Going through the list of affiliated member assocaition to the NRI Affairs ministry, I found only one Goan association, Goan Overseas Indian Association, based in Richmond, British Columbia, Canada. Suprised that the Goan Overseas Assocaition, Toronto, and the GOA UK are missing from the list. Why I wonder these two associations haven't registered themselves with the ministry. Hi Vivian, A few years ago I made enquiries directed to the author of Bwana Karani himself .. I was quite chuffed to actually get a personal reply by e-mail. He explained at that time t he few copies printed had sold out and since he had volunteered a share of the income to a Charity in nothern Kenya I could send him a small cheque to cover the cost of the bookpostage and he would mail it to me from a small number of books he had kept for his own purposes .I never got around to doing that and from the various discussions surrounding the book on GoaNet.. i concluded that his experinces as a Clerk in the colonial government service were very similar to folk who had served the Brits. My dad was a government servant too but never distinguished himself as the author has done. It wa he who in his capacity as Governor, cut the ribbon and inaugurated the new Goan Institute in Dar es Salaam, Tanganyika in December 1959. It was through the petition of his former Goan secretary, that Sir Richard Turnbull approved the issuance of a work permit for me to re-enter Tanganyika in 1959, a gesture that I can never forget. Having worked with Goans for a long time he had a very high regard for Goans, who were the backbone of the Civil Service and Banking throughout East Africa in the colonial era. Dear Tony all, Pardon me for this general and rather hasty response to some of the postings on goanet recently. For the benefit of all, Yes, Sir Richard was my Provincial Commissioner in the Northern Frontier Province; he then became Minister for Internal Security Defence, then Chief Secretary and Acting Governor of Kenya and finally Governor of the then Tanganyika and latterly first Governor General there too. Many years later, he was appointed British High Commissioner in Aden, but was treated rather shabbily by former Labour Foreign Secretary, George Brown, something he never got over. Just for the record, BWANA KARANI nearly never happened! When I approached Sir Richard in the 70's with a request that he contribute the Forward to my book which was then still in the embryo stage, he put me off by suggesting that writing a book was a very arduous and difficult task and quoted Samuel Johnson. Discouraged by his comments, the whole idea lay dormant for years,but something inside me felt that I should approach him again. This I did in the early 80's, and the rest, as they say, is history. I have a whole file of correspondence exchanged between us, many letters in his own hand writing - during that period. He was very co-operative and patient seeing he lived in Scotland and I here in Surrey. He was delighted when the book was finally published and wrote me a charming letter. Many other colonial officers who bought the book, and later more copies for their children and grandchildren, also wrote in favourable terms. Allow me to quote from just one or two such letters from former District Commissioners: *Once again, many thanks for all the pleasure your book has given me, a powerful * *reminder, if one was needed, of the dedication and loyalty we received from you and* *your Goan colleagues - the backbone of the Provincial Administration -another wrote,* *so glad you wrote the book for posterity, as without the Goan community,the salt of the* *earth, the Provincial Administration would never have achieved the standards it did* *Some goanetters may also remember my speech to former Colonial officers and * *their wives at Henley-on-Thames in Oxford when I reminded them, inter alia, that* *THEY GOT US ON THE CHEAP! And why is it needed anyway? Speaking for myself, I would argue that the genuine volunteer work is seldom propelled by a desire or need for such honours or whatever. Each of us know why we find what we do to be important. We don't need any convincing about that. The consequent satisfaction we get from doing it is more than reward enough. A greater honour would be if we could learnt to (i) keep rivalries and pettyness aside when dealing with one another (ii) not ridicule someone whose work we don't understand (iii) avoid pouring insults on others just because we disagree politically or otherwise with their perspectives on certain issues. If anyone wants to honour a wider cause, just stay off negativism, take on some new volunteer initiative. So many are already doing it, only they might not have the shoulders-of-the-giant-called-cyberspace to stand on! That is the best way of giving back. But where are all the volunteers who built huge community assets (from kudds to clubhouses, schools to what not) in another era? Peeling the onion of political ideology in India is an assault on reason. You have Hindutva rabble-rousers who held sway from 1998 to 2004. Then there is the intellectually bankrupt Left that met its Waterloo on the India-US strategic partnership agreement. Sitting on opposition benches, their one-point agenda is to defeat - which is difficult - or cause problems - which is easy - for the Congress. It is a matter of wonder how closely these two so-called inimical forces, the BJP and the Left, have combined time and again to oppose the Congress for short term political gain. There are also 1960s-style anarchic groups that include the Anna Hazare autocratic clique and Mamata Banerjee's socially and intellectually challenged Trinamool Congress. Plunk into the mix the personality cults of Mayawati; the dynastic set-up of Mulayam Singh Yadav, Karunanidhi and Naveen Patnaik; the slippery appeal of Jayalalithaa