On the celebration of the diamond jubilee of the Election Commission, the nation saw a rare convergence among political parties over checking criminalisation of politics with Congress chief Sonia Gandhi calling for a consensus on barring candidates with criminal backgrounds. If this were to go through this would definitely be one of the greatest achievements for India. I'm sure if this happens as is endorsed by all political parties we would get rid of all our criminals, goons and thugs who masquerade as our politicians, netas and MLAS. The good news is that the different political parties were on the same wave length at this meet - now of course comes the million dollar question - good intentions are one thing how about putting this in practice? Will the political parties be willing to bite the bullet and walk the talk? In Goa we've seen our politicans and MLAS breaking all the laws and criminals being able to operate in broad daylight with neither fear of God nor man nor the Law! We have people whose right place is in jail and not masquerading as our MLAs and ministers! If the different political parties rise up to this challenge and sincerely go about implementing it we will be seeing a lot of these criminals paying for their crimes and they would be behind bars. A look at the vast fortunes that our Goan MLAS have amassed would itself be a clear give-away and we the Goan people would like to ask them to give us some explanations as to how they've acquired their ill-gotten wealth? The remarks, part of a prepared speech rather than a response to questions, are significant and the Congress chief can be held to her words in case there is lack of progress on cleaning up politics where as of now a candidate convicted in a case that carries a sentence up to two years can contest polls pending appeal. On his part, law minister Veerappa Moily assured EC that the government will look into all demands for reform and a national consultation will start from June this year. It needs to be pointed out that all his predecessors gave similar assurances without any result but a prod in the right direction from party president Sonia Gandhi may help. Prime Minister Manmohan Singh regretted that the best minds are not getting attracted to politics and referred to the lack of unanimity on how to clean the system so that people without means can contest elections too. Sonia Gandhi and Sushma Swaraj said 60 is the age for introspection. Lauding EC for its achievements and its contribution in making India a robust democracy, Gandhi referred to the Women's Reservation Bill and regretted the lack of consensus on giving 33% reservation to women in Lok Sabha and the assemblies. A divided Congress is closely watching the developments in the NCP camp as the coalition partner is gearing for the mega convention of party workers in the home village of Tourism Minister Mickky Pacheco, on January 30, which is expected to unveil the road map for the party in Goa and deliberate on crucial questions, including the post of chief minister. That the convention has created rumblings in both NCP and Congress is evident by the claims made by Pacheco that some people are hell bent on to sabotage the convention. Without naming the Congress party or any leader, Pacheco claimed that “some people in a political party are trying to sabotage the convention by causing roadblocks leading to the venue and challaning vehicles transporting party workers.” “I have briefed my party leader Sharad Pawar, who will speak to the people concerned here and ask them not to create hurdles on his visit to the State,” he said, adding that he would name the people working overtime to sabotage the convention after January 30. Pacehco said national leaders of the party would unveil the road map on the future of the party in Goa. “People should come and hear our leader Sharad Pawar (who will spell out) where the party would be heading before the next election. Questions such as who’ll be the chief minister of the State will be answered on that day,” he added. That this is the first time an NCP convention is being held in the Congress strong hold of Salcete has generated considerable interest within and outside the Congress as banners about the conclave have sprung up in almost all parts of the taluka represented by the Congress heavyweights. Here is an incontrovertible fact: the majority of children between the ages of eight and 14, rich or poor, attend private schools. Even poor families shun government schools and willingly pay fees to enrol their children in private schools. To cater to this demand, private schools are flourishing, not just in cities and small towns but in villages as well. These schools have been established as commercial ventures. They are of two kinds: recognised and unrecognised by the government. To obtain recognition, private schools have to fulfil impossible criteria including infrastructural demands and have to pay teachers according to the government-appointed Pay Commission's recommendations. Thus, teachers must be paid upward of Rs 20,000 a month as entrants and the scale rises with experience. Of course, schoolteachers should be paid well and the new scales are welcome. These salary standards, however, are daunting for private schools except elite institutions securing funds from trusts and alumni. In the end, most private schools are commercial ventures that need not just to balance their books but also make a profit. There is a limit on the fees they can charge. And yes, in order to sustain themselves, they must have money to pay their bills and provide