Now let's go to Mapusa! Let go to the fish market, and
the great Friday Mapusa Bazaar of once upon a time!

The attached picture is scanned from an original photographic
print that was taken from the first floor of the Camara Municipal
de Bardez Offices in Mapusa in 1976. The view shows the road up
the steep slope of Mapusa, Altinho, proceeding towards Duler. The
steep incline posed a real challenge for a cyclist to make it to
the top without alighting. My bicycle had no gears.

My friend and I often competed when we used to go to watch football
matches in Duler. And once we got to the top it was a great feeling
to just let go of the brakes and enjoy the cool breeze blow in your
face. Very often I thought about the good old saying Dukh kaddlear,
sukh meuta which was very applicable and true in this case.

On the right of the picture are the offices of the erstwhile Banco
Nacional Ultramarino, later State Bank of India. Further up to the
right is the building where the famous Kamat Studio was located.

On the left of the road going up (opposite Kamat) was Registo Civil
of the Portuguese era and even later. The offices have now been moved
to a dreadful place, a poorly maintained building, where all the old
hand-scripted record books and registers are simply going haywire.

These old manuscripts are not stored properly and before any action
is taken these important data will be lost forever.

Another form of corruption is that Frederick Noronha appears to
perform the role of a newspaper editor where indeed the editor
traditionally has the last word (normally without explanation)
regarding a letter to the editor.


After calling Frederick Noronha corrupt and publishing his rant on Goanet 
and other mailing lists, 7 days later, on Oct 3, 2008 Cornel has turned 
obsequious:



Despite our very first spat on Goanet, I reiterate strongly and
publicly that, I have the highest personal regard for Frederick
Noronha and his general vision for Goanet--that I have repeatedly
said is an esteemed website for Goans generally.


Now is Cornel going to post his praise of Frederick on the same mailing 
lists that he called Frederick corrupt?? Maybe, maybe not. He has not done 
so as yet. This is a good example of a homilist with poor ethics or as they 
say in Konkani Porjeak Sermao.



Goanet theory and practice on moderation needs a serious re-think
in my humble opinion. Minimally, for a web-site, it is punitively
inclined and not at all user-friendly. It therefore needs much
rectification and I will spell this out, yet again, as soon as I
get an opportunity.


RESPONSE: Unless one knows how it works please dont bother telling others 
how it should be run.
While certainly an erudite, the content of Cornel's messages are nothing but 
claptrap.


Cornel, please find another avenue to rant and rave about Goanet. If you

[Goanet] Goenkarancho Ekvot - Tiatre in Delhi

GOENKARANCHO EKVOT ORGANISES TIATRE IN NEW DELHI

5th October 2008, New Delhi: Goenkarancho Ekvot, a society of Goans from in 
and around Delhi, presented their annual Tiatre for the year in 
association with the Directorate of Art and Culture, Government of Goa, on 
5th October at the Fr. Agnel High School auditorium all, Gautam Nagar, New 
Delhi.


The evening event was titled Police and was staged by the talented troupe 
of Mr. Agostino, a well known tiatrist (dramatist). The tiatre has run 
successfully upto 127 performances so far, taking its tally to 128 with this 
latest performance. The tiatre was attended in large numbers by Goans 
comprising individuals, families, priests and nuns, and other Konkani 
speaking people from in and around the National Capital, with family and 
friends lending a very jovial mood to the evening.


The event was hosted by Fr. Iris Furtado on behalf of Goenkarancho Ekvot. 
Before the programme would begin, a tribute to the nation was payed by way 
of a national integration song. Among other exciting events of the society 
that are coming up this year are the Annual Goa Festival of art, culture and 
cuisine in November. The Goenkarancho Ekvot is also involved in many other 
initiatves in the Capital region throughout the year.

or 'slightly younger' - who are still in good voice, and still remember  My
favourite things.

   No offence meant - so here is the great singer's composition sung on her
69th birthday:-

Maalox and nose drops and needles for knitting,
Walkers and handrails and new dental fittings,
Bundles of magazines tied up in string,
These are a few of my favourite things.

Cadillacs and cataracts, and hearing aids and glasses,

Once smoking holes Goa bars now turn into 'no-smoking zones' 

Panaji (PTI): Goa's nondescript bars, which usually also serve as
smoking holes, have turned into 'no-smoking zones' just within 48 hours
after the Central Government's anti-smoking law came into force. 

It's 9.30 p m on Sunday, the usual time when the invariable cocktail of
smoke and drinks run high in these bars. But now, the drinks are downed
without a smoke, while few are seen struggling to get accustomed to the
change. 

The air inside this poorly-lit eight-table dingy bar in the heart of
Panaji is smoke-free now. Prior to the ban, the air used to be full with
smoke with almost every table having at least one smoker breathing out
from his lungs. 

People request that I allow them to smoke at least one cigarette which
they generally require with every peg of liquor. 

But I don't want to take any chance. Ban means ban, says bar owner and
retired photojournalist Prashant Elekar. 

Elekar conceded that almost 90 per cent of the people, who frequent here
are smokers and inevitably light a cigarette with their drink. 

The change is imminent though Goa is yet to start booking people for
violating the two-day-old central law which prohibits smoking at public
places and excludes spots like beaches and parks from the no smoking
zones. 

We have stopped people from smoking. The result is exciting. It helps
me too. I myself have reduced my cigarettes from 30 to just two a day as
I am on the bar counter all the day, Elekar, in his late 40s, said. 

There are some who are forced to go out for smoke standing on the road
and return for another peg. But how many times will they go out? It
becomes tedious for them and hence they prefer to drink without
smoking, he explains.

A Slice of The Sunshine State

From football to food, everything that's quintessentially Goan will be
on show at Mumbai venues all this month 

This year, the month of October has an extra dash of the festive, thanks
to a 'Goan Fiesta', a month-long promotional event by Goa Tourism to
display the art and culture of the sunshine state. 

Part of the 'Explore the Incredible States' programme of the India
Tourism Mumbai office, Goan Fiesta promotes art, culture and tourism of
the states in the Western Region (Maharashtra, Madhya Pradesh, Gujarat,
Chhatisgarh). And, true to Goan tradition, the first day of the fest saw
a colourful carnival float parade at Kala Ghoda on Sunday. Sujata
Thakur, regional director (western and central region), Indiatourism
said: The Goan Fiesta has been designed in a way that will help
Mumbaikars visiting Goa live the true Goan style by offering glimpses of
the state. 

