all likelihood, a new tribunal
may be constituted to go into the issue. 

According to the Inter-State Water Disputes Act, the Centre should first
hold negotiations with the riparian states and only on its failure,
should it constitute a tribunal. If that happens, it would be the third
such tribunal that Karnataka would be adding to its burden - it is
already involved in defending its case before the Cauvery and Krishna
tribunals. 
Addressing a press conference after the meeting, Chief Minister H D
Kumaaraswamy said the State had waited for four years for the Mahadayi
dispute to get resolved. I have no problems in waiting for 15 more
days. 

Asked as to why Karnataka was getting embroiled in river disputes, the
Chief Minister remarked: It seems everybody takes us for granted.
Whenever water problems arise, our friendly neighbours try to override
us. 
We have always co-operated with our neighbours and the Centre. 

At the meeting, Mr Kumaaraswamy pressed for the need to take up the
route of negotiations saying that adjudication by the tribunal would be
a time-consuming process which was not in the interest of any basin
state.  Noting that Karnataka should be allowed to take up the
Kalasa-Bandurinala project since it was a drinking water scheme, he said
the diversion being sought was not during lean but monsoon season. On
behalf of the people of Karnataka, I earnestly appeal to party states
and the Centre that pending determination of our equitable share, either
by adjudication or negotiation, the abeyance order dated September 19,
2002, be immediately withdrawn and the in-principle clearance accorded
on April 30, 2002, restored, he added. It may be recalled that the
in-principle clearance was withdrawn following objections from Goa. 

Mr Kumaaraswamy said the yield in the Karnataka catchment was estimated
at around 40-45 tmc. 
The yield of river Mahadayi, from its origin till it joined the sea, was
estimated to be around 200 tmc. 

Presently the entire flow of water was going waste to the Arabian Sea,
not utilised by any of the basin states, except a negligible quantity. 
The Goa Chief Minister objected to the project saying that the Mahadayi
was a deficit basin and hence no diversion from it was acceptable to
Goa. 
He also feared that if the dam was allowed, Karnataka would divert water
for irrigation purposes. 

He said Goa would entirely use the Mahadayi water for drinking water
purposes.  Maharashtra Chief Minister Vilasrao Deshmukh told the meeting
that he would go by the Goa stand since his state was not affected much
in the dispute but depends upon Goa for .5 tmc of water. 

Maharashtra badly needs Goa's co-operation in the inter-state Tillari
project for drinking water. 

The last inter-sate meeting among the party states was held on December
20, 2002, wherein it was decided that the reconciliation process and
assessment of the yield should be completed by March 31, 2003.
Accordingly, the Central Water Commission has completed its task of this
assessment.

Thanks for informing me that Afra Dias is a she and that's her real name. 
Now I can sleep better though her posts often keep me awake. :=))

I did provide the official / cultural names for Goan Hindus and Catholics.
So we are NOT Loosely speaking we are all Koknos. 
We are all accurately speaking Konkans.
I hope someone can clarify this. 

Should I be apologizing to the existing College of ayatollahs?
Do I detect a little discomfort from the grand ayatollah?:=))

In case any poster wonders what's this?   
Ayatollizing is the twenty-first century variation of pontificating 
undertaken by ayatollahs who are generally self-appointed or  on occasion 
treated as such by their goanet devotees.:=))
Ayatollizing is not necessary the same as Huttonizing.  Remember the 
phrase, When EF Hutton talks people listen.

Am one of those silent Goanetters and have been a Goa-netter since
1996 and when the going gets unbearable, one conveniently unsubscribe.
Like Dom and Francis and Fred have said, the mindless dribble that
spills out of keyboards from the Bahamas to Toronto to Betalbatim...a
question: do you ever think for a minute before you post? Is your post
relevant, interesting or does it empower you? What, the internet is
your new ...don't you have a life ? Does writing on Goanet your sole
raison de etre? Sad. Very sad.  The numerous posts from one poster
beats me!!! Conveniently, one deletes posts from certain posters but
really this shouldn't be.

I imagine cyber space is a new concept for those who would aimlessly
wander around the Panjim or Margao or Mupca Municipal gardens in
search of and listening to and spilling mindless gossip about sweet
nothings; its very Goan because nothing ever happens in Goa and time
stands still (so romantic), there is hardly any entertainment except
when Vasco play Dempo or ze Anton does the village spinster!! And
true, you have carried your ways with you where ever it is you have
now call home.

So rather than troubling the Goanet admins, wouldn't it be best to ask
your self a simple question: ...is it readable, does it merit a read.
Be it your view on Tony Correa-Alfonso's reason for keeping an Indian
passport (hey, he is a rich in family history and bank balance) or
Malahar's description of taking his young son up the Moira hill or a
few posts of your unmerited views. And you should wonder why the many
interesting and colourful Goans, all part of GoanetDom, Thalman,
Tony Correa-Alfonso, Nagesh, Bassalio Montero, Brian Mendonsa,
Theotonioseldom post. These are the Goans one would rather read,
hear them out, these are folks with an opinion and who can make Goanet
interesting. We should be asking as to why there are only 7K
subscribers? Are your posts so mindless and unreadable that there are
people out there who'd rather stay-away? Or would they be avoiding you
in the Margao, Pajim or Vasco municipal gardens if they saw you?
Likely.

And in my view, a few interesting posts make Goa net worthwhile rather
than the constant bits of thoughtless posts from some obsessive
compulsive. For those posters, you don't need the Goanet; you need a
shrink!!

An interesting development is the posts from Goan women: a lot of
sensible, readable and offering an interesting view point.

Goanet actually sum up the sad state (my view) Goa has come to be: a
state and a people with nothing to look forward to, consumed by greed
and living on memories of days gone by with no dreams, no vision and
short-term dream of a quick-buck, no leadership and no shining stars
one can proudly call amcho Goiemcho. And a political leadership with
no morals, nor intellect and lacking in vision, and pathetic. Quoting
Mario Miranda: Goa (he meant Goan culture, values, our unique way of
life) will die in 5 years (1995). Maybe one thought this came from an
old sentimental fool who lives and loves Goa musing on a warm Bombay
evening after a couple of drinks. Maybe he was right.

Do you think one can justify ideological aggression
directed selectively against atheistic and humanistic
evangelism, and not against religious evangelism, as
practised by religious and political leaders? In fact,
do you think one can justify aggression and evangelism
based on ideology of any kind? Also, don't you think
pacifist evangelism is much better than aggressive
evangelism?

not?  All they have to do is their JOB more

calumny get posted, and often responses to those posts
get flagged.

