I have to still work out what time to arrive at a party without embarrassing
the hostess or myself. For instance the other evening, Sangeeta Chopra the
well known fashion impresario invited me to a party at 8 pm.
 
Ms Meher Moos, who writes a society column and attends all sorts of parties,
told me: "You must go. All the Miss Indias and Miss Worlds, past and
present, will be at her party. You can also take your photographer along, so
that you can have your picture with them."
 
"Fine," I said. "What I would like to know is what time I should go?"
 
"If it is cocktails and dinner, then don't go before 9.30 pm,"  Ms Moos
said.
 
"Ninety minutes late!" I said. "You must b joking. All the Miss Worlds would
have come and gone by then."
However to double check, I talked to Ms Bacchi Karkaria, who is also very
familiar with party timings.
 
"If the invitation is for 8, you don't go before 10.30 pm. And eat something
and go. These are not Bawajis, they are Sindhis. They will give you potato
tikki and masala papad. "
 
"Ten-thirty would be too late" I said.
 
I thought another opinion would be in order. So I asked Ms Rashmi Uday
Singh, who is both a party-goer and a gourmet. "How can you go to these
parties! They just don't start. Listen my dear,  if you have to go, take a
nice long nap first. Get up around 11.30 pm and be there by mid-night."
 
"I know people come late for these parties, but nobody goes at midnight," I
said.
 
I rang up Ms Devika Bhojwani who not only attends these parties but also
hosts them. "Rashmi told you mid-night! What does Rashmi know about parties!
You don't go there before 1 am and at 1 am also you may be among the first
to arrive," Ms Bhojwani said.
 
I asked Ms Meenakshi Raja, who is very much into party etiquette. "Look
here," she said, "in Dhaka we used to have these diplomatic parties at
various people's houses, pot-luck sort of thing, and they never used to
start before 2 pm, and then go on."
 
"That's diplomats, this is just our little Sangeeta Chopra," I said. 
 
Cyrus Merchant said to me: "Why don't you ask Meher?"
 
"Who's Meher?" I said.
 
"Meher Jesia," Mr Merchant said, looking as if I had asked who is Mother
Teresa.
 
I rang up Ms Jesia. Her mother told me she was sleeping. She had just
returned home from a party which started at 4 am and finished the next
afternoon.
 
So I used my own judgement and arrived at the Chopra flat a little after 10
pm for the 8 pm invitation. Sangeeta's brother, with whom I am not
acquainted, opened the door, took one look at me and called inside the
house: "Mother, the ice-man has come."
 
Mrs Chopra answered from inside: "Why has he come so early? There's hours
and hours for the party to start, the ice will melt."

It was sad to hear the news of Fr Rufus's death.  He was a towering figure 
in preaching the sacred scripture and in healing and deliverance.  His 
simplicity and conviction made the Word of God that much more powerful.  We 
also remember the humourous moments he and Fr James used to share in their 
preachings.  I was blessed to have attended his retreat in 1977 which had a 
life-changing influence on me.


Over the years, when he came to Goa, he would ask for my accordian which he 
loved to play.


We will surely miss him alongwith so many others the world over whome he has 
touched with his preaching and gift of healing /delivarance.


May his soul rest in peace.

I am not even sure if you know what you are talking about. 
 
Re birth control & population control via artificial means, there is as very 
good reason why the Church is against it, just as in abortion and euthanisa. 
Please read more about it when you have the time. I have understood them after 
a very long time, and agree with them. Unfortunately the reasons are beyond the 
grasp of ordinary people, and the results of promiscuity are pretty much 
visible in today's world. 
 
Re Caritas, they do a sterling work world-wide, not only in India. In addition, 
other charities like St Vincent de Paul, Brotherhood of St Laurence, The 
Salvation Army and World Vision are all working towards a better world by 
helping the needy and providing shelter for the homeless regardless of creed or 
belief and without attempting to even ask reasons for their circumstances (the 
people they assist tend to open up themselves), Please join one of these 
associations or groups and see for yourself, rather than criticising. 
 
