The Subodh Kantak saga is a very dark chapter in the 50 years of Goa’s Liberation. One of the few achievements of the Digambar Kamat government was that it has been able to shield and protect the illegalities committed by India’s highest paid Advocate General Mr. Subodh Kantak. Inspite of Chief Minister Digambar Kamat’s repeated assurances that the Advocate General’s fees would be slashed and brought on par with the AG’s of Maharastra, Karnataka and Gujarat, the Chief Minister had taken no action and allowed Mr. Subodh Kantak to recklessly bleed the State exchequer making him India’s highest paid Advocate General. Due to the unsound politically tainted legal advice being given to the Government by the Advocate General, almost every decision taken by this government has landed up being challenged before the Courts with most of them already quashed and set aside. Mr. Subodh Kantak instead of upholding the dignity and self-respect of the high constitutional post has tarnished the image and sanctity of the post by not maintaining the required high standards of professional ethics and decorum. Homer Jack's report is very detailed since he was present for the Press Briefing given in Panjim at ten o'clock evening when things were deemed finished and the 'satyagrahis' 'routed'. Perhaps, unknown to me, there is a tangible memorial to one Panna Lal Yadav, so beautifully memorialized by Journalist Jack in the main body of his story (at least thirteen of them died) and in his closing sentence, And I shall never forget the supreme sacrifice of Panna Lal Yadav and how, so silently, so determinedly, so wonderfully calm his comrades sat around his body on the stone floor of the ancient Hindu temple. Can anyone stop MMRDA from destroying bombay ? Frankly, I do not know, and there are AFAIK no statistics to prove one way or another. What I *do* know is that *some* foreigners did and do speak Konkani fluently. This is specially true of young kids who grew up in the villages, and had Konkani-speaking Goan kids as their playmates. Just to give one example: the German girl who unfortunately got caught up in a badly politicised controversy in which there were all kinds of interests (as the son of a controversial politician was involve), had grown up in my village. Local kids spoke to her in Konkani, and she was referred to as if she was some kind of a local. Even a school like the century-old Mater Dei, in Saligao, today has a number of foreign students (because it is a privately-run unfunded school, and has an English-medium primary). Though this ICSE school is not obligated to teach Konkani, they do teach it to those who don't take a foreigner exemption from Indian languages. Some kids there speak English too with the most Goan of Goan accents, though their genes could be traced to Germany, Sweden or Kashmir! (ii) The second question is how easy or difficult the Konkani language is to learnt... Spoken Konkani is not difficult to master. The current official Konkani is difficult, specialy for those not familiar with the Devanagari script. Apart from the script, one also has to cope with the Antruzi variant of the langauge there, which is not the commonly spoken kind in large parts of Goa. Of course, it is still hard to find Konkani learning courses and texts, in Goa itself! Not to speak of tutors (many scholars face this problem). But for foreign children, growing up with local children, this is hardly a problem. Lastly, I think Richard Burton's experiences a century or more ago are hardly relevant to the experiences of tourists (and their children) in today's Goa. So he knows a German girl speaking in Konkani and extrapolates that to mean foreigners speak in Konkani fluently. Yes, young children exposed to any language have the ability to learn that language. Infact, linguists and those companies that make Phonics for children are at pains to study how exactly children learn language. But we are talking here of many foreigners who resided in Goa presumably as adult fun-loving, pot-smoking hippies of the 1960s that according to Dominic spoke fluent Konkani. And I say, this is a near impossibility. For an adult to learn a language just by casually listening to it, is an impossible task. Try it!! Ask the Konkani-speaking Goans living in Swindon how easy it is to learn to speak English fluently. Their children of course will master it. And if you are dealing with languages such as Arabic, Hebrew, Mandarin or any of the Sanskrit derivatives then it is twice as hard unless you study it as a language for many years. Secondly, I have no idea by Frederick has summarily dismissed Burton as irrelevant to the discussion. Burton was a dedicated linguist -not a casual observor or weed smoking tourist, and my point is even he does not have Konkani listed as one of the languages he spoke fluently, despite the fact that he must have heard it spoken frequently around him. This was a priest that was stationed in Baroda. Because of his relationship with the priest, Burton's quarters in Baroda were nicknamed The Inquisition. Notice, he chose not to converse in Konkani with this priest but in Portuguese. And what is this baggage that he came with and how is it different to contemporary interests in a discussion relating to language? I challenge Frederick to tell me about Burton's baggage. I am only putting forward this challenge because I know I can confidentaly beat Mr Noronha to a pulp in discussions relating