Troubled Global Village: Nervousness On Both Sides Of The Divide

Goa's multiculturalism is now
raising an ugly head, laments

It's Foundation Day at the Mater Dei Institute in Saligao,
Goa’s second-oldest English medium school, and a smiling
quartet of 11-year olds whirls and bobs to the classic
Konkani pop song, 'Juliana'.

Their show is part of an annual ritual dating back to 1909,
almost a full century of neatly uniformed students strutting
their stuff and being rewarded with treats.

But examine the picture a little closer, and it's apparent
that there's something new happening under the Goan sun. One
of the twirling little girls is local, another from North
India. The third is European, from Portugal, and in the
middle of things is Patharpron (Noon) Kong King, Thai-born,
Goa-raised, just one of hundreds of foreign children being
brought up and educated in a Goa that's suddenly morphed from
sleepy getaway to global tourism hotspot.

  Cleta Lobo became headmistress of Mater Dei in
  1968, at the age of 19, appointed after the death
  of her father (and school founder), Anicleto FX
  Lobo. She recalls that there were always one or two
  foreign students through the hippie era of the
  1960s and '70s.

That trickle has turned into a flood in the last decade, and
storied Mater Dei's student body is now nearly 50 per cent
international, with 22 nationalities represented.

Lobo used to be charged with instilling conservative values
in an almost entirely Goan Catholic student body. Now she
deals with problems like racist behaviour directed at a
Nigerian student by his European classmates.

It's a formidable challenge to integrate students from all
over the world into an academic environment that prepares all
of them to take the demanding ICSE board exams. But Lobo is
unfazed. They come here because we can manage, because we
are equipped to deal with them.

Goa has surfed the waves of globalisation before. European
colonialism kicked into action here first, in 1510, and ended
here last, with a chequered 451 years in between. At the end
of the sixteenth century, the port capital of Estado da India
was bigger and much richer than Paris, London and Lisbon.

It attracted travellers and traders from every corner of the
known world, bestrode the richest international trading
routes ever established, and ruled as capital of a vast
maritime empire stretching from Japan to Africa.

That heyday faded as fast as it developed, but connections to
the outside world remained. Goans poured out of the
economically stagnant colony to find employment abroad -- in
Portuguese and British Africa, the Far East and Latin
America.

  Mater Dei owes its existence to global Goan
  aspirations. It provided reliable English-language
  education to entire generations of Goans with
  parents working abroad; its graduates include civil
  servants in every country in the Anglophone sphere.

Noon Kong King's parents have no doubts about Mater Dei’s
cosmopolitan credentials. Henry Pfeiffer, a German, adopted
Noon and her younger sister when he married their mother,
Chawee.

We are very happy with their education here, he said. It
is a better, happier and more mixed environment for them to
grow up in than Germany or Thailand. Pfeiffer believes that
the girls’ prospects are better in Asia, that an Indian
childhood provides a future competitive advantage.

Goa offers his small, tight-knit family the twin advantages
of great business opportunity and idyllic surroundings. I
moved to Goa to retire, actually, he said. But when I had
spent some time here I could see that there was money to be
made, almost lying there on the ground all around me. It
seemed lazy not to simply pick it up. The couple now
operates Oriental, a well-established Thai restaurant in
Candolim that’s developed a loyal following and a solid
reputation for meticulously prepared Thai food.

But Oriental is now on the move as a new cadre of moneymen
and entrepreneurs have descended on Goa over the past two
years. The contract that Pfeiffer had with his landlord has
been discarded, and the new owners have plans for serious
expansion that don't include him. He's scouting for a new
location in a highly constricted marketplace that includes
real hordes of competitors, each looking for a piece of the
action.

  As Goa's prospects have risen sky-high, so have
  accompanying tensions. There's great nervousness on

Nice hearing from you. I too lived among  Arabs in Mombasa, Kenya for over 
two decades. Indeed, I taught in an Arab school for five years and had a lot 
of close Arab friends from College etc. I therefore have a pretty good  idea 
about Arab attitude to sex etc. However, I wanted to go beyond hearsay re 
rape in Goa in 1961 and Kuwait in 1990.

