They also demanded that the government take stern action against all persons, including public representatives, who are responsible for communal flare-ups, in a statement issued on Friday. “The CD ‘Dogui Bodmas’ that has been circulating in the whole of Goa while the administration of South Goa through the additional collector has banned the same only in South Goa. We pray that no such compartmentalization the North and South as the secular ethos of the south transcends district boundaries and … that the government take appropriate measures to ban the CD in the whole state and not to restrict its order only in the South of Goa,” says a press communiqué issued here by the moderator of parish parish council, Mr Jason Andrade on behalf of parishioners/constituents/components of Colva. Meanwhile, the communiqué, alleging that the process of taking out a VCD on the same subject was on by the same persons, asked the government to preempt the same by taking necessary action. “We hope the government realizes and respects the sentiments of the people and take such appropriate action as the situation would warrant in the present case,” it says, adding “We feel that the government is duty bound to secure justice to all and we plead before the government not to make an exemption of the present case.” Referring to the agitation after the release of an allegedly defamatory music CD, the communiqué says that the events that happened in Colva were unprecedented in the history of the state and argues that this incident pertains to a few individuals who entered into an act and consequent conspiracy to malign the image of the church and the Colva Parish Priest. When the Portuguese first tried the experiment of instructing native Goans into the priesthood they found the first batch to be of poor quality, says historian Dr Olivinho Gomes, and by poor quality I somehow get the feeling one of the failings were not being able to keep to the rigorous standards of celibacy which might have been possible in cold, frozen European countries but which certainly weren't possible in the more languid climes of Goa :-) In anycase for centuries there has been a tacit agreement amongst the parishioners of villages that they will overlook their priest's small peccadilloes. The women who comes in for cleaning, the woman who drops in for confession at odd times or the one who sings lustily in the choir and then goes up to the private quarters. The villages have all learnt to turn a blind eye because Goan villagers know the pull and tug of the human body. They understand the needs of those running a parish in these isolated, solitary nooks of Goa. For the Church now to suddenly assume this to be a massive affront on their reputation is melodramatic. I thoroughly enjoyed Gadgil's article in the Herald. It was amusing to note that almost anything in India can now be construed to be an attack. Barbers, cobblers, goldsmiths, almost anyone can feel slighted. I once had someone write to me and complain bitterly that I had written shastikar kastikar, in a column, which as everyone knows is a common saying in Salcete. Luckily, so far, no one has marched to my house to protest about insulting the kasti. What bodes ill for Goa is the role played by politicians in this dismal affair. Take care, selma

He is an expat returned from abroad and has started an IT company in Goa. He has come back to Goa for the love of the land and wants to create jobs. Unlike many others who although highly qualified and can do a lot positively are only spouting hot air... What is his requirement --- he wants that the Goa govt. give a tax vacation to small IT companies. Is he bothered about mining ? Yes, but he feels rightly that jobs in areas such as IT are Goa's equal need apart from stopping mining. My question is: how many of those who have made good money abroad think on the lines of this guy ? It is easy to preach about saving Goa's identity after you are cosy economically and you dont need to make a living in Goa. It is a totally different ball game for say today's young generation. I know tons of twenty something Goans who are going to Pune, Bangalore for jobs. Tell them to stay in Goa and stop mining. Are they interested? Heck, no. Tell them your identity will vanish, are they interested. Heck, no. One needs to realize that for a young person in today's world making a good living is high priority. That is what all the NRGs in this forum have done. Now that they are cosy, they are talking identity. But as a saraswat whose ancestors hailed from Goa, I can not but feel in me a part that is Goan irrespective of what any authentic Goan may say. I think it is the language Konkani that defines the identity of Goa. That language has been fractured by history, and is now within us to repair that damage that history has caused. We can not understand each other because varieites of Konkani have borrowed heavily from the neighboring languages (Kannada, Marathi, and perhaps to a lesser extent by Malayalam, Tulu) in script as well as vocabulary. But I think the only Konkani that has even ghost of a chance of thriving in this world is the Konkani spoken in Goa written in the Latin script. Having lived in Bombay for a long time, I have seen Konkanis absorbed into Marathi diaspora in spirit as well as language and culture, and the Konkanis in the Mangalore area is barely intelligible to all who live there. I do hope the development of Konkani language and literature