and the holier-than-thou stance of Nitish Kumar. These are mercenary formations that will sway whichever way the wind blows, depending on the political advantage they can derive. It is not clear what any of these groups stand for except opposition to the Congress. In 1974, the great anarch Jayaprakash Narayan talked of total revolution and called on the army to revolt against the Indira Gandhi government; today Anna has subverted his fight against corruption into an anti-Congress political movement. Talk about deja vu. The foolishness of the Anna band of civil society buccaneers was exposed when the moving spirit, Arvind Kejriwal, was forced to issue a statement that they are not anti-Congress. Earlier, when cornered by thinking people on a television show, he said thatIndia's muchadmired parliamentary democracy is a fraud. Such increasingly shrill utterances suggest he is completely out of depth on the national stage. Meanwhile, BJP leader L K Advani led a rath yatra against money in Swiss banks in a nonetoo-subtle bid to cash in on Anna's storm in a teacup against corruption. Of classic RSS vintage, he believes no one remembers his other 1990 Ram temple effort which led to communal riots. So where is the glorious temple he promised? He served as home minister and deputy prime minister for the six years the BJP-led coalition was in power. Advani's confusion was complete when he went to Karachi and lauded Mohammed Ali Jinnah as a secular leader. There are many ideological fig leafs that political formations wear in their relentless grasp for power: socialism, casteism, social justice, identity, chauvinism, Hinduism. Scratch the surface and it all turns out to be an anti-Congress position. As such, political analysis in India is best conducted on a dyadic presumption: there is the Congress and there is everyone else. So let's look at the Congress record. It has been the default option for the electorate. In the past quarter century, it suffered seminal defeats in the elections of 1989 and 1996. In each case, it was voted out of power on allegations of corruption. Each time, a coalition of parties was hastily put together that stood for nothing except opposition to the Congress. In both those defeats, any objective analyst could conclude the Congress lost because its governments undertook significant reforms that hurt the status quo. With Scotland preparing for a referendum which will decide if it will separate from the UK and form an independent nation, I have to ask myself, as an Indian citizen, why can't India behave in such a civilized manner? Why must Kashmiris and the North East suffer decades of bloodshed and violence? Why can't we understand that these regions have expressed a desire to be independent of India and that we must concede to their collective aspirations. Why can't Goa be given Special Status? Why must our idea of a nation be based on medieval thought process that equate it with territorial occupation and nationalist jingoism. Why can't we be pave the way, be the torchbearers of how humanity must move forward? Whatever happened to India, who once produced statesmen of the calibre of Nehru? Agricultural Productivity: Transitioning from subsidy regime to technology and open markets By Mr RakeshBharti Mittal, Chairman, CII National Council on Agriculture And Vice Chairman Managing Director, Bharti Enterprises Limited Rejuvenating India's agriculture sector, which provides livelihood to nearly 60 percent of the workforce, needs to be made central to the inclusive growth endeavour of the government. India's current policies for the agriculture sector are geared towards short-term solutions and revenue expenditure rather than long-term capital investment solutions. The dependence on subsidies squeezes government spends on critical infrastructure, technology and credit, in the absence of which farmers continue to use inefficient methods of cultivation. Given the recent pressures of a fast growing population with increasing food consumption levels, the need for increasing agricultural productivity through technology infusion and market-led interventions is gaining increasing urgency. It is well-acknowledged that every rupee of contribution to GDP from farming is twice as effective as other interventions in alleviating rural poverty. Further, agriculture is an indirect growth driver, as a growth rate of 4percent in agriculture translates into robust demand for other sectors. High agriculture growth also helps mute food inflation, a key concern. For all these reasons, agricultural productivity should be at the centre of the policy matrix. Yields per hectare of food grains, fruits and vegetables in India are far below global averages. Our rice yields are at one-third of China, and at about half the levels in Vietnam and Indonesia. Even India's most productive states lag global averages. For example, Punjab's yield of rice in 2010 was 3.8 tonnes per hectare as against the global average of 4.3 tonnes. The average yield for apples grown in India (JK) is about 11 MT/Acre compared to USA, New Zealand, Israel or China, where yields range between 30-70 MT/Acre. This pattern is typical of most of our agricultural commodities such as pulses and edible oilseeds whose demand has been rising faster than supply, adding to food inflation. The substantial hikes in Minimum Support Price for rice and wheat in recent years have distorted production patterns, resulting in loss of benefits of crop diversification and inadequate focus on cash crops. Lack of crucial inputs such as infrastructure, post-harvest linkages and technology further results in losses across the supply chain. For example, gross capital formation in agriculture and allied sectors has been below 3 percent for years. The experience of other economies at similar stages of development is instructive. Brazil, China, and