That is why Modi and team are confident that they will come out clean from the courts. But the Court of the Almighty and Supreme cannot be duped into granting acquittals. Let Modi not think that he will not pay the price, he is already doing it. The blood from his hands will never be washed away even by the waters of the Ganga. The pride and cannibalistic mindset of Modi was amply demonstrated during his 'Gaurav Yatra' across Gujarat some months after the genocide. It was like applying salt to the wounds of the afflicted. Those scenes of Modi's speech hailing Hindus for teaching a lesson to their detractors are even worse than the scenes of the riots. He ridiculed those who condemned the riots.Though not exhorting violence openly, his veiled warnings that the same will be repeated to teach Hindu opponents a lesson are there for all to see. But politicians are under the impression that public memory is short. Nine years after the 'Gaurav yatra' he is now engaged in a 'Paschatap Upvas' which his ego calls 'Sadbhavana Upvas'. -- Samir Umarye BICHOLIM: The Bicholim bolck congress committee today resolved to support Naresh Sawal's candidature even as the Pradesh Congress Committee member, Dr Pramod Salgaonkar urged the workers to be with the party and support the candidate given by the party. Today the Bicholim block congress committee had convened party worker's meet at Hirabai zantye hall Bicholim which was attended by hundreds of people from all over the constituency. Several BMC councillors, sarpanch and panch of various panchayats were present for the meeting. The block committee expressed displeasure over the move of the party of trying to induct Rajesh Patnekar into the party fold without consulting the Bicholim block. The block committee passed resolution of suggesting Sawal's name for the party ticket, they demanded to select Sawal as government representitive in Bicholim for doing all government related works of the party and also urged that the Chief Minister should keep his word of giving ticket to Sawal. In the begning several people who spoke lent their anger over the party move and told that they would support Naresh Sawal. Spekaing on the occasion PCC member, Dr Pramod Salgaonkar told that many BJP MLAs are ready to join the party and asked all not to get afraid with Patnekar's entry into Congress. All should work for the party and accept the candidate given by the party but at the same time the workers have the right to demand what they want and we would convey your wishes to the higher-ups Salgaonkar told party cannot forget the work of Naresh Sawal but who would be given the ticket will be decided by the party and if party gives ticket to someone else than all the workers should support the candidate. Congress Committee General Secretary, Vishnu Wagh supported Naresh sawal and told that Party is only because of the workers and it cannot undermine their wishes. Ministers 'boycott' meet BICHOLIM: Eventhough the Bicholim block congress were able to attract huge crowd of supporters to show their strength in the constituency it was surprising that no minister or politician attended the meet. As per the information given earlier to the press by the Block committee the Chief Minister, Digambar Kamat; Speaker, Pratapsingh Rane; Health Minister, Vishwajeet Rane were invited. But, not a single minister attended the meet which sparked a wave among the workers that the ministers have boycotted the meet. Taking note of the same the Bicholim Muncipal Council Deputy Chairman, Shashikant Naik Harlankar while speaking on the occasion raised the issue and questioned as to why no one turned up for the meeting. It just means that they are not in need of the block committee and if they feel that they could elect an MLA without our support it is wrong Naik told the gathering this type of attitude towards the workers is dangerous for the party. When Herald asked the PCC member, Dr Pramod Salgaonkar to comment over the sitution she told that all of them were invited but it was done at the last minute. They were invited at the last minute and so they were unable to come Salgaonkar tried to do away with the sitution. [Goanet] Youth arrested in Bicholim for sexually abusing a 9 year old boy.
-- Samir Umarye *BICHOLIM* A youth residing at Gaonkarwada-Bicholim has been arrested on charges of sexually abusing a nine-year-old boy from the area. According to reports, the incident took place on Friday at about 8.15 pm when Rukmuddin Kudminichi (22), a native of Sangapur in Bagalkot-Karnataka, went to the house of his neighbour. He found out that his nine-year-old son was studying alone at home. Seizing the opportunity, Rukmuddin allegedly sexually abused the boy and fled from the scene. When the parents returned home, they found the boy crying and he later narrated the incident to them. The boy's father went to the Bicholim police station and lodged a complaint. Bicholim police swung into action and arrested the accused under Section 377 IPC and 8 of Goa Childrens Act 2003. The accused was later remanded to two days police custody. Meanwhile, Bicholim police on Saturday retrieved a male body from the Amona River. The body has been sent to the GMC mortuary.