to Burton :-) Now one reason why he would not have bothered to learn the language was because it had not value to him in his army career. But his closest aids in his expedition into Africa were Goans and had he been speaking to them fluently in Konkani then much would have been made of it. Instead, it his Goan boys, who probably knew a bit of Hindi and English, who were expected to be translators within the group. Though this ICSE school is not obligated to teach Konkani, they do teach it to those who don't take a foreigner exemption from Indian languages. Some kids there speak English too with the most Goan of Goan accents, though their genes could be traced to Germany, Sweden or Kashmir! It prefers to lose Rs 25000 plus annual grants for not taking action It is one of the Panchayat that is hauled up by High Court for not adhering to its directive It is unable to find, locate a sight for garbage dump any where in Chinchinim The whole of Chinchinim, like many other places in Goa is a big, open dust bin The connecting roads through Chinchinim are a boon to those , who fling garbage in plastic bags all along the roads There is no determined plan to tackle this issue on a sound footing from the local body The Govt also does not in any way promote and encourage cleanliness in the village. In the past every house used to maintain an open pit for all types of wastes including wet wastes generated by the individual house hold To day every one is sensitized and conscious of garbage disposal .But the process is to keep our compounds immaculately clean by dumping waste somewhere else and roasides are the most dumping grounds The Zilla Panchayat member distributed free reusable bags to no effect The Panchayat along with Chinchinim Citizen`s committee and citizens groups, confiscated plastic bags and even fined the holders for flouting the ban order of the Panchayat An awarernace campaign was carried out with the schools in Chinchinim supported by the Panchayat The Lion club at Chinchinim distributed reusable bags at cost price, The CCC also made available returnable bags with a deposit. All the deposits were forfeited by not rerunning the 40 bags issued all attempts met with failures. Adv Furatado Agnelo is the most passionate crusader about the issue In fact he is humorlessly nick named as the GARBAGE MAN He organised many a seminars, distributed paper bags, distributed pamphlets even on Government subsidies but he receives no support for actions on the ground The Panchayat has boycotted his initiatives by not even attending the meetings He is undaunted and resolute to this day. He continues to conscientise on the problem, funding his self promotion campaigns. The Panchayat does not insist on Garbage management by residential housing collonies, for which it issues no objection certificates for construction These hosing complexes greatly add to the pollution scene in Chinchinim Now there is good news through private initiative by Benny D`Costa at Bamado, Chinchinim .Incidently he is also the secretary of Goa seamen Association and earlier took up the issue of illegal Mosque at Chinchinim Most notable is that he has provided a site in his own property as a dumping ground, when for years the Panchayat has been helpless even to suggest a suitable site for waste disposal According to him the Panchayat has not yet issued the no objection certificate to him The village Panchyat of Navelim is in conversation with him to collect Garbage He collects all types of Garbage provided it is clean and except wet Garbage He collects the wastes from along the roads and all those who requests him by roadside only Most of the places and roadsides appear clean due to his voluntary effort. Segregation is also done on the site. At the moment the collection is on a weekly basis The Panchayat, our local representative ,Lions Club, and other social organisation should at least support financially his efforts,making a common cause with his initiative. The Panchayat has no excuse now, in not collecting and depositing it on this site He states it is an act of social service, concern and love for cleanliness in Chinchinim, though it is not a financially losing proposition or profitable one either The People Of Chinchinim are proud of his taking the challenge and salute him He has succeeded where others have not even ventured or failed in their efforts Can the Govt take a look at this small initiative and support it with resources needed ? Congratulations, but it is much too late in time . Going back to many years, I read a very promissing advertisement in the Navhind Times ( just like this post). I wrote to the box number in reply to say to the advertiser May God help you in your endeavour to Save Goa Why? Because I felt that Goans are getting up at last. To my surprise, I got a response to my letter inviting me to join up. A one page constitution of 'VOICE OF GOA' party was included. The party was ready to be registered with Election Commission of India. To cut the story short, I met the gentlemen concerned, deliberated with them, chipped in my bit towards the registration but never joined the jing-bang. And from the outside, I am proud to have dissolved the so called 'Voice of Goa' party with everyone going home to call it a bad dream. Why? Because, this would have been another of Goa's parties to follow in their foot-steps to make money by giving tickets. The old man who had his VISION snatched away from him