a return to investors. Most people are aghast that schools can be run as commerce. Actually, all schools are: the recognised ones are eligible for government grants; the elite ones depend on trust funding; government schools eat up taxpayers' money. Any which way, schools are an enterprise and cannot indefinitely sustain themselves without government funding, alumni benefaction or fees. Parents shun government schools because these don't function. Government schoolteachers are political factotums who must perform election duty and schools are closed because they are venues for the vote. Politics always get the right of way. In my neighbourhood, i have to cast my vote in the local government school that is truly a beautiful setting, with huge grounds and trees. But when I go into the classrooms where the voting booths are, I find the rubble of broken desks, splintered blackboards and a general aura of decay. One election agent told me very few teachers actually attend class; they mostly have a side business as private tutors. It makes me wonder: what are the children in these schools learning? The government school system is broken beyond repair and everybody knows that, including the poor. Yet the new Right to Education (RTE) Act turns a blind eye and instead seeks to impose impossible burdens on private schools, not just elite institutions but others catering to the common man. Recognised or not, these schools are filling the gap that government apathy and ineptitude has created. Recently I attended a conference in which participants debated the newly-enacted RTE Bill. The focus of the discussion was Section 12 of the legislation, which mandates: "For the purposes of this Act, a school, specified in sub-clause (iii) [special schools like Kendriya Vidyalaya, Sainik School, Navodaya Vidyalaya, etc] and (iv) [private unaided] of clause (n) of section 2 shall admit in class I, to the extent of at least twenty-five per cent of the strength of that class, children belonging to (the) weaker section and disadvantaged group in the neighbourhood and provide free and compulsory elementary education till its completion.." Also, "the school specified in sub-clause (iv) [private unaided] of clause (n) of section 2 providing free and compulsory elementary education as specified… shall be reimbursed expenditure so incurred by it to the extent of per-child-expenditure incurred by the State, or the actual amount charged from the child, whichever is less (sic)..." Talk about obfuscation. Who is to decide who this "weaker section and disadvantaged group in the neighbourhood" is? And what is "the extent of per-child-expenditure by the State"? The answer to the first question is: state-level bureaucrats and local politicians will decide who qualifies. It sets up one more opportunity for milking the poor and holding private schools to ransom. In addition, the government's "per-child-expenditure" is about Rs 3,000 a year, based on an extrapolation from figures provided by the standing committee on human resources development. That's Rs 250 a month! Under the NREGA, the government pays Rs 100 a day for the poorest of the poor to dig ditches. Even that is low. In Goa, the mandated rate for manual labour is Rs 200 a day. The RTE Act is poorly framed. It is currently being translated into policy under the ministrations of half a dozen bureaucrats. Like all well-meaning legislation, it will only create more problems. From my reading, I have come to understand that Goan have been outstanding, in many fields, in many countries especially Portugal and Brazil for the past 125 years at least. For a small territory, the amount of talent that Goa has produced has been truly outstanding. Perhaps, every young Goan will take note of this and work very hard to achieve the very best he/she can achieve. On a personal level, I consider myself blessed for having been guided by these fine men, who I consider as two of my best friends. Fr. Romualdo was my principal at St Vincent's High School in Poona. He brought a refreshing dimension to that outstanding Jesuit school, which I will always love. Fr Romualdo had (a few years prior) returned with a PhD from Fordham University, NY and an American (open) outlook to education and career progression. It is because of him that I decided to take the B group (pre-Med) and later join medicine. His brother, Dr. Willie - was not only a brilliant surgeon, he was a great Associate Prof of Surgery. He made surgery look so good and easy.(What a pity he got involved in politics) I will always remember Dr. Willie's advice to me - proferred one fine afternoon on Calangute beach..as my wife and I were planning to emigrate. His advice, which I often repeat (in a paraphrased fashion) to my resident colleagues and which I offered to my children.is the following: It is not a picnic out there in the UK and US. But you work hard, study as hard as you can, try better yourself every single day and always be honest with yourself, your family, your friends, your patients (clients) and your employers ..and you will be fine! Was Rahul Gandhi’s recent visit to Goa worth it? The lakhs of rupees that went down the drain to pay for his security and other expenses for the few hours in Goa has to be seen in the backdrop of the fact that our senior citizens having been waiting for long to get their pension forms under the Dayanand Social security scheme processed due to paucity of funds with the government. Rahul’s visit has kicked up a lot of dust due to his controversial political meetings at the Goa University campus. I would not just blame