I don't know about other countries, but Australia is already at the receiving 
end of countless "boat" people from afar as Afghanistan, who come to Australian 
shores without any papers or documents as to their identity.

I refer to the message 9 Goanet Digest, Vol 7, Issue 434 on the subject.

I am dismayed, baffled and confused as a layman.  Your views on the cross
are of negative nature and assisting people to sort of atheistic view.

What looked like a shameful death for Jesus was actually a glorious triumph
for God's plan; because it is through the cross that Jesus won victory over
enemy powers, including Satan, sin and death. Their claim on us has been
fully satisfied in the death of the innocent victim. They cannot demand any
more than what he has already paid. They have nothing further to threaten us
with.

"By his death," we are told, Jesus was able to "destroy him who holds the
power of death-that is, the devil" (Hebrews 2:14). "The reason the Son of
God appeared was to destroy the devil's work" (1 John 3:8). Victory was won
on the cross.

We are walking by faith, not by sight" -2 Corinthians 5:7

If one of your very young relatives had to die, would you not keep the
little booties and clothes he/she wore as a reminder for their parents?

Similarly the cross is a reminder of the cost the son of God paid to
liberate us from the original sin. 

On Good Friday we venerate the cross, are you suggesting that the church
should cease this century old practise.

You say Christians are not idolaters, what about the statues we have in the
churches i.e. mother of Christ and all saints that are kept on the pedestal
of the church?

I am confused that as a theologian you seem to give message contrary to our
believe. The cross is there to remind us of the price he paid.

You have lots of explanation to give when you come in the presence of St.
Peter at the pearly gates.

Mr Shantaram Naik M.P. has been appointed as Chairman of the Standing 
Committee of Parliament  on Personnel Public Grievances, Law and Justice by 
the Chairman of the Rajya Sabha.


Appointment has been made by the Chairman of the Rajya Sabha Shri Hamid 
Ansari  through a notification issued today.


The post of Chairman  had fallen vacant on account of the resignation of 
Shri Abhishek Manu Singhvi, a few days back.


Mr Naik will be taking charge of office on Monday 6th May, 2012.

The Committee had recently submitted its report on  two important bills, 
namely, Lokpal  Bill and Whistle Blower Bill.


Presently a bill on the subject of Citizen Charter is under the 
consideration of the Committee. Issues related to women employees, their 
problems at the workplace, specially in reference to the guidelines framed 
by the Supreme Court in Vishakha Case, are also being studied by the 
Committee.

GBA strongly opposes the proposal of the government to bring back the 20+
year old RP 2001, a document known for its vagueness, ignorance of eco
sensitive zones and promoting a blanket high 80 FAR across rural Goa. This
move is suspect, given that a minority had asked for scrapping RP2021, and
especially when part de-notification to appease the affected is possible
within the TCP Act without causing trauma to all Goans.



This unilateral decision snubs the hard fought demands of the people such
as protection of eco-sensitive zones, and lower FAR especially in VP2
areas which
go a long way to halting mega projects in villages.



GBA states that the government had promised to consult the stake holders
but instead has gone ahead taking decisions clearly promoting confusion,
the benefits easily being taken advantage of by the builders lobby.



The case in point is the construction on the salt pans, an eco sensitive
zone in Goa Velha, by Palacio de Goa. Google images of 2009, 2010, 2011
gives a time line of how constructions have come over eco sensitive zones
under RP2001 while RP2021 was being deliberately delayed in finalization by
the previous govt.



The same ploy is being used by the present government, for parties to
construct under provisions of the old plan.



There are 18 tourism related projects which have given their Expression of
Interest (EOI) to the government and was discussed at the high powered
committee chaired by the last CM with the present CM also being a member of
the committee. These projects by virtue of sheer scale are seeking to be
brought in under the Amendment 16A to the TCP Act, which allows easy access
and bypassing of people for the PPP model. Some of these companies include
Riveira Constructions, Salgaoncar House, Goa Agri group and Manvins Group.