I was really surprised to see the interest you shown in this case/update.

When I last posted 'Meet Mr. Manish  Mr.Amit', look how many of you read it.

Within 2 hours of posting on Goan-nri group only, there were 94 hits.
Within 3 hours (now also with Gulf-Goans group) there were 116 hits.
within 4 hours it was now 135 hits
within 8 hours it was 195 hits
within 10 hrs  it was 201 hits
within 21 hrs  it was 252 (also includes Goanet this time)
As of now (in 2 days) the total hits rose to 324.

If you look at the Article 38 of our Party's constitution, we have

I appreciate your responses on the subject. I was merely questioning the
use of the the term derogatory when referring to someone who has been
defrocked. A question of semantics has morphed into an issue of a
certain priest's status in the clergy. Please hear me out, this post is
sarcasm-free. :-)

For your information, I know  nothing of the priest/ex-priest in
question. I don't know his name, and I have no interest in doing so
either. I have no reason to defend him or Chris on this matter, even
though I have spoken in Chris' defense each time there's a campaign to
smear him. (I will ignore comment on the last sentence.) If indeed the
priest in question has not been defrocked, then Chris' comment should be
called false, instead of derogatory. The one term clarifies fact, while
the other imputes motive.

Your responses, which were rather defensive--and for good reason, I've
learnt--caught me by surprise, because I actually believe that the term
defrocked does not have to be derogatory. Somebody could conceivably be
defrocked for questioning Catholic doctrine, or for committing some form
of highly principled clerical disobedience (marrying someone while in
the priesthood, for example). In these cases, being defrocked for
standing up for principle is nothing to be ashamed of, and using the
term derogatory to describe such a defrocked priest would be
inappropriate and demeaning to the individual who has suffered the
consequences of taking a principled stand.

As indicated in the subject line, this is my last post on the issue.

Ralph,
I don't think Mario would understand that anyone from India seeking an exit 
with a
Portuguese passport is effectively gaining entry into the expanding EU which 
is larger than the USA, population wise. Many with Portugueuse passports 
make a bee-line for the UK where the economy is booming currently and there 
are jobs aplenty even though the accommodation situation is dire.


Secondly, that an EU passport allows easy movement to North America and
indeed many other parts of the English speaking world world and indeed back 
to India if necessary.


That India is potentially a major economic power is generally accepted. 
However, like China, it has a major population problem and the competition 
currently for higher education, employment etc notwithstanding the 
corruption,  is intense. In India there is probably jam tomorrow but not yet 
today.


If Mario thinks there is so much potential in a future Indian giant, why 
isn't he returning
from the USA as some successful Indians now do, and why did he leave India 
in the first place? Sadly, there is a tendency among some of those who have 
gone abroad and established themselves, to remove  the ladder for others. 
Mario does not seem to know that he is indeed doing just this through his 
daft advice/comment to you.


Please don't get fooled by Mario. At most times he seems not to know when he
is fooling himself.

[Goanet] A windy day...

Yesterday, April 3, was a windy day. It set a few random thoughts in motion

After a number of hot (and worse, humid) days in Goa, it felt as if
there was some celestal fan blowing pleasant winds to our part of the
planet. I'm surely no met office expert, but it seems that what can be
trying in Goa is the humidity that comes with this season, as high as
in the nineties (percent). The only antidote is to cool down 2-3 times
a day with a couple of jugs of water taking the place of a bath.

From nothing more than calculated guesses, it would seem that our
perception of the heat and cold depends not on the temperature alone,
but also on the humidity levels, and wind factor. The latter is true
specially of the cooler climes, perhaps. For instance, many years
back, I was surprised to see that it was 38 degrees (Celsius) in
Ahmedabad, and that wasn't as intolerable as, say, 35 degrees in Goa!
The humidity makes the difference. In Stockholm, I felt terribly cold
on seeing the huge clocktower saying it was 13 deg C, but during a
winter visit to Delhi, we found it hardly too cold at single degree
temperatures, and that too without any heating of any sort.

With the decrease in greenery in many areas, getting in
airconditioners, which add further to global warming, is surely no
sustainable solution for Goa.

The other day, it was interesting to read St Xavier's Higher Secondary
Section (Mapusa) principal Mervyn D'Souza say that parts of Assagao
were five degrees cooler, because of the heavy tree cover that was
once in the area! It is nice to see people in Goa once again taking a
growing interest (pun intended) in growing trees, rather than just
decorative plans. And, nowadays, one has a number of sources from
where to source these plants from. Both government and non-government.

Maybe I'm just growing supersitituous with age, and I'm sure people
with great faith in modern (read Western) scientific values -- now,
this is deliberately being provocative -- like Dr Santosh Helecar,
would frown on my attitude. But in recent years, I've come round to
the position that the moon does influence our weather patterns (and
human moods too, not just of the few we label insane... but that is
another issue).

Likewise, the lunar-based Hindu calendar is interesting in the way it
gives you an insight into weather patterns. Don't agriculturists in
Goa sow seed going by the phases of the moon? Or, the omas and punov,
as it is locally called? Perhaps, there's some science in the way life
gets influenced by the pulls and influence of the planets. (I don't
extend this logic far enough to believe in astrology, though.)

Take a look at how the weather changes around the Shigmo (Hindu new
year period). Maybe it was just a coincidence, but I've seen this
happen for the past two years in succession.

At the beginning of each year, one tends to pick up a Devanagari
(usually Marathi) calendar, that lists the months as per the Indian
system (lunar-based), and the phases of the moon. My only regret is
that the Goa-published calendars seem to have largely closed down.
Borkars' from Margao used to come out with one. But big players like
Kalnirnay from Maharashtra have probably eaten up a large chunk of the
market. The additional advantage was that the local calendars covered
all the zatras and major (Catholic) feast days from Goa too, which was
useful.

Talking about the weather only reminds you how information-poor we are
in our supposedly advanced (by Indian standards) Goa. And don't tell
me things were better in the Portuguese days! Or am I wrong :-)

One recalls the date last year -- April 20 -- when cyclonic winds hit
Goa around 7.30 pm in the evening. Some of us who were at one of the
programmes organised by the Fundacao Oriente were surprised by the
doors of the impressive office banging with the breeze. But we didn't
have a clue of what was coming, and only later realised about the
seriousness of the weather disturbance. Our part of Goa had its power
restored only after 36 hours, a few hundred trees fell, and there was
damage to life and property.

