Coming to the rivers flowing through Goa, he said these were laden with heavy metals and it is time the Government sits back and takes note of the situation.” II. “What's the position of the first order and the second order streams which feed the run-off to our rivers? Wherever there is access from the road, hundreds of private mining trucks and goods carriers are taken directly to the bed of these streams for washing. All the heavy metal silt, oil, grease, paint from this activity then enters the water-bodies. The Goa State Pollution Control Board has resolved that monitoring such type of pollution is not their business.” III. “Under Section 28 no mining or construction can be done near such a monument without a permission. But the understaffed and resource-starved Archives and Archaeology Ddepartment had no information of this illegal activity till the agitated villagers alerted it. It appears that several truckloads of laterite stones and earth had been lifted from the site of excavation but the directorate of mines was unaware of the violation of Section 3 of the Goa Minor Minerals Concession Rrules, 1985. The directorate promised action only after the quarrying was completed.” IV. “The entire urban population on both the waterfronts of Mandovi is discharging the raw sewage and solid waste in the river. The barge and trawler traffic also contributes to pollution. The river is estimated to carry about 200 thousand metric tones of sediment from the north Goa mining belt EVERY YEAR. After monitoring the environmental health of the estuary in 1974-5 and 1984-5 the scientists of National Institute of Oceanography did not dare to repeat the sampling in 1994-5. “ V. “ A state which has not internalized massive negative environmental externalities:- Goa may have accumulated per capita the highest negative environmental externalities on account of open cast iron ore mining since 1946-7. One measure of this is the quantum of low grade ore dumped as overburden or ore reject. To mine a tone of Iron ore two metric tone of overburden needs to be removed. The cumulative ore reject piled up in more than 50 villages is already more than 5-600 million metric tones or per capita 30-40 metric tones. Another measure is annual rate of sediment flow in Mandovi and Zuari rivers. From the mining dumps the sediment reaches the rivers at the rate of 2-2.5 lakh MT per year in Mandovi and Zuari rivers. This makes Goa’s case special on environmental and ecorestoration grounds because the rising concentration of heavy metals in food chain is ecotoxic. Very soon there could be a situation similar to Arsenic poisoning in west Bengal. Ecotoxicity studies from Goa University and NIO had already warned about the dangers.” VI. “The present environmental discourse regarding mining shows that perceptions differ sharply between various stakeholders. Whereas villagers in Sattari and Sanguem are vehemently opposed to the opening of new mining leases, in areas declared as sanctuaries some people view mining as an economically beneficial activity. The mining labour unions have also adopted an ambivalent stance towards the problems faced by the agricultural proletariat. The big players in mining have improved their environmental record and have also obtained the ISO certification for environmentally sound mining practices. Generally the debate and the controversies have centered around issues like the deforestation and loss of wildlife, habitat fragmentation, air and noise pollution, the high levels of dust in the environment, the location of the reject ore dumps, the sediment flow polluting the waterbodies, the depletion of local groundwater table, the hazards created by ore transportation and the erosion of infrastructure like the roads. There seems to be an economic tradeoff to compensate for the environmental deterioration. People may not be worried about the long term effects of the pollution if they get generous financial support to build a religious structure or a community hall. The labour shift has also resulted in abandoning of the fields and the mining area has seen a boom in the service sector. People are caught on the horns of dilemma- they would lose the economic affluence, direct and indirect employment if environmental issues are fought aggressively and apolitically. We appreciate the concerns of Nandkumar over the silent privatisation of Goa's monuments for commercial purposes. All said and done the people of Khola will agitate but in the wrong place. We have the expert service providers who will descend in Khola to explore the market for social issues. So much time and energy is spent by often not so well to do village people but only to give fodder for the newspapers. This gives them a 'feel good factor' only till such time as their energies last. Meanwhile, the looting and hooting goes on unceasingly but in the end things are where they were and in fact worse. Often, all because they have be enemployed in barking up the wrong tree. We are in an age of 'market economy'. It is an age where social work is no more 'social'. It is as anti-social as the corporate world. Just like we have corporate tycoons we also have NGO giants. Out on bail after spending four months in judicial custody, alleged Israeli drug dealer Yaniv Benaim alias Atala said on Wednesday denied that any politician was involved in the drug trade in the state. “Everything is false. It’s a bullshit (sic),” he told a news agency after his release. However, at the same time, Atala denied that he was involved in the drug trade. The Israeli claimed he used drugs like any ordinary tourist visiting Goa and had no connection with the drug trade. Atala refused to comment on suspended police inspector