Goan art renaissance

All through the 20th century, Goa produced many of the most important 
and influential artists of the subcontinent, but every single one was 
forced to leave to seek opportunities elsewhere.


We know the Goa government has always ignored its own best cultural 
talent. But potential art patrons - the economic elites of Goa - have 
also never displayed the sophistication required to recognize the art 
geniuses of their time. Generation after generation, our best artists 
such as Trindade, Fonseca, Chimulkar, Pai, Souza and Gaitonde have all 
been forced to seek their fortunes abroad.


The case of the latter pair of Goans - lifelong friends and arguably the 
two most important modernists in Indian art history - is particularly 
stark when seen from their homeland. They both struggled to make a 
living right to the end. And both felt abandoned and neglected by their 
own people. It is an inconvenient truth that just ten years ago, any one 
of our richer citizens could have bought up scores of masterworks from 
either Souza or Gaitonde for the same price as just one imported car. 
But none of them ever did.


We're still not much better in 2012, as we see history repeat itself at 
two impressive group exhibitions underway in Panjim. Together, they 
demonstrate a new generation of artists in Goa is steadily becoming a 
formidable cultural force, despite being overlooked by society. Those 
looking for the next Souza or Gaitonde could find him in the ongoing 
group exhibitions at Gallery Gitanjali (Fontainhas) and Ruchika's 
Gallery (Miramar).


Ruchika's Gallery is the most impressive modern art space in Goa. While 
programming remains intermittent through the year, its management hosts 
large annual exhibitions that have quickly become the best way to see 
works by a large number of Goa-based artists. Over time, the quality has 
improved. 'Carnival of Colours 2012' is unexpectedly, consistently 
outstanding. While young artists have contributed some of their best 
work - notably Sachin Naik's immense woodcuts - it is the senior artists 
who really impress.


Theodore Mariano Mesquita's 'Tempus Fugit' is the work of an image-maker 
of the highest capability. Similarly, Hanuman Kambli's untitled 
contribution showcases the senior artist at his very best. Francis 
D'Souza's abstract landscapes were a revelation. I rate them alongside 
the best Indian abstract painters work: Antonio e Costa, even the 
all-time-great Ram Kumar. But the gold medal surely goes to Sadguru 
Chendvankar, for the clear-eyed, rigorous 'The Beginning Foot'. It, and 
many other paintings in this exhibition, should be secured by the state 
for the benefit for future generations of artists.


These very future generations dominate the exuberant curatorial debut by 
Miriam Koshy Sukhijia at Gitanjali Gallery. 'WYSIWYG' is an 
irresistible, obviously sincere collective effort by many of the 
participating artists to experiment, to take risks and push personal 
artistic boundaries. The ethic extends to the great Vamona Navelcar. 
Known for his elegant line, for epitomizing gentility, the seniormost 
contributor has rendered a grotesque skull-bedecked 'Ogre', a painting 
that immediately recalls Angelo da Fonseca's 'Apocalypse' (a likewise 
searing vision painted after a lifetime of making serene images).


Praveen Naik's 'Whatever You Desire May it Be Fulfilled' is a highly 
memorable mythological future deity sculpted from papier-mache, 
thermocol, plastic and wood. It's also impossible not to like Norman 
Tagore's cheeky Thanda Matlab...(After Wei-Wei), a traditional mud water 
vessel with the Coca-Cola logo stenciled on the side. Andy Warhol would 
have smiled at this Ganvti Pop Art.


Sitting discreetly on a table at the Gitanjali gallery is the best 
single work across both exhibitions. 'Ways of Seeing' is an exquisite, 
intimately personal artwork by Rajeshree Thakker. A little box shaped 
like a cupboard, it keeps unfolding to reveal hidden wonders. It is an 
apt metaphor for art in Goa in 2012.