Until I get some hard evidence, I will keep an open mind over the issue. To 
date, I have been unable to obtain hard evidence but of course, there are 
lots of repeated rumours. As A. Veronica Fernandes raised the issue, I had 
hoped for the evidence I seek and am still hopeful it will emerge. I could 
contact two academics I know well from Kuwait but don't see the urgency to 
do this.

Mario's rant did not provide an iota of hard evidence but just heavily 
biased hearsay once again. It was therefore a complete waste of time as is 
so often the case about anything from Mario.

Dear George,

This is just  to bring in some of the facts to light, with regards to the 
subject.

The Managing Committee of Goan Welfare Society - Kuwait in their early 
meeting deliberations after the Liberation of Kuwait came out with this 
novel idea to bring in the entire Goan Community under one banner by 
inviting all the Goan Clubs/Organizaitons/Village Associations etc to bring 
about amity among the Goan fraternity.  The experience of Invasion of Kuwait 
by Iraq was indeed a lesson for us Kuwait Goans to learn.  It was also with 
an intention to join forces to redress our grievances together at various 
levels in Goa with one Voice.  It was unanimously decided to invite all the 
Organizations for a joint meeting to float the novel idea and to fix a day 
to rejoice and bring in sweet memories of Goa and Goan life style.  The 
response was unbelievable.  Every son of the soil felt the deep warmth and 
experienced the feeling of being in Goa home away from home.

We had invited special guest stars from Goa namely Dilip Chico and Eudes.  
Dilip was very much reluctant to accept the invitation at first, not knowing 
where he is heading to.  When the genuine colors of GWS were portrayed, the 
invitation was at once accepted, without a second thought.  This was done to 
add the fresh Goan flavor besides to show those brothers and sisters who had 
no opportunity to see our rich Goan Heritage.  Dilip Chico went on record to 
say that he never in his life, has ever seen such a unity among the Goans 
abroad being impressed by the presentation of the cultural programme, 
including the Mando led by one of our Senior retired Goan banker.

Goa Day was well publicized both in the local press and in Goa besides media 
like Goanet - GoaWorld etc etc.  The Managing Committee was instrumental to 
take every possible care to ensure that no one would take the credit for 
himself/herself for the success of it  to avoid sowing any seeds of divide 
among the sons of the soil but rather see that due credit goes to every son 
of the soil who contributed towards it.  WE strongly believed at that point 
in time to call a spade a spade no matter what.  The efforts were 
conjunctive and not individualistic.  The cooperation from all quarters was 
simply amazing.  Unity was the hallmark.  Our great son Basilio Magno was 
inspired and instrumental to compose a very special song devoted to Goa Day 
whcih was sung for the subsequent events. One must give due credit where it 
is due for sure.  It is for sure that at some point in time Rene Barreto was 
also inspired by this novel idea to bring about the Goans Worldwise hence 
the inovative idea came forward from him World Goa Day to bring about 
amity - love- fraternity - harmony among Goans worldwide.

GoaWorld leby by Ulysis/Gasper hand done a good job to publicise GWS 
write-ups and open a special web page.  Ulysis is a cool guy non interfering 
and non controversial son of the soil, a man of few words but a man of 
action unbias which has been admired silently.  Guess every 
reporter/journalist be that way to maintain the integrity and honesty in 
reporting.  It all depends on the educaiton, culture and background of a 
person that makes a gentleman.

All said and done, Rene Barreto has been doing a fine job having a lot of 
time at his disposal upon his retirement.  His very idea of having links 
among Goans covering all the regions worldwide is simply great.  Wish like 
minded Goans Goans come together and make this dream a reality not only to 
build Goa a model place on earth to live, but to presere our rich heritage 
left behind by our forefathers.  WE can streghten politically, economically, 
culturally etc provided we are acountable to the last paise to the 
organization to which one belongs and keep away a few anti-social, self 
centered, prejudiced elements whose intentions are but to destroy our unity 
fabricating/scandalizing those going ahead and working for noble causes of 
Goa and Goans.  They cannot do any good nor they can see any good being 
done.  Guess these elements are there in evry nook and corner being part of 
humanity as per my experience and not among Goans alone.

