Affordable housing: no easy way out over a vexing problem

There is a genuine concern in Goa about the non-availability
of land to the sons of the soil, particularly those belonging
to the lower and middle income groups.  In Panjim and some
other areas, the cost of land may go up to Rs 100,000 per
square metre and in Salcete, Bardez and Tiswadi no land
below Rs. 2000 per square metre is available except perhaps
in some very remote areas.

  The Supreme Court of India has pronounced in
  several judgements that the State has a duty to
  provide adequate facilities for shelter to every
  citizen so that the fundamental right to life is
  meaningful.  In Goa, a special provision under
  Article 371 of the Constitution was sought for this
  purpose.  Neither the Union Government nor the main
  Opposition Party agreed to the demand.  However,
  the State Government itself can take several
  measures to provide affordable housing.

Why are prices of land so high in Goa? One of the reasons is
the large scale purchase of land by outsiders. In July 2007,
Government disclosed in our Legislative Assembly that as per
the records of the Land Registrar, 562 foreigners from 27
countries had bought 21.44 lakh sq mts of land in Bardez
taluka during the previous three years.

In Salcete, within the same period, 482 foreigners from 22
countries purchased 12.44 lakh sq mts of land.  Most of the
other talukas have witnessed a similar sharp rise in the
number of foreigners buying land in Goa.  Morjim is now known
as 'little Moscow' and Arambol might well be named 'little
Tel Aviv'.

According to RBI guidelines, foreigners can acquire immovable
property in India only if the concerned individual has
established a place of business in this country according to
FERA or FEMA, the property is necessary to carry such
business and all applicable laws, rules, regulations and
directions have been duly complied with.  It is reported,
however, that many foreigners evade these requirements.

The National Security Council Secretariat has cautioned that
real estate projects by foreigners in Goa might include drug
trafficking, gun running and prostitution and that some
foreign drug cartels are attempting to turn Goa into a base
for their activities.  Government should scrutinize all land
deals by foreigners and if they find any illegality,
confiscate the property and impose punishment on the offender
and his local associates, if any.

  The economic benefits as well as the social costs
  of tourism need to be evaluated.  It is necessary
  to formulate a development strategy which provides
  employment to our people whilst being less
  dependent on tourism.

Another reason for the high cost of land is inadequate
implementation of the Industrial Policy.  According to the
Goa Industrial Policy, the mission of the Industrial Policy
is above all to create sustainable employment for the local
youth in the State.  This does not appear to have been
achieved to any significant extent, though large tracks of
land and other facilities are provided to industries.

Information Technology enterprises seem to be the most
suitable for the youth of Goa in view of the rather high
literacy rate in this State.  IT industries require smart
work rather than hard physical work.  These are the
industries of the Knowledge Society and they will continue to
grow.

Affordable housing is a most important concern across the
world.  Planning mandates in the United Kingdom have
generated 20 to 30 percent of all affordable units built over
the last decade.  South Africa distributes free plots for
houses to its poorest income group.  Singapore provides
public housing for more than 80 percent of its population.

In India, in Rajasthan for example, the State Government
makes available thousands of houses as well as plots to
people belonging to different income groups.  Chief Minister
Ashok Gehlot has proposed that the statutory right to shelter
should be included in the forthcoming Five Year Plan.

In Goa, an Action Plan needs to be drawn to provide
affordable housing to the average Goan.  It will require an
efficient Housing Board, interest rate subsidies and other
financial devices to make housing affordable to all.

An intriguing story has been doing the buzz in media circles
here.  An ambitious new BJP minister from South Goa who
accepted a gift for an official favour received a visit from
a party functionary.  Acting on instructions from the chief
minister, the BJP man asked the embarrassed minister to make
over the 'gifted' amount to the party treasury.

The shamed politician also received a signed receipt for the
Rs 50,000.  Chief Minister Manohar Parrikar's admirers --
currently they are legion -- see this as yet another example
of his unimpeachable integrity and resolve to keep his band
in line.  To his critics, these are glaring instances of the
second-time CM's obsessive need to crack the whip to show who
calls the shots.

  After years of fragmented governance (two power
  changes to be precise since Parrikar's 2000-2004
  stint) we have a single power centre and a modicum
  of sanity in administration, a senior bureaucrat
  tells me.  He sees this as good for Goa.  Another
  official who was regularly kicked around in the
  whimsical administrative shifts and reshuffles -- a
  ploy used by most politicians to keep state civil
  servants on a leash -- also expresses relief that
  there is someone in command -- at last.