Kony 2012 video screenings ceased in the wake of Ugandan backlash
Ugandans are upset that the video aims to make Kony famous and that
his face is plastered on T-Shirts, posters.
Ugandan criticism of a viral video about a brutal central Africa
warlord continued to well in the wake of a public screening in a
remote Ugandan town once terrorized by the lord’s Resistance Army.
The head of a Ugandan Charity that showed Kony 2012 said Thursday he
will suspend further screenings after getting overwhelmingly negative
feedback from viewers on Tuesday who failed to understand why there
were so many white faces in the video, or why Kony needs to be made
famous.
The collective feedback amounts to a rejection of the video in a
region that was one terrorized by Kony.  The American advocacy group
Invisible Children wants to raise global awareness of the fugitive
rebel leader who is wanted by the International Criminal Court for war
crimes and crimes against humanity.
“There was a strong sense from the audience that the video was
insensitive to African and Ugandan audiences and that it did not
accurately portray the conflict or the victims,” Victor Ochen of the
African Youth Initiative Network, said in a statement.
The video, which has been viewed nearly by 80 million times on
YouTube, has put Kony in the international spotlight, but some critics
have said the video oversimplified the conflict. (AP)

The members of Goemchea Rakhondarancho Awaz (G.R.A.) congratulate you on 
your electoral victory and wish you great success in the administration of 
this, our beloved land, and in the protection of Goans.


Our Association, which is a registered body, was formed with the specific 
purpose of promoting the grant of special status or category for Goa, the 
creation of a Lok Ayukta and the sanitization of the Electoral Rolls.


Recently, we have made a representation to the Finance Minister of the 
Government of India, Mr. Pranab Mukerjee with reference to his press 
conference at Margao on 27.02.2012 with regard to special status. Copy of 
the same is annexed hereto for your ready reference and as it is self 
explanatory, we shall not elaborate on the same here.


Sir,  we remember you saying that it Goans wished to save Goa and preserve 
it for future generations of Goans then the only solution would be to vote 
B.J.P. to power. You even went to the extent of saying, perhaps out of 
justified frustration, that you did not wish to continue in politics for 
long. The  people of Goa have now voted you to power and expect you to take 
necessary measures to protect Goa and Goans by passing a resolution in the 
Legislative Assembly for the grant of special category for Goa for the type 
mentioned by us in our representation to the Finance Minister,. In the mean 
time, a few measures suggested below, if taken immediately will ensure that 
the rot does not spread and will surely benefit immensely the locals.


a)  Do away immediately with amendments made to the Code of Comunidade 
whereunder I.A.S. officers and other Government servants have been given a 
right to avail of Comunidade plots without auction. This has favoured mostly 
the non -goans and every I.A.S. officer has purchased land cheaply even 
though he/she is in the high financial bracket and did not need such dole.


b)  G.S.I.D.C. has a clause whereunder industries str-up in Goa have to 
employ 80% Goans. This has been a condition that has remained only on paper 
to fool people into believing that employment is being created for Goans. 
The G.S.I.D.C. now says that they do not have the man power to verify 
whether the industries were abiding by that condition. Instead the 
industries set-up in Goa have only brought in more migrants whilst Goans 
have to leave the state to find jobs.


c)  Scrap the 20 point program altogether and plots that have not been 
utilized should be reverted to the respective Comunidades from which the 
same were acquired or redistribute such plots to the landless/homeless 
people in that village before offering it to people from outside the 
village-but give such plots to Goans only.


d)  Eradicate slums, if necessary by repatriating the migrants settled 
illegally in such land (which incidentally are mainly located on Comunidade 
land) beginning with Moti (or Monte) Dongor,  Margao. The Administrators 
appointed by the Government and who are Government servants are not taking 
any action to evict illegal occupiers of Comunidade lands. It is necessary 
that appointment of Government servants as Administrators should be stopped 
forthwith.


e)  Provide Goans with an opportunity to come back to the land by 
encouraging the setting-up of call centers, IT industries and such other 
industries wherein educated Goans may be employed.


f)Discourage labour-intensive industries --- we do not have such 
labour class remaining in Goa.


g)  Discourage road-works and other Government contracts being 
carried-out menially and encourage mechanization to reduce dependence on 
migrants.


h)  Encourage Municipalities to mechanize the cleaning/sweeping 
functions which presently employ almost 99% migrant labour.


Since the Assembly Session is slated to start soon, it will not be out of 
place to urge you to start the process for tabling the motion for grant of 
special status for GOA by the Centre.


We would be happy to hear from you on the subjects raised hereinabove.

No sooner Yatin Parekh had taken over a Mayor of CCP, all the beggars in the 
city were rounded up. There were no beggars for at least over two months.  
Beggars were again seen around during the Panjim Church feast, christmas and 
thereafter.
So we shall see how long this phenomena lasts Hope it is not the case that 
Panjim is kept clean while other towns are left to stink and harassed by 
beggars.