Apart from Goan food and jazz festivals and Konkani plays, the fest will
also host a 'veteran football match' between former players who have
represented the state of Goa and renowned football stars from Mumbai on
Monday at the Cross Maidan. 
Elvis Gomes, director of tourism and managing director, Goa Tourism
Development Corporation (GTDC), said: Tourism being the backbone of the
Goan economy, we want to ensure that Goa provides the best holidays to
its tourists. In the recent past, there have been a number of
misconceptions regarding safety. We want our visitors to know that Goa
is a safe and vibrant holiday destination. Lyndon Monteiro,
vice-chairman of GTDC, said: Government of Goa has started a number of
programmes to ensure safety of tourists like the integrated bit safety
management scheme introduced for the first time ever in India, 24-hour
surveillance on beaches, development of basic infrastructure, etc. We
want more and more tourists to visit Goa. 

Also present at the inauguration was actress Varsha Usgaonkar, a Goan
herself. 

'Explore the Incredible States' was started to 'augment the awareness of
the culture and traditions of the different states to Mumbaikars'. The
fest concludes on October 30.

Sunday Reflections: 28th Sunday of the Year 'Accepting the invitation, when it 
comes!' 12-Oct-2008 
 
Readings: Isaiah 25: 6-10; Philippians 4: 12-14, 19-20; Matthew 22: 1-14;
 
About 700 years before Christ's coming the prophet Isaiah foretold of the 
result of his coming into the world. He described the coming as a banquet 
provided by God to which everyone is invited. In his dwelling place on Zion God 
would welcome each and everyone as his guest. They will share his blessings, 
every tear will be wiped away, death and separation will be no more and the 
chosen people would no longer have to endure the taunts of the nations asking: 
Where is your God? At the banquet they will enjoy eternal happiness and 
unending bliss. All their hopes and dreams will be realized in God.
 
What We Owe Others
An American soldier, wounded on a battlefield in the Far East owes his life to 
a Japanese scientist Kitasato, who isolated the bacillus for tetanus. A Russian 
soldier saved by a blood transfusion is indebted to Landsteiner, an Austrian. A 
German is shielded from typhoid fever with the help of a Russian Metchinikoff. 
A Dutch marine in the East Indies is protected from malaria because of the

people are arrested at the instance of Fomentos mining company. Around 200 
people are gathered outside police station are demanding their release.

Panaji (PTI): The anti Special Economic Zone (SEZ) activists today
alleged that Goa government's move to hold talks with SEZ promoters for
giving them alternate land to set up industry is an attempt of backdoor
entry. 

This is an attempt of backdoor entry. We will not tolerate this. We
warn the Central and State Government that they should not cheat people
of Goa, SEZ Virodhi Manch (SVM), a group opposing the SEZs, said. 

The group had protested against K Raheja corp's project at Verna
industrial estate, 20 kms away from here. 

The reaction stems from recent statement by senior Congress leader
Shantaram Naik disclosing that Chief Minister Digamber Kamat will meet
three SEZ promoters to discuss alternate land proposal to set up
industry (not SEZ). 

Naik had quoted a meeting with Union Commerce Minister Kamal Nath in
which the minister had said that Kamat will discuss the proposal with
them. Three notified SEZ developers, which are pending de-notification,
participated in the meeting. 

We strongly condemn the statements of the Union Commerce Minister,
Kamal Nath who wants Goa government to allow developers of three
notified SEZs to set up some other industry on the land allotted to
them, SVM's convenor Charles Fernandes told PTI.

London, Oct 5 (ANI): People who regularly upload material to the
Internet are just attention seekers, confirms a new research.
''Crowdsourced'' websites like YouTube and Wikipedia' success have
been a puzzle for psychologists for a long time -- as a small number
of people do most of the work for little obvious reward -- while the
rest benefit seemingly without giving anything back.
One commonly held notion for that is people just feel good helping out
the community, reports New Scientist.
However, now researchers at Hewlett-Packard's lab in Palo Alto,
California, have shown that contributors are in it for personal glory,
not public service.
To reach the conclusion, the research team analysed the habits of
580,000 YouTube contributors and found that the more hits their videos
got, the more likely they were to continue uploading material. (ANI)

Which one is most popular ? 

Maddi/Fama or Salvi or Vespr or Fest ?

The answer is, off course, the 'Fest' or feast with vhodlem mis, sutt-butt, 
Feri-beri, Poskotte-boskotte, Kaddio-boddio, kermes-bermes, chonnem-bonnem, 
Cheurisam-bheurisam, housie-bousie, gollgoddo-bollgoddo, Soirim-dairim, 
Tiatr-biatr, dans-bans, dhirio-bhirio, muzg-buzg, soro-boro, san'nam-ban'nam, 
dukor-bukor, gai-bai, nustem-bustem, verdddur-berddur, undde-bundde, 
kellim-bellim, apol-bapol etc etc

But this one is different...

The Traditional 'Colva Fama' where the Fama is celebrated with pomp and gaiety.

With high mas at early morning at 5.50am. 

Fama day here is like the 'Fest' Everything  usually seen on the feast (like 
above) you see  it on 'Fama' day.

 The traditional Fama of miraculous Infant  Jesus (Minin Jesu) was celebrated 
today 16/10/06 at Colva Goa. The statue of Minino Jesus was brought down as 
usual (5.30am) followed by procession and then the  statue was kept open for 
kissing by the devotees till midnight.

Another peculiarity of this Fama/feast is the 'Betina' Black and yellow striped 
blessed holy cords (see pic). No where else you see this type of 'betina'. 
People usually tied it around their wrists or their gold chain or betin around 
their necks. (it's about half a metre long).

 Although the miraculous Statue of Infant Jesus (known for healing powers) is 
about 170 years old (see pic) the golden ring with diamond it has on his finger 
is about 358 years old.  As the original statue  (1648 ) was taken to Rachol 
Seminary in 1836, the said ring has slipped off from the original statue and 
the same was mounted on the new one. 

The original statue was located by a part of shipwrecked sailors led by Rev. 
Fr. Bento Ferreira, aJesuit missionary off the coast of Mozambique in the 17th 
century. He brought it to Colva Church when he was posted there in1648.

In order, not to spent more time in the long Q, we decided to go there bit 
later, so we arrived at 8pm. It took us 20 minutes to  join the tail end of the 
double lined Q (so long is the Q that it was well into the Benaulim Road behind 
the Colva Church). It took us 85 minutes in the Q to reach the church  main 
altar (see pic). where the statue was  (a priest was carrying the statue in his 
both hands and quickly offer it for public to be kissed, not very close to the 
lips though) The Q was passing through the main road then behind the cemetery 
then on to the specially erected foot bridge (see pic).

We saw all types of people-Christians, Hindus and non Goans. We also saw large 
number of people playing gollgoddo on the main road with plenty of police mama 
around.

 As it was late, we quickly had Cheuris paum, Veg patices/crochets and beer, 
then gorom-gorom chonnem and we were back home just before midnight.

So, next time if you go there and  meet some Colvakars, how would you  wish 
them ?