Ashish Shirodkar, who allegedly provided him drugs stolen from the police lockers. “I don’t want to talk about Ashish (Shirodkar),” he said. Videos of Atala boasting about his links with “Ashish” uploaded on a networking site by his former girlfriend had created an uproar in the state, leading to the arrest of the former anti-narcotics cell cop and several of his colleagues. His girlfriend, Lucky Farmhouse, had also given interviews to the media stating that the son of a senior politician was involved in the drug trade and that she had seen him coming to meet Atala. She said she had video tapes to prove her claims. Singing a different tune on Wednesday, Atala termed the tapes a ‘joke’. “It is nothing serious. It’s a joke, it was a movie,” the alleged drug peddler said. Atala alleged that media was trying to defame him for no reason. “I don’t know why media is defaming me. May be because they want to sell their papers. Media tried to finish me,” he said. The Israeli national, who was served a deportation order way back in 2007, said, “I have not spoken to Lucky for the last four years. I don’t know why she is talking against me.” Although Atala on Wednesday denied everything he had earlier claimed on tape, the fact remains that on the basis of his ‘confession’ seven policemen were arrested. The Distorted Vision Of Our Freedom Fighters In Goa All over the world freedom fighters are well respected and recognised by their institutions and are given special status and privileges for their dedication and sacrifices, the freedom struggle was the key that slammed the doors on oppression and opened the doors to freedom. A lot of freedom fighters have lost their lives, some were in prison for years, others lucky to be alive and free. Goa after a being ruled by the Portuguese for over 400 years, was finally free of foreign rule for which many of the brave freedom fighter who are alive today are being honoured by the Government and special privileges have been bestowed unto them and rightly so, though the credibility of our freedom fighters has been somewhat tarnished because at the time of the so called liberation there were unknown number of criminals in jail, who now claim to be freedom fighters, as they were all released from jail after the so called liberation, so the presence of freeloaders among the actual freedom fighters is a clear possibility too. Every year the 18th of June has been celebrated as the Goa Revolution Day, and every year our politicians are seen felicitating our freedom fighters, but is the work of the freedom fighters done and finished with ? Was it for the prevailing present, that they had fought for, the sacrifices they had made for ? During the time when Indira Gandhi imposed Emergency, freedom fighters like Jayprakash Narayan blew the bugle of war against Indira for turning India into a dictatorial power from the democratic setup. He fought bravely and was again put behind bars, where he was treated like a mere criminal, but it did not break his resolve and kept on the fight. What do we see in Goa ? Our so called freedom fighter are more interested in getting rid of the Portuguese names, is that what they fought for ? Does changing of names, gives us the actual freedom ? I am happy that atleast one of them had the courage to speak against the Casino culture, but are they all blind to see the depravity and the corruption that is thriving in their beloved Goa, that they fought for ? Why is it that not a single freedom fighter is raising his voice against the dire effects of mining, on our ecology, environment and the lives of their fellow brethren ? Or are they so desperate for the goodies that the Government throws at them, that they fail to see the reality around them ? Politicians and bureaucrats in Goa are on a rampage tearing and selling ever bit of Goa, not thinking of the posterity or even the immediate future. They are not worried about improving the quality of life of Goans and infact doing their best to make life of Goans even more difficult. Corruption and crime are runaway monsters spreading faster and wider than a cosmic explosion. Is this what our freedom fighters had fought for ? With all due respect for their efforts and sacrifices during the freedom struggle, they should at least gave the guts to say to our inapt and corrupt government that the prevailing depravity and corruption was not what they had fought for. Our politicians are certainly making a mockery of the lives and sacrifices of our freedom fighters and yet they fail to see it, unfortunately the vision of our freedom fighters has been distorted and needs to be reverted or else their fight for freedom will be in vain and we'll most certainly need another Goan Revolution, this time not against any outsiders but against our very own. Goa's crowded beaches wear a largely deserted look during the monsoon, a scene which the government intends to change by promoting `raindrop tourism'. Swimming is banned on beaches after south west monsoon hits the state. But the June-September period is also the time for a different experience with giant sea waves hitting the shores, cool breeze welcoming tourists and numerous streams and waterfalls sprouting amidst lush green landscape. The tourism department, which had promoted Goa as a 365-day holiday destination, is set to sell the concept of raindrop tourism, especially to travellers from West Asia, where rains are sparse. For this authorities are streamlining the promotional campaign. We lack integrated campaign. Our promotional campaigns are distributed amongst multiple agencies. Other states have a single agency doing the job, Swapnil Naik, director, Goa Tourism, said. Official figure reveals that of the total