All in all, our authorities do a poor job in keeping the citizen
informed about the weather. In these days of Google Earth,
weather-via-the-Net (an icon sitting on my GNU/Linux desktop and
Firefox browser tells me that Goa today is partly cloudly, 95degC wind
SSW 3 mph) we could do with a better deal. FN

citizens as soon as they park their cars.

As soon as you people realize that the only rule in
India is not to hit anything, then maybe you will all
relax and live longer.

they need to watch out for:-))

  REPEATED   ODI  ENTRANCE TICKET SCAMS

I fail to understand why the Scam of tickets  cheating case in the last
India Australia ODI at the same venue,  has not been   actioned and justice
delivered to date! In July 2001,  chargesheets for cheating,forgery,
criminal conspiracy were  officialy made by the Police. Justice is still
taking its course? This is shameful indeed. So the same thing gets repeated
again with impunity?
It is reported that more than 300 ticket holders were denied entry as
stadium was full!  Not even one citizen who held a valid ticket must
sit quiet. There is a Consumer Court  existing just for you. Please do go
and file your case for deficiency in service.You are entitled for  full
refund  AND compensation . That is the very least you must do. I trust the
media will follow up and  help  our government  to get up and walk  to help
Justice prevail  a little faster for the common man who gets no free passes!

[Goanet] LEOPARD ALARMS MIRAMAR RESIDENTS

Strange but true.  With Goa turning into a concrete
jungle, needless to say wild animals could as well be
the pedestrians of the future.  An indication of
things to come was this incident  that alarmed the
inhabitants of the high profile locale of Miramar
Panaji Goa within the precincts of Corporation of City
of Panaji.

This early morning while students and office goers
were on their daily chores a leopard  straying around
Miramar finally landed into  a residential apartment
HOME STEAD of the Menons at Miramar. 

According to a top official of the office of
Conservator of Forests who this writer had a teletalk
with +91 0832 2223508,  the leopard could have as well
come from the nearby Aguada side and swam across the
waters and made its way after meandering thro the
Miramar area at early morning.  According to him there
are areas in Bardez which are witness to such leopards
prowling,

To a question --whether this could be a domesticated
one apparently set lose by the owners ---fearing the
change of guard expected in the office today with the
arrival of the  new incumbent Chief Conservator of
Forest  Mr Richard D Souza IFS who is likely to take
charge,( following his transfer to Goa from Arunacahal
Pradesh ), he stated that though it is illegal to
domesticate such animals classified under Schedule I
of the Wild Life Act 1972 atleast this one  did not
appear to look like one domesticated and had to be
tranquilised before being nabbed and sent to the
Bondla zoo.

It may be recalled that during the earlier termof 
Mr Richard D Souza IFS in Goa as Conservator of
Forests during the BJP led coalition regime,  the
first thing that he did was to raid all places where
such prohibited animals under Wild Life Act were
domesticated by people of Goa.  All such animals were 
confiscated   from these unauthorise owners and taken
to the Bondla zoo.

This earned the wrath of many animal lovers, though Mr
D Souza was shunted out of the State after a brief 
innings for other reasons. It is believed that the
mining lobby then feared his functioning strictly by
the rule book and so that he was booted out.

Efforts to contact the inmate of the house Ms Angelica
Menon on +91 0832 2461143 in whose house the wild
animal was found early morning by the howling of her
dog were futile.

Meanwhile when this writer spoke to an animal lover in
South Goa who had suffered a similar fate at the hands
of Mr D Souza, he agreed that this may not have been a
domesticated one by the owners of the house, where it
was found,  but did not rule out the  possibility of
the leopards  being domesticated by others and
subsequently released out of fear of being raided-- He
 agreed that though one would need to excercise great
caution to keep leopards as it eas necessary to keep
them away from other feline genre.

There was yet another animal lover who agreed that
there might be a coincidence with the leopard being
found and the arrival of Mr Richard D Souza in Goa. 
 
He is sure that there will be a notice issued by him
directing all animal lovers in the State to surrender
the all animals prohibited from being domesticated as 
included in the Schedule I of WLA.  At the same time
he wondered how the Government could fill the zoo at
Bondla with domesticated animals from private owners. 
Does the law distinguish from Government as the owner
and private individuals in matters of domestication? 
How then can they put such animals in its zoo?
Ironically some four years ago there was a board at
Bondla indicating that most of the animals held at
Bondla were confiscated from private owners.

[Goanet] indo-french exercises

Hi,
Im just an old navy veteran minding my own business and sitting under
the shade of an old coconut tree at 0940 this morning in South Goa,
sipping my coffee and keeping out of my wifes way, and trying to avoid
all those contentious debates on Goanet as well, when I hear the
scream of jets overhead and watch 2 fighter bombers overfly my house
at low level.  My eyes are still good enough to recognise them as
SUPER ETENDARTS of the French Navy, based on the carrier CHARLES DE
GAULLE, flying seaward, after a low level strike on Dabolim airport.
Whats happenned to our Navy, because there should have been 2 Sea
Harriers on their tails? Are they only playing Golf  or football,or
sitting on their backsides, as Churchill Alemao and all his pals have

Well, heres what I found out. The French carrier, which was 700  miles
NE of Goa, the night before, made a high speed dash towards Goa during
the night and launched 2 strikes of 4 aircraft this morning,to destroy
the runaway at Dabolim at a range of 250 miles from Goa.. Our Kamov
AWACS helicopter, which had been launched from the deck of one of our
frigates operating off Goa earler in the morning, detected the
incoming strike about 100 miles out of Goa, and 2 Sea Harriers , on
CAP, were vectored to intercept, which they succesfully did.  The
French pilots were then permitted to have a close look at the Benaulim
 and Colva beach , on their outward leg , back to the CHARLES DE
GAULLE.

Why do I write this? Three reasons-firstly, our Navy is the most
powerful in the region, and one which is admired worldwide as being
thoroughly professional.  Secondly, we could never dream of seeing
foreign fighter aircraft overflying our territory--we are now getting
truly globalised, and India is taking its rightful place among the
comity of nations.
Lastly, as a Goan, Im proud that Goa is an important cog in our nations defence.

