Send an email to eve...@goanet.org with contact details --- Why did it take Principal Secretary Mr. B Vijayan over two months to say that his verbal permission had been sought by former DGP Aditya Arya to travel to Gokarna. If that permission was indeed sought by phone on October 15th which was a Saturday why was it not documented in written on the next working day. The rule clearly mandates that there has to be a written permission from the Chief Secretary for any official vehicle to leave the State. Arya had in writing also claimed that he had taken the permission of Chief Minister Digambar Kamat. This is something the Chief Minister has denied. And if that trip was official as Arya claims he needs to explain as to what was the role of that Panaji Wine Merchant and a young lady who accompanied him to Gokarna. Arya needs to also explain about his other trip on November 25th where he parked his official vehicle at Molem check post and traveled to Belgaum in a liquor loaded Karnataka police vehicle while returning back to Goa via Patradevi. These are not isolated cases of vehicle misuse. The Goa Police are fully aware that Aditya Arya grossly misused official vehicles all through his seven month stint as Goa’s DGP by behaving as if he was a law to himself and answerable to no one. And Arya’s own admission that he had asked free passes for that Sunburn show and some donation from the organizers towards the Police welfare fund is also very disturbing. Did he have the consent of the Goa Government to make such a demand? Such demand in return for a police clearance to host the show was in extreme bad taste. It would be interesting to know what pound of flesh would have been sought to allow the flesh trade to flourish. Corruption in whichever form and kind is unacceptable. A clinching letter signed by Principal Secretary I B Vijayan, who was the acting Chief Secretary on October 16, the day, Arya took his official vehicle out of the state’s border to Karnataka, confirming that the DGP has sought permission which was accorded, exposes that harassment meted out to him, which ended with his sudden removal. It is no secret that Chief Secretary Sanjay Srivastava who sent a barrage of communications seeking his explanation for what is seemingly, a very minor transgression – if at all, was the principal architect of this harassment. Principal Secretary IAS I B Vijayan's letter to Arya states “ I confirm that you ( Dr Arya) had contacted me on October 15 on phone requesting for permission to go to Gokarna on October 16. I had granted permission to you to go to Gokarna on October 16 in my capacity as Acting Chief Secretary.” The letter dated December 28, 2011, was in response to Dr Arya’s request on December 27, after he was removed as DGP, to substantiate his explanation with evidence that he had sought prior approval for his Gokarna tour. The sinister attack on the upright officer fighting the drug mafia and prostitution racket in Goa was revealed by this document, a copy of which is in exclusive possession of Herald. It further reads, “ This letter be treated as written approval for Dr Arya’s official tour to Gokarna and permission to take staff car outside the State.” Documents also revealed that despite prior permission having been granted to Dr Arya on his visit, the ‘ unhappy’ Home Department barraged him with letters demanding written clarifications and submission of documents. To begin with, within hours of receiving a complaint by lawyer- activist Aires Rodrigues on October 20, Chief Secretary Sanjay Srivastava called for a verbal and written explanation from Dr Arya within 24 hours. Imagine, a written complaint for taking a vehicle out of the state, within four days of the trip! Dr Arya’s reply to the chief secretary described the allegations as ‘ false and baseless’. “ I had visited Karwar and Gokarna with the permission of the government. You may be aware that Karwar and Gokarna are important transit routes for narcotics drugs and psychotropic substances to enter Goa and this belt is strategically important from Coastal Security point of view also,” he stated. Salgaocar led 1- 0 at the break. East Bengal have not won against Salgaocar since the 2001 National Football League and when captain Mehtab Hossain was sent off in the 16th minute for a second bookable offence, it was clear that East Bengal’s jinx would continue for some more time. Goals from Francis Fernandes, Ryuji Sueoka, Elijah Junior and Nicolau Colaco helped Salgaocar score a much- needed victory. It was a big village and for the sake of governance, was divided into 40 roads. Each road had its own tribal chief and all the forty tribal chiefs were under the rulership of their tribal king, a balding, fat nosed, serious looking man. The land, terrain, valleys, hills, rivers were all resplendent. This attracted many travelers to Shenoa. Slowly, some