Unfortunately the polity in Goa shows no signs of wanting to bring in respect rule of law. A few days before elections there are populist, jingoistic noises made but the real worms are the politicians themselves. There was a time when Goa was ruled but a few wealthy families. These families were educated and refined. They were arrogant but there was also a sense of altruism in them. Now we are ruled by a few families of what the Americans call human trash. Anywhere else in the world, Babush would have been asked to pack his bags and leave before the morning headlines. Not in Goa. Here scams will come and go but our politicians will not go. Thanks Rose. Yes, I had seen that but it is only a mild distraction: 1. Jerusalem is not a country. 2. The proposal has not been implemented as far I am aware. 3. Jerusalem's proposal was for unoccupied property with overseas owners. Goa's proposal is for owners outside the State even when the property is occupied. 4. The scale of the charges is probably less than the $4,000 to $10,000 p.a. In any case are you suggesting that the Goa proposal is justifiable? And do you have a magic wand to make it law? To Goanet - During 2006-2008, I began documenting and posting the unprecedented and widespread destruction of Goa by the real estate mafia aided and abetted by the state's politicians. Soon Admin Frederick Noronha and his cohort stirred from their perch at Cafe Prakash and began to cast aspersions on my motives. He claimed that my telephoto lens had distorted reality, or that I was a secret BJP operative with an agenda to bring the party back to power. But then something funny happened. People began to notice the very things I had been fretting about, and so they checked with their eye doctor. The doctor assured them that there was nothing the matter with their optical biology. The end result: Admin Noronha's credibility (the meagre amount he had to begin with) was flushed down the toilet. Today Devika Sequeira reports that Monserrate made 26.5 crores on illegal land conversions. That figure is surely an underestimate. In any case, I'd urge Ms Sequeira to present herself at Cafe Prakash so that Admin Noronha can smell the BJP rat she is sheltering. Nothing's going to come of this latest revelation. What happened the last time Monserrate was apprehended at the Mumbai airport trying to squirrel away crores of rupees out of the country? Nothing. Who knows, maybe he offered the Italian madam in Delhi a sweet 50-50 deal. In early 2008 I approached every major Goan newspaper (except the rag run by the Bihari) with a proposal to run a photograph every other day or once a week, showing an illegal construction or a depleted hill or field. Everyone made approving noises. Yet after doing the rounds, I realized that nobody really wanted to publish anything. The fix was already in. Patracars, builders and politicos - they feed in the same swamp. I see that Sujay Gupta has now stepped into Rajan Narayan's shoes as the custodian of Goan Catholic interests. This is a guy who was not long ago a hired PR gun for a miner, now pretending to be all wet about Goa's impending ruin. How is it that these bottom-feeding outsiders get all the plum positions in Goa? Dear Goans, I would like to give my suggestions on the below ongoing debate i.e. Why Goans should not boycott Elections? First of all it is our birth right to vote and to elect a good representative who will represent us in the Goa Legislative Assembly. Being a democrat country, we have full right to vote as per our conscience. In the past, we Goans have done that. We have elected good representatives by defeating the ones who ruled our State for 35 years and even more. In some of the constituencies, we have elected totally new, young and dynamic legislators, who in turn never let us down. Their performance on the floor of the house and development wise is excellent. For example, I have seen many developments in my own Constituency under the leadership of my current MLA. People started cultivating their paddy fields again due to resources provided by our MLA. This was left un-cultivated for past many years. There are many other examples where I can prove that if we elect young leaders like my MLA, there is 100% guarantee that we will see all round development in our beautiful state of Goa. So instead of boycotting the up-coming elections, let us all join hands and come out in large numbers on the voting day and let us all show that WE GOANS can elect our own representative whom we can trust that HE will do 80% good to our beautiful motherland if not 