tourist inflow, around 10 per cent are received during monsoons. The coastal state is facing tough competition from Kerala, which has branded itself as God's own country and aggressively promotes backwater tourism concept. Goa Tourism Development Corporation (GTDC), which has 13 properties, has introduced discount offers under themes like 'monsoon glee' and 'monsoon honeymoon' at its resorts and hotels to attract holiday-makers during the off season. GTDC managing director Nikhil Desai said the corporation has opted for an aggressive campaign on Internet and through travel marts. Tapping popular social networking sites like Facebook and Twitter is another way of reaching out to youngsters. Festivals like Sao Joao, which has revellers jumping into water bodies to welcome monsoons, are promoted by GTDC. Also, the corporation is exposing hinterland to the tourists, who usually don't think of Goa beyond beaches. GTDC hotels have 60 per cent occupancy along the coastal belt and 50 per cent in other places during the lean season, public relations officer Dipak Narvekar said. Dr Nandkumar Kamat's posting on mining in Goa was clear and useful albeit as he pointed out, it was based on scattered old published material, nevertheless a clear reminder and exposure of the problem facing Goa and its population as result of the mining industry. What we now need is suggestions for an acceptable and workable solution, given the gravity of the issues related to mining. We have concrete facts and data to work with, and that is what we must concentrate on to find a path that will lead to a sustainable solution. Dear Dr. Jose Colaco, Thank you for your post. At the outset, let me reiterate that I have no personal interest in the dispute as I am not a member and I do not know of any of my relatives being members of GWS. And I do not personally know any of the disputing parties; therefore, the question of my taking sides just does not arise. My only concern is that two groups in a GOAN organization are embroiled in an internecine quarrel, to the detriment of the Society which has done a lot of good work in the past. My desire is to see that the Society is put back on rails in the shortest possible time. The search for reasons behind this impasse should be only for the purpose of avoiding them in the future. Having said that, I find that your role is limited to prove that, if there was any delay, the responsibility does NOT fall in the lap of Almeida. You say that if there was no handing over of documents etc by the Outgoing Committee to the Incoming Committee, the fault lies with the President (whoever it is) and not with Almeida who was only the Secretary. Yet you assert that it was Almeida himself who handed over whatever it was, and that this was done 'BEFORE' the impugned adverts appeared in newspapers. But you do not state the DATE on which this was done nor the person/s TO WHOM this handing over was done. Was it done just a day prior to the appearance of the ad? Or was it on the day following the election? Please note that your 'BEFORE' encompasses a period of at least a year! If there was a delay, is any explanation provided? And was this handing over done under instructions of the ex-President? And what is the ex-President's explanation for delaying the instructions, if any? Or, do I understand that your brief ends with diverting the blame from Almeida? Does the Society have a tradition of presenting audited accounts at general body meetings? Did the Outgoing Committee present one before it demitted office? Just being in office is not sufficient to prove incompetence. Let me cite an example. The Government of Goa appointed Dr. J. C. Almeida as the first Chairman of Goa Public Service Commission but did not provide any infrastructure to carry on his functions. Consequently, he could do nothing worthwhile. Can we, therefore, say that Dr. Almeida was incompetent? And I do remember having read somewhere on the internet an appeal to members of GWS to send in the particulars of their membership, because the Committee does not possess the Record thereof; the 'manipulation' part, perhaps, came to light in the course of such scrutiny? But I am only thinking aloud! Isn't ONE YEAR a long enough wait before inserting an advert in newspapers? I still feel that some well-meaning persons in Kuwait should come forward to cut this Gordian knot, instead of further exacerbating the situation. As far as the REPORT stated, unaudited accounts were provided. An audit would have served to confirm that No Hanky-Panky took place. Is anyone suggesting that President Wilson Coelho's team was so incompetent that they were unable to write a note to all (known) members via email, Goanet, Goan Causes et al asking them to verify their status as members etc? None of this discussion should divert attention from the questions I have posted earlier to President Wilson. Move player on Demo Board. First Demonstration BLINDFOLD CHESS Team event will be held o*n Sat. 26, 2010 between 4 to 6 pm* at The International Centre Goa, Dona Paula. Open to all. It will be held every Saturday for next 5 weeks at the same venue. Requirements : 1. a. Magnetic Chess Demonstration board set b. Chess Board only c. Chess Clock d. Score sheet pad. 2. Two players from each team (Move Announcer and Move Writer) will sit across the table behind Magnetic Demonstration Board. Third player will be standing in front of Demonstration Board. 3. A Chess clock will be placed facing all four players. Its back will be towards Demo Board. 4. Only chess board without any chess man will be placed on the table between Move Announcer. 5. Only one move writing score-sheet will be used by both teams. 