Surprisingly, the praise for the new chief minister is also
tempered with a large degree of uneasiness among those in his
administration, just four months after his takeover.  At the
core of this is the question of his sincerity to his new
secular avatar given his quiet yet resolute moves to
delegate key institutional positions to men who are deeply
saffron or Saraswat or both, and the extent of his commitment
to the stack of pre-electoral promises.

His body language may have changed, but has his ideology? a
former Congress minister who has rubbed shoulders with
Parrikar for years, asks.  The question is relevant to those
on both sides of the divide.

Among the mostly faceless line-up of new BJP legislators the
politically travelled Vishnu Wagh stands out and is the only
one willing to speak candidly: The chief minister is a far
more accommodating politician than he was earlier, he says.

  I can understand his compulsion on the medium of
  instruction (MoI).  It was a promise he had to
  keep, and some compromise was to be expected. But
  Wagh sees little clarity in Parrikar's MoI decision
  favouring Diocesan schools.  Will it continue or is
  there a time-frame for the assistance?  BJP cadres
  are not happy, he says, and within the RSS there is
  even more resentment over the decision.

Conceding that Parrikar is on tricky gradient on the mining
issue, the BJP MLA says one doesn't get the picture that the
government is tackling it with an iron hand.  The chief
minister's twists and turns on mining in the current session
of the state assembly lend credence to the suspicion that
having used the issue politically to shame and sink the
Digambar Kamat government, the BJP leader is likely to adopt
a far more forgiving approach with the cash-rich mining
marauders now that he is at the wheel.

Don't forget, one of his bureaucrats stresses, that at
least five BJP MLAs (Nilesh Cabral, Ganesh Gaonkar, Subhash
Phaldesai among others) have interests in the iron ore export
business.  Mining and casino funds fuelled a large dose of
the March 3 election campaign and its fallout is showing on
government policy, he says.

One of the biggest advantages of the clear mandate is that
Parrikar can be his own man.  In his previous stint as chief
minister he was hampered by the pulls and counter-pulls of
coalition politics, says UGDP leader Radharao Gracias.  With
the Cabinet in his control and the likes of the Dhavlikars in
check, Gracias expects we'll see more and more of Parrikar
and less and less of his other Cabinet colleagues.  Even a
senior minister like Francis D'Souza, the number two in the
ministry line-up, is hardly seen, he points out.

  Parrikar makes a good administrator, but he is so
  distrusting of his colleagues and their abilities
  to perform in government to the point of being
  contemptuous, Wagh believes.  He looks down on
  others.  I've never seen him taking advice from
  anyone, he says.  The chief minister's compulsive
  need to be in absolute control, vet every file and
  make every decision, is a major irritant for his
  officials.  One of them said he had been waiting
  days for an appointment with the overburdened head
  of government, even though there were urgent
  matters to clear.

With a judicious mix of accommodation and ideology, Manohar
Parrikar has managed to reinvent his political persona
pre-March 3, cultivating the image of a balanced politician
and new-found

Goa Governor Mr. P.V.Wanchoo has been urged not to administer the oath of
office to Dr. Pradeep Padwal as State Information Commissioner inview of a
Supreme Court order last week.



Dr Pradeep Padwal who was appointed as State Information Commissioner on 19
th July would assume office only after being administered oath of office by
the Governor.



In a letter to Governor Wanchoo it has been pointed out that the Supreme
Court on 19th July has directed the government not to appoint any more
information commissioners till it decides on the plea making it mandatory
that Information Commissioners be persons with a judicial background.



A Bench of the Honourable Supreme Court comprising Justices A K Patnaik and
Swatanter Kumar passed the order to this effect while reserving its
judgment on the petition by Mr. Namit Sharma challenging the validity of
the appointments of Information commissioners with no knowledge and
experience of law and without a judicial background.



The issue being now under the consideration of the Supreme Court it would
not be appropriate for the Governor to administer the oath of office to Dr.
Pradeep Padwal as State Information Commissioner.



The Right to Information Act requires that the Information Commissioner
should have wide knowledge and experience of law. Dr. Pradeep Padwal had no
knowledge and experience in law whatsoever and obviously no judicial
background.