Apart from managing to get the coveted PWD portfolio, Dhavalikar has also
retained the transport and river navigation portfolios he held in the
Digambar Kamat-led government.

brass had tried to convince the chief minister not to allot the PWD
portfolio to Dhavalikar as the party had bitterly criticized him when he

against Dhavalikar for corruption in the PWD.

Besides, Parrikar had also tried to expose the Marcaim MLA for alleged
corruption in construction of ferry boats, when he was the minister for
river navigation. Parrikar had also alleged a scam on the issue of high
security registration plates (HSRP) for vehicles when Dhavalikar was the
transport minister. Now, now both the portfolios of transport and river
navigation have been allotted to Dhavalikar.

Sources in the MGP said that Parrikar had promised Dhavalikar that he would
given the PWD portfolio for his party's support if the BJP-MGP alliance
came to power.

Political analysts say that the chief minister will benefit from this
decision. Keeping Dhavalikar brothers happy seems to be the strategy of the
chief minister for stability of the government, the analysts pointed out.

The allocation of portfolios to other ministers is more or less on expected
lines.

The other four ministers, all from the BJP, who were allotted portfolios
are Mapusa MLA Francis D'Souza (urban development, revenue and craftsmen
training), Laxmikant Parsekar (health, panchayati raj and RDA), Matanhy
Saldanha (tourism, forests and environment) and Dayanand Mandrekar (water
resources, civil supplies and consumer affairs).

Briefing the media at the secretariat in Porvorim, Parrikar said that the
remaining portfolios will be allotted either in the first or second week of
April. The chief minister has also taken over the post of the chairman of
Goa state infrastructure development corporation (GSIDC) as he wants to
initiate a number of developmental works soon.

Reiterating that his government will have a compassionate attitude
towards all citizens, Parrikar announced that he has directed that salaries
of the computer teachers be paid till December 2011 on the presumption that
they worked regularly till then. He lamented that the computer teachers
were not paid their salaries for the last 11 months but clarified that once
their attendance and records were cleared, all remaining dues would also be
paid.

While stating that he has not yet received a copy of the Shah Commission
report on the mining issue, Parrikar, however, ruled out accepting a
recommendation made in the report that iron ore exports should be banned.

I agree with Gabe that the abbreviation K.P.R. did stand for Kenya Police
Reserve.
A few Europeans and Asians were recruited for this force. The Kenya Regiment
was made up of more hardy young men.
   Another aspect I found a trifle difficult to believe was where one
interviewee
says that she could hear the cries(or words to that effect) of those who
were being attacked. Throughout
my own experiences during the Mau Mau Emergency, I cannot recall any Goan
or
other family living with earshot of such atrocities.

There are two methods (at least) of achieving the bangaranchem goem
goal: (a) CEO does everything by diktat (b) Everybody plays a role.

The Everybody includes two sets of folks (at least): (a) Activists
who use their energy to advise Goans NOT to patronise those who mess
up the place (b) Goans, who themselves, do NOT patronise those who
mess up the place.

I believe that IF Goans would stay away from those filthy pani-puri et
al gaddos, the gaddewalle would not remain in Goa. (The same with all
filthy and filthifying set-ups).

The question is: Are the activists and Goans able and willing to do
what it takes to achieve this goal?

My hunch: I doubt it. As far as I see it (albeit from a distance),
Goan hacktivists are content telling the CEO what he must do; some
to settle outstanding scores

Dear all,
We are grateful to the large pool of British-Goans registered with us to be 
interviewed. So far we have interviewed 20 people, although we are just 8 
months into the project. They reflect a cross-section of society; tailors, 
clerks, teachers, train-drivers, cooks, doctors, etc. We have a wonderful team 
of volunteers ranging from the young in the community to the not-so-young. Our 
first workshop at the Royal Geographical Society is set for 13 April, 2012 and 
was sold out within 2 days of advertising it. Our second workshop at Bexley 
Archives is scheduled for 22nd April. (Please contact me for details of second 
workshop if you are interested. It is about Goan geneoloy).
 