will lead to standardisation of vocabulary and grammar so that we can all understand each other. If the Konkani diaspora outside have the committment to the language they need to demonstrate it by asking for it to be taught in schools in places such as Bombay or Mangalore, just as Kannada or Marathi are taught. Avoid getting caught up in those technicalities. Tendukar's, was one steeped in complexity -- really on no account of him. He could have gone either way. He could have said he is a Mumbaikar. The fear there could be the impact he could have on the thought processes of the rank-and-file Marathas and their loyalties, albeit being very aware that they have been sold out. Live your life to the best of your abilities Samir. We are too caught up in India about being Indian. Having to repeatedly state this reality as a high truth is a descent into ignominious in my opinion. Such questions must be seen from various perspective and unfortunately based on who is doing the asking. That unfortunately involves a bit of judging (unchristian) but needed for ones own reconciliation; and an interesting conundrum, again in the Christian sense. Please do not be miffed at me making these points. One may also see it in a more egalitarian spirit/framework. It reveals more about the other person than the one to whom the question was posed. On a different note: I got my Green Card on the gifted category EB1 or something of that sort, but for no grand reason have not relinquished my Indian citizenship. I also heard that getting the citizenship would not have taken long. And I have reapplied for the GC. It has nothing to do with art, bessan (estates of the landed gentry ?!) ani bhattan or anything of that sort. I hardly even care about grants in the US. In any case, there is no grand reason although it causes me enough hassles when I travel. But I learn some odd stuff in the process. In 2005, I was kept waiting for over 45 minutes at Narita. No problem, I started playing with some little kids, and their parents were fine with that. In fact the immigration woman profusely apologised and said that I was a good person (could mean a few things). I asked her were you watching me. She smiled. I am more American that most who are of the soil. In this case it has nothing to do with citizenship, but a state of being. Of course when one says that, one may encounter a pedant, posing one or more conundrums, as to how can that really be possible -- but that is existence. There is something to this probing about whether one is a Indian or Goan, even a Mumbaikar, and it goes deeper; akin to when Indian ask where one was born and the fathers occupation. On that note, I once told my tormentor in Std VII that two of my Uncles were lepers, and showed him a picture I had (I really did and had planned it) of two with Hansen's disease from the Ackworth Leprosy Home, Wadala on photographic paper from Fr. This is how I have been seeing things for some time: I do not need to know someone who does not respect you in baseline terms, but I will still be there for that individual. Mario asks: I detect some confusion here about free speech and double standards. The suggestion is that it is somehow wrong for Australians to condemn as deeply offensive being depicted as racists in an Indian newspaper, but OK for the Indian newspaper to print a cartoon depicting the Australian police as racists. The controversy has arisen because Indians say the attacks on Indians is because of their race, whereas the Australians think the attacks are by common criminals and thugs and the race of the victims is not a factor. Obviously, no one knows for sure. The example used is the series of offensive Danish cartoons of the Prophet Mohammad, when the western media claimed the cartoons were an expression of free speech. This is not a good example. To begin with, the reaction to the Danish cartoon by Muslim radicals was deadly rioting in the streets of several Muslim countries, attacks and arson of Danish embassies and even property belonging to other Europeans, as well as attempts on the life of the Danish cartoonist as recently as last week. Over 100 people died in the riots and the police firings on the rioting crowds to quell the violence. The Muslim radicals who rioted in the streets and are still trying to kill the Danish cartoonist went far beyond any concept of free speech. As we say in America, Your right of free speech ends where it intersects with my skin or my property. In addition, inciting people to chaos and violence would violate the principle of free speech. So far, there are no reports of Australians rioting in the streets and burning the property of Indians over the Indian cartoon. In fact they are doing everything they can to find the perpetrators and bring them to justice. Secondly, I looked in vain in the BBC report for anyone claiming that the Indian newspaper did not have the right to publish the incendiary and incredibly offensive cartoon. All the Australians did, according to the report, was verbally condemn the cartoons as deeply offensive. Unless there is a double standard being used, the Indian paper had every right to publish the cartoon under their rights of editorial free speech, and the Australians likewise had every right to condemn the cartoons as part of their own right of free speech. My question is, would the students who were victims of violence in Australia have been any safer in India? Make up your own mind.