[Goanet] 'Romi is a script, cannot be spoken' (Kiran Budkuley, in ToI)

The term Romi lipi in Konkani means Roman script in English. A script is 
something used for writing and a dialect is something that is spoken. One 
does not need a Konkani writer and English lecturer to tell us that! ;-)
 
We have had at least one former English newspaper Editor in Goa write 
editorials exhorting Goans to speak Romi Konkani. That was due to his 
ignorance of the subject, but a shade better than downloading and printing 
editorials from foreign newspapers, which has been exposed in print. The 
duplicity of others can also be done likewise. 
 
Some others mistakenly use such an expression as Romi Konkani after the 
architects of the Official Language Act, 1987, intentionally confused the 
script and dialect issue by using the script to promote the Antruzi dialect of 
Konkani. I am not making allegations: those involved in the Konkani debate are 
too aware of it for me to specify the examples. For those who are not involved 
in the debate, Konkani itself is a non-issue. The Goa state functions almost 
exclusively in English and Marathi ...and NOT in its official language, Konkani 
in the Devanagri script. How popular the Devanagri script is for Konkani can be 
guaged by the fact that very little official correspondence [other than 
invitations for functions] is in the Official language ...and the only 
newspaper in the world in that official language does not sell even a thousand 
copies after more than a decade of life and three high-profile Editors!!
 
What the majority of the Konkani protagonists who fought for recognition of the 
language mean by the expression Romi Konkani is writing Konkani in the Roman 
script AND in the more commonly used dialects like 'Bardesi' and 'Saxtti' 
instead of the minority dialect [of the GSB minority in the so-called Hindu 
majority community, that conveniently pulls the animist Bhandari OBCs and 
GAKUVED ST communities under its beach umbrella for political and social 
leverage]. It is the Bhandari and the GAKUVED [Gawdda-Kunbi-Velip-Dhangar] 
communities that make Marathi daily Tarun Bharat the largest circulation 
newspaper in any language in Goa! Marathi newspapers have a combined 
circulation that exceeds that of English newspapers at 1,00,000 copies plus 
while the Sunaparant struggles at about one thousand. The free copies of 
Sunaparant at the Dabolim airport have few takers ...except the raddi paper 
boys!
 
Konkani is written in Roman script by persons of all religions and castes. 
Shenoi Goembab, the icon of the Devvanagri lobby,wrote his first dozen books in 
Roman script  and NOT Devanagri. Monsignor Sebastiao Rodolfo Dalgado, another 
icon of the Devanagri lobby to pull in the GSB and other brahmin converts to 
their fold, wrote in Portuguese for the Portuguese-reading public who wanted or 
needed to know Konkani ['Lingua Canarese' or 'Concanim' for the Portuguese], 
specially for their sermons from the pulpit. Nagesh Karmali, Adv. Uday Bhembre, 
Pundalik Naik and others of the Devanagri lobby have also written in Roman 
script. 
 
I would not put Dr. ManoharRai SarDessai in the same bracket: He was above 
script chavinism and wrote in both the scripts simultaneously, besides writing 
in French, English and Portuguese. So does Dr. Pratap Naik SJ , with the 
additional advantage of writing Konkani  in Kannada script .. now the 
script of the majority of those who write in Konkani world wide. The 
chavinistic Devanagri lobby has only itself to blame for that.
 
 The Konkan community is not chavinistic, as can be seen of the people from 
Mumbai to Kochi along the coast. It is a trait that seems to have come with the 
GSB inmigration from the interior India. That is not 'natural' for the Konkan. 
Fortunately, all GSB Hindus are not chavinistic and I can count many of them as 
my friends and guides. Alas, that cannot be said of the entire community.
 
Smt. Kiran Budkuley knows what she writes and intentionally plays up on an 
unfortunate error committed by a few inaccurate . ignorant or careless ... 
speakers or writers. There is no such thing as Romi Konkani or Roman 
Konkani. A script is something used for writing and a dialect is something 
that is spoken. It does not need a rocket scientist or a University faculty 
to tell one that! If that was at all needed, we have persons with better 
academic record than the writer to state that. She knows that, too. ;-)

One small details seems to have been skipped: GULAB is printed in the Roman 
Script; the Official Language of Goa is defined as Konkani written in the 
Devanagri script. So technically, the 'Konkani' written in the Gulab is NOT 
the 'official language' of Goa, which please note. The SCRIPT is an issue with 
the Official Languagge Act, 1987 and Devanagri script is supported by the 
Gulab editor and publishers, while printing in Roman script to grab the 
readership in Goa and the Gulf countries. Therein lies the rub.

Jorge de Abreu Noronha has moved on to another world. I really do miss his 
considered views on any subject that he thought fit to post. From his few 
posts, and  brief personal interaction with him when he was in Goa, I learnt a 
lot. That more than what I can say for many more frequent posters.
 
Domnic Fernandes has almost gone off the radar, now that he is in Goa. there 
are better things to do in Goa ...and he is doing quite a few of them, 
including participating in the Carnival and Sao Joao celebrations! ;-)
 
Rene has shifted to writing more on other net groups and so have some other 
'former' frequent posters on goanet. I do not know if that calls for 
introspection by the Admin Team or criticism of the posters.
Even a former active Moderator now more passive, Frederick Noronha, has taken 
the role of posting news and articles from newspaper websites, rather than 
original views. It is safer that way, it seems, but not as good as Joel's Goa 
Newsclips which has photos, cartoons and even video link.
 
The decline is obvious ... to those who are willing to see. For the rest there 
is statistics.

Article 25 - 28 deals with Right to Freedom of Religion; Articles 29 - 31
deals with Cultural and Educational Rights and Article 340 deals with
Appointment of a Commission to investigate the conditions of backward
classes. 

Now to help you again, read Part III of Constitution of India - from
Articles 12 - 35 dealing with Fundamental Rights and Articles 14 - 18 which
deals with Right to Equality. 

Read all these articles and only than come back with your quack .quack.

I am, indeed, one of those who are very conscious of the ground realities in 
Goa.
 
Unless we shed our christo-centric based paranoia about the Devanagri-script 
medium for our beloved mother tongue, we can say good-bye to any hopes of a 
standardised/harmonized Konkani in the long run, let alone any hopes of an 
enriched Konkani literature.
 
Without a standardised medium for Konkani and its elevation to levels of medium 
of education and intellectual discourse - I dare say, to my despair - its 
extinction in the not too distant future could not be discounted, what with 
IT-borne incursions of the English medium.
 
Have you ever tried to get an exclusively 
English-phonetic-Romi-alphabet-trained Goan to read out any of the myriad of 
texts written in the Romi lipi?  Given that underlying these texts are 
Portuguese phonetics, have you noticed the incongruity of the resulting 
pronunciation?  
 
