It looks like there is a new saying on the horizon "empty rhetorics" 
get most read as you are the second person that has written to me. Mission 
accomplished.

This has certainly encouraged me to write more mine blowing "empty rhetorics" 
again. You are welcome not to read them and keep your head 
"empty" and your mentality "crab free".

There is no need for me to explain to you whether I am Melvyn or Rose because 
if you can clearly identify what a "monkey" is from your nursery

Complacent over its success in poaching BJP MLA Rajesh Patnekar, the Congress 
seems oblivious to the covert deals between Manohar Parrikar and the Alemaos to 
undermine the Congress in South Goa. 
HISTORY IS all set to repeat itself. It may be recalled that about a decade ago 
Manohar Parrikar formed the first BJP government in the state of Goa after 
first encouraging Francisco Sardinha to stage a revolt against the Luizinho 
Faleiro-led Congress government and subsequently toppling the Sardinha 
government to take over the kodel of the chief minister himself. Which is 
precisely what Manohar Parrikar is planning to do this time with Churchill 
Alemao and Babush Monserrate as his accomplices. The photograph which appeared 
on the front page of the Gomantak Times’ Weekender with Parrikar seated in the 
front seat of his official car with Churchill Alemao doing the backseat driving 
is symbolic of the shape of things to come after the forthcoming assembly 
elections in Goa or even as early as in October when the last assembly session 
of the current legislature is scheduled.
The BJP has been cold shouldered by the MGP with which it was trying to build 
up an alliance to take on the Congress in the forthcoming elections to the 
Legislative Assembly of Goa, which is expected to be held as early as January 
or February 2012. The Bharatiya Janata Party and Manohar Parrikar are painfully 
aware that they cannot hope to return to power in Goa without the minority 
community vote. The minority Catholic community may now account for only a 
little less than 30% of the total population. But the minority community 
virtually controls Salcete and even parts of North Goa like the Calangute 
constituency, the St Cruz constituency and the Agassaim constituency and can be 
a game changer in the Saligao and Taleigao. The BJP high command in the state 
is already on record that it is planning to allot a number of seats in the 
forthcoming assembly elections to members of the minority community.
SECRET TALKS
FOR quite some time now, Manohar Parrikar has been holding secret talks with 
Churchill Alemao. Parrikar has already struck a deal with Babush Monserrate. It 
is consequent to the deal between Babush Monserrate and Manohar Parrikar that 
the MLA from Taleigao decided not to contest the Panaji assembly seat and leave 
it to the leader of the opposition Manohar Parrikar. Part of the deal is that 
the BJP will not put up a candidate for the St Cruz assembly constituency seat 
or put up a weak candidate to facilitate the victory of Babush Monserrate, who 
has decided to lock horns with Victoria Fernandes and her son Rudolf Fernandes. 
Ribander, which now forms part of the St Cruz assembly constituency, is a BJP 
stronghold. In the past also, the BJP has extended support to Babush, notably 
in the last general elections when it backed Jennifer Monserrate in return for 
Babush’s support to Parrikar in the Panaji assembly seat.
For a long time, the BJP has been looking for a strategic partner in South Goa 
where its base is very weak. Initially, the BJP even considered aligning with 
Mickky Pacheco, the former tourism minister who has now decided to contest from 
the new assembly constituency, Nuvem. It was then decided that Mickky Pacheco 
was not the most reliable of allies and Manohar Parrikar started sending 
feelers to Churchill Alemao. Churchill was not particularly enthusiastic about 
any alliance with the BJP till the Congress High Command refused to give him 
any categorical assurance that it would offer the Congress ticket for the 
Benaulim seat to his daughter and alleged collection agent Valanka. The last 
straw was when Valanka was disqualified from contesting the elections for the 
post of the president of the Youth Congress. With Luizinho Faleiro deciding to 
return to state politics and staking a claim for the Congress ticket for the 
Navelim constituency, which he has been representing for six 
 consecutive terms, till he was defeated in the last general elections by 
Churchill Alemao with the help of the BJP, Churchill is anxious to quit the 
Congress.
WRITING ON WALL
Churchill, for all his bluff and bluster and his professed loyalty to the 
Congress High Command or more specifically the Congress President Sonia Gandhi, 
has read the writing on the wall. The disqualification of Valanka for 
contesting the presidency of the Youth Congress, which was subsequently won by 
Pratima Coutinho, was a clear indication that the romance between the Congress 
High Command and the Alemaos is over. Churchill is aware that forget about the 
Congress High Command giving a ticket to Valanka to contest the Benaulim 
assembly seat, the probability is that if Luizinho Faleiro, currently General 
Secretary of the All India Congress Committee in charge of the North East, 
stakes his claim for the Congress ticket for the Navelim constituency, the 
probability is that Churchill will be sacrificed.