100%. With this we can get save at least what is left over for Goans. This article makes for depressing reading. The fact of the matter is that in another couple of decades Goa will be subsumed into the rest of India, having no distinguishing features other than perhaps some architectural relics of a bygone age. There are mega demographic changes occurring as we speak and those who made Goa the laid back place it was have vanished or are a dying breed. It is somewhat chillingly ironic that at the bottom of this page we are urged to 'Protect Goa's Natural Beauty', while all around us men, like those mentioned in this article, charged with protecting our interests are the prime movers in it's destruction. In congress too, BJP targeted basically Mr Ravi Naik , which speaks volumes of the true nature of BJP which belongs only to higher-ups in the society Mr Naik said. Mr Naik said BJP’s Mission Salcete II going to be a disaster again . In BJP ruled Madhya Pradesh Clerks and peons have been cought with crores of illegal money, he said. Mr Naik said BJP believes in divide and rule policy and, even today, they do not face elections on any positive achievements but rely on negative hopes of split in congress votes. Mr Naik said that Goan electorate have to be alert as BJP has chosen some leaders who are known to be anti-minorities and experts in communal divide to campaign in Goa. Mr Naik said that Goa has achieved a growth of 21% inspite of Global recession. Goa has given a boost to agriculture by raising the fund allocation from 27 crores to 52 crores, he said. In health sector, new District Hospital in Mapuca has become operative and new hospital in Margao is under costruction, Mr Naik said. Mr Naik said that Goa is the first State in the country to implement mediclaim scheme which benefited 1461 patients in 2010-11. Insurance cover is given to entire population upto Rs.60,000 per annum to the entire population. Students of class XII are going to be given free computers while 335 teachers have been given computers on interest free loan basis., Mr Naik said. Goa is the first State in the country to complete the project of computerization of land records , under which people will now get both texts and maps under computerized system, Mr Naik said. St. Xavier’s College wins First Place in Students’ Parliamentary Competition, 2012 St. Xavier’s College, Mapusa, emerged winners in the Inter-Collegiate Student’s Parliamentary Competition, 2012. At the awards ceremony held at the Conference Hall of Goa Legislature Secretariat, Porvorim, 14 degree and professional colleges from Goa competed for the honours at the event which began on 16th January, and ended on 20th January, 2012. The speaker of the Goa Legislative Assembly, Mr. Pratapsingh Rane inaugurated the competition. St. Xavier’s College was awarded a Rolling Trophy and a takeaway trophy for winning the first place. The Associate Professor in the Department of Political Science, Mr. Cajetan Raposo, was awarded a meritorious prize for being the Best Coordinator Teacher from the competing colleges. The aim of the competition is to strengthen the roots of democracy, inculcate healthy habits of discipline, tolerance of views of others, mould present students to be model parliamentarians in future and allow the student community to learn about the working of parliament. In a repeat stance adopted by the Defence authorities (Navy) - vide letter 858/P/GC dated 20.1.2012 the Commander at Arms Asst Naval Provost Marshal (KT) acting on behalf of the Flag Officer Commanding Headquarters FO(K) Naval Base Karwar Karnataka India in reply to the letter of this writer dated 7.1.2012 informs that due to the prevailing security scenario in the coastal region the Coastal Base is at a heightened security state. No visitors are being permitted during Thus for the 8th time in succession since 2005 the Navy has prohibited on similar grounds the celebration on 2nd February the customary Feast of Nossa Senhora de Brotas (Our Lady of Springs ) . Yet another celebration of the customary Feast of St Francis de Assisi on 4th October is also prohibited . This writer had this year too intimated to them that two Masses would be celebrated fore/afternoon to reduce the crowds on the Island and that only those with photo identity cards be permitted to partake in the feast. Ironically when people of Goa expressed their resentment over the Naval authority moves to acquire Bimbvel beach and St George Islands the issue was raised in the Goa Legislative Assembly during the winter session in December 2010 by the Deputy Speaker