It does not matter if we are Goans in Goa, NRG or Goans who have taken citizenships of other countries, if any of us wants to contribute to the well being of Goa and Goans, we have every right to do so and personal hatred, emotions, ill feelings and egos should be left behind for a common cause. Right to Water is Right to Life The suo moto intervention of the High Court of Bombay at Goa in the serious water crisis faced by residents of Porvorim and Mapusa and issued notices on grounds that 'the right to water is the right to life'. However, the hopelessness of the people is so great that many do not expect any solution as they feel that corrupt Government officials even succeed in distracting the courts. The plight of Porvorim would have been even worse if the IT Park and SEZ had been allowed to be set shop. Porvorim has never had sufficient water supply and yet the Government over the last 3 years has permitted 4 mega projects of around 300 to 600 flats within a radius of just one kilometre. When citizens have been opposing further development they are made to look stupid with claims that development is needed. What does one mean by 'development' is not known. Whether it means going from bad to worse or good to bad, because both changes also amount to development. Having been one of the residents in constant confrontation with the P.W.D. officials since 1990, I believe that the water crisis is created by politicians and corrupt staff of the P.W.D. to create opportunities for floating tenders under the pretext of augmentation of infrastructure. The Chief Minister and the P.W.D. Minister have been taking the residents of Porvorim for granted and are very much behind aggravating the present water crisis by ordering the release of water connections to some massive housing projects in the last one month. Favours were granted to these builder relatives and friends by bypassing the circular dated 25 /11/2008 issued by the Executive Engineer WDXVII(PHE-N) P.W.D. directing the department not to release any new water connections other than single dwelling units. A honest Assistant Engineer had to pay the price of getting transferred in September 2009 for refusing to succumb to pressures for releasing new water connections to two multi-housing p rojects. Another culprit in the collapse of basic infrastructure is the Town and Country Planning Department and the Village Panchayats which have been indiscriminately granting N.O.Cs / permissions for construction projects and pushing the buck on each other. The Village Panchayats claim that they issue permissions for constructions based on the N.O.C. from the TCP, while the TCP claims it's N.O.C. is only recommendatory and not binding on the Panchayat. The TCP uses the cover up of the Regional Plan claiming that since the area is in settlement it cannot prevent construction. The TCP now wants Porvorim to be zoned as VP1in the RP2021 and one can well imaging the horrors awaiting the public In the wings is the Directorate of Panchayats which instead of defending the interests of panchayats only supports builder's interests by declaring that the Panchayat has no competence to withold permissions for constructions once the TCP has issued an N.O.C.. The pecunairy gains to all the authorities from the construction industry is well known and a thorough CBI inquiry into their personal assets will reveal the truth. In all this ' Tu Tu Me Me' stunts adopted by various authorities, the people ultimately suffer as none of the authorities take responsibility for the mess. The Town and Country Planning Department and the Public Works Department are bleeding Goa. In the year 2002 a dedicated water supply pipe-line from Assonora to Porvorim was commissioned by the Manohar Parrikar Government with much funfare A 330 cu.m underground rervoir was constructed near JMJ hospital to act as a backup in the event of any inevitable interruption in the main supply. Another 400 cu. m underground tank has been built near P.D.A. colony. There was considerable improvement in the water situation until 2005 when once again the crisis emerged, leading to widespread protests from the people. Some honest engineers were then posted at the P.W.D. office in Porvorim by the Government and thereafter the situation considerably improved until mid-2008. The water crisis again surfaced with the transfer of the Executive Engineer and thereafter the main supply pipe-line began to be tapped at several places along the route from Assonora to meet the requirement of other constituencies. This has resulted in less water reaching Porvorim reservoirs which is at the tai l end of supply chain. Inspite of insufficient water supply to the reservoirs, on 10th December 2009 the main pipe-line has been tapped near

It is easy to preach about saving Goa's identity after you are cosy economically and you dont need to make a living in Goa. It is a totally different ball game for say today's young generation. I know tons of twenty something Goans who are going to Pune, Bangalore for jobs. Tell them to stay in Goa and stop mining. Are they interested? Heck, no. Tell them your identity will vanish, are they interested. Heck, no. One needs to realize that for a young person in today's world making a good living is high priority. That is what all the NRGs in this forum have done. Now that they are cosy, they are talking identity. I think there are many other, and deeper, concerns involved. Primarily issues of accountability in an institution, which happens to be influential, such as the Church. Of course, there are also questions about the role played by a Calvert Gonsalves, whether insinuations made in a CD are the right way to seek