Our website went live some time ago and has registered over 15,000 hits. It 
hosts clips of interviews conducted. The duration of each interview is between 
60 to 120 minutes. Only small 4-5 minute editted clips are hosted on the 
website and Youtube so as not to consume too much bandwith. We have reached 
agreements with both the British Library and the Bexley Archives for the entire 
clips (the total output of the project) to be hosted in perpetuity by them in a 
special collection called Life stories of British-Goans. This will be in the 
public domain, copy-right free including photographs, for future researchers, 
writers, historians and family historians.
 
It might be pertinent to note that these are life stories. They are a recording 
of personal memories. As such they are subject to the fragility of memory but 
what they do contain is the validity of a lived experience, captured on audio 
and video from a generation which is now withering away. All these stories 
would be lost forever if not for the funding from the UK government. I have 
conducted interviews where the person has silently shed tears recalling their 
past life. Our team is currently working on a short documentary which will 
capture the overall narrative of settlement, displacement, transition and 
resettlement experienced by this generation.
 
We are thankful to Goans - some of whom are on this list like Mervyn Maciel, 
Rene Barreto and Eddie Fernandes who have moved this project along and do so 
everyday in the service of the community. 
 
Please assist us in whatever way you can. This is a heritage preservation

Dear Shri Parrikar,



The GBA held its meeting on 14th March 2012 to discuss the issue of future
action on the Regional Plan 2021. GBA reiterated its position that the
Regional Plan 2021 is not acceptable in its present form and that it needs
rectification of errors, deletions of insertions not mandated in the DRP
2021 that was circulated to the Village Panchayats in October, 2008,
especially with regard to Eco Zones. GBA also reiterates its demand of ONE
GOA, ONE PLAN with one Plan for entire Goa, merging all the O.D.P areas
too in the Regional Plan.



During the preparation of the Regional Plan 2021, people’s participation
and inputs were sought twice, once during its draft stage from October 2008
to September, 2009 and once again when corrections to the notified Final RP
2021 were invited between November and December 2011. The inputs are
documented.

While the best method for re-visitation may be advised by the law
department, the people wish that their efforts at participation over the
last five years, through their Panchayats and Village Level Committees be
recognized.



The last five years saw a number of agitations against mega projects and
rampant destruction of eco-zones due to the vague nature of the Regional
Plan 2001, which was in force. Prepared in 1987, this plan had no clear
boundaries and survey numbers in its land use plan, permitted high FAR and
did not have policies on protection of Eco-Zones.

If the method of correction chosen by the Government brings into force the
Regional Plan 2001, it amounts to losing much what the people have fought
for and opens the doors for chaos and corruption.



The method used to revisit the Regional Plan must at all costs keep what
was good in the Regional Plan 2021, namely the policy advocating lower FARs
in villages and the strict protection of Eco-Zones, demarcating each plot
with survey numbers on the land use map for clarity.



We urge you to quickly and without delay, draw up guidelines for protection
of Eco Zones and sustainable development, for processing inputs from the
people, and as per your party manifesto, definitively include the method of
people’s participation for future planning into State Planning Acts.



The onus of a better plan lies with your Government. We look forward to a
transparent and legally mandated method for land use planning and zone
changes for the present and in the future.

I saw a news item about Roque Santan Fernandes, Freedom Fighter and former
Goa Legislator. There was a celebration to commemorate his 82nd or 84th
Birth Anniversary/

At once, the lone encounter I had with him came to mind.

It started like this. I was traveling to New Delhi by the Goa Express. The
railway authorities had started a new service. 2AC sleeper from Vasco
itself. Prior to this one had to board an ordinary train to Miraj and then
board the 2AC Sleeper. I like to board a train at the starting point as
this gives you an edge in terms of space for keeping your luggage. Besides,
you can board the train at ease and not scramble for your berth in the two
minutes that you get at minor stations.

So I boarded the train, secured my luggage and proceeded to lol about on
the lower berth book in hand. Suddenly, a pair of guys barged in, an

  i would suggest that you make your OCI, if your have not made one 
yet.. i guess it will be better than the Adhaar card, because many 
people say that adhaar card was just one of the many scams by Kamat 
government.


  many say that .. one of Kamat's relatives wanted to make some money , 
so he came up with this  awarded the contract of making the card to 
them. I found the process very unprofessional i.e.. no proper checks 
done on the legitimacy of all the ghantis who were in the queue, etc.