Anil bab, it is indeed encouraging to see your prompt response to my post.
I am not in the business of running cabaret shows to expose anyone. 
I definitely do not have any bias towards Dr. Helekar bec' he is a Hindu. In 
fact many of my views about BJP and its affiliates are also held by my Hindu 
friends.
I refute his claims in the spirit of discussion and that is it while respecting 
his right to hold a view.
I do not expect a person of your calibre to be so irresponsible as to inject 
false impressions like those one finds against christians and Muslims on 
fanatic Hindu websites.

I now have a video to show all my relatives who have not yet visited 
their ancestral village how beautiful the village is.

Secondly, someone must have spent a lot of money and effort
restoring the church. This is the most beautiful I have seen it look in 
50 years.

Those who have been to the patio at the back of the church will agree
with me that that is one of the most tranquil spots anywhere.

A seminar on Goan Heritage (Goenchem Daiz) was jointly organised by Goa 
Sudharop Community Development  Inc. and the Department of Konkani, MES College 
of Arts and Commerce Zuarinagar, Goa, on 13 September, 2011. The seminar was 
held in the BBA Hall of MES College and in all, 176 participants attended the 
seminar. These included teachers and students from Goa University, Dhempe 
College of Arts and Science, Miramar, Panjim, Carmel College for Women, Nuvem, 
Rosary College of Commerce and Arts, Navelim, Shri Mallikarjun College, 
Canacona, Govt. College of Arts and Commerce, Pernem, MES Higher Secondary 
Zuarinagar and MES College of Arts and Commerce, Zuarinagar.

Dr. Maria do Ceu Rodrigues, Principal, MES College, welcomed the august 
gathering. Prof.Cosma Fernades, Head, Dept. of Konkani and co-ordinator of the 
seminar explained about the theme of the seminar and also introduced the guests 
on the dais. The seminar was inaugurated at the hands of eminent writer and 
Sahitya Academy award winner, Shri Damodar Mauzo. In his inaugural address, Mr. 
Mauzo spoke about the necessity of preserving Goa's rich heritage, saying, "We 
are enjoying the fruits of our ancestors, therefore we too must think about our 
future generations”. He further added, “To preserve our rich heritage, it is 
necessary  to protect the land and the language of Goa".  In his keynote 
address, Mr. Ibonio D’Souza, Executive Director of Goa Sudharop spoke about 
protecting the rich socio–cultural heritage of Goa. Mr.Tyson D’costa and group 
presented a welcome song composed specially for the seminar by Prof. Cosma 
Fernades. Prof. Satyawan Naik
compered the programme.

During the first session, Prof. Prajal Sakhardande spoke on ‘History through 
heritage Goa; Pre-historic times to yesterday’. He gave a historical 
perspective of pre-Portuguese regime, Portuguese regime and post liberation Goa.

Dr. Bernadette Gomes then made a presentation on ‘Tribal life and communal 
harmony in Goa’ adding that communal harmony is traditionally seen among all 
communities of Goa through their shared festivals, language and day to day life.

Mr. Jose Lourenco who spoke on 'Goan Architecture' gave an informative 
presentation of Goan houses, churches, temples, forts etc. He also compared 
ancient traditional architecture to modern architecture.

Mrs. Maria Lourdes Bravo da Costa Rodrigues then spoke on ‘Traditional Goan 
food’ explaining how different influences played their part in the evolution of 
Goan food and speaking about the different traditional foods.

Prof. Cosma Fernades spoke on the topic ‘Konkani literature and Goan Music‘, 
saying that Konkani literature and Goan music are interrelated. Music is an 
integral part of the Goan culture. Goan music is unique and has its own special 
identity.

Shri Rajendra Kerkar gave a very interesting and informative talk on 
‘Environmental heritage, Bio diversity and Eco festivals’. He appealed to all 
to protect our environment.