TSKK KONKNNI COMPETITIONS

In the year 2006, the Jesuit Order celebrates the triple jubilees of three 
of their comrades.  On April 7, 2006, birth of St. Francis Xavier: 500 
years; on 13 April birth of Blessed Peter Faber: 500 years; and on 31 July 
death of St. Ignatius de Loyola, the founder of the Jesuit Order: 450 years. 
Besides these on 6 September 2006, 450 will be completed for the first 
printing press in India which was brought to Goa by the Jesuit missionaries 
on 6 September 1556. The first Konknni book was printed in that press during 
the period 1556 to 1561 in Roman script.  To commemorate these important 
events in Goa, Thomas Stephens Konknni Kendr (TSKK) will organize the 
following competitions in Konknni.


Category A: Konknni Short Story Competition
Category B: Konknni Song Competition
Category C: Konknni One Act Play Competition

Rules:
These competitions are open to all.
Topic or theme for these competitions is Francis Xavier friend of the poor
The length of the Short story should be between 2000 - 2500 words.
The length of the Song should be between 75 - 100 words.  Musicians should 
be able to compose music for this song.  Therefore it should not be a mere 
free verse type of poem.

One Act Play should be of 20 - 30 minutes duration.
The entries to these competitions could be written in Konknni either in 
Roman script or Devanagari script.  Those who send entries in Devanagari 
script should follow the writing rules of TSKK.  These writing rules are 
available at TSKK.
Do not write your name on the competition material.  Write your name and 
complete address, phone numbers, e-mail ID on a covering letter which has to 
be attached to each entry.
One can take part in more than one category. However, one could send only 
one entry for each of the categories A or B or C.
The entries should be either written with a neat handwriting or typed on one 
side of the paper leaving sufficient margins on both sides of the paper. 
E-mail entries will not be considered.
Prizes:  Category A: First: Rs. 2,000/-; Second: Rs. 1,500/-; Third: Rs. 
1,000/-

Category B: First: Rs. 750/-;Second: Rs. 500/-; Third: Rs. 250/-
Category C: First Rs. 4,000/-;  Second: Rs. 3,000/-;   Third: Rs. 2,000/-
Consolation prizes will be given to deserving entries.
TSKK will have the copy right of the Prize winning and consolation prize

[Goanet] How capital account convertibility will change your life

While the obvious uptake of this would mean more
foreign money coming in, what does it mean for the
common man? How will our life change if and when it
becomes a reality?

On March 21st, the RBI set the ball rolling on full
capital account convertibility (CAC) of the rupee by
setting up a committee to chalk out a road map. The
committee will begin work from May 1, 2006 and is
expected to submit its report by July 31, 2006.

 

While the obvious uptake of this would mean more
foreign money coming in, this will also allow local
companies to tap foreign markets more easily. However,
what does CAC mean for the common man? How will our
life change if and when CAC becomes a reality?

 

For that, let us understand what CAC exactly means.

Basically CAC implies freedom to convert local
currency into foreign currency and vice versa, for any
purpose whatsoever, without needing any permission
from the government.

The term “any purpose whatsoever” is important, for as
of now India is convertible on the current account.
This means one can import and export goods or receive
or make payments for services rendered. However,
investments and borrowings are restricted.

Therefore, let us try and understand the implications
of CAC from the viewpoint of both an NRI as well as a
Resident.

 CAC for NRIs

Our NRI diaspora will benefit tremendously if and when
CAC becomes a reality. The reason is on account of
current restrictions imposed on movement of their
funds.

As has been mentioned in these columns before, no one
is born an NRI. An NRI becomes an NRI when he leaves
India for a job or doing business abroad. Now what
happens is that in the process, he may leave his
Indian assets behind --- investments and monies that
he owned when he was an Indian Resident. Though such
funds and assets can be moved abroad, there are some
rules and restrictions.

 Though an NRI may remit an amount up to $ 1 million
per calendar year, out of his NRO account for all
bonafide purposes, to the satisfaction of the banker,
for any such remittance, an undertaking from the
remitter and a certificate from a chartered accountant
is required. For property, there is a lock-in of ten
years. In other words, sale proceeds of a house that
has been purchased using rupee funds, cannot be
repatriated unless such house is owned for ten years.

Then there are various documentary evidences that need
to be submitted to the banker for proving that the
purpose is bonafide. For example, if the money is
required for medical purposes, a bill or an estimate
form the overseas hospital or the doctor is required.
If its for education purposes, the I-20 or letter from
the university along with the estimated fees would
need to be submitted. Even for assets brought out of
foreign exchange which ordinarily should have full
repatriability some restrictions creep in. For
example, take real estate purchased out of foreign
exchange. An NRI can repatriate funds representing the
sale proceeds of only two such properties in his
entire lifetime!!

 CAC will eliminate these difficulties.

Implications of CAC for a Indian Resident

As most readers would know, as of now, we Residents
cannot freely move money abroad. There are certain
allowable limits beyond which permission from RBI is
needed. The table lists the specific limits for
purposes generally applicable.

Gifts / Donations$5,000 each
For persons going abroad for employment  $1,00,000
For persons emigrating abroad$1,00,000
For maintenance of close relatives   $1,00,000
For studies abroad   $1,00,000 or as per fee
requirement
For general purpose including investments   $25,000
As far as I am concerned, these limits are already
quite liberal. Even if I wanted to I would not be able
to use any additional funds allowed. Simply because I
cant afford it. However, for those who harbour
ambitions of buying a villa in the south of France or
a studio apartment in Manhattan, I appreciate that
$25,000 would be pocket change. Also, according to
some Richie Riches, the limit for private travel is
dismal and should increase at least ten fold.

In any case, the point here is that for the average
person, CAC may not have a direct benefit. However,
there could be indirect advantages. CAC would attract
more FDI, more investments and a greater choice of
products and services than are available currently.
Therefore, in terms of quality of life and variety of
products, both investment and consumer, CAC is
something we all can look forward to.

Last point. The term “any purpose whatsoever” implies
“any legal purpose whatsoever.” The laws of the land
still stand irrespective of CAC. Therefore, things

Comments:

When I was returning home after addressing  the Anti-Mopa meeting at
Cortalim on April fool's day, a one-eyed trailer truck, similar to the one
in this accident case or perhaps the same truck was trying to  overtake my
Maruti 800 from  O'Coqueiro to the Mapusa Junction where I take the right to
go off the NH-17. Believe me it was at times, bumper to bumper running.  I
become adamant when I see rash driving and immediately reduce or increase
my speed so that the vehicle behind cannot rashly overtake.  Unfortunately,
I couldn't jot down the registration number. It did occur to me later that I
should have done that and alerted the non-existent traffic police of Goa
especially after 6 P.M. It is believed that the same truck had a hit and run
case at Banda a few days ago. I shall be calling the Mapusa police to find
out if it was on 1st. April, 2006.   If it is, and approximately at 10 P.M.
or around that time, then the responsibility for this accident and the
deaths must be fixed absolutely and categorically on the Goa Police because
if they had caught this trucker with just one head-light, 2 days ago, this
tragedy would not have happened and 2 Goans would not have lost their lives.