justice and redress to a grievance, whether there were any other motives in raking up this controversy, why the villagers took so strong a stand against Calvert's creativity, what was the role of the politicians, whether one can slander someone by slightly adapting their names (Vickky and Fr Diago), what should be the role of the State when such controversies errupt within a community, and what aspects of a politician's private life should be out for debate in the public domain as pointed out by Tomazinho Cardozo elsewhere. People don't opt for violence just to entertain themselves. They do so when they are very angry. It may not be hard to understand the anger emanating from Colva. But the question that comes up was whether the piety of the commonfolk was manipulated by political interests or freelance interests (in the worst sense of the word) within the Church who cannot be controlled by the institution they claim to owe alleigance to. More than the violence, an issue of concern would be how the Church sees itself accountable for the acts of the men it places in positions of power. I'm not pointing fingers at any individual priest, but this issue has been coming up far too often. In my neighbouring village of Calangute, a handful of priests spent a lifetime of scandal. Not only were they not held accountable, but they were celebrated with huge newspaper advertisements after their death. Not once did I read any statement by an institution like the Church on this front. Unlike the case of our political or often unethical business class, people do have a lot of expectations from the religious establishment. Of course, they are only human too, but one expects the motives here to be different from the average lot. The tragedy is that such a tendency ruins the reputation of many more Church-linked individuals, the majority of whom are extremely committed and devoted to their mission and their work. I guess it must be very demoralising for them too. Specially, when they come across such allegations, knowing they have spent a lifetime of commitment ... all to be dismissed because of the lack of accountability of some other individual. The same language written in so many ways, and words pronounced so many ways. I wish we all could agree on the script, a common bag of words, and common grammar. In the long run, if I am correct, your Goan version with Latin script and Portuguese style spellings will prevail. By: Selma Carvalho Source: Goan Voice UK Daily Newsletter 11 Jan 2009 Full text: Last week I bought two items on eBay, both of them were sketches of the Strangers' Home at Limehouse in London, which appeared in the Illustrated London News of 1870. At first thought, Goans may wonder why I would be interested in a Strangers' Home which existed in London of the 19th century. The Strangers' Home, built near London's dockland area was a boarding house for Asian and African sailors who docked at London Port. These sailors were left to fend for themselves, the ships employing them generally abdicating any responsibility for their wellbeing while they were docked. The living conditions of Asian sailors were abysmal; fatigued from months on the sea, diseased and impoverished, they were often seen walking the streets without so much as a coat to protect them from the vicious onslaught of the bitter English weather. Their misery goaded a Victorian England's sense of justice into action and the house was built with donations from philanthropic souls. We know that Goan tarvottis working on British India ships stayed at the Strangers' home and in 1872, the London Times newspaper reported 23 men from Bombay and Goa resided there. The Strangers' Home is part of the Goan's rich maritime history. In many ways, we Goans have failed to create a visual repository of our past. This becomes all the more important as we suffer from a great deal of self-flagellating questions about our identity. But what is identity? Is identity just an examination of such cultural baubles as our music, food and language? Or should we investigate deeper? An examination of our historical past is of the utmost importance if we are to piece together any semblance of a Goan identity at a more profound level. What were the lives like of these people who lived in these conditions? How did they unfold to form our collective consciousness? Just a glance at the etching of the Strangers' Home, reveals the diversity of people the tarvotti would have had to contend with. There were Africans, Chinese, Punjabis, Bengalese and a host of sailors who would have seemed alien to the tarvotti setting out from the more cloistered confines of Velim, Assolna or Chinchinim. This mingling was already expanding the Goan psyche, broadening the tarvotti world-view beyond the hemmed-in horizons of the village. He came back with stories larger than life sometimes true and sometimes embellished, his tales moving the humble Goan soul to yearn for an unseen world which seemed endlessly wide. The thus agrarian farmer dependent on the vagaries of nature was being infused with the spirit of the sea-explorer, engaging with the elements in constant battle and learning to negotiate with a foreign world. This negotiation was fraught with anxiety and at times, danger. Violence was all too prevalent onboard the ships and in the docks. Being cloistered with other men for months on end with only the blue of the sea for company and memory of land for comfort, fights broke out frequently. Quite a few Goans spent time in jails, sometimes in countries as distant and as foreign as Cuba. Jailed for minor infractions or major crimes, the tarvotti was invariably at a disadvantage when it came to putting