 The “High Powered Committee” on Tourism Infrastructure under PPP met for
the second time on 11.11.11. Most people in Goa do not even know such a HPC
existed and whether it will now continue with a new CM and new Leader of
the Opposition in it.



Many of these projects blatantly disregard eco-sensitive zones and were
sought to be brought in outside the RP process. Will they now be included
in the new RP2021 as part of the process?



GBA demands that the government work on the new plan first, get it approved
by the Gram Sabhas and then denotify RP2021 to replace it with the new plan.



If serious about protection of eco zones of this fragile state, the
government should immediately treat all areas marked as ‘Natural Cover’ yet
given ‘Orchard’ status in RP2021, as ‘Forest’ and Eco 1 status, prohibiting
opportunistic development in those areas.



In the interim period the government must put on hold all the multi
dwelling projects

and controversial conversions, insertions and allow processing of single
dwelling units.



Most importantly, as a measure of transparency, the government should spell
out the process and Guidelines for corrections in completion of the plan.



In not doing so, GBA fails to see how this government will keep its promise
of corruption free governance, using confusion and unclear guidelines in
development as a tool the same way the earlier government did.

I was asked by two Goanetters ...WHY   I chose NOT to comment on any
"CODE of ethics"for social activists.

COMMENT:

Perhaps, my previous response was not 'complete'. So here go a few
lines in addendum

a: Codes of Conduct are normally devised by professional bodies, in
major part, to protect the reputation of their respective professions.

b: Significant and/or repeated violation of the 'Code' by a registered
member of a professional body could lead to disciplinary actions by
the profession's Governing Council. (please see two examples of
"Codes" infra)

c: I am not yet aware that Social Activists have a professional body
of which they are regulated members. But, I am willing to be
corrected.

d: I really do not believe that Social Activism is a profession. To
me, those who 'practice' their Social Activism in cyberspace, are just
loose cannons venting frustrations more regularly than the average
"Joe" .

e: This is NOT to say that they serve no purpose, for they often do.

RESPONSE: Jose commented ONLY on what 'ethical PRACTICE for social
activists' was or might be.  The standard, I submit yet again, is
similar to that expected of any ethical person in civil society i.e.

Clapham omnibus).

It is definitely true that the 'social activists' do not have to
submit to the electorate. Hence, they could choose to do as they
please.

Angela Ferrao I'm kind of put off by the amount of complaints
'tourists' have about the way Goan cabbies overcharge them. I advise a
bit of homework. Remember the cabbie doesn't always get a fare back to
a centre point from some of the remote places.

Christine Russon I agree with Angela. In major cities throughout
India, tourists should absolutely demand to pay by the meter, but in a
state like Goa, I don't expect the same, as I understand that there is
almost a 100% chance the driver will not get another passenger where I
ask to be taken. And as far as the airport is concerned, there are
pre-paid cabs, so if someone wants to compare fares, that is his/her
choice.

The life saving benefits of soap were first recognised by Ignaz Semmelweis,
a Hungarian physician, who discovered in 1847 that hand-washing by
obstetricians and midwives could prevent puerperal fever, an infection
following childbirth that killed up to a third of women in European
hospitals in the mid-19th century.

Semmelweis became known as the "saviour of women", but more than a century
and a half later, surveys showed one in four doctors and nurses in Britain
still did not wash their hands consistently between patients. That abysmal
record has been dramatically improved by the CleanYourHands campaign,
launched in England and Wales in 2004. It has instilled into medical staff,
patients and visitors the importance of washing hands to prevent the spread
of superbugs including MRSA and Clostridium difficile.