6. Game starts with Announcer from Team playing White, announces the move. Move writer writes move at the same time Move player plays the move on Demo board and comes back behind Demo Board and press the clock. Chess clock to be press only after playing the move and move writing is complete. 7. Opponent team follows their move. Moves are played alternativly and game goes on till mate or till time lapse. 8. For the benefits of Goans, Goa government has put in special efforts to start National Institute of Technology (NIT) at Furmagudi - Ponda in Goa Engineering College campus from this 2010 academic year. Subsequently Goa government will give a suitable land to NIT - Goa to start their independent campus in Goa. This was publicly informed few days back by Chief Minister of Goa as well as by Goa's Member of Raj Sabha at various public functions held in Goa. They had also mentioned that as per NIT rules, from this 2010 academic year, out of total 90 in take capacity of NIT - Goa, 45 seats will be exclusively reserved for Goan students i.e. 50 % reservation for Goans. Goa's Member of Raj Sabha had also informed Goans that 18 seats that were reserved for Goan students (for not having our own NIT in Goa) at various colleges around India will continue for 2 more years even after starting NIT - Goa. But to the utter disappointment, Goans have now located in NIT - Goa guidelines that the reserved 45 seats are actually reserved for the students of Goa PLUS students from Daman, Diu, and Dadra Nagar Haveli. This means that Goans are deprived of their exclusive share of 50 % reservation! Reliable source under condition of anonymity confirmed to me today that central education ministry has already scrapped the allocated 18 seats from all India colleges and that only 20 seats out of 45 reserved seats at NIT - Goa are reserved from Goan students while balance seats i.e. 25 seats are reserved for students from Daman, Diu, and Dadra Nagar Haveli. He also confirmed to me that this arrangement was conveyed to Goa government in writing much before finalization of NIT - Goa and that too during registration process of NIT at Goa. And yet our chief minister and raj sabha member are trying to deceive the Goans. Further he questioned me asking under these conditions will Goans allow Goa government to give land to NIT - Goa only because Goans have benefited with 2 additional seats at NIT - Goa i.e. 18 rightful reserved seats for Goa at all India colleges + 2 additional to make total reservation of only 20 seats at NIT - Goa as against rightful 45 seats i.e. 50 % reservation for Goans. This is a very serious issue that needs immediate attention from Chief Minister of Goa. However, within a span of three days two ministers Babush Monseratte and Vishwajeet Rane have switched their loyalty to Congress. Incidentally, both have been charge-sheeted by the police in different cases. While CBI has charge-sheeted Babush in two cases including the Police station attack case in 2007, Vishwajeet has been charge-sheeted by Old Goa Police for threatening to kill a lawyer. When this was pointed to the Goa Pradesh Congress Committee president Subash Shirodkar, he said, “Dropping any minister is the prerogative of the chief minister.” “I have no information about Vishwajeet and Babush being charge-sheeted in criminal cases,” Shirodkar stated. Further, he said, he would gather information on the issue and take and take it up with the high command. I wish I was never there to witness such an ugly incidence of beating the tourists till they bleeds. The incidence took place today 24/6/10 at 5.25pm and it lasted for about 10 minutes. Beating with blows, kicks, hitting with baton/rod till the guys bleed? The sight was really pitiable or contemptible which was witnessed by hundreds of hapless tourists gathered there. The youth/victims shown signs of defeat or surrender by silently accepting or bearing the thrashing by the so called uniformed beach lifeguards (Drishti) but they would not stop. Perhaps, they wanted to show the tourists that they are some sort of bollywood heroes. One of them was half naked (without T shirt) was the worst amongst all. You don’t just beat human being like that.. I asked two of the young daily beach vendors Aisa roj hota hai kya? - Ham saheeb, he roj ka mamla hai And that explains me why one of the lifeguards came running to me and demanding to show him what I have clicked or captured on my camera... What starts this all? Upon enquiry with the lifeguards, we were told that The group of youths (Victims) were having bath in the sea. Lifeguards went there to stop them but they would not listen and after a brief arguement the youth started attacking the lifeguards. Although this is their side of the story, I do know for facts that some tourists particularly the (drunk) youths are known for misbehaving with the lifeguards etc Whatever, it is, we don’t beat people till they bleed. Lifeguards are supposed to be the protectors of lives at the beaches. Whole thing was really looking very bad and disgusting. At the most they could hand them over to the police. But where are the so called beach police at Calangute beach? We could see none. Enjoying Sao Joao somewhere? Hope Goa Tourism, Drishti etc do take note of this and help avoiding such ugly incidences in future. Also. beaches like Calangute, Colva etc need Police protection almost round the clock. Sadly, no police was seen at the site at the time. Imagine what impression the hundreds of tourists gathered there must have taken home with them! Note: I did not get chance to take pics as the lifeguards made sure no one uses camera. However, 3-4 of the victims are captured sitting by the lifeguard tower, probably waiting to hand over to the police.