Prof.Prajal Sakhardande then spoke on 'Modern Goan Identity' and the need to 
protect Konkani language and Goan heritage.

The Technical sessions were compered by Prof.Satyawan Naik and the Resource 
persons were introduced by Ms Elysia Fernades and Mr. Tyson D’Costa.

Prof. Anju Sakhardande of Dhempe College of Arts and Science, Miramar gave a 
brief summary of the seminar. Prof.Prakash Paryekar of Goa University and 
Ms.Raksha Falgaonkar of Mallikarjun College, Canacona gave their feedback about 
the seminar. Certificates to the participants were presented at the hands of 
Prof. Prajal Sakhardande and Mr.Ibonio D’souza. Prof. Cosma Fernandes then 
proposed the Vote of Thanks.

Victor Hugo Gomes

Victor Hugo Gomes, a restorer by profession, always had a fascination
for the various rituals and traditions that were an integral part of
his young days. When based in Lucknow as a painter, he joined a team
from M S University (Baroda) in researching tribal art and lifestyles
in various places in North India. On being offered a Lalit Kala
Academy (Goa) scholarship, he chose to study “Exper...imental
transitions in the world of art”. This subject covered the use of
different materials and processes in art over time. He furthered his
restoration techniques on joining a course in restoration and
conservation of art conducted by the Indian National Trust for Art and
Cultural Heritage (INTACH). On completion, Victor returned to Goa in
1991 to become the curator of the Museum of Christian Art that was
being set up at the Seminary of Rachol. During his tenure he became
aware that artefacts of artistic and historical value were being
neglected around the state. Traditional implements were being thrown
out or left to decay in many old Goan houses.

This focussed his enthusiasm for collecting items of cultural heritage
value, premised on the concern that the loss of hundreds of years of
accumulated wisdom in agrarian practices. The rich tradition of
implements, tolls, arts, crafts and the heritage of our ancestors —
would be irrevocable.

Victor Hugo Gomes is the creator, curator and owner of Goa Chitra — an
ethnographic museum in Benaulim, Goa, showcasing traditional Goan
farming implements and other Goan antiques.

Dear Vivian,

Agree with you one hundred percent about there being no one clean and 
immaculate. Everyone carries his/her own baggage which according to  them is 
very clean indeed. Is there anyone claiming to be carrying dirty baggage? I 
have said it before and I  say it again. There are no SAINTS on earth that 
you can go down on your bended knees to worship them. They are all in HEAVEN 
(that too could be doubtful :-). Having said that, there is a little 
mis-interpretation in the press release of the GRA. It is supposed to be 
like this:


GRA will try to field CANDIDATES on a CLEAN SYSTEM OF GOVERNANCE.

We have said this before  that if the SYSTEM IS STRICT, DISCIPLINED AND 
UNBENDABLE, even the dirtiest crooks who venture in can try their luck to 
manipulate it and use it for their dirty purpose. But  they will either 
leave from the back door being  frustrated OR JOIN THE SYSTEM to take it 
forward. The chances for the latter are minus zero.

Kolkata: Supporting Anna Hazare's movement for a strong Lokpal Bill,
former chief election commissioner J M Lyngdoh on Friday advocated an
independent body to handle corruption cases and said its jurisdiction
should extend to the Prime Minister.

"We need a Anna Hazare kind of a system to handle
corruption...Everyone, including the Prime Minister, should be brought
under the jurisdiction of the anti-graft body. We need an independent
body to decide whether they have done any wrong," he said at a panel
discussion on 'Governance has lost relevance in today's India' here.

Calling for more autonomous bodies in the government, he said "if this
is done, the government will function more effectively. For example,
if the Police Commission is allowed to work independently, it can work
much better. We need more independent bodies like the Supreme Court
and High Courts."

However, if those in such autonomous bodies were found to be corrupt,
they should be punished with a "heavy hand", Lyngdoh said.

The former CEC advocated a system of proportional representation to
reduce the role of money in elections.

He said that under the system, voters would be asked to choose a party
instead of the candidate and it would be represented in the body for
which the elections are being held in keeping with the percentage of
votes it has got.

"If this can be done, there will be much less need for money," he said.