together a defence. In July of 1911, Francisco Carlo Godinho was charged with the murder of an Alice Emily Brewster? on board the SS China. Allegedly Alice's haughty and insulting behaviour had put off Francisco, a steward onboard the ship. A reading of Francisco's trial in The Times makes it immediately clear how biased the case was against him. All the while, Francisco pleaded that he could not participate in his defence for while the evidence had been translated into Hindi, he only understood Konkani. However precarious the lives of these men were, it was a danger tinged with excitement. No longer bound to the parochial realities of solitary villages, Goan tarvottis influenced every sphere of our lives. A representation of our identity must include a visual repository of our past and a deeper understanding of what forces shaped Goan lives, defined our moral values and formed our collective consciousness. Only then, can we put together, much like a jigsaw puzzle, a map of who we really are, what we stand for and what we hope to achieve in the future. It is precisely because it seems to us goans abroad, that our bothers and sisters in Goa are fighting a loosing battle trying to stop Goa from going down the drain, that some of us with the best of intentions and good will are trying to see if there is anything we can do to help. And by the way, not all of us living abroad had our eyes in greener pastures, and don’t you have any illusions and assume that life here is easy and without any tough struggles to survive including inflation, unemployment, corrupt politicians, corrupt builders, racism, home sickeness, snow, and so on. We don’t live in “abroad paradise”, far from it., and not all of us abroad are affluent and rich – we work hard, long hours and struggle as much as you do in Goa if not more. As for “pontificating from our comfort zones”, I would rather exchange the comfort I had when I lived in Goa than my “comfort zone” in London. Furthermore, you don’t know the circumstances that have forced many of us to live abroad, when we would rather be in Goa, so don’t put all goans in the same basket. Not all of us are like the, and I quote Tony Sa again : “ smug Goan from Toledo, Mississauga…. giving us a sermon on how we should run our own Government, State or Panchayat.” end of quote. Don’t know who you are referring to neither do I care. I and many people both abroad and in Goa think that Goa could do with all the help it can get before it is too late. The easiest thing for me, at my age and being a proud grandmother, would be to remain happily in “my comfort zone” disconnect from Goa, and let business as usual just blow the last coup de grace and wipe out the Goa I love, for once and for all. But I am instead taking the trouble and time to attempt to help and salvage what is left and worth saving. So don’t be so dismissive of us, and of what we may be able to contribute to Goa, just because we don’t live there. There are advantages and disadvantages for everyone of course. The advantage some of us may have from abroad is to have perhaps a broader perspective, to be able to see “the wood for the trees”, not influenced by local politics or dependent on local politicians, different skills and know-how that might be useful if we shared and worked together in this process of trying to do something constructive for Goa. As for all those still wasting time going on about who is a goan first, or indian second and cursing the new goans in Goa and old goans abroad , getting in a tangle and avoiding the important issues and concerns – it is about time we change the record…..it is getting pathetic and the “tone” of the discussion is now getting uncomfortably low…. Let’s try and call it a day. Before I end however, consider this : what we are first of all is HUMAN BEINGS, secondly CITIZENS OF PLANET EARTH. All that business of citizenship and nationality are just pieces of paper and tiresome bureaucracy to control society. What ever I AM, I carry it in my head and my hearth and not in my Passport, and this is HUMANITY, LOVE AND SENSE OF JUSTICE, besides a genuine concern for the wellbeing of humanity, the environment and preservation of life on planet Earth. BC One needs to realize that for a young person in today's world making a good living is high priority. That is what all the NRGs in this forum have done. I think you have missed the point of the post and the cartoon. Just because it is an Indian on Indian (or in USA a black on black) crime, it is no reason for the police to be complacent. The victims of crimes are victims, irrespective of the perpetrator and whether the victims are Indian, White or any other ethnic group. The point of my post, was the Indian newspaper's witty and pointed message of the cartoon, (no pun intended) regarding the response of the Australian police, was taken as an affront by the Australian cabinet minister. No such luck when cartoons in the Western media distort and / or offend the ethnic or religious sensitivities of other groups / nationalities. If one believes in freedom of the press, the minister should have stayed out of the reporting of a free-press. I guess we know when and where the shoe bites. Thanks for telling us the crimes against Indians were perpetrated by other Indians. Now the Indians who live down-under can sleep better, especailly if they have a White Australian girlfriend / boyfriend / mistress. There was an Indian attacked in one of my friends' neighbourhood, which was reported in the local press - later transpired that the attackers were themselves other Indians, who had had prior altercations earlier on. I presume the trend is similar in other parts of the world.