several south-east Asian countries have leveraged technology and instituted trade-friendly policies to bring in greater private sector investments into agriculture. In India, where 80 percent of landholdings are of less than 2 acres, it is essential to find economically viable solutions to improve farmer incomes. India has the capability to leverage existing crop technology or develop new technologies for raising productivity and sustainable agricultural development. Technologies for energy saving, environment protection, and satellite mapping need to be also infused into the sector. All this would require high investments. Such investments can be attracted from the private sector, which has largely remained outside the effort of agricultural capital expenditure. A number of legal and policy interventions could help augment private investments. For example, the Agriculture Produce Market Committees Act has yet to be revisited in many states. Supply chain infrastructure creation such as warehousing, cold storage, and rural roads, would also bring in private funds. India's storage capacity falls short by some 15 million tonnes, leading to wastage of hundreds of tonnes of food grain each year. Private sector is capable of large-scale technology infusion. As per the complaint registered by a girl in Bicholim she had a photo uploaded on the facebook along with her friend. She was shocked to see another profile in which her same photo was used after cropping it alongside another person.When the girl tried to know about the identity of the other profile the unknown person warned her through chat and also sent her obscene sites. Following the incident the girl registered a complaint with the Bicholim police. A case was registered under section 66 A, 67 A of IT Act. Having said that, if the administration and postings of articles of the Goanet were left to intellectuals only, the question is posed: How many posters and how many articles would we have on Goanet? *Traffic Safety: Weak* By Adv.Radharao F.Gracias * * Goa has just celebrated another traffic safety week, which has been more unsafe than any other, so the record seems to indicate. What is it that makes our roads, so unsafe and our drivers so reckless? May be, the answer lies in the sudden wealth, that everyone in Goa seems to be now accumulating along with disdain for the law. I was traveling, through Sri Lanka a few years ago. Our vehicle crossed a level crossing, in Colombo and to my disbelief, it was not manned. I could not comprehend, how it could be so, in the capital city of the country. More over, the country, was in the midst of an armed conflict with the LTTE and there were road barricades, all over. And yet no barricade at the level crossing. Here in Goa, in my own village, we have been disadvantaged by the railway line for more than a century. Crossing the railway line has become even more difficult, with the advent of the Konkan Railway. The railways, refuse to provide a level crossing on the ground, that it incurs recurring expenses, to pay the personnel manning the gate. On my return journey in Colombo, I was particularly keen, to see, how traffic at the unmanned level crossing proceeded, trouble free. The answer was awaiting. The traffic had formed an orderly queue, on either side of the track. There was no traffic barrier so much a part of a manned level crossing in our country. There were only traffic lights. And the motorists respected them. No recurring expenses whatsoever. The traffic lights are linked, to the signal for the train and work in perfect harmony. And so, do the motorists. One cannot even imagine, slightest of respect for traffic lights here in Goa. The pedestrian, in the west is a motorist, who has just parked his car. He respects the pedestrian and the motorist possibly because, both are one and the same. Here, in Goa a motorist is a pedestrian, who has just purchased a car. He, then comes to own the road. And does not remember, that he ever was a pedestrian. Woe, to anyone crossing his path. The pedestrian is more likely, to end up as an obituary reference, in the local newspapers with the refrain “died under tragic circumstances”. Traffic circumstances, would perhaps be more appropriate. The procedure for obtaining a driving licence is clearly outlined, in the Motor Vehicles Act. Anyone, desiring to obtain a licence for a two wheeler is required, to make an “8” along the width of a standard road. I remember, in my school days, it was quite an ordeal and licence seekers would practice for hours together and still fail, to make the “8” at the first trial. However, now there is an option, in case one cannot make an “8” on the road. The alternative, is to make a “1000” in the pocket of the Motor Vehicles Inspector conducting the test. Your licence will reach your home, before you do. These days almost everyone, seems to prefer the latter option. S.Krishnamma an Englishman of Indian origin overcomes the harshness of the English winter by making his home in Majorda. He narrated to me an interesting experience on our roads. He was traveling on a narrow road when an on coming vehicle bleeped the lights, and so my friend proceeded, since in England the one who bleeps concedes the right of way. He almost ended in a collision. In India, it is the other way round. Let's take some instances which I am sure we can relate to one person: (1) One Person is one of the richest person in India/Goa by devastating Goa via illegal mining (2) One Person has converted a beautiful village into a Concrete jungle in North Goa (3) One Person basically rules North Goa to the benefit of himself and this family (4) One Person projects himself as a strongman of the South, single handedly degraded beautiful villages in the South and now getting more of his kind into Politics, to further destroy the south via destructive development, excessive corruption etc (5) One person converted a once beautiful coastal village in the north into a den of drugs, prostitution and into high levels of land/beach/water contamination (6) One person in each area of Goa, is selling of our scarce land to land sharks and outsiders for huge profits (7) One person in his respective area has significantly changed the Goan demographic balance, by selfishly creating migrant votebanks for the purpose of getting elected and re-elected.