NATIONAL SEMINAR ON SCRIPTS AND LANGUAGES OF MODERN INDIA,
WITH SPECIAL REFERENCE TO KONKANI

A BRIEF REPORT
---

The National Seminar on ‘Scripts and Languages of Modern India with 
Special Reference to Konkani’ was organized by Jagotik Konknni 
Songhotton-JKS, at Kalaangann, Mangalore, on March 10 and 11, 2012.


102 delegates from Mumbai, Goa, Pune, Kerala, different parts of 
Karnataka (mainly from Uttar Kannada, Mangalore, Bangalore and Mysore) 
and also from Saudi Arabia and Germany – attended the Seminar.


Prof. Dr Valerian Rodrigues – Professor, Centre for Political Studies, 
School of Social Sciences, Jawaharlal Nehru University, New Delhi, a 
highly respected and internationally recognized intellectual, author of 
many books and a successful guide to many Ph.D.s and M.Phil.s, visiting 
professor of many foreign universities – was the Chairperson of the Seminar.


The Eminent Panel of Experts –

i)   Prof. Dr Anvita Abbi – Professor of Linguistics, Centre for 
Linguistics, School of Language, Literature and Culture Studies, 
Jawaharlal Nehru University, New Delhi

A world-renowned linguist on minority languages of the Indian sub-continent.
The President of the Linguistic Society of India.
Author of many unique books on language.
An authority on endangered languages and one who is involved with 
Konkani since 1988.

She has produced 22 Doctorate candidates.

ii)  Prof. Dr Alok Rai – Professor of English, Delhi University.
An expert on the ‘Hindu-Urdu conflict’.
Many international publishing houses have published his books. Most 
noted among them is ‘Hindi Nationalism’ by Orient Longman.

He is the grandson of the famous Hindustani writer – Munshi Premchand.

iii) Dr Asha Sarangi – Associate Professor, Centre for Political 
Studies, Jawaharlal Nehru University, New Delhi.
An internationally recognized author of many books on Language and 
Politics.
The most noted among them being – ‘Interrogating Reorganization of 
States: Culture, Identity and Politics in India’ published by Routledge 
and ‘Language and Politics in India’ published by Oxford University Press.


iv)  Dr Madhavi Sardesai – A linguist serving in the Department of 
Konkani, Goa University
One who has been actively involved in the Konkani Movement for the past 
30 years.


v)   Dr Prathapananda Naik – A linguist based in Goa and an authority on 
all the 3 major scripts of Konkani, namely, Devanagari, Roman and Kannada.

Actively involved in the Konkani Movement since 1976.

vi)  Ms Barbara Roeber – A linguist from Germany, whose area of study at 
the Humboldt University of Berlin was ‘Comparative Linguistics and 
Communication Science’.
Mr Anil Pinto – Department of English and Media Studies, Christ 
University, Bangalore, who has conducted research on Konkani Plays and 
Literature, ably emceed the deliberations all through the Seminar and 
recorded the proceedings.



The Seminar began with the Inaugural at 4.00 p.m., with the Welcome 
Address by the President of JKS, Mr Tomazinho Cardozo, (Ex-speaker of 
the Goan Assembly and presently heading the Tiatr Academy in Goa).  Mr 
Eric Ozario, the General Secretary, in a short presentation explained 
the need and the goals of the Seminar.  He said that the issue of script 
has been plaguing Konkani for the past 70 years and until it is 
resolved, Konkani cannot make any progress.  The concerted attempts to 
impose one script over all others is the root cause of this problem and 
unless all scripts are given equal opportunities to grow, Konkani 
literature will not  flourish and Konkani unity will never be achieved. 
 He also said that if this policy of ‘imposing one script and in the 
bargain destroying others’, continues, Konkani will not survive.


Regarding the purpose of the seminar, he said that this was a sincere 
attempt to intellectually discuss the script issue, which so far has 
been tackled only at the emotional level.  This was also a genuine 
attempt to seek outside intervention and expert advice.  He hoped that 
the seminar will prepare the base on which a democratic process would be 
set in motion to once and for all settle the script issue in Konkani.


The Act of Inaugural was symbolic. The President of JKS presented a 
mike, a pen and a scroll, placed in a decorated bowl, to the 
Chairperson, Dr Valerian Rodrigues.