Radar system to forecast natural calamities soon PANAJI: A radar system to forecast natural calamities is set to be installed at the state meteorological centre soon, Rajya Sabha member from Goa Shantaram Naik said on Sunday. Naik was speaking at the 44th Engineers' Day celebrations at Dona Paula organized by the Goa chapter of the institution of engineers (India). Speaking on the theme 'Engineering Preparedness for Disaster Mitigation', Naik said that a system to forecast natural calamities was the first step to disaster management. Naik said that the North and South Goa collectors have identified flood-prone areas in the state, but proper planning in risk-prone areas is still awaited. Naik stressed on the need to include disaster management in school curriculums. Naik said, Around 58.6% of our landmass is prone to natural disasters and 12% of land is prone to floods. Out of 7,516 km, 5,700 km is prone to floods and tsunamis and 68% to draught. He appealed to the engineering community and other experts in the field to volunteer to lecture students on the subject to prepare them to face any eventuality. Naik advised the association of engineers to constitute a disaster management cell of their own and said that a representative of the association should be nominated on disaster management committees of the state government and at the district levels. The Goa Government was billed Rupees five lakhs by a Senior Advocate from Mumbai Mr. Amit Desai for four hearings in the High Court he never attended. This has been revealed in the information furnished by the Goa Police under the Right to Information Act. Senior Advocate Amit Desai billed the Goa Government Rs 3,75,000 for appearing before the Bombay High Court at Goa on 26th, 27th and 28th November 2008 but the Court records do not show his appearance. He also billed the Government for another Rs 1, 25,000 for an appearance on 13th Jan 2009 while the records show that there was no hearing of the case on that day. Interestingly the Goa Government paid Adv. Amit Desai the amount without requiring him to produce an appearance certificate issued by the High Court as is mandatory before any government advocate is paid. Documents also obtained under the RTI Act from the Home Department reveals that Advocate General of Goa Subodh Kantak had by a note on 7th October 2008 proposed that Adv. Amit Desai be engaged at a fee of Rs 1, 25, 000 per hearing to appear for the State before the High Court in the confirmation of death sentence case of Mr. Ryan Fernandes the main accused in the 2005 Vasco based Dr. Shrikant Verenkar murder case. Adv. Amit Desai was also allowed executive class airfare from Mumbai and stay at a five star hotel in Panaji. The Goa government also appointed a Panaji lawyer Mr. Ashwin Bhobe to assist Adv. Amit Desai with an appearance charge of Rs 5000 per hearing. Interestingly the file notings show that on 11th July 2007 Advocate General Subodh Kantak himself had agreed that Public Prosecutor Mrs. T. S. Sardinha should represent the State in the case. The file notings also show that then High Court Public Prosecutor Mrs. Winnie Coutinho had also declined to appear in the matter as the accused Mr. Ryan Fernandes was known to her. The information furnished further reveals that the Goa Government has spent a whopping Rs 11, 29, 266 on Adv. Amit Desai. Of the total expenditure incurred Rs 10 lakhs was towards Adv. Amit Desai’s court appearance charges while Rs 74,636 towards his hotel accommodation and Rs 54, 630 towards airfare expenses. The expenditure of Rs 11, 29, 266 incurred is from October 2008 to February 2009 as the subsequent bills to date from Adv. Amit Desai are still being processed. The documents furnished by the Goa Police also show that Adv. Amit Desai held a two and half hour conference at Mumbai on 22nd November 2008 which was attended by Public Prosecutor Mrs. T.S. Sardinha, Adv. Ashwin Bhobe and Deputy Superintendent of Police Mr. Mahesh Gaonkar who was the Investigating Officer of the case. Adv. Amit Desai then sent the Goa Government a bill of Rs 62,500 for that Mumbai Conference at the rate of Rs 25,000 per hour. The government however declined to pay that bill stating that he was not entitled to bill for the conference held. It is however not known as to why Advocate General Mr. Subodh Kantak had not himself appeared for the State in the confirmation case. It is also not known as to why the State Government agreed to engage a lawyer from Mumbai incurring such heavy expenditure though there are so many lawyers practicing criminal law in Goa. The records also do not show that the Government had made any efforts to engage the services of any lawyer locally. A perusal of the orders recording the proceedings of the case show that Adv. Amit Desai had on least three occasions traveled all the way from Mumbai only to seek an adjournment of the case while burdening the State exchequer by another Rs 1,25,000 plus travel and accommodation for each of his trips. Records of the case also reveal that since the confirmation case was filed in 2007 there have been already 28 hearings with the 29th one scheduled on 10th October 2011. Ironically