I just got on to the Mapusa Police Station. It is confirmed that the truck
responsible for this accident has a hit and run case at Banda before it came
into Goa. That the drivers put off one head-lights in the nights to save on
the battery. Therefore, I have asked the police person who was on the line
if the police is not sleeping on the job. He accepts that and has the gall
to say that it is the Traffic Police. Ha' Ha'

I just tried to get the SP Traffic Mr. A.V. Despande on the line (Ph.
2426580/ 9822486565. Since I was not getting him on his mobile, I called the
Office number. I am told that he is presently attending a meeting with the
Collector. Rightly so, his mobile is off. I asked to speak to his junior the
DY. S.P. The constable Bicholkar tells me that he too is not around.
Therefore I spoke to Bicholkar himself. He confirmed that the truckers are
putting off one head-light  to save the battery. When asked why these guys
are not challaned, he has the cheek to tell me that the traffic police do
not have duty in the night. To that I shouted and told him to tell his boss
to send all the traffic cops on leave during the day too because we do not
need them if they cannot mind the roads at night where our Goans get cut
down more during the night than during day time.  I just can't wait to get
the ears of the SP traffic himself.

 ticketing and during petrolling on roads!
 2. Marking lanes on high streets and imposing heavy fines for the
offenders.
 3. Police petrolling during night time to catch the offenders such as the
 truck in the above case.
 4. Imposing safety restrictions such as using safety belts, helmets, side
 indicators, etc. And to see that people follow these rules or impose heavy
 fines and confiscate the vehicles. And strictly following trafic rules.
 5. Why is that govt. after govt. is trying to outdo one another to be
populist
 and friendly to a careless rider  at the cost of public safety.

 Please the Govt. of Goa do something, save innocent lives being crushed
uner
 the wheels on the streets of goa.
 Goanneters, your family members and friends,  please ride your vehicles
 safely, use all the saftey devices and strictly follow the trafic rules.

Last Howl from the Cross

On the eve of Holy Week, on April 6, by a most curious
coincidence, a Crucifixion painting by the
internationally acclaimed Goan artist – Francis Newton
Souza (1924-2002) will go under the hammer at
Bonham’s, New Bond Street, London. The expected price
is a whooping Rs 2.33 crore.

The macabre painting is of a crucified Christ drawn in
1963. Souza’s images of Christ retain a dual streak.
On the one hand, the thick bounding lines, the frontal
images, and the stiff demeanor are iconic, on the
other hand, these are harshly, even malevolently
subverted without any redeeming features. The humanity
in the figures is totally eclipsed by a seething,
writhing violence.

The sharp razor-like teeth, inhuman eyes and slashing,
stabbing lines that constitute the body of Christ
evoke a sense of revulsion rather than piety. He wears
a crown of thorns, His ghoulish face with fang-like
teeth create a sinister apparition. His androgynous
slackers seem caught out of time.

During this phase, he found metaphors for violence
that he experienced in his personal life, the fall of
mankind and the entrapment of the human spirit. He was
a serious man, who was not taken seriously in India.
His themes were a dark look at life, which he forced
us to confront.

He died in Bombay and Fr Joe D’Abreo was requested to
conduct the last rites at Sewri. When I briefed Fr Joe
about the man he was about to be buried, Fr Joe was
amazed and said he was privileged to partake in this
burial.

And yet people are willing to pay 2.33 crores for his
painting and invariably the purchaser will not be a
Christian!

But Souza and his paintings have that effect on
people. Twenty years ago, in 1985, when I was
interviewing Souza for an article for the EXAMINER, he
warned me that the Catholic Weekly would never put him
in print. But he hadn’t reckoned with the broadminded
attitude of Msgr Benny Aguiar, the then editor, who
splashed my article in the weekly, much to Souza’s
amusement.

Souza’s ability to transfer his erotic-religious
feelings into a mutual discipline of expressionist
drawing and pigment handling, brought him
international acclaim by the 1950s. He lived in
Crawford Market with his mother, “in whose womb he had
started painting even before he was born,” – was his
favourite phrase while introducing himself.

He left India in July 1949 after the police raided his
studio in search of obscene paintings. St Xavier’s
expelled him because he was suspected of doing obscene
graffiti in the toilet. He had not done it, but when
he went to inspect it, he found the drawing so poor
that he improved upon it!

He was our family friend, and some time ago when
Cardinal Pimenta was with us in Khandala, I reminded
him that I had three friends listed in the
International Who’s Who. J R D Tata, F N Souza, and
the Cardinal, who continues to be listed in this
ultimate compendium.

Souza’s Pieta, Original Sin, Last Supper (1959), Death
of the Pope (1962), Christ (1986) and numerous other
Christian paintings all reflect his Judeo-Christian
concept which he put down to his strong
Portuguese-Christianity of Christ – Christ bleeding,
the crown, the flogging which made him very guilty as
a student and so he used to confess to the priest.

He met his first wife, also a Goan- Marie Figuerado
when she bought his painting – the Ave Maria for Rs.
48. Many of his early paintings like the Cathedral
Altar, reflected the mystic power and splendor of the
Indian Catholic Churches in Goa.

The Crucifixion has been a fixation with painters down
the ages. This passionate storytelling had invited
immense creativity and the results have bombarded the
art world. Christ’s death asks us to search out
narratives and, through them, to question what we know
and what we imagine.

This week dealers in London and all over the world
will be bidding for another Christ fixation, clamoring
to put this painting on their walls and collectors
will be writing huge cheques to snap this painting up.