The State Information Commissioner would be drawing a salary equivalent to
that of the Chief Secretary of around Rs 1, 20,000 a month. It is therefore
important to ensure that the person appointed did not become a liability
and embarrassment to the State for five long years. The Right to
Information Act being a vital evolving law it is imperative that the
Information Commissioner be a person with a very sound legal background as
was rightly mandated in the RTI Act itself.

London’s High Court hears of castration, rape and beatings in the Empire

    * Three elderly Kenyans who were tortured in detention under British orders 
in the 1950s took the witness stand in London’s High Court on Tuesday in 
poignant scenes that conjured up the darkest days of the end of Empire.

They are seeking damages from the British government, which has been trying for 
three years to block their legal action for fear that it could encourage 
countless other former colonial subjects to come forward with similar claims.

The claimants, now in their 70s and 80s, suffered acts of brutality including 
castration, rape and beatings during a ruthless crackdown by British forces and 
their Kenyan allies on rebels from the Mau Mau movement fighting for land and 
freedom.

One of the three to take the stand was Paulo Nzili, 85. In his 20-page witness 
statement, he gave excruciating details of how he was castrated at Embakasi 
detention camp by a white settler called Mr. Dunman and nicknamedLuvai, which 
in Mr. Nzili’s Kikamba language means “merciless person.”

“They tied both of my legs with chains and … pinned down both my hands. 
Then Luvai approached me with a pair of pliers which were more than a foot long 
and castrated me,” he said in the statement, which was based on his oral 
account.

Mr. Nzili was not asked to revisit his abuse on the stand, but to confirm he 
had recounted his story to the people who drew up the statement, and to confirm 
he had signed it, which he did.

Jane Muthoni Mara, 73, confirmed the thumb print on her witness statement was 
her own. The document makes horrifying reading, with details of sexual abuse 
including rape using a bottle full of boiling water.

Dressed in a skirt and cardigan, both with colourful patterns, and a 
red-and-yellow head scarf, Ms. Mara spoke so softly that the judge politely 
asked her to speak up.

Tens of thousands of rebels were killed during the British crackdown and about 
150,000 Kenyans, many of them unconnected to the Mau Mau, were detained in 
brutal camps referred to as “Britain’s Gulag” by Harvard historian Caroline 
Elkins.

The first claimant to take the stand on Tuesday was Wambugu Wa Nyingi, 84, who 
was arrested in 1952 and spent almost a decade in detention at various camps 
run by the British and staffed jointly by British guards and Kenyan “loyalists.”

In his statement, Mr. Nyingi described severe beatings as a routine part of 
life in the camps. Tall and frail, he was helped to the witness stand by his 
interpreter.

He answered questions from Guy Mansfield, the government’s counsel, who focused 
on two topics: the fact that some perpetrators of abuse were Kenyans, and that 
after independence successive Kenyan leaders were hostile to Mau Mau veterans.

Mr. Nyingi became animated in discussing the issue of how Kenya’s first two 
presidents, Jomo Kenyatta and Daniel arap Moi, had oppressed veterans of the 
armed struggle for independence.

“We were not allowed to meet in public. We were still in prison … because we 
were not allowed to talk freely,” he said, jabbing his fingers on the stand for 
emphasis.

His evidence was a stark reminder of how divisive the Mau Mau movement remains 
in Kenyan society.

Tuesday was the second day of a 10-day hearing. The court is not being asked to 
make a ruling on the substance of the Kenyans’ allegations but to decide 
whether a fair trial can be held so long after the events.

The British government’s position is that the case was filed too long after the 
time limit for making a claim. The claimants’ lawyers argue that as there is a 
mass of documentary and other evidence on the period, a fair trial is possible.

The government has used legal arguments to try and stop their claim. That 
strategy has been denounced by South Africa’s Archbishop Desmond Tutu, who has 
accused Britain of hypocrisy for criticizing the human rights record of other 
countries while refusing to face up to its own.

I relate to your point. My concern is with detail; what is termed,
pedantic. On the one hand, desiring to see how things/ notions/ and
sometimes, what pass off as idea, are fleshed out; elaborated upon;
along with tangential meanings, pointed out or discovered.