The Keynote Address by Dr Valerian Rodrigues

He remarked that script and language mark civilisations. Although 
language and script are distinct they are related. The internal and 
external diasporic constitution of Konkani speakers need to be factored 
in. He stressed the need to defend the minority status of the language. 
Speaking on the question of resource he said it needs to be discussed 
whether the resources within Konkani go to the marginalised scripts and 
dialects within Konkani or to those which are prominent. He also 
discussed the need to stay with a script and yet explore ways of 
connecting to other scripts.

Today there was a site inspection called on the complaint made at the
behest of the The Fabrica of Orlim against the builder Anand Batra of
Ratan Ratan Exotica who has once again encroached in its property  .

Nealy 75 villagers were at site including the members of the Fabrica of Orlim

The Fabrica of Orlim has been fighting a long battle with the builder
who has shown a strip of land in survey # 86/20  running parallel to
the existing road as his .In his approved plans he has shown this
strip to be his own.When the Fabrica of Orlim learnt about this they
immediately stopped it.The matter went to High court wherein it was
proved that the strip was that of the Fabrica of Orlim .The builder
then went to the Supreme court where the case was dismissed on
admission in favour of the Fabrica of Orlim.

The builder learnt of a long abandoned acquisition of over 12 years
and sort to revive the same the Fabrica and villagers swiftly went to
the then PWD Minister Mr Churchill Alemao while he promised he would
realign the road since many a house and crosses including chapels were
affected .While the Fabrica and the villagers waited for the
realignment as promised  ,Imagine the shock he sent final notices and
completed the acquisition which included the strip of land of the
Fabrica of Orlim .

The issue now before the Panchayat today  that technically speaking
this strip is now government land but physically in possession of the
Fabrica of Orlim with its no trespass board rubble  coconut tress and
saplings including an Oak  tree .
The builder is now enclosed this thrown the board and claiming the
land to be his as he had claimed earlier vide his plans  .

The Sarpanch together with the Secretary strongly told the builder he
should  not have done this and that it was important to take Panchayat
permission which he had not taken .The Panchayat has said that they
will consult the Block Development office among other authorities and
issue a letter to the builder .

For  the Fabrica and the villagers of Orlim its been a long struggle
but we continue that its being done for a just cause .The projects
that are coming up are serving the interest of the middle men builders
causing destruction to the environment in the long run and choking on
the already fragile infrastructure .

My father Marcelino Do Rosario Collaco worked in Nairobi, Kenya in the Police 
Department and died while in service in March 1959. His wife, my mother's name 
was Maria Ninfa  Da Silva Colaco . We were in all four siblings. Two boys two 
girls. I was a child when my father died and I have no trace of his life in 
Kenya including the office he worked. We came down to Goa as my father wished 
when he was dieing. If any one on this forum can throw some leads about my 
fathers work place, burial place etc I would highly appreciate it.

Aaron Dominic D'Mello seems to have caught the bull by its proverbial tail.
I hold no brief for Kamat, but in this matter the man is innocent. Talk
about giving a dog a bad name.

The Aadhar card was envisaged by the central government and Mr. Nandan
Nilekani was asked to go about preparing the card on the lines of the
Social Security Card which many western countries have. So an agency called
the UID (unique identity) Agency was created to give cards to a billion
Indians. That the home minister has reservations about the card is another
issue. So also the security of the RF chip which drives the card is
suspect. There are any number of articles on eh internet about RFID chips
and their inherent security threats.

The Aadhar card was meant to facilitate citizen services.

Rest assured that Kamat has nothing to do with the genesis of the card. I
do not know if his relatives are involved with the service providers for
the Aadhar card.

@ Michelle: Getting your OCI card as suggested whould be a good idea.

@ Aaron: Before you publicly accuse someone of wrong doing please ascertain
the facts otherwise you could be sued for defamation of character.

[Goanet] ANNA lysis of the Goa Hazaroids

One never knows about tomorrow, but Goans may wish to ask themselves this
question: Do you feel better today about Goa than you did a fortnight ago?

I would like to believe that, barring the perennial skeptics, the mentally
incompetent, the malcontent and the daft + the guys discarded by the
electorate (and their chamchas), the answer is likely to be a YES.

Those who have observed the cycles of politics, the promises made by
politicians and the words (and selective silence) of the hacktivists - will
watch while hoping for the best.

As far as the Hazaroids are concerned, their roles were known and their
subsequent silence expected. They fooled only the fools.

Personally speaking, I fully understand the PWD post.

So what IF there was criticism about the previous (and future) holder of
the post. Were they not partners in the campaign?