the records reveal that Adv. Amit Desai on 25th July this year submitted before the High Court that the Government was not pressing for the confirmation of the death sentence. It is wondered as to why Adv. Ashwin Bhobe the local advocate could not have informed this to the court instead of having Adv. Amit Desai to come from Mumbai only to make this submission. Interestingly the Law department and the Home department have now however informed Adv. Aires Rodrigues that the Goa Government has not taken a decision not to press for the death sentence. It may be recalled that South Goa Sessions Judge on June 15, 2007 had awarded the death penalty to Ryan Fernandes, the main accused, and sentenced three other co-accused Mr. Francis D'Sa, Mr. Rajendra Singh and Mr. Sachin Parab to life imprisonment in the sensational murder case of Dr Shrikant Verekar. The 55-year-old doctor from Vasco was murdered on Monday 17th Jan 2005 after being abducted. The body of the slain doctor was found seven hours later at Cansaulim. Jude Sunday Reflections: Twenty-sixth Sunday-Who is he who does the will of God? 25-Sep-2011 Ezekiel 18: 25-28 Philippians 2: 1-11 Matthew 21: 28-32 The prophet Ezekiel was noted for stressing the personal responsibility of individuals for their behaviour and in today's reading he drives this point home. Israel's common experience was that they were a community, the people of God. If they were saved they were saved as a nation and if they were punished it was because they had sinned as a community. The prophet Ezekiel also wished to emphasize the other aspect as well, namely that we are also individually responsible for our actions. The way we are living now matters in the eyes of God, not so much our past actions. Even though we have been baptized, if we are living in sin we stand condemned. On the other hand, no matter how often we have fallen, if today we are repentant sinners, God is ever ready to forgive and accepts us as his children. You are responsible! In a road fog a driver pulled up on the Santa Anna Freeway in California to change his flat tyre. To avoid hitting him the car behind slowed down so rapidly that a third car crashed into him. In the Gospel Jesus tells this parable of the two sons to vindicate his proclamation of the good news of the kingdom. The parable is a proclamation of God's mercy towards sinners. The parable speaks of the man who has two sons and he says to the first My boy, go and work in my vineyard today. and he answers, I will not go, but later on thought better and went. The man then goes to his second son and said the same thing who answered, Certainly Sir, but did not go. Which of the two did the father's will? Who is the truly obedient one? Jesus conveyed his message in the form of a story, a story which apparently did not have any mention of the divine and seemed to speak of everyday realities. The two sons mentioned in the parable stand for two types of people, two types of believers and we have to decide which type represents us. The son who said 'yes' but did nothing about actually doing what the father desired, primarily stood for the Jewish people, who claimed to be followers of Abraham, their father in faith. They claimed to be God's people, yet they rejected the prophets, they rejected John the Baptist, they rejected Jesus Christ. The second son, who said he would not go but ultimately went is not a model son either but definitely the better of the two because he did finally obey and what is more important, did what the father wanted of him. Jesus likens that son to the tax collectors and sinners, who came to listen to John the Baptist and repented of their sins. That son would stand for the many gentiles, the many pagans, the many agnostics, the many non-believers, who say they do not believe in God, yet live honest lives, lives filled with compassion, lives ultimately acknowledging the divine. In the final analysis our faith is seen and judged by the quality of our lives lived in our day to day dealings and interactions with our fellow human beings. We will be held responsible not for the past but for the present lived with or without love. How we live professes our faith! Joe never attends a planning meeting. He does not see himself as articulate enough to formulate plans for the neighbourhood or for the parish. But when it comes to doing the job is always there to work. He knows that actions speak louder than words and he lives accordingly. The proof of faith is good works. Love of God is shown above all in generous service to the neighbour in need, without distinction of social class or religious practice. Joe is often impatient with people who promise much but deliver little, who think that talking nice words is an adequate substitute for effective action. Jesus shared Joe's impatience, as we read in today's gospel, where the father tells his two sons to go to work in his vineyard. One refuses at first but goes. The other promises to go but does not. The top seed and highly rated WIM Bhakti Kulkarni ( 2281) finished fourth, just after Ivana ( 2073). Both Ivana and Bhakti were tied with 8 points each, but Ivana won on the tie- break after being on equal terms on