    Mervyn - Since gold thrives on adversity, does this mean Sam would need to 
wreck the house to bolster to bolster his back,  drive the last nail into every 
last coffin !  
I say so because the 6K level would go with an extreme level of a worldwide 
depression, and a cessation of most global trade.
    I think India and China can learn to think globally, and they will do so, 
hopefully.
There is concern now about a potential for civil disorder in the US, not 
something Canada would want to countenance.  I am not aware of any easy 
solutions.  eric.

On another note, I came across an interesting calculation last week. An 
economist pointed out that the US currency was fully backed by gold. That is, 
if gold was worth $6,000 an ounce, the US treasury had enough gold reserves to 
meet all its financial obligations.

Folks,
It is becoming increasingly clear that the Swiss govt is now begging the BRIC 
countries for funds so as to keep Swiss banks solvent. Swiss secrecy laws are 
what attracted everyone, including Indians with dubious sources of cash to open 
Swiss bank accounts.


So we now have the situation where the BRIC govts have to send tax payers money 
to the Swiss banks so as to save the deposits of those who sent their black 
money to Switzerland. If this is not a farce, I do not know what else could be.


On another note, I came across an interesting calculation last week. An 
economist pointed out that the US currency was fully backed by gold. That is, 
if gold was worth $6,000 an ounce, the US treasury had enough gold reserves to 
meet all its financial obligations.

Arjun Sood upset top seed Tejas Shevde to win the Junior Boys Singles
title at the All Goa Major Ranking Table Tennis Tournament organised
by Panjim Gymkhana. In the finals played at the Gymkhana Hall premises
on Sunday, Arjun displayed a fine mixture of aggression and composure
to win 12-10, 17-15, 7-11, 11-7 in four tight sets.

The Ladies finals too was a close contest between Alisha Alfonso and
Nyssa Alvares with top seed Alisha smashing her way to a 11-9, 6-11,
11-9, 11-6 win.

Meanwhile, Gayatri Talwadkar won the Junior Girls title with a hard
fought 11-7, 9-11, 11-4, 11-5 win over the young and talented Urmila
Mense.

The last match of the day, the Mens Singles Finals between Agnelo Naik
and Tejas Shevde, was a pulsating edge-of-the-seat thriller with
fortunes fluctuating constantly. The match went the full distance with

"Singham" to his cops and hopes to make them good boys. What movie can
Chief Minister Digambar Kamat show the Advocate General of Goa Mr.
Subodh Kantak, and his coterie of government advocates -- truly a gang
let loose on the people of Goa?  Perhaps “Damini” (in which the public
thrash a corrupt government advocate with their footwear and then send
him to jail) may be just right.  Alternatively, the Marathi movie
“Kaydyach Bola” may suit the bill – as Mr.  Subodh Kantak is so adept
at billing.

Whichever is the chosen movie, Mr. Digambar Kamat will have to ensure
that it is screened at the Black box -- after all, dark deeds by men
in black robes must be seen only on a black background.

KAMAT AND MULGAONKAR: CLOSE FRIENDS, COLLEAGUES AND BROTHERS-IN-LAW

Gopal Apa Kamat and Pandurang Mulgaonkar were brothers in
law.  (Kamat was married to Mulgaonkar's younger sister.)
They were also lifelong friends, professional colleagues and
fellow freedom fighters.  They were of the same age, being
born in 1917, within four months of each other; they met for
the first time in 1930 at Panjim's Lyceum where they studied
together for seven years.

After completing their lyceum, they taught for three years at
an institute in Panjim, simultaneously studying law.  In
1940, both commenced legal practice at Bicholim.  Within a
short time, getting known as lawyers of competence and
integrity, each built a large practice.  But this did not
bring in corresponding financial returns.  Most clients were
poor, perennially hard up villagers from around Bicholim and
Sattari.  But no client was turned away because he could not
afford fees.

  The Second World War ended with the  defeat of the
  Nazis and the Fascists on the continent of Europe.
  But in Portugal, on the fringe of the continent,
  Salazar remained firmly in the saddle with his own
  variant of Fascism, suppressing all political
  activity.  Even as India stood on the verge of
  independence and the British imperialism was on the
  retreat on the subcontinent, Goa was lying in a
  state of political quiescence, but with simmering
  discontent against the oppressive colonial rule.