As Dotor Kui would have said: Politricks is like that only.

[Goanet] Moira Diary 3: Panchayat Elesao! Venchnuk! Elections!

Happy to say the Assembly elections are just over and so it is safe to come
out of hiding and resume my Moira Diary. Happier to say Panchayat elections
are due and although not yet notified, already the talk of the village is
who is and who is not going to contest.

It isn't something as simple as having the most competent person
representing the ward. Rather it is having a person in place who will
permit your irregularities and shenanigans to take place when you need
someone in a crisis. Amchem kamam korpak konn zai!!

And I am not talking about the poor and illiterate. What I say most applies
to the most learned among us. Its great fun to watch the permutations and
combinations being calculated as to how to split these people's vote and
those people's  vote in order to win. In fact the more wealthy and
educated you are the more the venality. Those hot air manifestos don't
deceive anyone.

By this logic someone like the Accidental Activist, who is from my village,
and is a 'civil society' type and who understands long term village issues
well, does not stand a chance. That's because she does not quite understand
the issues of kinship and patronage that are involved in village politics
or if she does, cannot be trusted to do the 'right' thing. Which is why, as
I perceive it, the committee which was formed regarding the Regional Plan
where she was the driving force, was in disarray the last time I observed.
Maybe what I'm saying is wrong in which case someone can contest what I say
or otherwise let us see her contest and win!

BTW the exception to all of the above is of course is me which is why I
wont contest elections and nor will I try to be some sort of king-maker and
so I wont be cursed by the people and when I die I will go straight to
heaven.

So the first contradiction of Manohar Parrikar's zero tolerance to corruption 
is in public. Sudin Dhavlikar who was accused of corruption by BJP now finds a 
respectable position in their Government as PWD minister.  Neither is Dayanand 
Mandrekar as Water Resources Minister any better.

Highly placed sources tell our secular correspondent R.S.S. Fernandes that
Chief Minister Manohar Parrikar was seen drinking coffee at breakfast this 
morning,
thus breaking yet another pre-election promise he had made to the Goan voter.
Mr. Parrikar had earlier vowed to drink chao and only chao on Sundays if
elected to office.  But our secular correspondent RSS Ferns reports that
Mr. Parrikar was spotted secretly grinding Arabian mocha beans.  Developing 
story.

All through the 20th century, Goa produced many of the most important 
and influential artists of the subcontinent, but every single one was 
forced to leave to seek opportunities elsewhere.


We know the Goa government has always ignored its own best cultural 
talent. But potential art patrons - the economic elites of Goa - have 
also never displayed the sophistication required to recognize the art 
geniuses of their time. Generation after generation, our best artists 
such as Trindade, Fonseca, Chimulkar, Pai, Souza and Gaitonde have all 
been forced to seek their fortunes abroad.


The case of the latter pair of Goans - lifelong friends and arguably the 
two most important modernists in Indian art history - is particularly 
stark when seen from their homeland. They both struggled to make a 
living right to the end. And both felt abandoned and neglected by their 
own people. It is an inconvenient truth that just ten years ago, any one 
of our richer citizens could have bought up scores of masterworks from 
either Souza or Gaitonde for the same price as just one imported car. 
But none of them ever did.


We're still not much better in 2012, as we see history repeat itself at 
two impressive group exhibitions underway in Panjim. Together, they 
demonstrate a new generation of artists in Goa is steadily becoming a 
formidable cultural force, despite being overlooked by society. Those 
looking for the next Souza or Gaitonde could find him in the ongoing 
group exhibitions at Gallery Gitanjali (Fontainhas) and Ruchika's 
Gallery (Miramar).


Ruchika's Gallery is the most impressive modern art space in Goa. While 
programming remains intermittent through the year, its management hosts 
large annual exhibitions that have quickly become the best way to see 
works by a large number of Goa-based artists. Over time, the quality has 
improved. 'Carnival of Colours 2012' is unexpectedly, consistently 
outstanding. While young artists have contributed some of their best 
work - notably Sachin Naik's immense woodcuts - it is the senior artists 
who really impress.