And, can you imagine writing Konkani in Romi alphabet with English phonetics?
 
I do appreciate that for some of our Goan brothers and sisters of the older 
generation, mastering Konkani's natural script, which is Devnagri, is more 
easily said than done.
 
Fortunately, though, the relatively younger generation is largely familiar with 
Devnagri (through primary education etc.).  This factor alone holds out an 
ardent hope in my heart that we are relatively only a short step away from a 
standard lipi for that precious element, Konkani, that is so fundamental a part 
of our identity and culture.

Bajrang Dal people claim that they have only attacked New Life Fellow
Ship Centers in Karnataka giving the reason that they are involved
into forcible conversions. But they have attacked number of Roman
Catholic and protestant churches and their prayer centers. Irony is
that there is not even a single complaint lodged for forcible
conversion all over India. Also there are several reports of forcible
reconversion to Hinduism in Orissa and other parts of the nation.

In fact at the beginning Bajrang Dal people openly claimed
responsibility for the attacks. Later on they changed their statement
and said all attacked places belongs to New Life Fellowship only. But
now slowly they change their statement once again saying that they are
not behind these attacks. May be they are now frightened that the
group will be named as terrorist and banned.

The list of places that were attacked by them on 14th September 2008
and the following day. Also four Roman Catholic churches in the next
Sunday (21st September). Three churches in Bangalore and one in Kodagu
District. I got total list of 33 places of attacks. There may be some
more left out apart from these.


A. South Canara District

1. Roman Catholic: Poor Clares of Perpetual Adoration Monastery of
Milagres in Mangalore city. Broken crucifix and vandalized the place
of worship including the blessed sacrament, furniture, window glasses.

2. Protestant Church: Kodikal CSI Church, Mangalore. Vandalized
Crucifix, sound system, furniture, lights and glasses.

3. Seriyan Church:: St. George Church in Ujire, Belthangady. Entered
in the early morning 3.00 am and vandalized crucifix, blessed
Sacrament. They gathered bible, books, curtains and other things from
the church and set fire.

4. Protestant: Mahima Prarthanalaya of Parenki, near Madanthyar.
Vandalized the place including furniture, windows and attacked on
Pastor Antony Rodrigues and three others attempting to their murder.
But all four are survived.

5. Indian Pentecostal church: Kalanja village, Belthangady. Vandalized
the place.

6. Protestant: Bethesda Aradanalaya in Borugudde, Sullia. Vandalized the place

7. Protestant: Nettana, Puttur, Sullia. Vandalized the place. Attacked
Pastor Joy and badly hurt.

8. Believers Church of India: Bannur, Puttur, Sullia. Vandalized the place

9. New Life Fellowship Centre: Mastikatte, Moodbidri. Vandalized
furniture, TV, VCD.

10. New Life Fellowship Centre: Kulur, Manglaore. Vandalized the place

11. New Life Fellowship Centre: Kankanady, Mangalore.  Vandalized the place.

13. Protestant: I. P. C. Prayer centre, Karyatadka, Belthangady.
Vandalized the place. Robed bibles. Attacked and seriously injured
Krisudas an Dikayya

14. Roman Catholic: St. Annes Friary, Jail Road, Bejai, Mangalore.
Vandalized the place

15. Roman Catholic: CODP Prayer Centre, Nantoor, Mangalore. Vandalized the place

16. Roman Catholic: Vijaya Mary Convent, Mary Hill, Bondel, Mangalore.
Pelted lots of stones and vandalized the place

17. Roman Catholic: Infant Jesus Convent, Mary Hill, Bondel,
Mangalore. Pelted lots of stones and vandalized the place




B. Udupi District:

18. New Life Fellowship Centre: KSRTC Bus Stand, Udupi. Vandalised the place.

19. New Life Fellowship Centre: Byndoor, Shiroor. Attacked and
attempted the murder of Pastor K A Abraham. Vandalised the place

20. New Life Fellowship Centre: Madur, Kollur. Attacked the people.
Vandalised the place.

21. New Life Fellowship Centre: Taluk Office, Karkala Vandalised the place

22. Roman Catholic: Malayalee Christians Clara Sadana in Kundapur.
Pelted stones and vandalised the place.



C. Chikmangalore District

23. Yahova Witness: Magod Village, Yahova Witness prayer centre.
Vandalised the place. Attacked pastor Samiulla.

24. Prayer centre of Singarakatte, village in Kadur Taluk. Attaked
people. Kalleshappa and Savitry are badly injured

25. Time and Full Gospel Harvest Prayer centre, Jayapura. Koppa. 20
Bajrang Dal people entred the prayer hall attacked people. Vandalized
the place.

26. St. Thomas prayer hall, Gorigandi, Balehonnur. Vandalised the place.

27. Roman Catholic: Vandalized the place of Our Lady of Mount Carmel
prayer hall, Kudremukh. Vandalised the place. Broken the glasses of
more than 20 windows.


D. Chikkballapur district:

E. Kolar District:

Thanks to Bosco for clearing up the difference between Goanet moderators and 
Goanet Administrators.

I'm not sure what all the sturm and drang is about when all we had asked for 
was for the moderators to identify themselves and explain why they are 
rejecting a post.

I would like everyone to know that Bosco has begun to do so, so it looks like 
the storm has passed.  In two instances recently, in a couple of sentences he 
explained exactly why my post was being rejected and I was able to then decide 
whether to edit and resubmit or withdraw.  In one case I withdrew, in another I 
edited and resubmitted.

Now lets hope the other moderators will follow his example.

Agitation in Colamb now has taken a leaf from Indian Freedom Struggle and gave 
slogan this night Fomentos go back!. The decision was taken in the light of 
attempt by Goa Police attached to Quepem Police station to arrest Colamb 
villagers on cases filed by mining companies.

According to reports reaching at 7.00 pm Colamb villagers are demanding 
withrawl of all the cases against them and has resolved not to move away from 
the Police station, Quepem till Police cases are withdrawn.

It may be recalled that on August 10 in a meeting held in Margao Goa Federation 
of Mines Affected People (GOAMAP) had passed resolution asking Fomentos to 
voluntarily abandon its mine in Colamb due to threats to the agriculture and 
depletion of water table. It is this reason that has compelled patient Colamb 
villagers to raise the slogan on the lines of Indian Freedom Struggle. anyway 
all the mining leases in Goa are colonial lgacy and that has to be done away 
with one day or the other.

It is indeed great news to know about the the slogan Fomentos go back!

Poor facilities irk state information panel

Panaji, Jan 21 Although the government vows by the Right to Information
Act, it is neglecting the guardian of the Act, the Goa State Information
Commission. By guarding the citizens' use of the RTI, the commission is
proving to be a thorn in the side of many government departments. But it
neither has proper premises for its functioning, nor adequate staff to meet
the workload.