the Vice Chancellor and the Registrar for the grand fiasco. The politicians who pressurized the university officials to host Rahul’s visit also have to bear the brunt. Rahul’s total ignorance of the happenings in Goa was also disturbing. One would have expected him to be briefed and acquainted with Goa’s current socio-political scene before his visit. We need mature leaders with a broad vision. Most people in Margao want the petrol pumps situated in a busy commercial area opposite the municipal garden, to go out of the city. If reports are to be believed, even the pump owners themselves are ready to move out if suitable places are given to them. However, authorities are passing the buck with regard to the responsibility, the procedure and urgency of this issue. Even though these petrol pumps do not contribute much to the traffic mess, but an explosion could wipe out a large portion of the area, including the South Goa police headquarters. “The land owners are the Margao municipal council. They should initiate action. They should send them a notice asking them to leave. The Collectorate only grants permission via a NOC for storage of petroleum by-products. But this NOC is based on the NOC issued by the owner,” the Collector, South Goa, Mr G P Naik told media. And not surprisingly, the MMC chairperson, not willing to shoulder the blame said: “We will do everything that is needed of us to get them out.” However, the Collector’s stand is very clear. He says that the pumps have existed for a long time based on the “NOC of the landlord (MMC). Let the landlord withdraw the NOC and action will be taken by us.” And there it stands. It may be recalled that the MMC had already taken a resolution some time back that these petrol pumps should be shifted out, after recent media stories highlighting the dangers these pumps could cause. However, Collectorate sources say that this resolution has still not reached them. Margao has already had a fortunate escape when a generator set of a Bharat Petroleum pump, one of the four back-to-back petrol pumps in front of the South Goa police headquarters, and touching the old bus stand, had caught fire. However, the fire was doused out before it reached the stored flammable gasoline. But this was not the first time that there were calls from citizens to shift the pumps out of the city. As far back as 2000 there was a proposal to relocate the petrol pumps to the city outskirts, in the Navelim side and at the northern entrance to the city as part of measures to decongest the city, but there has been no action till now. Other major cities in the country have not been so lucky. Recently Jaipur and Bhopal have had to face fires at petrol pumps. Jaipur saw two persons killed and four injured in an explosion at a petrol pump. The fire started late night in the Shastri Nagar area when a LPG tank of a truck went up in flames while it was being filled. In the resulting explosion one person was instantly killed. In another incident a major fire broke out on Monday at a petrol pump near New Market area in Bhopal. According to reports, fire broke out in a petrol tanker, which was filling fuel at the pump. As huge flames engulfed the entire petrol pump with around 15 fire tenders coming to battle the flames. Too many directors From my prior experience, I would like to inform today’s tiatrists that there were a few writers, directors, singers and a few who acted in plays amongst tiatrists in the good old days. There were also a few comedians. Besides, songs in solos, duets, duos and quartos were sung. Today, people crave to become writers and directors only to earn money, which is basically the reason why tiatrs today lag behind. I would advise our tiatrists to avoid switching from one tiatr to another for the sake of money. In the end, it is the audience who suffers. So also, professional tiatrists should give budding tiatrists a chance to display their skills and talents. There needs to be a reduction in the proportion of writers and directors in tiatrs. Indiscriminate fishing by trawlers and pollution are taking a huge toll on fish like blackspotted croakers (Ghol), bronze croakers (Koth), threadfin (Dara), perch (Karkara) and the Indian pike conger (Wam). These are the findings of an ongoing research project by the Central Institute of Fisheries Education (CIFE). Dr Sushant Chakraborthy the principal scientist at CIFE said: The Indian coast is home to several varieties of fish species. Due to the excessive use of prawn trawlers, many other species of fishes including juveniles get trapped. Excessive competition sees a majority of fisherfolk willing to catch anything that comes their way, including immature fish. Fish are not given the chance to reproduce even once in their lifetime, and this affects future stock, said Dr Chakraborthy. The depleting catch has also affected fishing colonies like Arnala, Pachu bunder in Vasai , Uttan, Naigaon, Manori, Gorai, Madh, Versova, Khar Danda, Macchimar Nagar in Cuffe Parade and Sasoon Dock. The worst-affected are the traditional fisherfolk with small boats as the large trawlers take out a lot from the sea including mollusks, and juveniles. The large-scale destruction of mangroves is also believed to be one of the reasons for the decline in catch. Mangroves are the nursery grounds, where the larval growth and development takes place. So unless we protect their mangrove habitats, we would not be able to save newborns, said Deepak Apte, in-charge of the marine conservation programme of Bombay Natural History Society (BNHS). Even the Mumbaikars favourite fish, pomfret , is dwindling rapidly. A few years ago, the annual pomfret catch was 15,000 tons; this has been reduced to a mere 4,000 tons. These alarm bells cannot be ignored, say scientists who are of the opinion that the situation has to be dealt with on a larger scale. In Mumbai fishing during the monsoonbreeding season for marine lifeis banned. Said Dr Chakraborthy: There also has to be limit on the amount of fish that can be caught at a time. I am afraid, Shri Averthanus D’Souza gets a zero on the latest answers he has submitted to Goanet. All seven of his answers are wrong. It appears that he has simply made up his answers without acquiring real knowledge from reading or listening to knowledgeable teachers. Here are my corrections of his wrong answers, and suggestions for future improvement: 1. Human beings are primates according to basic biology. Please read an 8th standard biology textbook to find out this basic scientific fact. 2. Primate is the name of an order, not species. Shri D’Souza may deny all he wants, but he is a primate who belongs to a family called hominidae along with 6 other great apes. His DNA is more than 98% similar to that of a chimpanzee. 3. The mistake here is forgetting the original logical point. Lack of attention to logic is a common accompaniment of anti-intellectualism and intellectual laziness. The human primate in question agrees with his fellow human primate that all human primates are morally responsible for their professional actions. So by the logic of his previous post this must mean that he believes in the reductio ad absurdum that all professional fields are responsible for defining murder, as he previously claimed with regard to the medical field. Let us see if he is perceptive and self-critical enough to understand his logical fallacy. 4. Judaism permits medical abortions for physical and mental health reasons of the mother. It also believes that only a newborn is a full human being. I say, please read the declarations of respected rabbis, instead of fabricating your own material from whole cloth. Please read what other religious leaders say before submitting any more wrong answers to Goanet. With a GI status for the fiery local brew Feni almost in the bag, the Goa science, technology and environment department is considering such a status for other delicacies from Goa’s horticulture gardens. These include Goa’s mouth-watering mango species, cow peas from Nerul and Verna-Cansaulim, ladyfingers and a pepper variety from Ponda, besides Taleigao’s brinjals. “Some varieties of ladyfingers with seven or nine ridges are found only in Goa and a few other parts of the country,” an officer from the agriculture department said. Officials said that alsane (cowpeas) grown in areas of Bardez and Salcete are unique to Goa as are some strains of pepper grown in Ponda. “GI helps to prevent promotion of lesser quality products and protects the interests of stakeholders before the brand is captured by others,” sources said, adding that information about these is being compiled for the purpose of filing applications for GI status. The process for obtaining a GI tag for feni took several years. Such recognition, though, is common abroad and products such as tequila (spirits), Jaffa (oranges) and Bordeaux (wines) have obtained it. The Himachal Pradesh government was the first in India to put in place a policy for registration of GIs of its state’s products. The Kulu shawl and Kangra tea were granted recognition in December 2005 under Geographical Indications (GIs) of Goods Act, 1999. HP is also considering GI status for angoori, a wine, and red rice. “Korgutt, a hardy red kernel rice variety also needs to be protected,” says Amancio Fernandes, assistant director, agriculture department. Though the delicious Mancurad variety of mango is highly prized, its production is negligible as it has not taken off as a commercial crop. As for other vegetables like the Taleigao brinjal, they are grown in limited varieties as a horticultural crop and sold in local markets. The Taleigao brinjal is a much sought after vegetable. “A brinjal of the first crop can fetch up to Rs 25 to Rs 30 per piece. People like to make vaigann bhart (roasted brinjal dish),” says Sunita Murgaonkar, a Caranzalem-based grower. He has filed cases after cases against us so we have to have a permanent advocate to deal with his cases which is a constant drain of our resources. The reason he happened to occupy our land was, that my mum felt sorry for his grandmother when she came crying to my mum saying she has no place to stay after she was kicked out by her sister-in-law.He boasted and bragged that he would get the the whole property for nothing since he knew the local sarpanch and the local M.L.A. So in 2007 we sold the property o a bulder for a song (12laks altogether plus a flat) We left him a 300sq meter area for him to buy at a later date, he wants to pay 50 rupees per sq meter. The media has been relentless in panning the IPL franchisees for ignoring Pakistan players for the third instalment of Indian Premier League. Commentators and intellectual columnists have uniformly cried foul over this shameful omission. My take on this, however, is different. Whether there was an understanding between the franchisees before the bid began, or the government nudged the franchisees to ignore Pak players is irrelevant, really. Given the mood in the nation, I think having players from across the border makes little sense, at least not for the franchisees. I am not for a moment saying the Pakistani players are bad or do not have a fan following here. On