of the travelers started buying large parts of Shenoa and the 40 tribal chiefs were so enthralled by the sound of 30 jingling pieces of silver, that they did not just sell the land but also started the sale of Marijuana and Hashish! They also made a fantastic Land Development Plan to loot Shenoa, and forced it upon the poor protesting people. People led a laid back life in this land of abundance, having Feni in the afternoons and maudlin music in the evenings, this wonderfully relaxed, easy going, peaceful lot. Most of them worked hard, but many of them spent useful time discussing purity of religion, clan and race. Since many had never ventured out of Shenoa, they loved to talk about the supremacy of Shenoa and wanted a special status for it in the kingdom of Bindustan. Historians now believe that the demand for special status was a consequence of the way the 40 Chieftains, chaotically, governed Shenoa. In fact, along with the tribal king, many of the tribal chiefs were so embroiled in mining diamonds, from under people’s fields and villages that Mother Earth cried and cursed in anguish. Somehow, the 40 chiefs kept successfully dodging the curses and kept flourishing. Instead, the curses fell on the hapless villagers, some of whom were part of an exodus to distant Middle East. What confusion and anarchy! For their livelihood, many villagers depended on boarding and lodging of travelers, who flocked to see beautiful Shenoa. These travelers were a mixed lot. Some of them genuinely valued Shenoa and some just came to have some cheap fun and violated the beauty and peace of Shenoa. Eventually, villagers of Shenoa, started a campaign of hate and xenophobia against the travelers, little realizing that one cannot measure everyone with the same yard stick, especially when one’s daily bread is at stake! On V Street, these great entrepreneurs made many products and went and sold it all over Bindustan. Yet, some of them claimed to hate the very people of Bindustan and some of them sought to align themselves with the colonial power which had ruled and exploited them, ages ago. Many such people, instead of integrating and finding solutions to their growing problems, spent their time in criticizing everything and fighting amongst themselves. And all this while the serious looking tribal chief himself was at risk of being buried in the mines that he was digging! After five years, in Spring came the time of reckoning and the choosing of the new tribal chiefs and king. Send an email to eve...@goanet.org with contact details --- Memories to treasure My sister was 4 yrs younger to me and a good companion till another addition after a gap of 9 years.I do not recall any childish fights and then I was either in boarding schools and college outside Goa. We had a difficult but comfortable life by old standards She gave up her school studies unable to cop up along with three of her colleagues At the age of 19, we accepted a proposal for marriage with the stiff conditions ,that she stays with us, until she has a home of her own. I was entering into service and father was to retire next year.Three children were born and had the guidance and support from us. She moved out after about 10 years with the dream of entering her own independent home That day was very sad for me with my attachment and, seeing the little ones moving out too .She had a happy marriage with a a caring husband,.Her standard and life changed for better. I always had a soft corner for her and would readily forgive and forget the little misunderstandings of casual nature.She had the satisfaction of seeing her children graduate and settle in life She gave her time and effort to the growing up of grandchildren, who were fond of her. When they left her because of education,she was sad ,missing her closeness to them Her elder son gave her a flight out of Goa about which she had natural apprehensions It was her well deserved only holiday abroad and we mentally prepared her for a comfortable journey She had pleasant memories captured on CD and she loved the wonderful experience and talked about it often. Soon thereafter she was taken ill..Immediate medical treatment , saw her back on feet, going about her daily routine Her husband was a great support,comfort and took maximum care and provided her with the best he could till the very end. The sudden and unexpected demise of her second son , rocked her like and earthquake,shattering her immune system, multiplying her woes. She could not live with the terrible experience and she mourned for him dearly. The daughters pains as she unfolded to me, troubled her immensely and was saddened by the events, that could not be remedied through her intervention. The best of medical treatment continued unabated,for two years, but she started losing hope She waited eagerly for the annual visit of her son .Her last public