(8) One person has virtually created a questionable Russian colony in Morjim. My question is how are we allowing such few people to destroy all the Good, that Goa is so that they and their families can live extravagant lifestyles. Our Goan reputation, values, identity, environment, ecology, water resources are all being severly affected by these Anti Goans and its high time we revolt against such excesses for the betterment of Goa, ourselves and our future generations. Hi Roland , Mervyn Maciel , Joe Lobo, Vivian n Mervyn Lobo ! Many East African goans- notably Civil Servants- received the British decoration of the MBE; however, (and I stand to be corrected ), the only goan to receive higher than the MBE was the well known Kenyan goan proneer - Dr. DeSouza as he held a British passport. (Dr. DeSouza ,who started the monthly Goan Voice newspaper which London-based Eddie Fernandes transformed into an electronic website, was decorated with the insignia of the CBE- Commander of the British Empire). Most goans were Portuguese passport holders and Dr. DeSouza was probably one of the few who had a British passport. Many goans- mainly in Britian have went on to receive the OBE - Officer of the British Expire. (I do not know which is higher - the CBE or the OBE). As you rightly pointed out, the British used a very high bar and standard to gauge your qualifications for being an award recipient My dad was the first non-white Britisher to be appointed a sub-accountant of the Revenue Office in my home town- Iringa in 1952- nine years before independence. But the icing on the cake was when my dad as Town Treasurer placed Iringa -top in the country with a near flawless accounts balance sheet barely two years after he took office. He was also a great football (soccer in the US) player and his main buddies included British civil servants. He played center forward for the Non-African Stars against the local black players who were not only muscular and huge, but also very rough in their play. (Some of the black player played for the national team). The British also gave credit to extra-mural activities, and my father's founding of the small Goan Community Club and being its first President gave additional impetus. As you can imagine , he was recommended by the Provincial Ciommissioner, Mr Walden after the initial reference from ths District Commissioner. (Walden's son - thru a local african woman and my good friend- Brigadier John Walden - aka Black Mamba-masterminded the famous Tanzanian army onslaught of Ugandan troops that led to the ouster of Idi Amin in November 1978. I was very lucky not be called up as I did my National Service army training). And in passing, my dad before moving to Bombay - played football in Goa for the Assolna - Velim- Cucolim team in the inter-village tournaments, and one of his fellow players was a Romeo Fernandes who later moved to Kenya and became one of the country's top sportsmen in addition to being eight times President of the Nairobi Goan Institute. Rather than name my oldest brother - a New York city retired Senior Administrative judge- after a world famous football player of his times. my parents named him Romeo after Romeo Fernandes. Back to the nitty-gritty, the process of granting the award was very cumbersome if not bureaucratic. When the award was first made, the recipient had to agree to accept it. My dad was away in Goa on six months vacation. And after he accepted it following his return, it had to go to the Portuguse Foreign Ministry for further endorsement.. It later had to be gazzetted in the government gazzette which came out every Friday. By sheer coincidence, when the news did come out, another goan by the name of D'Silva from Musoma in north-east Tanzania was also awarded the MBE. (Musoma - a port on Lake Victoria near Kenya- is the where Tanzania's first President - Julius Nyerere came from and he was born in the Butiama village). And also by another coincidence, the oldet son of Mr . D'Silva was staying with me and my older brother at a boarding house in Dar es Salaam . And so we had to give the other guys a small treat. Next was the receiving of the award. In addition to my mum, my dad was to be accompanied by three sponsors- two of whom had to be previous recipients of the MBE. They were Orphin Dias - the father of Augusta Rodrigues (Los Angeles) and Anton Almeida - the father of the well known sportsmen - Fenelon, Gangy and Alves - all in Toronto together with my mom's cousin. Then came the presentation oif the inisgnia by the Governor, Sir Richard Turnbull at the State House in Dar es Salaam. However, we were surprised to note that Mr D'Silva did not receive his decoration from the Governor, but instead from the Provincial Commissioner. Unfortunaletly, these are the only goan recipients that I can remember. The Portuguese government also gave the Order of Henry the Navigator award to Christie DeSouza- the owner of the Souza Junior Dias musical store which he formed with the Mombasa-based Portuguese Vice-Consul, Felix Dias. (All the last Portuguse Consuls in Dar es Salaam, (Tanganyika), Nairobi (Kenya), Kampala (Uganda), and Vice-Consuls in Mombasa and Zanzibar were goans). Christie had four daughters and one of them - Irene was married to a former Governor of Hong Kong by the name of Hunt. Two of them died very young