In any case we got to hear of your example: The pun (not sarcasm) is
'the  lowest form of humor. Thank you. In fact that too was true in
India. And there are others. Things change with time. Often notions
are labelled and get disseminated, simply on account of some ones
(more often than not a poet or writer, at a given point in their
trajectory) distaste of a figure of speech or such.

“Poisoning, or maiming of the strays that were being fed is also
reported sporadically,” says Padmaja Bundla of CHFA.

I am reminded of Tippu, a three-legged stray whom we fed (Dad would
give him choce left-overs and occasionally fresh meat) was bludgeoned
to death about 40 years ago. This happened at BPT Quarters, Wadala
Mumbai, India. He was one of us, essentially an equal with me—the
older brother in the family. He had lost one of his front legs in an
accident on the railway tracks, in the shunting yard; and was one of
the fastest dogs I have ever seen,  He often followed us home to the
fourth floor (third floor in the US).

An intriguing story has been doing the buzz in media circles
here.  An ambitious new BJP minister from South Goa who
accepted a gift for an official favour received a visit from
a party functionary.  Acting on instructions from the chief
minister, the BJP man asked the embarrassed minister to make
over the 'gifted' amount to the party treasury.

The shamed politician also received a signed receipt for the
Rs 50,000.  Chief Minister Manohar Parrikar's admirers --
currently they are legion -- see this as yet another example
of his unimpeachable integrity and resolve to keep his band
in line.  To his critics, these are glaring instances of the
second-time CM's obsessive need to crack the whip to show who
calls the shots.

  After years of fragmented governance (two power
  changes to be precise since Parrikar's 2000-2004
  stint) we have a single power centre and a modicum
  of sanity in administration, a senior bureaucrat
  tells me.  He sees this as good for Goa.  Another
  official who was regularly kicked around in the
  whimsical administrative shifts and reshuffles -- a
  ploy used by most politicians to keep state civil
  servants on a leash -- also expresses relief that
  there is someone in command -- at last.

Surprisingly, the praise for the new chief minister is also
tempered with a large degree of uneasiness among those in his
administration, just four months after his takeover.  At the
core of this is the question of his sincerity to his new
secular avatar given his quiet yet resolute moves to
delegate key institutional positions to men who are deeply
saffron or Saraswat or both, and the extent of his commitment
to the stack of pre-electoral promises.

His body language may have changed, but has his ideology? a
former Congress minister who has rubbed shoulders with
Parrikar for years, asks.  The question is relevant to those
on both sides of the divide.

Among the mostly faceless line-up of new BJP legislators the
politically travelled Vishnu Wagh stands out and is the only
one willing to speak candidly: The chief minister is a far
more accommodating politician than he was earlier, he says.

  I can understand his compulsion on the medium of
  instruction (MoI).  It was a promise he had to
  keep, and some compromise was to be expected. But
  Wagh sees little clarity in Parrikar's MoI decision
  favouring Diocesan schools.  Will it continue or is
  there a time-frame for the assistance?  BJP cadres
  are not happy, he says, and within the RSS there is
  even more resentment over the decision.

Conceding that Parrikar is on tricky gradient on the mining
issue, the BJP MLA says one doesn't get the picture that the
government is tackling it with an iron hand.  The chief
minister's twists and turns on mining in the current session
of the state assembly lend credence to the suspicion that
having used the issue politically to shame and sink the
Digambar Kamat government, the BJP leader is likely to adopt
a far more forgiving approach with the cash-rich mining
marauders now that he is at the wheel.

Don't forget, one of his bureaucrats stresses, that at
least five BJP MLAs (Nilesh Cabral, Ganesh Gaonkar, Subhash
Phaldesai among others) have interests in the iron ore export
business.  Mining and casino funds fuelled a large dose of
the March 3 election campaign and its fallout is showing on
government policy, he says.

One of the biggest advantages of the clear mandate is that
Parrikar can be his own man.  In his previous stint as chief
minister he was hampered by the pulls and counter-pulls of
coalition politics, says UGDP leader Radharao Gracias.  With
the Cabinet in his control and the likes of the Dhavlikars in
check, Gracias expects we'll see more and more of Parrikar
and less and less of his other Cabinet colleagues.  Even a
senior minister like Francis D'Souza, the number two in the
ministry line-up, is hardly seen, he points out.