MONDAY MUSE (11 January 2010) DEAD OR ALIVE Yesterday, at a youth leadership development workshop organised by Goa Sudharop, the Chief Guest, Fr Maverick Fernandes was at his innovative best. Instead of speaking from the podium, he walked to the whiteboard and wrote about a person born in 1976, dead in 2000 and buried in 2006. Then he asked the young participants about whether such a situation was plausible. The interaction that followed threw up many suggestions. Some opined about a possible delay in finding the body after death. Others imagined that there was some sort of dispute over the dead body. Fr Maverick led the discussion to consider that the death was actually referring to a disconnect with real living by the person. A situation where the person was technically existing but not living in the real sense! We need to ask ourselves the questions that Fr Maverick queried of his listeners... Are we akin to such a person whose living purpose is only to exist? Is there meaning and purpose in our lives? Does our existence mean anything for the world that we live in? Are we dead or alive to the challenges that loom beyond our existential needs? So easily we insulate ourselves from being alive and responsive to the situation that surrounds us. So often we are dead before a real death. So often we bury our heads in our comfort zones and ignore the real reality out there. Just that like many others, I dont post every small thing on the Internet here. 2) Rajan Parrikar's citizenship had to be exposed not out of venom, but his below-the-belt attack on Oscar Rebello was uncalled for. He could have talked to Oscar, or even continued with his GPA or whatever. No one prevented him from doing so. Oscar has done much more than Rajan (what has Rajan achieved other than putting some pics. and one PIL ?) and no one will deny it. 3) Where was Rajan's love for Goa when he discarded Indian citizenship ? Rajan's love for Goa is that of a married man's love for a girl friend period. Rest all is baloney. The bloke is an opportunist that is all. If he has the guts, he needs to change his citizenship to Indian period. 4) I have alredy thanked Goanettters for what they have done for me, and everyone knows it. 5) Finally, me being a citizen the politicians can at the most imprison me; they certainly cant deport me. Rajan on the other hand can be asked to vos mar the moment he becomes a nuisance. 6) Goa govt. listens when thousands of Indians come on the street. It needs to be seen what happens if thousands of OCIs come on the street. [Goanet] The way forward
To Goanet - Now that we have decisively established that there is absolutely nothing Samir Kelekar can do about my American citizenship, my opportunism my undying love of greenbacks except babble from Bengaluru, we move on to more important matters. Now then, what is the way forward? The big guns - DLF et al - have taken direct aim moving this into the big league. A court case here and there will achieve little, and they drag on for years. Time is not on our side. You don't fight a cancer with a band-aid. Let be back up a bit. What we are staring at in Goa is a disaster of epic proportions. Forget aesthetics (only a clueless clown will bring up aesthetics). The very basics of life are in peril: water, breathable air, space to live (a Goan coming out of college today can no longer afford a place in his own village/town when the Sharmas and Varmas from Delhi are on the prowl with their moneybags), safety and security, a wholesome environment for children to grow, etc. The builders miners casino operators will finish Goa off long before the effects of climate change kick in. This must be attacked at the root. The govt has to be put on notice. Note that when the govt fails to address the aspirations of those who put it in power and instead actively works to undermine the interests of its citizens, it is entirely legit for those citizens to rise up in resistance. That's Gandhi 101 for you. A temporary halt to ALL construction (exceptions perhaps for single family homes of Goans owning property) and land conversion is essential until we sort out where we are right now in terms of land use. No mega-projects. No questions. The specifications crafted must be clear simple with no room for interpretation (i.e. loopholes) and such that an untutored villagers should be able to figure out what is and is not permissible. We do not not architects to craft plans for Goa. This is not rocket science (and if it were, I would recruit a rocket scientist, not an architect). Now - any proposal that calls for a halt to construction activity will be fought tooth and nail by the builders and the politicos, through their chamchas in the media and their moles in activist circles. All sorts of bullpucky will be thrown at you by the usual suspects on why halting construction is impracticable, unwise, unachieavable, etc etc. A complete overhaul of land-use laws and rules can only come through a mass people's movement. Likewise the uncontrolled migrant influx in Goa has to be addressed. There is no leadership in sight right now to marshall and mobilize Goans. There are protests in some villages but no coordinated strategy or direction for any meaningful change. The one chance we had - in Dec 2006 - GBA blew it. Will we learn from past mistakes? [Goanet] THE DI BUILDING TURNS 50 - Tell Us Your Story !