several counts used to break the deadlock and pushed Bhakti to the 4th. Hats off to Ivana for being the only one to keep Goa’s flag flying high as the event was held in Goa, even though she was in donor entry category. In fact, she became the only Goan to have a podium finish in the entire championship hosted by Goa Chess Association. Ivana’s superb achievement is all the more creditable as she is just 12, studying in Std VII at Our Lady of the Rosary High School, Dona Paula. In comparison, Bhakti, from whom much more was expected given her norm and high rating and after being awarded the Dilip Sardessai Award is 19 and a college student. That apart, that Ivana held Bhakti to a draw is a true reflection of her high potential at such an young age. Ivana remained undefeated, having recorded six draws and five victories in 11 rounds. Unfortunately, Bhakti who came very close to obtaining a medal lost two games on the trot, or else she might have walked away with a medal. WFM Pon Nkrutikha ( 2044) of TN won the championship defeating WFM R Bharathi ( 2112) also of TN. She tallied 9.5 points after 11 rounds. Nkrutikha had offered a draw but her opponent continued playing. It was a Grand Prix attack which R Bharathi could not handle and lost in just 18 moves. WFM Rucha Pujari ( 2145) Maharashtra collected 8.5 points which gave her the silver. Ivana drew her last round with Nandidhdhaa PV of TN and with 8 points and claimed the bronze. Bhakti won her last round against A Akshaya and totalled 8 points to finish fourth. The stadium, with proper parking facilities and a sound traffic management plan, will be a great asset to the city and can primarily be used to host school and college games and first and second division matches with top quality games being held here once in a while,” she said. “In addition, clubs from Panjim and surrounding areas will get the opportunity to play against one another thereby promoting the spirit of brotherhood, a competitive atmosphere and friendly bonding amongst the local residents,” she said. HISTORY OF 'PANGIM' IN SNAPSHOTS By DALE LUIS MENEZES Panjim, the capital of Goa, has very few rivals as far as beauty and architecture in the whole of India. Its wide roads with huge shady trees lining them and the many Indo-Portuguese houses give one a feeling of great joy. I particularly like to take a walk from the Kala Academy area to the ‘ferry’ bus stop whenever I happen to be in Panjim. The cool and salty breeze of the Mandovi acts as a balm on frayed and irritated nerves. This is a city that we all love and cherish. This city has changed a lot during the last 10 years. So what do we do if we want to know how Panjim looked like when it was established and how it has grown and evolved ever since? Vasco Pinho’s Snapshots of Indo-Portuguese History – I: Panjim would be a great beginning. Vasco Pinho’s book is a collection of events and monuments associated with Panjim. Along with Panjim he also explores the areas that surround this city: Dona Paula, St. Inez and Taleigao. This book is not arranged in a chronological sequence because the aim of the author is only to present the main “vignettes” and important events in the life of Panjim. The topics dealt in the book are described briefly and they surely appeal the reader. Vasco Pinho was compelled to write this book because, “…the entire stretch of Indo-Portuguese history has been converted into an object of relentless attack whenever and wherever it suits some of us. As a result, the level of ignorance about this period is not just palpable, it is incredible.” Earlier I had made a reference to the cool and salty breeze of the Mandovi. The etymology of this word “Mandovi” had always bothered me as I came to know that many places outside of Goa were also called Manddvi. But not anymore. Pinho explains, “The name Mandovi or Manddvi is thus derived from the office where duties were collected or from the local practice of collecting mandd (duties) on goods during the pre-Portuguese Hindu and Muslim periods.” A custom-post in Persian or Farsi is known as Mandubi, and that explains, I guess, why many places in India have a name closely similar to Mandovi. A very tragic incident which occurred in the Mandovi is also narrated. “For the people of Goa, the Twentieth Century began on a tragic note. A major disaster occurred on December 3, 1901, at 7:00 a.m. The motorized launch ‘GOA’ capsized while crossing the Mandovi from Verém to Pangim. Of the estimated 165 passengers travelling by that launch, 81 met with their watery grave. The passengers were on their way to Velha Goa’s Feast.” Vasco Pinho further informs us that, “On December 3, 1902, a cross was erected on the southern bank of the Mandovi, near the Caes dos Gujires, in memory of the 81 persons who had perished in that disaster.” This book is not written in a style that can be termed academic. It was also not intended to be so in the first place. But the information contained in the pages of this book could come in handy to a scholar researching about Panjim. There is also another reason: all the inscriptions on various monuments in Panjim are translated in English. One need not run from pillar to post to