engagement was the mass and reception of her grandchild Eucharistic celebration. It appeared that that was the last thing on her mind and quickly started sinking. We had prepared for outward journey months ahead. I knew that she would not last my return. I extended all my last efforts as best as I could and visited her several times before my departure including the last day She became uncommunicative in the end and was in immense pain she received my departure with tears in her eyes in complete silence She departed without troubling any further , the very next mourning of my departure The news reached me after reaching my destination It was expected, but the merciful lord relieved her of agonies Her son and family were present for the last rites. I missed the occasion,but that is not an important formality ,as I did what I had to do during her life time My son became the representatives with all my children out of the place she depended on us for guidance till her children were married could decide for themselves most of the time. I miss my simple, loving and unassuming sister with dry tears and heavy heart. I am still snowed down with work, but no youngsters want to join. The middle-aged have their own fires going. Now I am thinking of getting people who have retired to join. If we don't block many of the things that are moving Goa in the wrong direction at the moment, this place will be unliveable in the next 2-3 years. The Russians have taken over north Goa beaches from Morgim onwards. Developers are selling plots and buildings and new schemes in almost all the coast villages. Shacks and beach beds now crowd even the turtle nesting beaches. The CRZ notification will soon be a piece of paper fit only to wipe your ass. We have had some success in limiting mining: 32 of 90 mining leases are now closed. We have 58 more to shut down. Goans are fighting like never before. But the fight is still largely inchoate, anarchic, unable to focus, since most groups are fighting each other rather than the real shaitan. How many times I have pleaded that we should not war with each other in public even if we violently disagree. But the melee is unended. Government watches with glee. It has staying power. We can undo its actions bit by bit, but only with systematic and dedicated action. They bring not only themselves but also their vehicles into this tiny Goa along with their arrogance and disorderly behaviors. This seems to have become an annual feature when Goans cannot enjoy New Year as there are huge traffic jams making it almost impossible to travel after sunset. The profits of a handful of Goans cannot be allowed to inconvenience the larger section who have nothing to benefit from this greed and avarice except face the nuisance. The Santa Monica jetty in panjim is an absolute nuisance to the public as lot of time is wasted in traffic congestion and obstruction by Jay walkers. It is high time that tourists are prevented from disrupting the life of Goans who have to stay indoors on New Year. This is definitely not the quality of life promised in then RP-2001 and present RP-2021. Goans need to celebrate the New year by assembling in thousands at Panjim KTC circle and have a street celebration all through the night. Do this and the blind Government's eyes will open almost immediately. Instead of fighting for Anna's/BJP's Jan Lok Pal, Goans should first learn to demand their little rights that matter everyday. 1. He was interacting with his fans during the monthly programme ‘Meet the Artiste’ – ‘Kolakorak Bhett’ organized by Tiatr Academy Goa (TAG) recently. Cyriaco Dias, who is also a freedom fighter, speaking further said during his childhood, he scripted a tiatr namely *‘Zomin Amchi Hukum Tumchi’*which was against the dictatorship of the Portuguese in Goa. However this play did not see the light of the day as his elders did not permit him to stage the play due to fear of the Portuguese dictatorship. Cyriaco Dias who has dominated the tiatr scene in the 1950s, 60s and 70s performing numerous character roles said that his role as Jesus in the tiatr *‘Soddvondar’* was the best in his carrier. However, tiatr lovers loved his role as the Goan landlord of the Portuguese time. He could perform the role with authenticity as Cyriaco was fluent with Portuguese language. And now, for something completely different - an old African saying states that “If you want to go quickly, go alone. If however, you want to go far, go together. It is not clear what is one suppose to do when one needs to go far, and quickly – which is what we need to do in the case of saving Goa’s environment. Encouraging the Goan Diaspora and Goans in Goa to rise to the challenge of saving Goa’s Nature and biodiversity, by exercising their citizenship and democratic rights by just signing the petition for the protection of our Western Ghats and setting up