Long live Goa and Goans -  May World Goa Day live for posterity

A first-person review of a second-edition book

This week we review the 2nd Edition of Cecil Pinto's classic tome, House 
Hunting in Goa. The original 1994 edition met with a tepid response at the 
time. The 90s building boom was reaching its peak and nobody wanted advice 
on how to buy a house. All they wanted to know was, In whose name do I 
make the cheque?. Hideous looking housing and tourist complexes were built 
with badly designed, un-livable apartments being sold for exorbitant prices 
to queues of investors who hoped to then sit back and enjoy the benefits of 
the wonderful rent-back options offered. Except for a few well-managed 
success stories it just didn't pan out. In the late 90s the inevitable 
happened and the real estate market collapsed on its own weight. Much too 
much supply, and no 'real' demand. Most speculators and investors got badly 
burnt as the value of their apartments almost halved overnight. The bigger 
builders managed to surf the recession but the later entrants into the 
building industry had to sell their fancy Esteems and buy second-hand 
Maruti 800s.

It was only after the market collapsed that people reading Cecil's 
insightful book realized that he had seen it all coming. I quote from 
Chapter IV of the original 1994 book, Worldwide it has been noticed that a 
sharp rise in real estate prices is always preceded by a period of hype on 
the desirability of a particular area and the associated lifestyle. This 
draws in not only actual consumers but unfortunately also many reckless 
speculators who then inflate market prices, thus creating a dangerous cycle 
into which the actual consumer (one who actually resides in the place he 
purchases) cannot break in because of real costs. Un-inhabited, overrated 
and exorbitantly priced ghost properties then create a reverse cycle and 
actual consumers shy away and look elsewhere causing a market collapse. 
Many times this is not seen as a collapse but rather a self-correction of 
prices. Never is this more true than today when a second wave of investors 
and speculators have caused real estate prices in Goa to suddenly sky rocket.

The new edition of  House Hunting in Goa, has many useful additions but 
basically retains the informed commonsense approach of its predecessor. 
Here are some excerpts.

Chapter 6, Complex Naming Complexities. The standard format is to have 
the builder's name (eg. Number Two Builders) followed by a word like 
Residency, Arcade. Promenade, Plaza, Chambers, Towers, Bhavan, Habitat, 
Estate etc. Notice the slight 'upwardly mobile' elegant pretentiousness of 
the suffixes. Similar to alcohol names which too are carefully chosen to 
make you feel in some way superior, while making your wallet lighter - 
Aristocrat, Diplomat, Royal Challenge, Imperial Blue… Rarely will you find 
a building complex with a simple suffix such as Domicile, Dwelling, House 
and definitely not Hut, Hovel, Shack or Shantytown. That would be a first. 
Think of the slogan possibilities. Number Two Shantytown - the perfect 
choice for down and out Goans! Number Two Hovels - Get a roof now, you're 
not getting any richer. Common amenities - Children's Play Area, Community 
Park, Gardens, Toilets and Wet Waste Disposal Areas all combined into one! 
Number Two Huts - Economically priced for Goans working in Goa. Now you 
don't have to sell your child and one kidney to buy a dwelling.

In other cases the original property owners agree to a reduced 
consideration if the complex is named after a particular person. So one can 
get a tolerable 'Arcanja Arcade' (more for the alliterative effect, since 
the entire complex does not contain any actual arcades), but what does one

In a rather humorous story “WHY ARE YOU HERE” Maxie Dunnam asks the 
questions: “What is it that brings you here? Why did you choose to become a 
part of this church? If you are not a member, what are you looking for in a 
church?”


These questions can be aptly directed to Catholics who spare no effort to 
attack the Catholic Church/religion/religious beliefs and yet call 
themselves Catholics.  I wonder to what extent a much sought after “Goan

My personal view on the “World Goan Day” effort and bringing it to every 
continent and country was that of Rene Barreto.  It is not so much as to who 
“conceived the idea” for the Goa Day, —but more so who nurtured, tendered 
and propagated it to the ends of the globe.  For this Rene deserves all 
credit. In Goa we say: “mezar-velem kelem kadum soirik korta.”  Lets give 
credit where credit belongs, —and here the credit duly belongs to Rene 
Barreto.