Speaking to 'The Navhind Times' today, the chief information commissioner,
Mr A Venkataratnam said the commission has many grievances but the main
problem is lack of staff. For instance, while the commission makes it
mandatory for all other departments to appoint public information officers
and assistant public information officers, the commission is not in a
position to appoint its own PIO or APIO.

It simply does not have the staff. In the absence of the PIO or the APIO,
the commission cannot furnish information about its own functioning.

Also, there is no registrar for court matters and no personal staff. If
there is a commissioner, he should have a personal assistant or a personal
secretary. These posts are not created. They should have been created when
the commission was formed, Mr Venkataratnam said.

The commission has requested the government to provide one personal
secretary, one peon and one driver but there is no response from the
government. In the Central Information Commission, the personal secretary
is appointed in the scale of Rs 12,000, said the information commissioner,
Mr G G Kambli.

The premises is another problem. The commission does not have a courtroom,
no place for the appellants and advocates to sit and no place to keep the
records. Every morning, the advocates, appellants and the respondents - who
are often heads of government departments - queue up in the narrow corridor
outside the commission office.

Moved by the plight of the advocates and appellants, who were hanging
outside like crows on an electricity wire, the commissioner arranged to
put plastic chairs outside. Sadly, somewhere in the area is located a
garbage dumping site. So the people who throng the commission are subjected
to stench and mosquitoes, Mr Venkataratnam said.

The commission has not toilets. The commissioner and the staff, including
the lady staff, have to go two floors up in the building if they need to
use the toilet. But the government's careless attitude towards the
commission is nothing new. When it was started in March 2006, it did not
even have an office. It started from the commissioner's residence in
Porvorim. The present office was only given in June 2006.

Said Mr Venkataratnam: All these inconveniences are there. But our
functioning by way of disposal of cases has not been affected. We do not
keep the cases pending over three months. The commission has forwarded its
grievances to the government several times but the government is not acting
on these.

When asked why the government is ignoring the commission, Mr Venkataratnam
said, We can give you all the facts, the inferences are for you to draw.

The government sources refuted the commission's stand saying the commission
is an autonomous body with an independent budget. Sources said the funds
are given by the government and the commission has to go on its own.

Despite the government denial, the commission reiterated its position.
Scoffing at the claim of autonomy, the commission sources said the
government has not declared the commission secretary as its head of
department. The commission has to go to the finance department for
concurrence and administrative approval even for small things, sources
said.

[Goanet] Tug of war between Colamb villagers, Goa Police in Quepem Police station

Quepem police station has become an acutely contested space between the 
agitating Colamb villagers and the Goa Police. According to latest information 
received at 5.55 pm none of the Colamb villagers have been formally arrested. 
Police are trying to convince the Colamb villagers on legal necessity for law 
to arrest Colamb People. Actually it is a dire necessity to the badly bruised 
Fomento mining company to get some breath of relief. Relief to Fomentos 
actually means poison and destruction to Colamb and to Goa.

Colamb villagers are arguing as to why Fomento mining company - Infrastructure 
Logistics Private Limited (ILPL) manager is not arrested in spite of written 
complaints by the Colamb villagers. Police say that they are processing this 
matter too. Villagers however are not happy with the pace of the processing by 
Goa Police and wonder whether Fomentos will ever brought to justice for 
destroying their fields and water bodies.

Fomentos are being battled against not only by Colamb and Advalpal but also by 
villagers in Kulan near Sindadurg in Maharastra too.

Gawda, Kunbi, Velip and Dhangar Federation (GAKUVED) President Durgadas Gaonkar 
has strongly condemned the arms twisting techniques on Colamb villagers and 
wondered if there has been coup'd tat in home ministry and Ravi Naik has been 
kicked out as the home minister of Goa and has been taken over by Avadooth 
Timblo, the Fomento mining company boss.

Director of Official Language Department, Shri Menino Peres, inaugurated the 
Dalgado Konknni Akademi's (DKA) workshop for writers at the Black Box of Kala 
Academy in Panaji yesterday. [Sunday 05 October, 2008]. The Resource person for 
the workshop to promote error-free writing of Konknni in the Roman script as 
per the accepted orthography was the Director of the Thomas Stephens Konknni 
Kendr, 
Dr. Pratap Naik SJ.
 
[Director of Official Language Department, Shri Menino Peres seen inaugurating 
the Konknni Writers Workshop by lighting the traditional lamp. Also seen are 
DKA President Shri Premanand A. Lotlikar, TSKK Director Fr. Pratap Naik and DKA 
Secretary Shri Jose Salvador Fernandes]

 
Speaking on the occasion, Shri Menino Peres, said that it is important that we 
write 
and publish our thoughts in our mother tongue. He recalled how each one wrote 
in his own style in the absence of any orthography for Konknni in Roman script. 
The writers should make use of Orthographies  published by the Goa Konknni 
Akademi (GKA) and the TSKK in order to bring uniformity of spelling and grammar 
in their writing. 
  
Konknni writers must take advantage of the facilities now available to them and 
create a strong base of common writing forms, instead of each magazine or other 
periodical developing a separate style. Konknni written in Roman script also 
needs support for development and usage in the written form he said, adding 
Roman script is universally used and has acceptability in South Indian states 
where Devanagri script is not used for local languages. It is also an internet 
friendly script. 
  
Shri Tomazinho Cardozo, member of DKA, in his introductory words explained the  
purpose of the writers' workshop and exhorted the writers to bring uniformity 
in their writings in Konkani in Roman script. Referring to the large number of 
college students attending the workshop, he said that Konknni in Roman script 
has a bright future. Dr. Pratap Naik SJ, explained some of the salient features 
of correct Konknni writing in the Roman script. He also solved numerous 
difficulties of the writers and cleared their doubts.  He said we cannot learn 
everything in a day and become experts overnight. President of DKA, Shri. 
Premanand Lotlikar in his welcome address expressed satisfaction over the 
response of the writers to the workshop. He promised that if need be DKA will 
organize another similar workshop so that the aim of DKA – uniformity in 
writing Konkani in Roman script -  is achieved. 
Prizes of the 'Essay Writing Competition' organized by DKA as part of Gandhi 
Jayanti celebrations were also given away to the following winners:  Shri Jose 
Silveira  (First Prize), Vincy Quadros (Second Prize), Miss Velosia Mascarenhas 
and Miss Selza Lopes (Third Prize) and Miss Andrea Dias and Sakharam Govind 
Sinai Borcar (Consolation Prizes).
 