Mr Mauvin Godinho condemning the defiant attitude of the Navy to usurp land with utter disregard to the sentiments of the people of Goa In a similar move both MPs Mr Shantaram L Naik (RS) and Mr Francisco Sardinha (LS) met the Union Minister Mr A K Antony to brief him on the moves of the Navy citing the instance of the 37,005 ha Anjediv Island which was conditionally handed over to the Navy for the prestigious Sea Bird Project.but the relegated on the celebration of customary feasts. All to no avail. This writer had also contacted MP Mr Mr B K Hariprasad who intervened in the matter and through the UPA Chairperson Ms Sonia Gandhi pursued the matter with the Union Defence Minister A. K. Antony who promised to look into the matter.without any positive action. When this writer met local MLAs of Karwar now in the BJP Mr Ananth Asnotikar and ex-MLA mr Gangadhar Bhat at their residence in Karwas they had also agreed to work out modalities to assist in the movement of people from Goa who were intending to celebrate the Feast if the Sea Bird authorities permitted the same. In April 2002 then CM and present Leader of the Opposition in the Goa Legislative Assembly Mr Manohar Parrikar had donated Rupees twenty five thousand only for the repairs of the Church. However it now appears that Commodore B R Rao then Station Commander misled the then Union Defence Minister George Fernandes to believe that a dozen temples on the Island were shifted to the Mainland post 1987 and hence no festivities should be permitted .As a matter of fact only one Somnath temple on the mainland was shifted with the consent of the local committee as witnessed by this writer. According to stories doing the rounds Commodore B R Rao Station Commander Sea Bird had an axe to grind with the then Chairperson of the Karwar Municipal Corporation Ms Veena Badkar for not rendering co-operation to the Sea Bird authorities in civic matter tried to create a wedge between the local fishermen community from Karwar district who celebrate the Feast as Zorichem Saibinn by prohibiting their entry to the Island in 2004 while this activist had to forcefully take the people of Goa into the Island to celebrate the Feast unfortunately for the last time. Mr Shantaram L Naik MP RS had repeatedly pursued the issue on the Floor of the Lok Sabha but failed to break ice with the powers that be. The Archbishop of Goa and Daman seems resigned to the fate as they have not been able to impress upon the UPA Chairperson the Union Minister of Defence the need to allow the celebration of the customary feast. The Goa Government in a letter to this activist on 19.04.2006 confirmed that the Navy should permit the customary celebration of the Feast as envisaged in the order dated 1987 allowing the use of the Island by the Defence authorities. On 21st October 2004 when the expelled member of the Bajrang Dal Mr Pramod Mutalik threatened a Shoba Yatra on the Island before Dussehra (the same date there was a Fire at the Bom Jesus Basilica at Old Goa the then Dy Commissioner Uttar Kanara Mr Ritesh Kumar Singh sensing trouble prohibited the celebration of any feast on the Island by an order. However this order is bad in law as Anjediv is still a part of Canacona Taluka in Goa and has not been ceded by an Act of Parliament to the State of Karnataka hence he could not have exercised his jurisdiction over this Island. It is also pertinent to note that after the Goa was liberation on 19th December, 1961 ( 50 years ago ) on the 22nd December, 1961 the Indian soldiers who raced towards the Anjediv Island with a victory flag were shot dead by the Portuguese

Dear Desmond, When I read your article those who made Goa the laid back place it was have vanished or are a dying breed, my mind was taken back to my trip to Hawaii many years ago. In Hawaii they have an island almost sorely inhabited by their native people, it is referred to as the Forbidden Island or the Island of Niihau. It is a private island dedicated to preserving Hawaiian Culture. I cruised around it, but you can take a helicopter ride over it and stop off on one of their beaches. When I visited Hawaii, you were not allowed to meet the local inhabitants of Niihau. As this was the first time I came across something like this on my travels, I must say I found it rather strange. Now I wonder whether this could happen to our community one day? A private island dedicated to preserving Goan culture. Or, as I said before, a Goan Reservation like the Red Indians of the USA. [Goanet] In Public Interest- Part II- Is the Christian Art Museum an abandoned child?