A student said she wanted to join the medical college
in Goa but she had to pay Rs 25 lakhs for admission. I
am not sure if she said these fees were for students
of NRI parents under NRI quota. Dourado joked that
paying so much would mean she won't have anything
remaining for her dowry. When Dourado began his
replies at the end of the question session, the
student was gone. He explained that there is now an
entrance test for all students, no matter what they
score at the exams. He said he would check with the
authorities and asked participants if they could
contact the student so he could get her email. A paper
was circulated to get each of the participants' email
but obviously she left before she could put her's
down.
Dourado, as quoted by the paper, slammed the visit of
previous NRI members, obviously the one led by Keni,
the chairman. No doubt Keni and other members came on
invitation, but I didn't see any reason why Dourado
had to criticize the group. I think Dourado is
coveting Keni's post. Though Dourado and Keni, along
with the other members, owe it to the Parikar
government for being on the executive committee, I
don't know if Keni enjoyed or enjoys the BJP support.
Now that the political regime has changed and Dourado
being a Congressman, it won't be a surprise if Keni is
kicked out and Dourado takes his place.
From my attendance of the 2005 Gomant Vishwa
Sammellan, I could see tensions between the Catholic
members and the Hindu members of the executive
committee. There was lot of backbiting. I wish anyone
who attended this year's convention could throw more
light on the proceedings. Maybe goanet carried some
posts on it and I obviously missed it. The Keni group
was entertained in Dubai by one of the goanetters who
is no longer active on this forum. I must say that the
informal gathering at the goanetter's place was much
cordial and interactive than the one that was
conducted by the Dourado group. There was the
secretary taking notes, unlike at this meeting where
all three were taking notes.
Brigadier D'Costa spoke saying that we must proceed
forward and lot look back. He said that as a soldier
he always keeps hopes. When I asked him in private
before the meeting on the general NRI scene in Goa, he
said there were some associations and they were
confusion among them.
Dourado also lectured on unity among NRI Goans, and at
one point remarked that if there are three Goans,
there are four associations. This is hackneyed
remark. One of the participants suggested that NRGs
should form pressure groups to influence the
government. Well, the reason the NRI Facilitation
Centre is set up is precisely to act as a pressure
or lobby on behalf of NRGs. Besides, there's an
advisory committee, on which the Kuwait representative
is Wilson Coelho, who organized the meeting there.
There's one Joaquim D'Souza for Dubai, but he
obviously wasn't present at the meeting. No
information was given whether he was contacted by the
group, since it was Pravin who worked to put the meet
together.
These representatives are supposed to gather
complaints and forwarded it to the centre.
The Emirates Post reporter George asked Dourado if
they had contacted the Indian consulate, and Dourado
said no. I think if Dourado or Pravin had asked the
consulate for space to hold a meeting, I am sure it
would have been granted. George also said there is no
Goan officer in the consulate as there are from other
communities to deal with respective community groups
in Dubai. Dourado seemed amazed and said it could be a
coincidence that there are officers belonging to
different ethnic groups, as he had not aware that this
is the norm in selecting these officers. George is a
former media advisor to the Indian embassy in Abu
Dhabi.
When Dourado said that the political scene in Goa is
such there is corruption, George asked him if he could
go on record. Dourado tried to wriggle out of the
situation saying he has to tell the people the truth
but doesn't want to be quoted. He said that the media
wasn't invited for the meeting, and though George came
on his own will on reading about the meeting in the
Gulf News, Dourado welcomed him. He told George to
understand the situation when reporting about the
meeting.
It was George who suggested that the Goa government
think about starting a steamer service to meet the
demand of the NRGs since there is only an Air India
direct flight to Goa. The Indian Airlines fly to Goa
via Kerala. Dourado explained that the airlines being
commercial they would rightly seek to know the if it
was financial viable for the airlines to increase
direct flights, in the case of Air India, or start new
ones instead of going via Kerala. Dourado said he,
along with Dr. Willy, was responsible in having a
direct flight from Kuwait to Goa.
On the question of identity cards for NRGs, Dourado
said they should apply for PIO cards. I informed him

Tne Commandments for the road, from the Christian Road Safety
Association (cited by Summon's Christian Miscellany: An Amusingly
Informative Collection of Unexpected Facts, Curiosities, and Trivia,
Doubleday 2005):

* Begin with a prayer
* If you start late, arrive late.
* Alcohol is for the radiator, not the operator.
* If entry into the flow of traffic is facilitated by the courtesy of
another driver,
  wave in appreciation.
* If you have inadvertently endangered the safe passage of another vehicle,
  wave as an apology.
* Make it easy for aggressive opportunity snatchers to get ahead of you --
  far ahead.
* Drive so that the sudden appearance of a police patrol car is a
pleasant sight.
* Give plenty of space to cars marked with dents.
* Never accelerate, and decelerate if advisable, when another car
  wishes to enter your lane.
* End every trip with a prayer of thanksgiving.

This may not be enough to solve Goa's serious road woes (why can't we
have more cops stationed on accident prone roads, instead of tagging
along with politicians whom no one would even waste a bullet on?). But
it's an interesting way of inculcating road-sense. And, I'm saying so
because of the religious tag it comes with...

Folks,

Valmiki Faleiro has provoked a fascinating discussion, in particular
with regard to the driving test and overtaking.

I feel that the main problem with the driving test in Goa is the local
practice of driving schools charging learners a flat fee with a
guaranteed licence at the end of the course.  The learners receive
minimal instruction and the driving schools bribe the examiners to pass
the candidates.  With the low fees charged it is the only way they can
survive. If driving schools were compelled to charge fees per lesson it
would improve standards. The schools would have a vested interest in
preparing candidates thoroughly and the incidence of bribery would
decrease.
   
I use a self-drive car during my annual visit to Goa and though I have a
British Driving licence, I decided to apply for one in Goa in order to
acquire yet another local identity document. The test was absolutely
pathetic.  In the oral part the examiner asked me what I should do
before overtaking. I listed the checks I would make but he was not
satisfied and kept on repeating the question.  I listed a few more
cautions but he was still not content.  I finally gave up and asked him
what else I should do.  Blow the horn, BLOW THE HORN, he screamed in
my ear.  

I told him that I did not see the need to do so since I would only
overtake when it was safe to do so and in any case I did not like adding
to the noise pollution.  The rest of the test was completed in a tense
atmosphere and perhaps he did not take me through the full practical
routine.  I was not asked to perform a three point turn, hill start or
reverse parking. I was surprised to pass the test.

I too have had Gabriel's experience of indicating an intention of
turning right and it being interpreted as a signal for a vehicle behind
to overtake me.

One tip regarding driving in Goa - with long drives and in rural areas
wherever possible I drive behind another vehicle.  This is particularly
useful at night to avoid the glare of full headlights from oncoming
traffic.

One feature that does puzzle me is the total absence of traffic lights
in Goa, even at busy road junctions.  Unmarked road breakers are used
sometimes and they are a hazard to those not familiar to their location.
Traffic lights are common in other parts of India.  Why not in Goa?