Others present for the workshop included former Director of Doordarshan and 
Editor of O Re Soi Shri Yusuf Sheikh, TSKK's 'Konknni Martir Floriano Vaz' 
(KMFV) award winning writer and Editor of Konkann Divo Ashok Chodankar, KMFV 
and  Konknni Bhaxa Mandal  award winning author Shri Daniel F. de Souza, 
lecturers in Konknni at various colleges, journalists and a large number of 
persons of all ages who contribute articles to Konknni magazines and other 
periodicals in Goa. 
Shri Jose Salvador Fernandes, Secretary of DKA, compered the function and also 
delivered the vote of thanks.

Thanks to poor management and the focus on wrong priorities such as the 
disastrous Iraq war, the fall of the American economy in the last 8 years 
has been quite stunning. Whoever wins the next election, will have a 
difficult challenge ahead of him. I think the fiscally conservative McCain 
would be a better choice, but Obama may also be ok too. Regardless, either 
candidate would be better than the monkey currently occupying the white 
house. I hope monkeys around the world will not be insulted with this 
reference.

Wow!  What a great opportunity to provide Goanetters with yet another 
seminar in the use of facts, common sense, context and perspective:-))


I have always said that people are entitled to arrive at whatever opinion 
they choose to, however misguided, but cannot be allowed to make up their 
own facts.


Unlike some others featured on Goanet recently, Marlon normally uses 
recognizable facts.  Unfortunately, in the comment above, Marlon has 
abandoned the use of facts while allowing himself to confuse puerile 
ridicule with objectivity.


The facts will show that President Bush 43 inherited a declining economy and 
stock market in 2001 and the US was then hit by the sneak attack on 9/11, 
before the initial budget that he requested and Congress approved, which 
contained massive reductions in income tax rates and investment tax rates, 
was implemented beginning in October 2001.


Thereafter, the US led coalition quickly defeated the Taliban in Afghanistan 
and the Saddam Hussein regime in Iraq, and assisted the Afghanis and Iraqis 
respectively to form democratic systems of government, all while being 
relentlessly opposed by people like Marlon and the entire left wing 
worldwide.  Since then the US has been engaged in helping to defend these 
nascent democracies against a furious and desperate assault by radical 
extremists and to build up their own security apparatus.  In spite of these 
burdens undertaken to encourage freedom and democracy where these had never 
been experienced before, the US economy grew at a moderate rate with low 
inflation for seven years, until slowing down in the eighth year, while 
still not slipping into a recession.  BTW, for those critics lacking in 
historical perspective, the US has always had business cycles; they used to 
be 3 to 4 years in duration until the last two which have been 7 to 8 years 
in

duration.

So much for the bald faced falsehood that the US has experienced 8 years of 
a declining economy.


Then we have Marlon's curious support for a fiscally socialist candidate as 
ok too who has already promised to raise tax rates across the board to 
historic levels, which will push the economy into a deep recession, while 
promising massive spending increases in government social programs.  This is 
irrational in the context of Marlon's corresponding support for a fiscal 
conservative and his criticism of the profligate spending in recent years, 
which were at least partly offset by massive increases in income tax 
revenues from reduced tax rates.


In the meantime, the growing US federal deficits, which are much publicized 
by those with an ulterior motive, without relating them to the size of the 
US economy, have been modest when compared with the growing economy fueled 
by the reductions in tax rates.  The deficit as a percentage of GDP actually 
fell from 3.5% in 2001 to 1.9% in 2006, and is expected to rise again to the 
3 to 4% of GDP range in the next couple of years.  Compare this with how the 
media misrepresents the US deficits.


Not relating the deficit to the size of the economy is like worrying about 
Donald Trump buying another hotel using debt to finance the purchase.  When 
backed by adequate assets debt is not necessarily a problem.  This is why 
the US has been able to get away with debt financing for so many years.


The US has always encouraged foreigners with brains and money and initiative 
to participate in its economy as a fundamental foundation of US economic 
success and vitality since it's inception.


However, if Barack Obama wins the presidency, and the Democrats also retain 
control of both the US House and Senate as they might, we will experience 
the dreaded Perfect Storm in US governance.  In this case all bets are off 
on the economy, until Sarah Palin and Bobby Jindal are elected in 2012 and 
return sanity to the US administration.

The SEZ Virodhi Manch (SVM) strongly condemns the statements of the
Union Commerce Minister, Mr. Kamal Nath who wants Goa government to
allow developers of three notified SEZs to set up some other industry
on the land allotted to them. The SVM warns the CM Digambar Kamat, MP
Shantaram Naik and others of facilitating the entry of the SEZs
through the back door.

Since 22 October 2007, complaints were filed at various Police
Stations, against the fraud of the process of application and approval
of SEZs. Time and again, the SVM has used documents procured (under
RTI) from the GIDC to uncover the illegal and immoral scam of the SEZs
in Goa.

The SVM has also exposed the malafide intentions and actions of the
Government of Goa which is only paying lip service to the opposition
of the Goans to the menace of SEZs. It is obvious that the Government
is seeking to make a fool of all the Goan people who have unanimously
opposed SEZs in Goa.

The SVM also demands that the Government should not enter into any
deal with any of the developers who have committed illegal acts to get
their SEZs approved or notified. On the contrary, the SEZ promoters
should compensate the concerned villages for the destruction committed
by them and they should also face the penalty and punishment for
subverting and manipulating the laws of the land.

The SVM warns the Governments at the State and at the Centre to not
cheat the people of Goa on the issue of SEZs. The SVM resolves to get
back to the streets to remind the politicians and the SEZ promoters
that the SEZs in any form, will not be permitted to enter Goa.

These have been authorised by the Financial Services Authority to run
savings account in the UK, although not all offer the same level of
protection should the bank run into difficulties.

Many would require their customers to first lodge a claim under the
compensation scheme that operates in its home country, which in some
cases offer far less protection than the £50,000 guaranteed in the UK
under the Financial Services Compensation Scheme. In such cases savers
would then have to apply for a top-up to the FSCS.

All in all, a time-consuming and arduous task, particularly if you
have to negotiate claim forms in Icelandic or Dutch.

There are also concerns that some countries may not be able to meet
their liabilities under these compensation schemes, if they had to
deal with widespread banking collapses.

Iceland for example has only £88m in its kitty which is covering
deposits of £13bn. To add to their woes, savers with the Icelandic
bank Icesave, found that they could not withdraw funds yesterday
because of technical problems with the bank's website.

But to complicate matters further, some European banks do hold a
separate banking licence, so savers would simply be fully covered
under the FSCS. Any foreign banks from outside the EU that offer
savings account over here are required to be fully covered by the
FSCS. So any saver with money in an American bank, such as Citibank,
the Indian Bank ICICI or the Nigerian Bank FirstSave has their first
£50,000 guaranteed by the statutory compensation scheme.

Remember too that if you have money in an offshore account - even if
this is run by a UK-authorised bank, such as Alliance  Leicester,
this will not be protected by the FSCS, as these offshore locations,
be it the Channel Islands or the Isle of Man do not generally fall
under its remit.