It was ignited  by Ram Manohar Lohia. On June 18, 1946, he
showed the way for the aspiring fighters for freedom to
follow.  Hundreds of inspired Goans, crossing the religious
and gender divides, came out in the open against the
Portuguese.  In a brutal response to the nascent non-violent
nationalist resistance its prominent leaders were given harsh
sentences and were banished either to Portugal or its African
colonies.  Those who escaped this fate found exile in Bombay
and other places in the newly independent India.

After the initial outburst, there was a  lull. In 1953, Peter
Alvares became the President of the National Congress (Goa)
(NCG).  He was originally from Parra in Bardez.  He belonged
to the Praja Socialist Party (PSP).  Attired in khadi,
donning a Gandhi cap, he spoke fluent Marathi and English.

  Alvares contacted Pundalik Gaitonde, a noted
  Lisbon-educated surgeon, Gopal Kamat, Pandurang
  Mulgaonkar and many others. A committee was formed
  with Pundalik Gaitonde as the President and Gopal
  Kamat as the Vice President. Pandurang Mulgaonkar
  was one of the key members. The committee had the
  task of organising a movement by mobilising freedom
  fighters across Goa.

On February 17, 1954, Pundalik Gaitonde was attending a
private dinner, a strictly non-political gathering.  But one
of the speakers could not let go the opportunity of showing
his loyalty to his Portuguese masters and in the course of
his speech burst out saying "Aque e Portugal" (This too is
Portugal).  Gaitonde's patriotic pride was hurt to the quick.
He spontaneously rose to register his instantaneous protest
by uttering two brief words which were to become famous among
the freedom-loving Goans.  "Eu protesto." (I protest.),
thundered Dr.Gaitonde.

This declaration of protest was reason enough for the
Government to pounce on Pundalik Gaitonde and banish him to
Portugal. In Gaitonde's absence, Kamat headed the committee.
But in a pre-emptory strike, the Portuguese Government
arrested all the key leaders.

Kamat and Mulgaonkar were arrested on June 30, 1954.  They
remained incarcerated in Panjim for some time and then at
Aguada jail for five long years. The declaration of a
political amnesty meant that they did not have to serve their
full sentences. Mulgaonkar and many others were released on
May 17, 1959; Kamat, about four months later, on August 15, 1959.

A long prison term meant sacrificing promising professional
careers, separation from families and the utter disruption of
the lives of the family members, young and old. It was a
period of great pain and suffering and the constant worries
about the loved ones . But it was also a period of education
and learning , companionship and consolidation of the
camaraderie with fellow prisoners, many of whom they had not
even met before.

  The movement did not die down after the arrest of
  its principal leaders as the Portuguese had been
  hoping.  On the contrary, the years 1954 and 1955
  saw the non violent movement in Goa reach an
  unprecedented peak.  The armed groups of freedom
  fighters were also becoming active.  Hundreds of
  Satyagrahis , mostly young men, just out of school
  or those who had interrupted their college studies,
  filled the prisons of Aguada and Reis Mago

Narendra Modi has belied critics and foes alike.He has refused to be drawn
into arguments against Congress  onslaught or for that matter any individual
in particular It is a very clever strategy not to engage in any rhetoric and
disturb his single minded goal This attitude is bound to win him friends and
enlarge and raise his standing Whether it  will strengthened his position at
the centre is another matter  Even his strong detractors in USA, who had
earlier, constantly rejected his visa, appear to have softened He has stated
that the fast is for peace and harmony and it is a continuous process to
raise hassles of timing The fast in an atmosphere of five star surroundings
is being dismissed as adverse propaganda by his enemies , running out of
ideas to cut him to size. It is not meant to appease any one. He has not
invited overtly or covertly any one to join the fast The participation of
the cream of the members of the BJP is voluntary and convincingly believing
in his cause The participation by the members of other parties like the
Akali Dal, AIDMK and from members of Nitish  give it a broader prospective.
The BJP has every reason for celebration and to be elated to raise the stock
of the party with the electorate at this juncture His  protest against the
appointment of Lok Ayukta in Gujerat is to object the invasion of
federal character, also echoed by many other states He is sorry for what has
happened in the past and it has pained him like any other citizen If that is
not remorse , what is it ? To forgive is greatness and divine and to forget
is human  He has also welcomed criticism, that helps him to evaluate and
correct, rather than allegations, He feels indebted to those , who are

PANAJI: The Panaji Port in Goa could have served as a gateway for the export of 
nearly five million tonnes of illegally extracted iron ore, a top official has 
said. 