read the Portuguese writings, especially because not many Goans can boast of proficiency in the Portuguese language. Most of the book is a collection of facts (or should I say glimpses?) strung one after the other, which while making the narrative rather stilted, could be used to study how the city grew in time and space. Vasco Pinho could have arranged the various events, monuments and buildings in his book in such a way that it would give a picture or a sense of the development and evolution of Panjim. Many photographs which this book contains are not large enough and one has to tax one’s eyes to search for the details. In this snapshot history of Panjim, the human angle or the people feature rather rarely. It is a history of this building, that street or some other monument or landmark. I recall Shakespeare once remarking, “What is a city without its people?” On the other hand, it is worthwhile to know what how a particular street or building was known in the past. This is because in the recent years, Panjim has been at the receiving end of cultural fundamentalism and chauvinism. Efforts are being made to erase names and things that “sound” or “look” Portuguese. Against this background of dark foreboding, Vasco Pinho’s writing would serve to preserve the memory – or rather the history – of this city we love so much. Vasco Pinho also tells us that after liberation Panjim became Panaji, which is a Marathicized version of the Konknni Ponnje. A list of all the Viceroys and Governors of Portuguese India is also given in the annexure. Lastly, a word of praise must be made to this ‘self-published enterprise’ of Vasco Pinho. De Souza Despite the nonracial image that the Portuguese always sought to convey, particularly through the propaganda of the Estado Novo, the concept of Lusophony remains largely restricted to the language, and to Portuguese speaking countries. What restrains the Portuguese from exploring the Albuquerquian policy of inter- racial linkage in their present- day drive to promote Lusophony, wider? The relics of Portuguese architecture or other forms of art is one area that can help more easily to establish linkages. Being dead links, they are less problematic. But the promotion of lusosphere could delve into the populational and demographic studies, not limited to luso- descendentes, but including all luso- native breeds, so as to identify a deeper racial integration. Multidisciplinary methodologies will be required to trace the infiltration of the Portuguese blood through females married into native Goan families. The cohabitation may have taken other forms as well. The publications of Germano da Silva Correia and Jorge Forjaz are of limited help for this sort of research. They do not seek the native links; they seek almost to distance from them. Roberto Bruto da Costa, in his A Hydra do Nativismo ( 1920), writes that the Costas ( of Margão) had many family members married to the Europeans and descendentes . Luizinha is remembered till now in a Goan folk song: she is told not to cry. Her husband had taken a good beating and cut to pieces ( foddle pole, keleai vante ). The mestiço captain, Joaquim Garcez, was sent to Divar to rig the municipal elections in favour of the white Government- backed candidate in November 1854. He was done to death by the locals. Beatriz is the protagonist of a novel published in Lisbon in 1885 by Fernão de Goa , probably a pen- name of Eduardo Ignácio da Camara, who arrived in Goa with expeditionary troops sent from Portugal in 1871. Later sent to Timor, he was killed by the natives in 1895. He was married in the Costa Leal family, once in charge of the administration of Assolnã and other villages that belonged to the Marquis of Fronteira. There are some indications that Thomaz Ribeiro helped in editing the book for publication. The novel was dedicated to the governor, Visconde de S. Januário. Roberto Bruto da Costa, in the above book, quotes extensively from it to describe the Marcela revolt of 1871, which provided the subtitle to the novel: The mysteries of the last revolt in Goa. The novel uses Konkani words and expressions, written in the Portuguese ortography of the time and probably as the descendentes pronounced them. For sample: Conré ( who is it?) xaró ( boy), paqueló ( European), Inga ió, Bia naca. Cai curná tucá. [ Come here. Don ´ t be afraid. I shall not harm you]. Curious is a comment in a footnote describing Konkani as a language peculiar to Goa and as an adulterated form of Marathi. The novel conveys quite vividly the mentality and lifestyle of the descendentes, including the women folk and their social rivalry with the females of the native elite. It refers to the Caranzalem beach as the gathering point of the fine flower of white gentry, described repeatedly as goanense. The Cabo is described as Sintra of Goa, due to its bucolic environment. It does not fail to mention that natives and descendentes hated each other, but that descendentes disliked Europeans more than the natives did! In the context of the revolt, Beatriz represented the interests of the descendente females that egged on their white mates to rebel, so as to ensure rise in military rank and salary.