Below are a list of the European banks that offer savings accounts in
the UK, with further details about the protection offered.
Iceland

There are two main Icelandic banks that offer savings account in the UK.

IceSave, which is part of the Landsbanki Group, operates under the
passport scheme. So savers would have to first apply to the Icelandic
compensation scheme for redress. Although for Icelandic savers the
government now offers 100pc guarantee on deposits, this is not the
case for British savers. For them, the maximum protected is just
€20,000 (£15,550) and they then have to apply for a top-up payment of
up to £50,000 from the FSCS.

Kaupthing Edge, however is covered by the FSCS up to the maximum
compensation limit. So any claim could be fully covered in the UK.
Ireland

As was widely reported last week, the Irish Government has now offered
a 100 per cent guarantee to all money held in Irish bank accounts.
This will cover the two Irish banks that offer savings accounts in the
UK, effectively giving British saver more protection that is available
under our own statutory scheme.

Bank of Ireland - this did operate a top up scheme, but this is now no
longer necessary as savers would be able to reclaim the full value of
thier deposits from the Irish Government. Bank of Irelands is the bank
behind the Post Office savings accounts, plus Bristol  West
International.

Anglo Irish Bank - this also guarantees 100 per cent of deposits,
although again any claim would have to be made to the Irish
Government.

Allied Irish Bank - this too offers the same protection as the Anglo
Irish and the Bank of Ireland.
Cyprus

Bank of Cyprus - this too operates a top-up scheme. So savers would
have to claim their first €20,000 in Cyprus and apply to a top-up from
the FSCS.

Laiki Bank, this has been another top-paying account in recent years,
and is operated by the Marfin Popular Bank, another Cypriot company.
Again savers would have to claim their first €20,000 in Cyprus and for
those who held more on deposit then seek redress from the FSCS.
The Netherlands

The Netherlands has recently improved its compensation scheme and now
guarantees the first €38,000 of customers' deposits. There are two
Dutch banks operating in the UK.

ING Direct - this also operates a passport scheme, so savers would
have to claim under the Dutch scheme first.

Triodos Bank - also operates a passport scheme, so again the first
€38,000 must be claimed in The Netherlands.

FYI, there are a number of Asian languages that use Roman alpbhabets with 
accents (some accents developed specially for them).  One of those languages is 
Vietnamese.

So what if Konkani is written in the Roman alphabet with the appropriate 
accents?  It does not become Portuguese - does it? And what if Portuguese words 
are used as in the old days? It only makes the language richer.  Check any old 
Mandó, e.g. *Adeus* korcho vellu pauló...  *Despedido* korchar vellar ... etc.

In Portuguese, every letter used is pronounced, eg. p-si-qui-a-tri-a as opposed 
to the English pronounciation where the p is silent as in 
(p)sy-chi-a-try. Note too the difference of pronouncing y (used as a vowel) in 
that word, whereas in the Portuguese language, vowels are largely constant. I 
don't know exactly what you mean by stating writing Konkani in Romi alphabet 
with English phonetics. 

As in the Devnagiri script, there are different ways to write vowels using the 
Roman script - English is lazy, so there is one one way to write vowels but a 
myriad ways to pronounce, and probably herein is the rub.  Using accents on 
vowels enrichens the vowels -  a á i í e é ê o ó ô u ú. 

As an aside, English phoetic spelling is the worst-ever punishment inflicted on 
the current Y-generation in many parts of the English-speaking world, as many 
of the new generation cannot spell properly.  Usage of spell-check is useless, 
as e.g. lose and loose have different meanings; and a large number of people in 
the English-speaking world don't know the difference between possesives and 
plurals.

PANAJI: When Kashinath Shetye sought information under the Right To
Information (RTI) Act, 2005 from V M Salgaocar College of Law,
Miramar, he was asked by the vice-principal to prove that he was a
'genuine citizen of India'.

Shetye had sought information on the full-time and part-time faculty
of the college and the marks allotted to second and third year
students of the institute. However, a delay of 58 days on behalf of
the college in providing him the information attracted a penalty from
the State Information Commission (SIC).

The vice-principal, M R K Prasad, who is also the public information
officer (PIO) of the college, has been directed to pay a penalty of Rs
2,000 for the 58-day delay.

The penalty proceedings were initiated under Section 20 of the RTI Act
for non-compliance with the orders of the Commission. Kashinath Shetye
had sought information from the vice-principal or the senior-most
lecturer of V M Salgaocar College of Law by way of two separate
applications on April 8, 2008.

The college authorities, however, asked the complainant to produce
proof of his residence and photo identity to ensure that he was a
'genuine citizen of India'. It is against this that Shetye approached
the Commission.

At the hearing, the college authorities 'did not contest the
complainant and agreed to provide the information' within two weeks
against the prescribed fees. The concerned college authorities were
also directed to submit a compliance report to the Commission on July
2, 2008 at 11 am.

However, Shetye was still not provided the information in totality.
The led the Commission to pass an order on July 16, 2008 directing the
college vice-principal to provide Shetye with the remaining
information within one week.

The PIO was also asked to show cause as to why the penalty of Rs 250
per day for the delay should not be imposed on him as per provisions
of Section 20 of the Act.

However, even at the next scheduled hearing, Shetye still awaited the
information sought by him. Prasad was given another opportunity.
Subsequently, at the next hearing, Prasad said that the 'opponent did
not receive any direction to submit the compliance report to the
Commission'.

The Commission stated thus: The opponent has made a false statement.
Ample opportunity was given to the opponent to file his reply, besides
providing him the opportunity of being heard.

Further the Commission observed that, Be it as it may, the opponent,
till the date of the last hearing dated August 27, 2008 did not
provide the complete information as required by the complainant.

The order of the Commission also states that, As the opponent asked
the complainant to prove that he was a genuine citizen of India, the
opponent should note that any person can seek information under
Section 6 of the RTI Act and that he/she is not required to furnish
any details other than particulars of the information required and
details of his or her contact.

The Commission has stated that, In the event that the opponent fails
to pay the penalty within the time limit specified in this order, we
direct the principal of the college to deduct the penalty of Rs 2,000
from the salary of the opponent for the month of October 2008.