P. Mara Pandiyan, chairman of the Mormugao Port Trust, Goa's only major port, 
has written this in a Sep 15 letter to the state Chief Secretary Sanjiv 
Srivastava. 

Pandiyan's letter clearly holds the state government responsible for allowing 
five million tonnes of illegally extracted ore to be exported out of Goa. 

"As far as the Panaji Port is concerned, the whole operation is falling within 
the administrative ambit of the state government from the point of licensing 
mines, movement of iron ore by trucks to the loading point, loading of iron ore 
into the barges, movement of barges through the rivers and thereafter loading 
into the ship," Pandiyan, an Indian Administrative Service official said. 

"It is estimated about five million tonnes have been exported through the 
Panaji Port as unaccounted iron ore," Pandiyan stated. 

Urging the chief secretary to suspend the operations of the Panaji minor port 
in "national interest", Pandiyan said the port did not have any surveillance 
mechanism to monitor the quantity of ore exported. 

The movement of ships has to be monitored by Vessel Traffic Management System, 
a sea surveillance method, but "Panaji Port does not have this surveillance 
system", Pandiyan said. 

"The barges carrying unaccounted illegal ore have access to the ships at Panaji 
Port. Some of the exporters seem to have taken advantage of the lack of bare 
minimum facilities at Panaji Port," the letter further states. 

"Mormugao Port Trust has been examining the operational requirement of Panaji 
Port for quite some time. Panaji Port exists only for namesake on record. It 
does not have any berth. It operates as an 'outer anchorage port' wherein any 
exporter can load anything to the ship, and does not follow the security 
norms," he added. 

Goa's illegal mining scam has been pegged at Rs.10,000 crore by ruling Congress 
legislator Dayanand Narvekar during his deposition to the Justice M.B. Shah 
commission appointed by the Supreme Court to probe illegal iron and manganese 
ore in the country. 

Goa extracted nearly 54 million tonnes during the last financial year according 
to official data. The opposition claims 20 per cent of the exported ore was 
illegally extracted.

PANJIM: Rama Velip, a voice of anti- mining activists from Sanguem Saturday
alleged involvement of state cabinet minister Joaquim Alemao in the illegal
mining activity in his village.

Velip, who made a representation before the Shah Commission despite presence
of huge pro- mining lobby, said that Alemao has been operating one of the
mines since last one year, illegally.

He told Herald, that there were three illegal mines operating in the
village, which were contracted to Alemao.

“ Two have already been stopped by government, however, one is still
operational,” Velip said adding that several representations have been made
to Goa State Pollution Control Board and Mines Department, who have failed
to take any action.

He said that the mine is operational without forest clearance and has also
encroached comunidade area.

During the hearing, Velip named the minister, which invited angry reaction
from a section of people. While he was reading out the names of mine owners,
the crowd booed him forcing him to stop. Velip said that he has given
everything in detail to Shah Commission.

Velip, who made a representation before the Commission despite presence of
huge promining lobby, said that Alemao has been operating one of the mines
since last one year, illegally.

Corruption cannot be eliminated. Human beings are not always given to ethical 
behaviour. If it suits me, if it benefits me, i will on occasion submit to the 
temptation of being a bribe-giver or a bribe-taker. If i am clever, i will 
create situations where i can rationalise my acts and convince myself that i am 
not really corrupt. 

When a pharmaceutical company organises a cruise holiday for doctors, one can 
always rationalise it saying that it is an "education tour" by arranging for a 
few inconsequential lectures during the cruise. The doctor who goes can 
rationalise it saying he is really not "influenced" by the freebie and, of 
course, with the perennial argument that "everyone else does it", he "would be 
a fool not to". 

I am deliberately using doctors as an example. They are a widely respected 
group, unlike politicians who are the targets of our customary collective 
wrath. The point that needs to be empha-tically made is that corruption is not 
confined to politicians or bureaucrats. Over centuries, we have lived and still 
live with the hope that the strong professional ethics of the medical 
fraternity backed by their Hippocratic oath will minimise the baneful 
consequences of their subversion. 