  Parrikar makes a good administrator, but he is so
  distrusting of his colleagues and their abilities
  to perform in government to the point of being
  contemptuous, Wagh believes.  He looks down on
  others.  I've never seen him taking advice from
  anyone, he says.  The chief minister's compulsive
  need to be in absolute control, vet every file and
  make every decision, is a major irritant for his
  officials.  One of them said he had been waiting
  days for an appointment with the overburdened head
  of government, even though there were urgent
  matters to clear.

With a judicious mix of accommodation and ideology, Manohar
Parrikar has managed to reinvent his political persona
pre-March 3, cultivating the image of a balanced politician
and new-found

Issues. It gave me a great pride to feature Calangute, my birth place and
home town in my first edition.  I will keep in mind your suggestions and
will focus on featuring different villages and hopefully will cover all of
Goa’s villages. With your permission, I would like to feature your village.
Please send me at your earliest convenience, anything pertaining to your
village, as my next issue is due in August. Recently, I met with a serious
accident and am recovering at home. Hopeful I will be able to post my next
issue as planed.

 I would like to congratulate Rohan Lobo on the publication of the first
 edition of his e-magazine. I thoroughly enjoyed it and am truly impressed.
 Keep up the good work. I am sure that in time it will grow and become a
 premier source of knowledge and entertainment throughout the Goan community
 worldwide. True the first edition comprised of a variety of topics on
 Calangute. This is expected as the birth place of this effort is Calangute.
 May I suggest that future editions dedicate space to feature a village each
 so that the whole of Goa's villages and towns can be featured in time thus
 giving a showcase of the villages and their uniqueness. This will also
 broaden the readership and stimulate interest from all corners of Goa and
 the Goan Diaspora scattered throughout the world.

 Thank you once again for this marvelous effort.

May I suggest that, the nomenclature of the ISM having been noted, those in 
control of the purse and power strings will do the Mao Mao on anybody who 
threatens to replace them.

Kronto claimed to be holier and better than Pronto. Pronto, apparently, had 
raped 15 women while Kronto had raped a mere 13.  As far as I am concerned, 
both are wicked.

 * Three elderly Kenyans who were tortured in detention under British 
 orders in the 1950s took the witness stand in London’s High Court on Tuesday 
 in poignant scenes that conjured up the darkest days of the end of Empire.
 
 They are seeking damages from the British government, which has been trying 
 for three years to block their legal action for fear that it could encourage 
 countless other former colonial subjects to come forward with similar claims.
 
 The claimants, now in their 70s and 80s, suffered acts of brutality including 
 castration, rape and beatings during a ruthless crackdown by British forces 
 and their Kenyan allies on rebels from the Mau Mau movement fighting for land 
 and freedom.
 
 One of the three to take the stand was Paulo Nzili, 85. In his 20-page 
 witness statement, he gave excruciating details of how he was castrated at 
 Embakasi detention camp by a white settler called Mr. Dunman and 
 nicknamedLuvai, which in Mr. Nzili’s Kikamba language means “merciless 
 person.”
 
 “They tied both of my legs with chains and … pinned down both my hands. Then 
 Luvai approached me with a pair of pliers which were more than a foot long 
 and castrated me,” he said in the statement, which was based on his oral 
 account.
 
 Mr. Nzili was not asked to revisit his abuse on the stand, but to confirm he 
 had recounted his story to the people who drew up the statement, and to 
 confirm he had signed it, which he did.
 
 Jane Muthoni Mara, 73, confirmed the thumb print on her witness statement was 
 her own. The document makes horrifying reading, with details of sexual abuse 
 including rape using a bottle full of boiling water.
 
 Dressed in a skirt and cardigan, both with colourful patterns, and a 
 red-and-yellow head scarf, Ms. Mara spoke so softly that the judge politely 
 asked her to speak up.
 
 Tens of thousands of rebels were killed during the British crackdown and 
 about 150,000 Kenyans, many of them unconnected to the Mau Mau, were detained 
 in brutal camps referred to as “Britain’s Gulag” by Harvard historian 
 Caroline Elkins.
 
 The first claimant to take the stand on Tuesday was Wambugu Wa Nyingi, 84, 
 who was arrested in 1952 and spent almost a decade in detention at various 
 camps run by the British and staffed jointly by British guards and Kenyan 
 “loyalists.”
 