Although, I am not a great fan for celebrating the World Goan Day, on just 
one day in August, I can understand the sentiments, emotions and feelings it 
fosters world-wide wherever the Goan Diaspora has made their home.


To Goans in Goa this might not mean a big deal, but to the rest of the world 
it is a unique opportunity for getting together, discussing the roots and 
celebrating the Day.  Goa does Not need the money of the diaspora; Goa is 
rich in itself, self-sufficient and boasts of huge revenues — thanks to our 
Goan brethren in the Gulf and on the ships who have a major stake in this 
contribution.  Albeit, Goa may need help in other ways such as asset 
management, setting up businesses, industries and infrastructures – which in 
many respects has fallen by the wayside —mainly because of mismanagement and 
corruption.


So I say:  Congratulation Rene!  Keep up the good work!  Do not be 
discouraged and don’t let anything dampen your spirits.  Your efforts are 
very much appreciated world-wide.

saints, in addition to objectionable reference to
Ganga, Vande Mataram, and Arya Samaj, ISKCON etc.


According to PUCL:

1. salwa Judum , widely regarded as a popular
resistance against naxal terrorism in Chattisgarh is
state sponsored militia

2. RSS headquarter attack and the subsequent encounter
is a fake.

3.In 1998 PUCL  petitioned the TN chief Minister M
karunanidhi to release Abdul Madani, a known muslim
terrorist incarcerated for violent terrorist
activities including the coimbatore bomb blasts.

4. The Hindukaran of tribals of the Dangs is
communal but apparently the christikaran is fine
Rohit Prajapati filed a frivolous PIL against the
organizers of the Shabri Kumbh which was rejected by
the SC.

It is sad that instead of confronting the demons of 
communalism and bigotry that have raised their ugly
head in Goa we are allowing vested interests to push
forward their own agenda and further vitiate the
atmosphere.

This issue has been repeatedly alluded to on Goanet. While I do not
put it above the armed forces to run amuck -- we're seeing incidents
being reported in conflict-prone places like the North East of India,
and Kashmir -- it would be interesting to know if anyone has specific
citations to back up the allegation of rapes supposedly committed in
Goa.

Would Eddie be able to dig up something, given his eagle-eye and
librarianship skills? How serious was this issue? How many cases were
reported? Or is it just part of the propaganda arsenel of the
'colonialism-started-in-Goa-in-1961' lobby?

Eitherway, it would be interesting to know the truth. Could someone

Maybe I am not upto speed on current Political happenings in Goa, but
how realistic is the possibility of Pacheco becoming the CM? The last
time I heard, it was the dreaded viscous viper of Talegao, Babush
Monserrate that was eyeing the chair, and had set in motion his plans
to acheive that goal within a couple of years, if not sooner. That is
the real danger, my fellow goans, for if he becomes the CM, that will
be the end for Goa as we know it.

Given the current cess pool of Goan politics, my solution whould be a
BJP COALITION government, with the coalition partners keeping a check
on communalism, who should withdraw support should secularism be even
slightly threatened. That is the only way Governance and secularism
can go hand in hand (along with the inevitable corruption of course)
rather than Corruption, lethargy and secularism.

RESPONSE: It was rather remiss of me not to address the crux of the
posting, so here goes:

If I remember rightly the incident took place more than 3 years ago.

I respectfully disagree that the responsibility of the organizers
ended as soon as time was called...the Publican calls time but is
still responsible until the punters leave the premises!! So in the
same vein the organizers are responsible until the people have left
the premises.

What had irked me at that time and still does, is that the
perpetrator, had a previous confrontation at the Club House in
Beckhenham Place. The Police were called by him and the CID threatened
the Club's bar licence. A letter of warning was issued to this person
as well as the Director involved, who was suspended for a month from
attending the Club House.

Having had a previous warning was of no consequence and it is
pointless giving warnings, if subsequent Boards treat transgressors
with kid gloves! This is for the record so that there will not be a
third time, O.K. ?