Folks, This was my contribution to the souvenir for the 50th anniversary celebration of the 'new' clubhouse of the Dar-es-salaam Institute which was celebrated on 31st December, 2009. Mervyn - My parents, Dick and Tina Lobo, were the last couple to have their wedding reception in the old G.I. building. They got married on 26th October, 1957 and the old building got knocked down a week later. What makes this date more memorable is that another couple, also Diogo and T. Lobo got married on the same day, at the same church and had their reception at the G.I. too. Diogo and Thecla Lobo's reception was from lunch time onwards and my folks had theirs in the evening. I was taken to the new club house on its opening day. That's the day, I am told, I learnt to both walk and run as I explored every corner of the new building. Ever since, the club has been a magical place to me. I clearly remember Santa dancing on the roof of the club, in the early 1960s, before he came down to the tennis court and distributed the presents that our parents had bought. There used to be over 600 kids, waiting patiently, in three lines, for Santa to give them their Xmas presents. The social event of the 1960s was the Sunday evening tombola. While our parents played in the hall, we kids got to play and fight with each other on the sunken floor and behind the band-stage. As we grew older, the pass time was for the town boys to fill an empty potato chip plastic packet with sand and throw it high in the air so that the sand fell on the heads of the Upanga boys. A few years later, the game to play was four poles, on the band-stage. During the late sixties and early seventies, the St. Vincent de Paul Society would organise a Whist Drive around Christmas time. While too young to play cards at the time, I do clearly remember some of the best chutney sandwiches in the world. That and some super hamper prizes, of which my parents won one or two. My most memorable D.I. moment of the 1970s is the Saturday evening when I went to the club and saw Mother Theresa sitting on one of the chairs in the office. She had just got permission to open her orphanage and was waiting to give a fund raising speech in the club. Around the same time, the 2nd Dar-es-Salaam Boy Scouts - The Arch-Bishops Own - sent Santa down to the sunken floor on a thick sisal rope that stretched from the roof, above the round-about, to the sunken floor. George Remedious was Santa that year and he slowly floated down on the sling attached to the rope. After that, my sisters, and others, believed that Santa lived on the roof of the club. The eighties were the years when my generation enjoyed ourselves the most. We worked till 12.00 noon on Saturday and then headed straight to the club. As relative beginners, we only got to play knock-out darts in the bar for the few minutes before the pombe, pombe i.e. hard core dart players arrived. Many a Saturday afternoon ended with a sing song near the round-about. Snooker, table-tennis and cards also attracted a lot of members' interest then. What I will never forget is the annual Marrieds v/s Singles festivals. They still go on but like any ol' hand, I will claim that those of the 1980s were the best. Particularly delightful to watch was the nation-ball and tug-of-war competitions. People who you would never think of as being fast movers, suddenly became so. When I left Dar in the 1990s, my main social activity in the D.I. was playing lardis. If anything, that is when I got some idea on what excellent memories most of the card players had. The D.I. remains the best club house I have been too, both physically and in the quality of its members. It is also where I had some of my most memorable moments. At a recent meeting held in Leh, which was attended by officials from the Jammu and Kashmir government, Ministry of Home Affairs and Army, it was agreed that there was difference in the maps of various agencies and that there was lack of proper mapping of the area. The meeting was chaired by Commissioner (Leh) A K Sahu and attended among others by Brigadier General Staff of 14 Corps Brig Sarat Chand and Colonel Inderjit Singh. While the absence of proper map was agreed upon, the meeting all the same felt that 'it is clear and be accepted that India is withdrawing from LAC and its area has shrunk over a period of time. Though this process if very slow but we have lost substantial amount of land in 20-25 years, it was said at the meeting held last month. According to the minutes of the meeting, it was also identified that there is a lack of institutional memory in various agencies as well as clear policy on this issue, which in long run has resulted in loss of territory by the India in favour of China. The meeting was called to ensure proper protection to nomads who move with their cattle to Dokbug area of Nyoma sector during the winter months every year. In December 2008, Chinese People's Liberation Army (PLA) had damaged their tents and threatened them to vacate the land. They (Chinese) have threatened the nomadic people who had been using Dokbug area (in Ladakh sector) area for grazing since decades long, in a way to snatch our land in inches. A Chinese proverb is famous in the world, BETTER DO IN INCHES THAN IN YARDS, a report filed by former Sub Divisional Magistrate (Nyoma) Tsering Norboo had said. Norboo was deputed by the state government to probe complaints of incursion of the Chinese Army in Dokbug area and threats to the local shepherds to leave the land as it belonged to them. The area has been used by the shepherds to graze their livestock as the area is warmer compared to other parts of Ladakh. The SDM contended that it was another attempt by the Chinese to claim the territory as disputed in the same fashion as they had taken Nag Tsang area opposite to Phuktse airfield in 1984, Nakung in 1991 and Lungma-Serding in 1992. The area of Dokbug and Doley Tango was frequented by shepherds and nomads from December to March every year during which their young lambs were capable to walk. The SDM has also highlighted the fact that Army stopped these nomads from vacating the land. The nomads were terrified by the Chinese threats. Last year, Chinese troops had entered nearly 1.5 km into the Indian territory on July 31 near Mount Gya, recognised as International border by India and China, and painted boulders and rocks with China and Chin9 in red spray paint. The 22,420 ft Mount Gya, also known as fair princess of snow by Army, is located at the tri-junction of Ladakh in Jammu and Kashmir, Spiti in Himachal Pradesh, and Tibet. Its boundary was marked during the British era and regarded as International border by the two countries. Before this, Chinese helicopters had violated Indian air space on June 21 along the Line of Actual Control in Chumar region and also helli-dropped some expired food.