 In his statement, Mr. Nyingi described severe beatings as a routine part of 
 life in the camps. Tall and frail, he was helped to the witness stand by his 
 interpreter.
 
 He answered questions from Guy Mansfield, the government’s counsel, who 
 focused on two topics: the fact that some perpetrators of abuse were Kenyans, 
 and that after independence successive Kenyan leaders were hostile to Mau Mau 
 veterans.
 
 Mr. Nyingi became animated in discussing the issue of how Kenya’s first two 
 presidents, Jomo Kenyatta and Daniel arap Moi, had oppressed veterans of the 
 armed struggle for independence.
 
 “We were not allowed to meet in public. We were still in prison … because we 
 were not allowed to talk freely,” he said, jabbing his fingers on the stand 
 for emphasis.
 
 His evidence was a stark reminder of how divisive the Mau Mau movement 
 remains in Kenyan society.
 
 Tuesday was the second day of a 10-day hearing. The court is not being asked 
 to make a ruling on the substance of the Kenyans’ allegations but to decide 
 whether a fair trial can be held so long after the events.
 
 The British government’s position is that the case was filed too long after 
 the time limit for making a claim. The claimants’ lawyers argue that as there 
 is a mass of documentary and other evidence on the period, a fair trial is 
 possible.
 
 The government has used legal arguments to try and stop their claim. That 
 strategy has been denounced by South Africa’s Archbishop Desmond Tutu, who

Death  Burials:
St. Francis died on  December 3, 1552, at age of 46.  He was first buried on 
Shangchuan 
Dao's beach (China).
His intact body was taken from the island in February 1553. It was temporarily 
buried 
(2nd time) in St. Paul's church in Malacca on March 22, 1553. His body was once 
again 
removed shortly after April 15, 1553 by his friend Pereira and took it at a his 
place
On December 11, 1553 (after one year from death) the incorrupt body  of Francis 
Xavier 
was shipped to Goa. 
The body is now in the Basilica of Bom Jésus in Goa, where it is placed into a 
glass / silver casket. 

Exposition: (Once in 10 years)
The silver casket is lowered for public viewing only during the public 
exposition, 
which most recently took place in 1994-95, 2004-05.  Next would be in 2014-15. 
The Exposition last about 6 weeks from late Nov to Early Jan.

This Sunday's readings centre on food - an essential commodity of life. It is 
said some people live to eat, while others eat to live! Is eating the main 
purpose of life or is there a bigger and better purpose? In our world today we 
have an unequal distribution of resources. While a major section starve and 
wonder from where they will get their next meal, a small minority enjoy 
sumptuous meals and worry more about how to diet! The imbalance is man-made and 
occurs when we only think of ourselves and our needs first. Our God gives of 
his bounty and expects us to share his gifts with others. Have a sharing

Sunday Reflections: Seventeenth Sunday: He provides for all people through our 
sharing 29-Jul-2012
Readings: 2 Kings:4: 42-44        Eph.4: 1-6        John 6: 1-15

In the first reading we find the prophet Elisha surrounded by his disciples, 
about a hundred in number receiving the yearly first fruits of the harvest, 
about twenty loaves of bread made from the first barley harvested. These loaves 
of bread were totally insufficient to feed the hundred persons present. Yet 
Elisha orders his servant to lay them in front of the crowd for their meal. The 
servant objects but Elisha insists and all those present ate as much as they 
wanted and there were still some leftovers. The church recalls this Old 
Testament episode to stress that while Elisha fed a hundred men with twenty 
loaves, Jesus fed five thousand with just five loaves! This was to be a sign of 
things to come with the coming of Jesus.