This date also happens to be the 14th anniversary of the inclusion of our 
Konkani language in the VIII Schedule of the Indian Constitution.  This is

This message is to request Goans/Goan Associations all over the world to 
patronize Konkani by using it in connection with the World Goa Day.  From

only lend solidarity but will also announce to the world that we are

Well, I was in Kuwait during the Iraqi invasion. I was staying in the
city centre (Darwaza) area, a few km from my office in Shuwaikh.  I
remember an incident involving an Arab man who barged into a women's
hostel within two days of the Iraqis taking control. The whole country
was at a standstill with people remaining indoors.

The Arab claimed that he was an Iraqi and asked two young women to
follow him into a room. It so happened that the guy's skills did not
match his ambitions and he was overpowered by the two Indian women.
They tied him up and alerted a passing patrol party.

An Iraqi Captain and two soldiers came in. After exchanging a few
words with the intruder, one of the soldiers hit him in the face with
the butt of his rifle. He was actually a Kuwaiti, trying to fish in
troubled waters! The soldiers dragged him away and the next day his
body was found hanging from a crane near the city centre. A board
pinned to his body declared in Arabic: Rapist.

This is not to say that the invading Iraqis committed no rape. But
this incident took place near the locality I was staying in. I heard
that before taking the man away, the young Captain told the women,
You're our sisters and we'll protect you. I'm a soldier first and
then a Muslim. It's our duty to protect you!

So we can't paint an entire army with the same brush.

Kindly be informed that the ruling Indian National
Congress MLA’s in Goa have taken a decision on the
last date of the Monsoon session of the Goa
Legislative Assembly at a  meet organized by the Chief
Minister of Goa who holds the portfolio of Official
Languages, that :
a) in the Goa Daman  Diu Official Language Act 1987
an amendment  be brought about to add the words “
/Roman script “ in clause 2 ©  (N.B:  the original Act
contains the definition  2©  “Konkani language” means
Konkani in Devanagari script )
b) granting official language status to Marathi 
alongwith Konkani

You are kindly aware that the ten member Advisory
Board for Konkani 1978-1983 (with majority members ( 8
Nos ) die hard supporters of “ only one script” i.e
Devanagariscript )   had at its meet on 21st
November, 1981 “UNANIMOUSLY” recommended that
Devanagari should remain the script for Konkani .  
This resolution did NOT  have the sanction of the
Konkani speaking people spread over Maharashtra,
Karnataka Kerala , or worldwide.

This has led to the Konkani  language with the
Devanagari script becoming the monopoly of one
community the Hindu Brahmins much to the detriment of 
 others familiar with the Roman, Kannada, Perso Arabic
and Malayalam script.   

As a result growth of language Konkani  suffered after
21st November, 1981 following that resolution. 

P.S that resolution too did not have the sanction of
the duly elected ruling INC party of the then Union
Terrritory of  Goa Daman and Diu.   

To undo this damage of nearly twenty five years now
and ensure that the language Konkani with diversity of
scripts be recognized by your esteemed Academy it
would be appreciated if you could advise on the   
modus operandi to 
a)  REPEAL   the UNANIMOUS resolution of 21st November,
1981 and if need be 
b)  to adopt a fresh resolution,   that ANY OR ALL
scripts in which Konkani is used today  SHALL REMAIN
THE SCRIPT FOR KONKANI

Troubled Global Village: Nervousness On Both Sides Of The Divide

Goa's multiculturalism is now
raising an ugly head, laments

It's Foundation Day at the Mater Dei Institute in Saligao,
Goa’s second-oldest English medium school, and a smiling
quartet of 11-year olds whirls and bobs to the classic
Konkani pop song, 'Juliana'.

Their show is part of an annual ritual dating back to 1909,
almost a full century of neatly uniformed students strutting
their stuff and being rewarded with treats.

But examine the picture a little closer, and it's apparent
that there's something new happening under the Goan sun. One
of the twirling little girls is local, another from North
India. The third is European, from Portugal, and in the
middle of things is Patharpron (Noon) Kong King, Thai-born,
Goa-raised, just one of hundreds of foreign children being
brought up and educated in a Goa that's suddenly morphed from
sleepy getaway to global tourism hotspot.

  Cleta Lobo became headmistress of Mater Dei in
  1968, at the age of 19, appointed after the death
  of her father (and school founder), Anicleto FX
  Lobo. She recalls that there were always one or two
  foreign students through the hippie era of the
  1960s and '70s.