Theodore Mariano Mesquita's 'Tempus Fugit' is the work of an image-maker 
of the highest capability. Similarly, Hanuman Kambli's untitled 
contribution showcases the senior artist at his very best. Francis 
D'Souza's abstract landscapes were a revelation. I rate them alongside 
the best Indian abstract painters work: Antonio e Costa, even the 
all-time-great Ram Kumar. But the gold medal surely goes to Sadguru 
Chendvankar, for the clear-eyed, rigorous 'The Beginning Foot'. It, and 
many other paintings in this exhibition, should be secured by the state 
for the benefit for future generations of artists.


These very future generations dominate the exuberant curatorial debut by 
Miriam Koshy Sukhijia at Gitanjali Gallery. 'WYSIWYG' is an 
irresistible, obviously sincere collective effort by many of the 
participating artists to experiment, to take risks and push personal 
artistic boundaries. The ethic extends to the great Vamona Navelcar. 
Known for his elegant line, for epitomizing gentility, the seniormost 
contributor has rendered a grotesque skull-bedecked 'Ogre', a painting 
that immediately recalls Angelo da Fonseca's 'Apocalypse' (a likewise 
searing vision painted after a lifetime of making serene images).


Praveen Naik's 'Whatever You Desire May it Be Fulfilled' is a highly 
memorable mythological future deity sculpted from papier-mache, 
thermocol, plastic and wood. It's also impossible not to like Norman 
Tagore's cheeky Thanda Matlab...(After Wei-Wei), a traditional mud water 
vessel with the Coca-Cola logo stenciled on the side. Andy Warhol would 
have smiled at this Ganvti Pop Art.


Sitting discreetly on a table at the Gitanjali gallery is the best 
single work across both exhibitions. 'Ways of Seeing' is an exquisite, 
intimately personal artwork by Rajeshree Thakker. A little box shaped 
like a cupboard, it keeps unfolding to reveal hidden wonders. It is an 
apt metaphor for art in Goa in 2012.

During the Silver Jubilee year of Independence a Central Scheme for
grant of pension to freedom fighters and their eligible dependents
(Where freedom fighters have already expired) was introduced by
Government of India with effect from 15.08.1972.  In 1980, the Scheme
was liberalized and renamed as “Swatantrata Sainik Samman Pension
Scheme,1980” (the Scheme) and made effective from 01.08.1980.

Who is eligible for Samman Pension :- All the persons who
participated in the freedom movement in some way or the other are not
eligible for Samman Pension.  Only following category of freedom
fighters are eligible for the Samman Pension under the Scheme subject
to furnishing of the specified evidences:-

2.1 Eligible dependents of martyrs :- A martyr is a person who died or
who was killed in action or in detention or was awarded capital
punishment due to participation in the freedom struggle of India.
Relevant documents from official records and newspapers of the
relevant time are considered as evidences in such cases.

2.2 Imprisonment :- A person who had suffered minimum imprisonment of
six months (3 months in case of women, SC/ST freedom fighters) on
account of participation in freedom struggle subject to furnishing of
the following evidences:-

(a) Imprisonment/detention certificate from the concerned jail
authority, District Magistrate or the State Govt. indicating the
period of sentence awarded, date of admission, date of release, facts
of the case and reasons for release.

(b) In case records of the relevant period are not available, the
secondary evidences in the form of 2 co-prisoner certificates (CPC)
from freedom fighters who have proven jail suffering of minimum 1 year
and who were with the applicant in the jail could be considered
provided the State Government/Union Territory Administration
concerned, after due verification of the claim and its genuineness,
certifies that documentary evidences from the official records in
support of the claimed sufferings were not available. In case the
certifier happens to be a sitting or Ex. M.P./ M.L.A., only one
certificate in place of the two is required.

[Goanet] Panjim MLA cum CM trangressing on CCP rights?

Is it the job of the Panjim MLA cum CM of Goa to march thru' the city and 
undertake traffic decongestion measures? The duty of the MLA is to legislate 
and not undertake execution of development work by ignoring the local bodies, 
in this case the CCP. The MLA may suggest measures to the CCP which has to 
follow procedures. If not this is a transgression against the functions of the 
local bodies and against the principles of good governance. This is parallel 
governance.

Panjim City can expect our Hon. CM regulating traffic in place of the 
traffic cop as also doing the job of the parking attendant at the Kadamba 
Bus Terminus, Panjim.

Isn't it good to show the way thing are done?
BTW GSIDC is nothing but parallel governance starting from IFFI 2004??
The back of Government departments have been broken a long time ago and are 
practically bed-ridden.