Kilima njaro  means shining mountain which is situated close to the border
between Tanzania and Kenya.  It is snow capped  though it is quite close to
the equator. It is highest mountain in Africa , 19340 feet above the sea
level.  When I saw it for the first time in 1960 from Moshi town  I was in a
state of shock and awe  for there it was  a huge block of ice  hanging high
up in the skies in all its majestic splendour. It is a sight that cannot be
erased from my memory
Here is another version.  Mount Kilimanjaro  till the second half of the
nineteen century was part of the  British Kenya colony  Sometime during this
period  coronation of Kaiser ( emperor )  Frederick III  of Germany took
place.  Apparently Queen Victoria  asked her courtiers  to bring a map of
Kenya and drew a line around Mount Kilimanjaro and presented this area
to Kaiser Frederick III  as a coronation gift.. The reason :::Frederick III
was married to Queen Victoria' s eldest daughter called Princess Royal
Victoria.  Thus Mount Kilimanjaro  became part of the German colony of
Tanganyika.
Another E.African sight  during colonial days  that is deeply etched in my
memory is Dar es Salaam's narrow entrance to the harbour. It was simply
fascinating  to watch huge mauve coloured Union Castle passenger liners sail
in and out of the entrance which on one of its side was a public beach.

At the outset, let me assure you that I have a lot of respect for you and 
commend you for your achievements, which you recounted on Goanet.  Having 
said that, sometimes you seem to have a difficult time to get a message.  In 
fact in my review of your many writings, you have a knack of perceiving just 
the opposite of the sum total of what is written. 

I still have not gotten over your innumerable posts about widespread casteism 
among Goan Catholics. You then yourself wrote that casteism affects only 5% of 
Catholic Goans. You claimed many posters wrote to you with examples and 
supporting you on this issue. None of them wrote a post on Goanet after you 
requested them for veracity of your claims.  This is just one example of some 
of your writing themes.  Please do not resurrect these issues as I have no 
intention of continuing to dialog any of them. Yet, I just wanted to point out 
the problem.

The questions now are: Do you know when people are being polite? Do you realize 
when you abuse someones graciousness?  Looking at what you have written below 
and this whole issue, you clearly have abused the moderator's hospitality. You 
pick and choose what suits you. Contrary to what you write below, I do not 
agree with your stand.

Bosco, Fred and I sincerely want you (and others) to continue to participate in 
Goanet. Yet, this is not an invitation to be a 'pain in the you-know-where'. 
This applies to me and to all the language-snobs, religion-snobs and 
science-snobs. Our posts should aim to promote commonality and understanding; 
and not to start and continue controversies. 

I consider you a friend. And the above is what buddies are meant for. I hope 
you and others take this in a positive and well-meaning intention in which it 
is written.  This includes my suggestions in prior post

Gerry Coleman's market commentary. Coleman is one of Canada's most
sucessful fund managers.

Market comments
There will be recession in the U.S – it hasn't happened yet, but I'd
be surprised if the third quarter didn't have moderately negative
growth.

The market is already discounting a U.S. recession and global slowdown
– it's built into current prices.

The market usually bottoms six months before a recession ends. So, if
the recession ends in'09, then the market should bottom before that.

There will be continued short-term volatility – prices are going to
keep bouncing around.

Interest rates
There's been a crisis of confidence, and when that happens people buy
U.S. Treasury bills. They don't care about return; they just want to
own them.

As a result, short-term interest rates have been pushed down to 1%-2%.

Rates will probably start to rebound once a sense of normalcy returns,
which will hurt government bond returns going forward.

U.S. financial markets
A crisis of confidence is gripping the U.S.

There's lot's of finger pointing going on and most of the fingers are
pointing at Wall St.

Wall St. was a big part of this, but it didn't create the housing mess
on its own.

Brokerage firms were a big part of it, so were deposit-taking banks,
insurance companies, stock brokers, real estate brokers and regulatory
agencies, such as the SEC.

The regulatory agencies are overseen by government, so the government
is also to blame.

That's changing, now there will be severe regulations put into place.

I think people will feel better after the House of Representatives
passes the rescue package, but it shouldn't be viewed as a panacea
because there are still other things that need to be done.

Crisis will end
We are in the midst of a full-fledged financial crisis in confidence.

Panics are temporary and usually end because:
– prices become low enough that buyers move in and start to reverse the trend
– government initiatives are introduced – and we're getting that now
– central banks usually take action – so I wouldn't be surprised if
the Fed cut the discount rate soon.

Two kinds of market losses
There are two ways to lose money in the stock market – permanent loss
of capital and temporary loss of capital.

Permanent loss of capital takes place when you invest in low-quality,
speculative securities because when they go down, they never come
back.

When high-quality companies like well-capitalized banks, insurance
companies, oil and gas companies like Suncor and EnCana, mineral
companies like BHP Billiton and Rio Tinto, gold companies like Barrick
and Goldcorp, and others like General Electric and Microsoft go down,
it's a temporary loss of capital.

When I see prices of those companies coming down, I'm convinced it's a
temporary loss of capital and an opportunity.

Opportunities
There are some good opportunities that haven't been seen in a very long time.

Liquidity is allowing us to take advantage of weakening prices.

I've been buying selectively across all sectors because stocks have
come down indiscriminately.

The way you profit is to take advantage of the irrationality and
invest in high-quality companies when people are selling
indiscriminately.

This is a great opportunity if you're a long term investor with a time
horizon of three or four years; it's an opportunity to be picking up
high-quality companies at very reasonable prices.

GOACAN to observe Postal Consumer Rights Awareness Week

The Goa Civic and Consumer Action Network (GOACAN)
will observe a Postal Consumer Rights Awareness Week
from 9th to 15th October. The week long program is being
organised on the occasion of World Post Day 9th October
celebrated by the Universal Postal Union (UPU).

During the week GOACAN will network with the village based
Consumer Forums and campus based Consumer Welfare Clubs
(CWC) to promote awareness on the rights of the consumers in
the context of the Postal services in Goa.

Consumer Forum volunteers will conduct visits to the various
Head Offices, Sub Offices and Extra Departmental Branch
Post Offices to get a better knowledge of the services offered,
popularise the use of the citizens charter, the suggestion cum
complaint book and the philatelic services.

Volunteers who have participated in the various Post Forum
meetings will also popularise the various new services offered
in Post Offices such as the availabliity of stamps for sale with
the postman,  payment of BSNL Telephone Bills by cheque at
the Post Office due to the availability of the All Goa Clearing
Facility, the new speedpost rates and the importance of using
Pin Codes in addressing letters for quicker delivery.

During the week the volunteers will also popularise the use of
the village based Extra Departmental Branch Post Offices by
publicising the timings  services available. The efforts of the
Forum volunteers will be directed at promoting the use of the
over 150 Branch Post Offices in Goa thereby getting better
and quicker service to the senior citizens and other consumers
in the village.

The Consumer Forum volunteers will make special efforts to
popularise the facility of sending Right To Information (RTI)
applications to Central Govt. Departments at no extra cost
through those Post Offices designated as APIO's. The
importance of writing complaints/suggestions in the
COMPLAINT BOOK of the Post office and following up
the same with the Customer Care Centre, based at the
Panaji Head Office will also be highlighted

complaints/suggestions on the postal services by post to