That trickle has turned into a flood in the last decade, and
storied Mater Dei's student body is now nearly 50 per cent
international, with 22 nationalities represented.

Lobo used to be charged with instilling conservative values
in an almost entirely Goan Catholic student body. Now she
deals with problems like racist behaviour directed at a
Nigerian student by his European classmates.

It's a formidable challenge to integrate students from all
over the world into an academic environment that prepares all
of them to take the demanding ICSE board exams. But Lobo is
unfazed. They come here because we can manage, because we
are equipped to deal with them.

Goa has surfed the waves of globalisation before. European
colonialism kicked into action here first, in 1510, and ended
here last, with a chequered 451 years in between. At the end
of the sixteenth century, the port capital of Estado da India
was bigger and much richer than Paris, London and Lisbon.

It attracted travellers and traders from every corner of the
known world, bestrode the richest international trading
routes ever established, and ruled as capital of a vast
maritime empire stretching from Japan to Africa.

That heyday faded as fast as it developed, but connections to
the outside world remained. Goans poured out of the
economically stagnant colony to find employment abroad -- in
Portuguese and British Africa, the Far East and Latin
America.

  Mater Dei owes its existence to global Goan
  aspirations. It provided reliable English-language
  education to entire generations of Goans with
  parents working abroad; its graduates include civil
  servants in every country in the Anglophone sphere.

Noon Kong King's parents have no doubts about Mater Dei’s
cosmopolitan credentials. Henry Pfeiffer, a German, adopted
Noon and her younger sister when he married their mother,
Chawee.

We are very happy with their education here, he said. It
is a better, happier and more mixed environment for them to
grow up in than Germany or Thailand. Pfeiffer believes that
the girls’ prospects are better in Asia, that an Indian
childhood provides a future competitive advantage.

Goa offers his small, tight-knit family the twin advantages
of great business opportunity and idyllic surroundings. I
moved to Goa to retire, actually, he said. But when I had
spent some time here I could see that there was money to be
made, almost lying there on the ground all around me. It
seemed lazy not to simply pick it up. The couple now
operates Oriental, a well-established Thai restaurant in
Candolim that’s developed a loyal following and a solid
reputation for meticulously prepared Thai food.

But Oriental is now on the move as a new cadre of moneymen
and entrepreneurs have descended on Goa over the past two
years. The contract that Pfeiffer had with his landlord has
been discarded, and the new owners have plans for serious
expansion that don't include him. He's scouting for a new
location in a highly constricted marketplace that includes
real hordes of competitors, each looking for a piece of the
action.

Congrats to your young daughter and her efforts. She has good parental 
guidance. At 7 or 8 years
old, the world is her oyster and the Goan community will be fortunate with 
those future pearls.

2 More Tiatrists arrived in Kuwait.

Today in the evening at 6.30 p.m., 2 more tiatrists namely Antonette de 
Calangute and John D'Silva have aldready arrived in Kuwait in a direct 
flight from Dabolim.  They have come to participate in the Tiatro written 
and directed by Rosary Ferns and this Tiatro will be staged at Hawally A/C 
Hall on 11th of this month i.e. on coming Friday starting at 3.30 p.m.

As announced earlier, Ophelia has already arrived today morning from Bombay.

Antonetter de Calangute and John D'Silva were welcomed at the Airport by 
Kuwait Goan Association President Salvador Dias, Fidelis Fernandes and other 
members of the Association.  From Airport they were immediately taken to the 
Hawally Hall where other artistes were doing their rehearsals.

This drama is being staged under the auspices of Kuwait Goan Association.

have been in he name of a loving God.

And most of the the times the perpetrators'faith in

RESPONSE: I have kept away from this. I know of a so called God
fearing Catholic Woman, who attends prayer meetings and is an
Eucharistic Minister. This woman thinks nothing of short changing and
other dubious acts. I suppose she thinks that if she goes to
Confession or says a prayer all is forgiven.

Not only in the Christian Religion but Common and Natural Law requires
that restitution be made!!

I do hope that all who support this woman, are also mindful that their
actions only propogate and further the evil.