No one can dispute that there is some (if not a lot) of corruption in the 
"purchase and procurement" department of every company in the private sector. 
Corruption is not the prerogative of the state sector. The only thing is that 
the costs of private sector corruption are borne by shareholders whereas all 
citizens bear the costs of corruption in government. Shareholders have been 
grappling with the problem of how to set up structures and incentive contracts 
to minimise corruption levels in companies which they invest in. This is the 
famous "agency problem" and attendant solutions which stalwarts of the past 
like Adam Smith and more recent scholars like Stigler, Jensen and Meckling have 
written about.

higher the government official`s salary, the greater the probability of being 
shamed, the lower the probability of being able to hang on to wealth generated 
through corruption - the lower the overall government corruption. The first 
systemic change is to publish all rules clearly, openly and transparently while 
doing away with the insidious requirement of "prior approvals". 

If i am following all the rules, why do i require prior permission for any 
activity from a government functionary? The corollary to that is that if i 
break rules, the fine imposed should be sufficient penalty to incentivise me 
not to break them. I mention "fines" which are a civil penalty quite 
deliberately, because in civil procedures (e.g. income tax) preponderance of 
evidence is sufficient. We do not need to prove things "beyond all reasonable 
doubt" as in criminal proceedings. 

As an example, if rules regarding environmental pollution are published, then a 
factory should not need prior permission from any government department or 
agency to get started. If the factory breaks the rules, the government agency 
should be in a position to impose a penalty that exceeds the profits derived 
from breaking the rules through a simple civil procedure which can then be 
appealed in efficient tribunals. If a company is supposed to install an 
effluent treatment plant and does not do so, fine the company promptly; do not 
waste time and effort in trying to send the chairman to jail. 

Such procedures will be faster, more efficient and therefore more effective 
than thousand-page criminal charges which rarely result in convictions. This 
one change in government practice will result not only in enormous reduction in 
corruption, but would provide for increased economic growth and easier entry 
and operation for genuine entrepreneurs as against crony capitalists. 

We have inherited from our former colonial masters an edifice of "prior 
approvals" required from the state for too many economic activities. We are 
also burdened with a tradition of opaque rules with the caveat that 
"notwithstanding

In politics, nothing succeeds like imitative success. Coming on the heels of 
Anna Hazare's crowd-pulling anti-corruption movement, at least two politicians 
so far are attempting to follow in the self-styled Gandhian's footsteps, 
blithely disregarding the awkward fact that the main target of the anti-graft 
crusader was the political class as a whole. 

Veteran BJP leader L K Advani has announced that he will go on an 
anti-corruption yatra, which will possibly begin in Gujarat. The proposed 
starting point of Advani's yatra, the fourth such excursion of his career, 
lends support to the theory being floated by some that this is an attempt by 
the never-say-die neta to project himself as a future prime ministerial 
candidate and to do so on the home turf of Narendra Modi, viewed by many as the 
saffron party's most likely choice to grace the PM's gaddi. 

Not to be outdone, NaMo in the meantime has declared that he will go on a 
three-day fast for the sake of 'peace and harmony' in Gujarat. Both NaMo's fast 
and Advani's yatra are obvious exercises in demagoguery a la Anna. That 
Advani's anti-corruption expedition could pass through BJP-ruled Karnataka, 
which of recent times has become literally a mine of graft and scandal, will 
not be lost on those who might view this yatra more as a jatra, or folk 
theatre, replete with unintentional dramatic irony. 

Similarly, Modi's fast for peace and harmony in a state scarred by the 
post-Godhra riots, in which many claim he is complicit, could be likened to a 
black comedy of terrors. Interestingly, Modi's fast coincides with BJP 
president Nitin Gadkari's plans to undergo an abdominal surgical procedure 
which will reduce his food intake capacity and help him shed unwanted kilos. By 
curtailing calories, one aims to lose weight while by fasting the other seeks 
to become even more of a political heavyweight than he already is. 