At the time I was surprised that no one on GoaNet queried the
discrepancy regarding the dates

Could someone who attended the meeting send in a report, please?

find any record of it. Also what is the status of the Goa500 NRI
Township featured on the site?

Is this the same gentleman ex-priest who rushed up to me belligerently at 
the Goan Association meeting/picnic on June 19, 2005 at Orchard Beach in the 
Bronx and screamed in front of the assembled membership I'll f--k you! for 
questioning the propriety of railroading the constitution with a sham 
election and with no other provocation from me whatsoever?   Was this 
exhuberance on his part because he was seeking the position of president for 
himself instead of the konknno I was backing?  If so, he is some gentleman 
ex-priest in true Christian tradition!


And while we're on the subject, would the poster care to tell us why the ex 
priest defrocked himself by leaving the ministry?

ex-priest has not been defrocked. To label him
defrocked when he is not, is derogatory.

Thanks. After a long time a fair portrayal of what MOPA is all about. It is
impossible to think otherwise what benefits one gets unless portrayed in a
fair way. During Portuguese time, many batkars came about, and now it will
be the second coming of batkars who have purchased plots near and about in
Pernem Taluka, but the benefits as you have shown are vast. Only hope Goans
will be the beneficiaries if Mopa Comes about.

Well said. I have not seen the Portuguese system as I was born six months
before hey left, hence very young but when older people tell, and  it seems
so wonderful and especially when we as young used to leave our doors open
even at night during summers, which is impossible now, makes one feel,
fuinsor gelet tor te adle dis?. As for your last part of dancing in schools,
well, even our republic day parade on 26th January, in Delhi the float of
Goa this year had this dance and it got second prize. Wonder what Correia
Afonso must have said when he saw it.

Wonder why Goa is so different from other coastal belts like Kerela. Why do
tourists find Goa different? Do Goa have better beaches than Kerela? I for
one believe that its because of the culture, the western culture which is
instilled in Goans who unknowingly utilize it.

[Goanet] Accident at Guirim, innocent lives lost

Saftey on Roads in Goa.

Another fatal accident in Guirim, near Tiklo Pump, and two more innocent 
lives, father and the son have perished under the wheels of a sppeding truck. 
The mother, another girl and a young child still struggling for life in the 
hospital. Apparently, the truck that knocked off the Maruti, carrying the ill-
fated family, was in high speed and riding on the wrong side of the driving 
zone with only one of its head lights functioning. 
Why such disasters keep happening on roads in Goa? 
Why is that nobody is doing anything about it?
Why this inefficient government, the NGOs or the public in Goa is not doing 
anything to save the precious lives?
why can't the authoraties, I mean the traffic department and the govt. cannot 
do atleast the minumum?
 Is Mr. Madkaikar, the transport minister busy only making illegal money. Why 
at least they don't try to do the following?

1. Try to inculcate disciplined driving through awareness and also by geuinely 
imposing regular fines. At least by cunsensus, keep curruption out of 
ticketing and during petrolling on roads! 
2. Marking lanes on high streets and imposing heavy fines for the offenders.
3. Police petrolling during night time to catch the offenders such as the 
truck in the above case.
4. Imposing safety restrictions such as using safety belts, helmets, side 
indicators, etc. And to see that people follow these rules or impose heavy 
fines and confiscate the vehicles. And strictly following trafic rules.
5. Why is that govt. after govt. is trying to outdo one another to be populist 
and friendly to a careless rider  at the cost of public safety. 

Please the Govt. of Goa do something, save innocent lives being crushed uner 
the wheels on the streets of goa.
Goanneters, your family members and friends,  please ride your vehicles 
safely, use all the saftey devices and strictly follow the trafic rules. 
Please spread the message.

  Here's a 747 story to swallow:  This week, Andhraman Dr Paul made the NY 
Times twice, he claimed he had arranged for asylum in Ethiopia for a nice 
fellow named Charles Taylor.  A self styled evangelist, he is said to control 
twenty seats from his state to parliament.  His very personal cab in the sky 
was a gift, made possible by a call to bank in the US South by Sen. Jesse 
Helms,  this after it had dunned the bankrupt Branniff Air.  I have seen a 
picture of the bird, taken in a hangar in Pittsburg:  standing on the wing, 
this is true,  Bandra's  Brian Mascarenhas,  Paul's point man in the field.  
The Pitts outfit has the sole contract to maintain the forty odd aircraft that 
belong to a certain 'agency' of my government.  Too ill now to return to 
work,  Brian will train his replacement.  I have it from trusted source that 
Peter D'Souza is in the running.  Good Luck, Peter, it's  Five Star,  just 80 
super luxury seats  !!  eric.

Mumbai: Top nuclear scientist and Chairman of the Atomic Energy Commission 
Anil Kakodkar will visit Vienna this week for talks with the IAEA on a 
safeguards accord proposed under the Indo-US nuclear deal to pave the way for 
resumption of nuclear fuel for Indian reactors. 

Kakodkar will also discuss with IAEA representatives an Additional Protocol as 
agreed in the Indo-US nuclear deal reached during the visit of President 
George W Bush last month. Read: Left meets Right on nuclear agreement 
  
The plan to separate India's civilian and military nuclear facilities provides 
for an India-specific safeguards agreement to be negotiated with the IAEA. 
  
New Delhi has sought such an agreement since India is neither a member of the 
NPT nuclear powers comprising the P-5 countries nor it comes under the 
category of non-Nuclear Weapon States. 

This is a process the AEC Chairman will be undertaking at Vienna prior to 
tripartite arrangement with the US. 

This process would involve the understanding as well as putting forth India's 
stance on the nuances of the 'India specific' safeguards. 

This process is very essential as a preparation to deal with the Nuclear 
Suppliers' Group from whom India is expected to buy its future nuclear plants 
to increase the electricity base capacity which will be put under IAEA 
safeguards, a top DAE official said. 

Safeguards of IAEA are to prevent diversion of nuclear material for weapon's 
programme. They are complemented by controls on the export of sensitive 
technology from countries such as UK and the USA through NSG.

Cornel,

Besides the corruption-free tests, I also have the
following observation to make.

In Jan 2002, I went to Altinho for a drive, and there
I spotted a sign stating to be a NGO for better
driving skills - I cannot recall the exact name at the
moment. It was headed by the ex-cop Prabhakar Sinari. 
I went in and enquired for a rules book for driving in
Goa, at the counter.  The receptionist went in and
invited me to see Mr. Sinari himself. 