the contrary, they regularly produce some of the most talented, and watchable, players in the world, so what if they play irresponsibly at times, and then surprise everyone with sterling performances that border genius. But the ground reality is different. We all know the fan following in the current scenario is fickle. Fans may adore someone, but one brutal attack in Kashmir or elsewhere will change the situation diametrically in a jiffy. Now, if I am a franchisee who has invested in a Pakistani player, why would I risk it? And it is not just risking the franchisee’s reputation, it is even risking the safety of players from all over the world, on the ground, in the hotel where they stay and while they travel. Why would a franchisee invest heavily in a great player if the wrongdoings by his country somewhere works against his interest? The franchisee, after all is investing in these teams for brand building, not negative publicity. Even from the organisers and government’s point of view, not having players from Pakistan helps. Sporting events are organised so that there is great competition and everyone enjoys a good contest. But if that contest has even a small chance of endangering spectators and players safety, it is not a risk worth taking. Now back to Pakistani players, I once again reiterate that they are among the best in the game, and to be fair to them, the way the auctions were held was unsavoury. Here, assuming that the IPL or the government was instrumental in nudging franchisees not to bid for Shahid Afridi and others, as a respect to the sportspersons at least, it should have been handled differently. Instead of including them among the players available and then ‘humiliating’ them, they should have simply said, sorry, given the current scenario, we are unable to welcome you for the IPL. It would have hurt too, but less. Ultimately, as I said, it is the franchisee that is spending and if he feels it does not help his brand, he would not. The catechism period which otherwise would be slightly dreary became vibrant and lively as we questioned the existence of god, the origins of man and Darwinism, the assumption, the granting of indulgences, etc. We surely were lucky and fortunate to be blessed with dedicated and outstanding teachers like Fr Schoch, Fr Oesch, Fr Clement, Fr Peter Mendonca, Fr Edmund and many others for whom teaching was a mission. Goan villages under attack – Thoughts on India's 60th Republic Day As we celebrate the 60th Republic Day of India, all villages in Goa need to be on a heightened alert against the enemy within Goa that is seeking to destroy Goa. Yes our Goan villages are under attack by a very dangerous enemy that is seeking to destroy us and that enemy is from within and we all know who it is. Yes - A full-fledged attempt to destroy our Goan villages in the guise of so-called "Development" by hoisting mega-projects, condominiums, high-rise buildings with swimming pools, hotels etc. when we do not have even basic amenities like drinking water or electricity and proper education facilities for our children to study in our Goan villages. What is shocking is that even the Goa Medical College doesn't have water for our sick and dying! Our fields are being destroyed, rivers are being poisoned by the waste that is being released by hotels and housing projects with no proper garbage treatment and sewage facilities are being heaped on us and our scare resource our Goan land is being acquired for all sorts of mammoth projects that are anti-people and anti-environmental. These are being approved in violation of all the rules in the book and in total disregard of the harmful effects to our Environment. While our Goan villages through various Gram Panchayat meetings have opted for Village Panchayat -3 status, it has become evident that many Panchayats have mis-represented the wishes of the people and have even submitted wrong plans which is a crime punishable under the law for which they should be prosecuted and put behind bars. These mega-projects that we see being hoisted on our Goan villages are anti-people and are a violation of the fundamental rights and aspirations of the Goan Villagers. Gram Sabha meetings in Assagao, Cansaulim, Rachol, Verna, Carmona, Loutolim have all expressed the anguish, deep sorrow and disgust that our Goan villagers have towards these loathsome and destructive mega-projects under the guise of "development" that our politicians and corrupt Panchayat members seek to hoist on our Goan people. The brave villagers of Cansaulim came up with a thought-provoking and path-blazing resolution at their Gram Sabha meeting in saying no to mega-projects, builders and anti-people policies, while simultaneously revoking the NOC given for a project for the construction of 46-odd flats with a swimming pool and club house. Assagao has even the Chief Minister of Haryana constructing his bungalow in Mazalwaddo at the foot of the hills in total violation of the rules! Here he too needs a swimming pool when we Goans do not get drinking water! Simultaneously Rahejas, DLF and a host of other mega-projects are all out to destroy Goa and we all know who has been granting them the illegal permissions. Our own Anti-Goan MLA's, working in tandem with some corrupt Panchayat Members on behalf of these Builders and their agents, will try to thwart the aspirations and wishes of our Goan brothers and sisters. The Environment Minister seems to have no idea of what his roles and responsibilities are - or is he just busy indulging in his favourite past-time at the Casinos? Does he have no