But, like chickens and conspiracies, political spoils should not be counted 
before they are hatched. The best- laid plans of might and mien often go awry, 
and backfire on those who devise them. Indira Gandhi's much-touted slogan of 
'Garibi hatao' was lampooned by her detractors who morphed her mantra into 
'Garib hatao: garibi bachao'. In much the same way, the NDA's catchphrase 
'India Shining' lent itself to mischievous metamorphosis and became 'India 
Whining'. Despite such lessons of the past, in politics as in marriage, hope 
persistently triumphs over experience with netas and would-be netas in search 
of a sure-fire formula for success. This being the case, Advani and Modi apart, 
other political players may soon jump onto the Anna bandwagon. A word of 
caution, however, is advisable. An Anna by any other name or anagram becomes 
'Na, na', which is the vernacular version of what in English might be called a 
strict 'no-no'.

Refusing to dispose of the body of 'someone', or a loved one, be it a  
relative, a villager or whoever it may be, is indeed very sad and  
disrespectful.
The subject title "This can happen only in Goa" needed a different  
caption. This title tends to give the reader a different meaning: that  
only untoward things happen, here in Goa!

Attributing the success of the anti-corruption movement to people's 
participation, Team Anna member and former IPS officer Kiran Bedi on Saturday 
implored the young delegates at the Mind Rocks India Today Youth Summit 2011 
that their support should continue so that the government is forced to 
legislate a strong Lokpal Bill during the winter session later this year.

"The movement was a success because of you and all credit goes to Anna Hazare," 
Bedi told the summit, which was held on Saturday in Delhi. She attributed her 
association with the movement to RTI activist Arvind Kejriwal, calling it an 
'opportunity.'

She called for people to end their indifference towards how government is run, 
else it would give the people in power a free run to do corrupt dealings. They 
should be held accountable, she said, calling the government draft of the 
Lokpall bill ineffective.

Bedi said the government proposes to create two CBIs - saying the first CBI 
will be under the government control, while the other, the new one, would only 
investigate new cases of corruption. She asserted that a senior minister told 
her that the government is worried that an independent CBI under Lokpal may 
reopen old corruption cases like that of Bofors gun deal.

The fear of going to jail and usurping of property created by corrupt means 
will act as an effective deterrent for people like Suresh Kalmadi and A. Raja, 
she added.

On being asked what makes her sure the Jan Lokpal will not become corrupt, Bedi 
said, "It's very transparent. It has a search committee and it is very 
accountable. All its functioning will become website-oriented. It will be a 
harbinger of change."

Bedi summed up saying that she is still youthful at heart. Her passion, 
determination and drive to be just and fearless against pressure and 
adversaries remain intact. That is so because she trained hard as a sportswoman 
earlier in her life. She told the youth that what they do now in their 
formative years will have a lasting bearing on the rest of their life. She 
shared her experiences with the youth on how to deal with life. 

The former IPS officer, who calls herself a rebel by nature, told the 
gathering, her passion to stand against the unjust has remained undiminished 
since her childhood. She attributed this to her devotion to sports. Bedi was an 
ace tennis player and women tennis's Asian champion at the age of twenty.

Sports gave right focus to immense store of energy in her that helped her 
lifelong, she said. Bedi feels spiritual, mental and physical are all essential 
components of education and sports provide best training in the formative 
years. 

Saying she never lost her focus in life, Bedi said she joined the Indian Police 
Service at the age of 22 in 1972, a profession considered taboo for women. She 
added soon she became a role model for men during training years. She called it 
'destiny' that she was transferred to Delhi. In 1975, she had a frank talk with 
the then IG Police (now called Commissioner) Delhi, P.R. Rajgopal, to persuade 
him to lead the January 26 parade in 1976. "This is one event that announced 
the arrival of women in the police force," she says raising fist in the air.

She never looked back. In 1982, Bedi issued a ticket to the driver of the then 
prime minister Indira Gandhi when her car was wrongly parked. "She was in 
power, so was I," Bedi said, asserting the point that policing has to be just 
and equitable. There cannot be two different standards for the rich and the 
poor.

She explained that she was perhaps not made the commissioner of Delhi Police, 
because she would have not bowed down to the will of politicians. Earlier, she 
was not given the charge of anti-terror wing of Delhi Police simply because she 
would have released people held illegally in the name of anti-terror 
investigations, she said.

Motivating the youth, she said, "Had I not been somebody, I would have been 
nobody. So, I never lost track of my priority. At 16, I knew when to say yes, 
when to say no... What you did in teenage returns to you at 20-23."