It was the first such campaign in the world to be rolled out nationally,
and the results from the first study of its effects are published online in
the British Medical Journal today. They show that over the four year period
to mid-2008, orders for soap and alcohol hand rub almost tripled, while
infections with MRSA and C. difficile almost halved.

There were 1,000 deaths from MRSA and 4,000 deaths from C. difficile
annually in the mid-2000s. A halving of the infection rate implies a saving
of 2,500 lives a year. Researchers from University College London Medical
School and the Health Protection Agency say the "strong and independent
associations" between the rise in soap orders and the fall in infection
rates "remained after taking account of all other interventions".

Sheldon Paul Stone, senior lecturer at UCL Medical School, who led the
study, said: "Without a doubt, lives were saved by the campaign. I would
say 10,000 lives over the four year period of the study was a reasonable
estimate."

"If hand hygiene were a new drug, pharmaceutical companies would be out
selling it for all they were worth."

But Dr Stone warned the gains could be lost after the CleanYourHands
campaign ended in 2010.

"It is obvious the campaign should be continued. Independent groups have
suggested it should. It needs a new focus on staff who use gloves. They
deal with the most infectious patients but they are much less likely to use
soap."

Asked why it had taken more than 150 years to get the message through to
doctors and nurses, who already had the professional knowledge about the
risks of hand contamination and transmission of bacteria, he said: "As
Fawlty Towers once said, it's stating the bleeding obvious. But sometimes
the obvious needs stating. The problem is it doesn't sound very sexy
compared with hi- tech medical innovations."

Louise Teare, consultant microbiologist and chair of the Independent
Alliance of Patients and Healthcare Workers for Hand Hygiene, said: "The
CleanYourHands campaign was unbelievably successful. It is extraordinary
that it has taken 150 years to get the message across. But throughout
history that is, sadly, what happens. Our challenge now is how to make it
sustainable." The campaign was accompanied by posters and regular audits,
and was backed by the Health Act 2006 which imposed a legal duty on NHS
trusts to provide "hand-washing facilities and hand rubs". It was
reinforced by visits by Department of Health inspectors.

Key to its success was the high profile political drive to cut infection
rates. In the mid-2000s, the Blair government recognised that something had
to be done about soaring hospital infection rates which had become a
touchstone for the failings of the NHS. Scandals at Stoke Mandeville
hospital and Maidstone and Tunbridge Wells trust, where hundreds of
patients died, fuelled public alarm. Patients understood that medical
treatment carried a risk but were not prepared to accept that hospitals
themselves could pose an even bigger one, by spreading infections.

Doctors had regarded their main task as treating patients, and had seen
hospital infections as an unfortunate but inevitable complication of
medical care.

That resulted in a fatalistic attitude to the occurrence of infections and
an over-reliance on antibiotics to deal with them. Cases of MRSA grew from
less than 100 a year in the early 1990s to 6,378 cases in 2006-07 when the
infection was linked with more than 1,000 deaths. The number of MRSA
infections has since fallen to 1,114 in 2011-12.

C. difficile cases grew from a few hundred in the early 1990s to 55,681 in
2006-07 and caused about 4,000 deaths. They have fallen to 18,005 cases in
2011-12.

The National Audit Office estimated in 2007 that hospital infections cost
the NHS over £1bn a year to treat. The CleanYourHands campaign cost
£500,000 over four years and, by halving the infection rate, may have saved
£500m.

This is regarding cabbie charging exhorbitant rates for taxi fare. I beg to 
differ. I live in Betim on the river, very close to the ferry wharf. I don't 
possess a vehicle as I have never learnt to drive. I have an auto guy and a 
taxi guy on call who I have used for the last 11 years. My taxi guy is very 
honest. From the airport to my residence its rs. 600/-. From my res to 
anywhere in Dona Paula whether he waits for 1 hour or 4 hours he charges Rs. 
500/-From my res. to aldona and back also Rs. 500/-. and so on. To Calangute 
and back its Rs. 400/-. My auto guy also is very very honest.