Couple of days ago, I saw our PM promising votes for NRIs. I am sure this will include PIO as well as OCI holders. However, once they have voting rights, I am sure people of your ilk will find some other reason to object to any good work that people like Rajan do. I was in Goa couple of weeks ago. I saw examples of two types of Goans: one I would admire, the other, equally goan, that I detest. The decision of the high court in Rajan Parrikar's PIL was reported in a non-goan newspaper, Tarun Bharat. No Goan paper thought the news was worth reporting. For the first in the short history of Goa, a municipality has been forced to form a panel responsible for keeping the city clean and the contact details of this panel will have to be publicised so that people can complain if the cleanliness is not maintained. A small blow to the might of the establishment by a focused, intelligent brave Goan who was prepared to painstakingly gather evidence of dirt around Panaji and present it to the courts. What the residents of Panaji and the council will do in future is upto them but someone put his time and effort as well as money where his mouth is and did something good to improve the quality of life of a few Goans. The other news I read was that Digambar Kamat, the one time leader in waiting of the saffron brigade and now the Kangress CM has been appointed as patron saint (or some such grandiose title) of an organisation called MARG. This is apparently an NGO/CSO. This organisation has been run by a Kelekar. Any relation? Any idea how much money this organisation takes from the govt coffers and how much of it goes to the concerned Kelekar? Is it this financial relationship with Digambar that makes Rajan a thorn in your side? If so, Goanetters should know. So, on the one hand, we have Rajan who is prepared to work selflessly for Goa while we have some niz goenkars on the gravy train. I know which type of Goans I would lend my support to. Anil Desai

HERALD CORRESPONDENT Khola in perplexed state with 19 structures marked for demolition HERALD CORRESPONDENT CANACONA, JAN 10 With the South Goa demolition squad all set to demolish 74 structures in Poinguinim and Loliem-Polem villages beginning Tuesday, Khola residents have been left in a perplexed situation with 19 marked CRZ illegal structures. Beginning Tuesday, the South Goa demolition squad is all set to raze down 40 CRZ-related structures on Poinguinim village coast, mainly in Talpona and Galgibaga areas. The Loliem-Polem panchayat area with 34 marked structures is next on the list of demolition squad from January 18. However, the demolitions of CRZ-related structures, which even though already served with demolition orders at Agonda (30) and Khola (19), dates are yet to be fixed, but expected shortly after the demolitions at two southern coastal panchayat areas. Some identified structures responding to the demolition orders have already demolished structures themselves and accordingly filed a reply to the panchayat with photographic proof, Agonda Sarpanch Jovi Fernandes told Herald. We have not arrived at any figure, but when a date is fixed, demolitions of only the remaining CRZ structures will be taken up, said Fernandes, replying as to how many of the identified CRZ structures have themselves demolished illegal CRZ structures. However, residents in Khola are still not ready to accept the demolitions of CRZ-related structures of even a single of the identified 19 structures in any form. Speaking to Herald, Khola Bachao Abhiyan President Precopio Fernandes said: Presently, what is happening in the rest of the coastal villages in the State is unacceptable to us. We will not allow such demolitions of a single structure in our village. Says Romato D'Costa, a local, Most of the 19 structures said to be identified by the Khola panchayat belongs to ST community people and I wonder how the government is going to take care of the affected people. One Ambrosio Cardozo, was also sceptical of the government doing nothing on the issue and is visibly bent in saying that government is determined to uproot niz-goenkar' from their own State. With none in actual taking up the salvage operations to save people' residences from imminent danger of CRZ-related demolitions, what we as senior residents of the State are supposed to do in such circumstances is not known, asked Cardozo, who don't see any hope for the young generation of the State to live in peace in future in their own State. KBA President said: We don't give empty warnings, but if at all government fails to protect all our 19 marked CRZ structures in the village and dares to touch even a single structure, the government may have to fight with its own people who will not lag behind to wage a war for their survival. The CRZ issue is up and active again, a few structures have been demolished and some to be, in south Goa and I was just wondering, how easily people have submitted themselves without a fight, no news of Mathany as well, have all gone to sleep once the bugle for the war was sounded by CRZ ? I thought Goa would be up in arms to protect their homes and their abodes. The local MLA's and the ministers should have been the targets, they should have been taken to task for their inaction. What are we Goans doing about it ? Will we wait till all Goans are chased away from the costal and be replaced by five star hotels ? The CM of Goa had stopped the demolition of illegal shanties of the migrants in Margao, but has done nothing to save the humble dwellings of Goans, our elected representatives passed overnight ordinance to legalize and illegal extension of a five star hotel, what have they done to protect our homes ? Are we Goans going to sit back and watch our homes destroyed ? Are we Goans all air and no action ? If we are still asleep wake up and lets move our butts to protect our own dwellings, if the government does not listen to peaceful protests and wants violence, we'll give them violence but we should not give up our rights so easily. If the Government can save a five star hotel from demolition, so can it save our dwellings, if we stand firm and united. The people of Khola have given a war cry, you too do the same, put pressure on the government, it can bow only to the people, people of Canacona don't let any one ride rough sod over you'll, stand and fight, you have every right to protect your right and your homes.