the first tiger sanctuary in Goa, has been an uphill battle and disheartening struggle. It has been difficult to convince Goans of the importance of taking just a minute of their precious time to contribute to something crucial, like the possibility of a pleasant and relatively easy life in Goa in the near future, by saving the Western Ghats , which will above all ensure Goa's water security, as its forests feed the rivers of Goa, besides providing many other crucial benefits to life in Goa such as regulating its climate and being the habitat of a fabulous bio-diversity . In a couple of weeks we are about to end this battle because we now run out of time. The battle was meant to be against the menace of mining and construction industry and other vested interests determined to ruin Goa’s environment and the Western Ghats in particular. In practice however, it turned out to be a battle against the inaction, laziness and lack of sense of urgency and commitment from Goans in general towards the environment. The apathy and lack of action seem to indicate we as a people are quite happy with the culture of destruction that has now enveloped Goa and its people. How else to explain the fact that despite having two sites on the web to sign up, one in Goanet and the other on Goanvoice UK, and many reminders, we still don't have 3000 signatures!? What in fact the meagre results of the last signature count say about our people and their love for Goa, I leave it to you to reflect upon – this is after all, the traditional time of the year for reviews, reflections and evaluations and new year resolutions. If in the past 4 months you have not yet found the will and the way , and indeed just a couple of minutes that it takes to sign up such a significant petition for the benefit of public good and future generations, and for the very survival of Goa, this is your chance to sign up and be counted. Sure, he has come and gone a long way even before his tenure was over because he made the Govt very very uncomfortable. And Goa's self appointed lawyer helped to make a mountain out of a molehill. In the write up he gave in a local newspaper some days back justifying DGP Arya's transfer, he makes a case why Arya had to go. Not a word about the good work he had started and would have finished had he been here for his full term. The Govt needs to understand this. Clause 11 of Rules for the use of Government Motor Vehicles of Government of Goa states that whenever any vehicle is required to be taken outside State, prior approval of the Chief Secretary has to be sought. Dr Arya while clarifying his visit to the government has been arguing that Rule 11 does not demand written approval, an opinion also given by the Law Secretary to the Chief Minister. But with severe pressure from the government, the 1981-batch IPS officer requested the Principal Secretary B Vijayan to confirm his prior approval in writing to comply with repeated requests by the Home Department. Vijayan, who was the officiating Chief Secretary in October has confirmed in the reply note of having granted permission to the police officer to travel to Gokarna on October 16. (As reported in Herald on Friday December 30) As per the documents available with Herald, the Law Secretary in a meeting at Chief Minister Digambar Kamat’s residence on November 13 had opined that ‘prior approval’ includes both oral as well as written approval. Interestingly, soon after on November 24, the government issued a memorandum amending the ambit of Clause 11 from ‘prior approval’ to ‘written prior approval’ with retrospective effect. To this, the officer once again wrote back that his trip was under the provision of Clause 11 had verbal approval from the officiating chief secretary and it wouldn’t be possible to give a written approval subsequently when it was never asked for originally. Dr Arya, who has now joined the Delhi police as special commissioner, also alleged that Home Department has violated terms of RTI Act by disclosing the confidential information. “…It is unfortunately a clear indication of government stand to all the police informers that their identity will be compromised. Such disclosure could be fatal to intelligence gathering, which is an essential tool in curbing the narcotics menace,” he added. The war of words did not end here, as the Home Department on December 22 reacted that Dr Arya failed to comply with government instructions but also called him ‘evasive’, ‘irresponsible’, ‘stubborn’ and ‘recalcitrant with attitude of not submitting to government.’ Harassed by eight communications and meetings over a ‘small trip’, Dr Arya said the chief secretary was acting on malafied complaint and the subsequent revelation of secret communications between the chief secretary and the DGP by the PIO of the Home Department was in contravention of the stipulations of the RTI Act.