responsibility for protecting the Goan Environment? What about the Minister for Panchayats - his advice to elected representativesto render selfless service is obviously falling on deaf ears and he too seems to be deaf to the cries from the Goan villagers. A concerted effort needs to be made by all our Goan villages to stand up to these intimidatory and harrassment techniques. We need to make public who these stooges among our corrupt MLAS, Politicians and Panchayat members, Town and Country Planning Department, are and how they operate to push the interests of the builders and the Hotel Lobby. We should name them and shame them so that they are exposed and stop their chicanery, harrassment and intimidation. During Mr Rahul Gandhi's visit to Goa our Goan youth gave him a very clear message of what kind of Development they want for our beloved Goa. I hope the Chief Minister and our politicians were listening or did they not get the message? If they do not heed the wishes of the Goan people they have no right to represent the Goan people. Let them not be fooled that they are invincible as the voice and the power of the people will otherwise teach them a sound lesson. The reason he happened to occupy our land was, that my mum felt sorry for his grandmother when she came crying to my mum saying she has no place to stay after she was kicked out by her sister-in-law.He boasted and bragged that he would get the the whole property for nothing since he knew the local sarpanch and the local M.L.A. So in 2007 we sold the property o a bulder for a song (12laks altogether plus a flat) We left him a 300sq meter area for him to buy at a later date, he wants to pay 50 rupees per sq meter. Now we would never sell the place if this person would not have pressurised us.Now what do you suggest us to do please inform me, I am open to suggestions. We need to Change our Political System Six times Chief Minister of Goa and the present Speaker of the Goa Assembly, Mr. Pratapsing Rane, after over thirty years in Goan politics said that he wants to hang up his boots ! At last what a relief for Goa ! Though, I still cannot believe he has said it, if he'll do it or not, is altogether another big question. Leaches do not fall of a body, unless there is no more blood to suck, or they are forcibly detached, this generous gesture could also be a result of severe indigestion caused by "uncontrolled intake" for more than thirty years. Anyway I would say good riddance to the super agent, of the corroding innards of Goan politics. In most of the professions, other than business and politics, we do have a retirement age, it does not matter whether one has saved enough for the retirement phase or not, once the set age is crossed, one has to retire, for a businessman, it's different, transition of power will not take place, until and unless a suitable person is found to carry on the legacy, that person could mostly be from the family or even an outsider. Politics o,n the other hand is an entirely different ball game, a person will not leave politics until and unless one is forcibly taken out or put behind bars. It's also ironical that for most professions and businesses, education is a major criteria, but in politics, even an "anguta chaap" can assert and dictate which accentuates the quality our pathetic politicians, not that all the educated ones are any better. It reminds me of a saying "politics is the last resource for scoundrels" and the more years they are into it, the worse they become and that's a fact that we are very much a witness to. I just cannot figure out why do we have the same people active in politics for decades together ? Do we not have qualified and honest, suitable young candidates to run Goa ? Or is it the birth right of the crooks and tugs only ? Just today there was news in the media that Mrs. Sonia Gandhi called for a consensus on barring candidates with criminal backgrounds, if the congress was really interested in doing just that, our parliament and our Vidhan Sabhas would not have been congested with criminals. We do need to change our political system with no more than two or maximum three terms per person, so that, governance does not stagnate, and at the same time, give others a chance to prove their worth, which will only encourage people to participate in the system rather then complain. Infusion of new blood and new ideas will flourish and above all the election commission must seriously investigate the criminal background and the credibility of the declared finances and assets of the candidates, which are obvious to the common man but surprisingly not to the election commission at present. How naïve can some people be ? Let us take a pledge on our 60th Republic Day to free our political system of corruption and criminals and restore the dignity of our Parliament, our Vidhan Sabhas and our other political institutions. Thank you BC An acute water shortage in the new wing of the Goa medical college and hospital, especially the paediatrics ward, on Sunday adversely affected patients for most part of the day. Water had to be literally rationed for essential needs of the occupants in about five wards, sources said. “There was no water supply in the paediatrics ward till late evening,” a parent of a child admitted in one of the wards said. Another woman tending to her child added, “We had to face hardship after the taps dried up and we had to walk to the canteen to get small quantities for essential needs.” A relative of a patient in the skin and VD ward said water supply stopped in the morning and they had no water till 8.30 pm.