twice, never recovered from the shock. May his soul rest in peace. I am not very enthusiastic about this post by M Britto too. If Goans are getting up, let them get up to demand SPECIAL STATUS for Goa ( which GRA is doing) before Goa goes down the drain. Then and only then we shall Liberate Goa that has been annexed by force and made into a sordid colony by India. I, however do not agree to Mario Soares' (Portugal) views as published in the NT today [4/11/2011-Pg. 8]. He ( Mario Soares) shouldn't have been in such a hurry to sign the co-operation treaty with India on 31st December, 1974 without so much as confiding with GOANS who have been left to hold the porous bag whether to sign it or not. The Superintendent of Police North Goa Mr. Arvind Gawas had by a letter dated 21st October directed Mumbai Senior Advocate Amit Desai to urgently refund the five lakhs that was erroneously paid to him under a bonafied belief that he had appeared for those four hearings before the Bombay High Court at Goa in the Ryan Fernandes confirmation of death sentence case In his reply to SP Arvind Gawas, Adv. Amit Desai has stated that when he was approached by Advocate General Subodh Kantak to appear in the case for the State of Goa he had clearly indicated that he would be charging Rs 1,25,000 for each day he was required to be in Goa either for meetings, preparation or appearances in the Court. Adv. Desai has further stated that he was also entitled to Rs 25.000 per hour for any conference held at Mumbai. Stating that his appointment was done by the Law Department at the request of the Advocate General, Adv. Amit Desai has stated that he has raised bills as per the actual understanding. Adv. Amit Desai has also sent the Goa Police the legal opinions of two former Supreme Court judges Justice B.N.Srikrishna and Justice S.N.Variava from whom he had sought a written opinion to support his case. Interestingly the legal opinion given by Justice B.N.Srikrishna is dated 19 th October which is two days prior to SP Arvind Gawas’s letter to Adv. Amit Desai. Justice B.N.Srikrishna in his 14 page legal opinion has stated that in his opinion Adv. Amit Desai was entitled to charge conference fees for all the days he was in Goa. Stating that fees charged by Adv. Amit Desai were reasonable, Justice B.N.Srikrishna has opined that the government order stating “per appearance” did not state that it was appearance before the Court. Further stating that it would be unfair to embarrass Senior Advocate Amit Desai by raising such a dispute, Justice B.N.Srikrishna has also opined that instead of nitpicking the Government of Goa should take a reasonable view in the matter. Justice S.N.Variava in his 4 page legal opinion while stating that Adv. Amit Desai was known to be a very busy and much sought after Advocate in Mumbai has opined that the term “per appearance” must necessarily mean “appearance in Goa” and not “appearance in Court”. Justice S.N.Variava has further warned that Goa Government will face a situation where its cases are not properly represented as it will find it difficult to get Senior Advocates from outside Goa to come to Goa and appear in matters on behalf of the Government. A Kuwaiti man and I were standing side by side, when we ought to have stood one behind the other, for a turn to get our construction drawings copied. After the client before us was done with, the Kuwaiti, as all of them think is their prerogative, went ahead of me to the machine. I let him hear my displeasure, mildly though, and the man quickly turned back and apologised: “Borem re baba, tum zalear tum voch”. First of all, how did a Kuwaiti come to speak in my mother tongue so spontaneously , and secondly, how did he guess I was a Goan? Having been overwhelmed by such a gesture, not only did I give him the privilege due a Kuwaiti, but even got to know him better. He was a member of one of the oldest families of Kuwait, the “AbdulRazzak’s”, who had made Goa his second home for several years, but gave up just when the Portuguese did, to join the family business back home. His uncle, incidentally, was a sponsor of the “Indian School” in Kuwait. As for the second part, the Kuwaiti in question, as indeed most of them in those times, could easily distinguish a ‘farangi’ Indian from a ‘Hindi’. I only became aware of this as time went by, and that was perhaps one of the reasons how, my chance encounter with a Konkani speaking Kuwaiti drew us closer to each other, along with his Aligarh University graduate uncle, Khalid. This was a priest that was stationed in Baroda. Because of his relationship with the priest, Burton's quarters in Baroda were nicknamed The Inquisition. Notice, he chose not to converse in Konkani with this priest but in Portuguese. For that matter, even an Asian with a PhD in French may not produce the same accent as a French national but he surely can speak French fluently. Immediately after Goa’s liberation, many Goans learned Hindi by watching Hindi movies. Their accent was not perfect but that does not mean they could not speak Hindi fluently. Goans who worked in the Gulf, learned Arabic and used the language in their respective fields. Their accent may not meet Arabic standards but that does not mean they cannot speak Arabic fluently. As far as your assertion regarding Sir Richard Burton. He may have hired Goans as his personal valet or cookboys but I doubt he spent 'all of his time' with them to learn Konkani.