I had a short chat with the man (my wife was waiting
for me in the car), and he told me that there was no
such publication, and that he had undertaken to
re-teach all the Kadamba bus drivers the right skills.
But, he said, the proverbial you can take the horse
to the water etc... held true sometimes,
unfortunately. 

So, in addition to the A to Z, road-rules ought to be
published (give-way, signalling - both hands and
lights, etc).  Such booklets are issued here at every
application for a driving licence and is included in
the cost of the application.  Something similar ought
to be compulsorily issued in Goa too.  

I wonder if Valmiki can take up this suggestion with
the government, in addition to initiating a series of
articles in the local papers starting with the basic
rules and use of signage and signalling.  

I have always used the right indicator lights to
indicate my intention of turning right, in Goa before
I left in 1980, and everywhere else internationally,
as is required by the road-rules.  This signal was
recently erroneously interpreted by a motorcyclist as
a signal for him to overtake me - a very, very
dangerous interpretation, IMHO. 

I wonder what led to this change of interpretation -
Gulfies? Inter-state truck drivers? And where did the
inter-state truck-drivers derive this nonsensical
interpretation?

The Million Dollar Gift

It happened again over the weekend. More paintings by great Goan artists went 
under the hammer in New York, there was more frenzied telephone bidding from 
around the world, more intrigue and raised voices and flushed faces. And when 
the dust settled, all the records had been smashed all over again. There seems 
no limit to it, paintings any of us could have bought for well under a lakh of 
rupees just twenty years ago have soared rocket-like into the stratosphere in 
the last five years. The late Francis Newton Souza, the great son of Saligao, 
had a painting sold for well over one million dollars recently, this time it 
was the turn of another important Goan artist. Vasudo Gaitonde's untitled work 
from 1975 finally sold at Christie's auction house for 1.47 million dollars.

The sour note is that both uncompromising men did not live to see their work 
properly valued. Souza and Gaitonde lived tough lives, both of them scrambling 
for money well into old age, both of them selling their best work for the 
price of an occasional airline ticket. The Gaitonde that smashed records was 
bought for thirty thousand rupees just three decades ago, a Souza that sold 
for eight hundred thousand dollars at Christies this past weekend was bought 
for just one thousand dollars. The buyers have reaped an unbelievable bonanza 
for their accidental investment. But the artists get nothing, and both Goans 
died just before their work started to get true international acclaim.

Another Goan artist, the non-resident Dom Martin, thinks this posthumous 
shower of money conferred on our artists work might be a kind of grandiose 
perverseness. Writing on Goanet, the popular Internet discussion group (see 
www.goanet.org), he said Both F. N. Souza and V. S. Gaitonde would have 
benefited immensely and endearingly from a waited-on lifestyle had any of 
their paintings made the 1.5 million dollar benchmark in their lifetime. 
Instead, both endured existence on a marginal income. Indeed, Souza lived in 
New York in a dank apartment with water seeping through the roof, and Gaitonde 
suffered serious illness in near total isolation in New Delhi, with letters 
addressed to him returned undelivered because he'd so profoundly slipped off 
the radar.

It's great irony that Goa produced these two magnificent pioneers of modern 
Indian art but there are almost no paintings by either on display in Goa. 
Entire generations of Goan artists have grown up in the shadow of these two 
masters, but have only seen a reproduction or two in books published in Mumbai 
and Delhi. We treated these two greats shabbily in life, we treated their 
works with scant respect all through their lengthy working careers, and as a 
culture we are still totally ignorant about these cultural giants. When will 
Souza and Gaitonde (and Trindade, and Angelo Fonseca, and Mario Miranda) get 
their just due from their beloved Goa? Souza and Gaitonde are now enshrined in 
Indian art history as pioneer Progressives, they were a key two out of a mere 
handful of young Indians who completely revolutionized Indian art. They get 
endless recognition now on the national stage, on the international stage. But 
in their native Goa? Nothing.

That same Dom Martin used to spend time with the late Max Sequiera, of 
Colvale, who owned an original Gaitonde after a career as gallery manager in 
Mumbai. In 1991, the two collaborated on a slightly eccentric plan. Martin 
bought the painting, and both men arranged to have it donated to the Goa state 
museum. Martin says, to both of us, it was an opportunity to preserve one of 
Gaitonde's sterling pieces, in the very land where he brought glory as a 
Goan. Our unthinking Goan government has done nothing to treat our great 
artists in the manner they deserve, and we the unenlightened Goan people have 
done nothing to properly celebrate our own. But Martin freely gave away this 
priceless Gaitonde, which he knew even then was worth a fortune. And after the 
Christie's auction he still says, no regrets, truly none whatsoever. Go 
check out his million dollar donation at the museum, and be grateful that at 
least two solitary Goans did the right thing by our artists. (ENDS)

Fred, why is it that when overbearing candles – which were lit in a self-
anointed dharma  to dispel the darkness -- begin to explode, that silent 
netters are called upon to proffer their own candles?  
Yes, we all have our candles to lug around like designated crosses or 
carcasses (get’s competitive here as well!). And while the vocal netters 
appear to have an endless supply of wax to burn, the silent netters – who live 
in a beeless environment -- find the obsessive-compulsive need to hang on to 
their pre-liberation candles.  This, solely in the event of a massive ego-
blowout.  That’s when the fallout from the insults and name calling becomes a 
stifling fog, affecting visibility . . . forcing silent netters to 
frenetically reach for their matchboxes, candles and the exit.

So you see Fred, your benevolent call – albeit humane and innocuous, even 
patriotic -- can result in candle-rattling between the vocal and silent 
netters.  I don’t foresee a whole lot of bowing or scratching resulting 
therefrom.  A displacement of some egos, maybe.  Alright, I'll settle for a 
few misplaced egos as well!  My apprehension, however – what with the candles 
being disproportionate and all that, and the portel into and out of Goanet 
getting structurally unsound from all that heavy-handed rattling – it takes 
just one odd-size, overbearing candle to go off balance, crash into the 
portel, become lodged like a Sequoia tree . . . and block everyone’s entry and 
exit!

What are we going to do then, Fred?  Would we even be capable of holding 
hands, examine and treat one another’s wounds?  Would we even know how to 
administer patience as we await a Goanet volunteer to come to our rescue with

I collect Portuguese India banknotes/coins/postal history/used 
postcards/medals/tokens/postal stationery, etc.
Does anyone out there need to dispose any items from my aforementioned 
want list? 
Let me know what you have, soonest.
Anticipate/appreciate your help  to enhance my existing 
philatelic/numismatic collection of Goa during Portguese rule.