Dear Sir/Madam, The ‘unsigned’ press note by the Committee of the Museum of Christian Art, Santa Monica Convent, Old Goa evoked response of disbelief by fellow Goans across the state and overseas, as my dear friend Dom Martin wrote back saying “Works of religious art and artifacts are manifestations of divine intervention. The theft or plunder of such works is an act of abominable sacrilege, and, violates the fundamental ethics to which we are universally bound and codified as conscionable human beings. To the damning detriment of religious heritage, such perpetrators and their co-conspirators callously characterize the progressive calibration of diabolic greed and gain.” - Dom Martin This press note is a belated and weak ‘explanation’ on the course of unfortunate events that took place at the Christian Art Museum. It is in fact a brilliant exercise in hogwash meant to deceive the people of Goa about the real reason why on the night of 25th January, 2012, their heritage was stolen. From the points put forth and earlier press comments by committee members it seems that there is every possibility that the Committee would not have come forward with any explanation/statement had it not been for the media reports and heritage lovers strongly condemning the heist. For instance, couple of days after the heist, chairman of the committee Fr. Avinash Rebello told Herald that “There is very little that I know. I haven’t been keeping track of what has happened” whereas Curator, Ms Natasha Fernandes told the journalist: “Whatever information you want, you can get from the police!” and further more talking about the inventory Committee member Jose Lourenco went on record saying, “We are in the process of putting things in place in terms of inventory”. So what does the press statement ‘The Committee went through it's detailed Inventory (which includes photographs of all objects)’ mean? Which is this inventory? So why this sudden change of heart on the part of the so-called esteemed committee? Does the Committee expect Goans to laud them for having “rushed to the site and stayed till the early hours with the Police”? All that can be said is nice job of shutting the stable after the horses have bolted. What the public should know is that one or two members visiting does not mean the whole committee spent the night at the site. And the condolences to the family of the Mr. Luis Bogato? A fine display of crocodile tears after having put the poor man in harm’s way. Apt words from Milton come to mind –“Hypocrisy, the only evil that walks invisible, except to God alone”! It is clearly becoming impossible for the members to hide their faces as the newspapers and the concerned heritage lovers doggedly continued to ask uncomfortable questions in their quest to seek out the truth and justice. What is sad however is that the committee continues to hide its face? The unsigned press note does not tell the people at large who are these committee members? What are their credentials for being on the committee of such an important institution? Do they actively participate in the management of the museum or are they merely ornamental figures ‘adoring the committee’? It is clear case of assuming responsibility for personal aggrandisement without an iota of accountability. Goans however will not be fooled by the meaningless verbiage of this press note and the insincere ‘compassion’ and ‘sympathy’ towards life lost and the priceless property stolen on that day. We all know that the real reason for our immeasurable loss can be encapsulated in just a few words: Negligence, Apathy and Inefficiency of the Committee. Furthermore it is obvious that the statement that is released have a lot of contradictory facts of the fateful day which need to be seriously addressed. 1. If the committee members were present soon after the incident at 6 pm, then why didn’t the press know till beyond midnight? Why and what were they trying to hide from the public? 2. By when or what time the site was sealed by the police? And if the museum premises were sealed then how come there was a picture of the dead security guard (inside the museum compound) published in one of the news papers? 3. If the premises were sealed how come strangers and museum delegates/ funders from abroad were allowed on 27th January inside the museum without checking? 4. Going by the list of exhibits given by the committee that went missing, Gold filigree rosary, Gold rosary, Gold waistband, Gold bracelet, Gold Cross with chain, They make it sound as if they are some simple pieces of handicrafts made of Gold and not priceless museum exhibits. Were they just ornaments made of Gold or were they studded with precious stones? What was the size and weight of the exhibits? Were they at least valued by a goldsmith before they went on display?