That's my onion!
There was this rich lady who lived on her own and led an impeccable life as far 
as the externals of religion were concerned. She went to mass daily, found 
little or nothing to confess when she went to confession because, as she 
repeatedly asserted, she never bothered anybody. Eventually she died and to 
her horror and surprise found that she had been assigned to hell. She went to 
the devil and complained bitterly about her treatment, explaining how she had 
lived a virtuous and utterly blameless life on earth and claimed there must be 
a mistake. Satan inquired of Peter and was told there was no mistake, the woman 
was utterly selfish and self-centred and she was where she belonged. But Peter 
conceded, that if she could think of one single act of kindness, heaven would 
be open to her. After a few days of examination the woman returned in high 
spirits, saying that she could recall one good deed she had done. One day, 
she said, as I was cooking the dinner
 a beggar came to the back door. He was hungry and I gave him an onion. Peter 
checked and found that it was true and Peter said to Satan. We are going to 
lower the onion at the end of a rope. Tell her to clasp it and then we'll pull 
her up here. Needless to say the woman was overjoyed as the rope was lowered 
with her onion dangling on the end of it. She grabbed the onion. As she was 
being pulled up, some of her companions, seeing the opportunity of getting out 
with her, clung to her. Let go, let go, she shrieked, kicking out at them, 
that's my onion. With these words, That's my onion, the rope snapped and 
she fell back, with her onion, into the arms of Satan, who said to her, That 
rope was strong enough to save both you and your brothers, but it was not 
strong enough to save you alone.

The Gospel begins on the note that a large crowd kept following Jesus oblivious 
of their hunger and other bodily needs. It is Jesus who was concerned about 
their need and said to Phillip, Where are we going to buy bread for these 
people to eat? Jesus knew what he would do but he wanted to see what his 
disciples would do. Were they concerned? Would they trust him to do the 
needful? For Phillip feeding the crowds presented a problem that had no 
solution. He was thinking of the problem and how he was going to solve the 
problem with the resources he had.  Phillip's attitude is often our own each 
time we come across a problem. The problems are too big and we and our 
resources are too small, so we don't even attempt to look at the problem. Then 
there is Andrew, Simon Peter's brother, who sees the problem but he also sees 
some solution. He knows a boy who has only five barley loaves and two fish. He 
knows that this is woefully inadequate but he brings it all
 the same to Jesus. Jesus could have fed the multitude without the help of his 
disciples and their meager resources but He needed their involvement; he needed 
whatever they could offer. The little that they put into His hands became more 
than enough, through the power of love, which is the power of God. The same 
call goes out to us believers today: What are we doing about the problems 
facing people today?  Too often we are thinking of the immensity of the 
problem. We are ashamed of the little resources we have, not realizing that God 
can only work with us and through us when we know we can't

Unfortunately, Cleo used several songs in the video which YouTube has
identified as copyrighted material, so the video is blocked in Germany. I
may have to edit the video and replace the soundtrack with copyright-free
music. I'll also try to post it to Facebook (GoaHippyTribe).

So far Part One has not turned up.

I was browsing through famous fashion designer, Wendell Rodrigues wonderful 
book on Goan fashion — Moda Goa. In tracing earliest fashion that may have 
existed in the Goan region, we enter the realm of mythology and discover 
images of gods still worshipped who display what would have been the clothes 
of our ancestors. I say our ancestors, and not just ancient Goan clothing, 
because I realised the same clothing would have been seen across India.


Goa, like much of the Western coast of India, is associated with Parashuram, 
the Ram who held an axe, and belonged to the clan of Bhrigu sages. It is 
postulated that he is perhaps a mythic embodiment of sages who brought the 
Vedic way of thinking to a land that was otherwise inhabited by hill tribes 
(there are cave drawings and markings in Goa that can be traced to the Stone 
Ages). What did Parashuram and the sages wear? It was probably ‘valkal’ — 
fabric made by beating the leaves and bark of the banyan or pipal fig trees. 
They may have also used animal hide. And bedecked themselves with flowers 
(Lakshmi’s lotus), and leaves (Hanuman’s Arka) and seeds (Shiva’s 
Rudraksha).


What stands out in the later period is the use of unstitched cloth draped in 
various way around the body, and extensive use of jewellery. Both these 
fashions indicate rise of settled communities because spinning, weaving, 
dyeing, mining, smelting and smithy demands expertise.


Some of the images — the most spectacular being that of Bhairava, known 
locally as Betaal — reveal guardian gods and fertility goddesses who wear 
nothing but huge chunky jewellery. Was this reality or artistic fantasy, we 
will never know. But many tribes around the world wear jewellery and expose 
parts of the body that modern society considers private.


A common dress worn by the tribes even today, and could have worn in ancient 
times, is a simple woollen blanket thrown over the shoulders and a loin 
cloth around the genitals, or a sarong wrapped around the waist. Were these 
the clothes that the vanars or ‘monkeys’ of Kishkinda wore when they 
encountered Ram and Lakshman?


With the rise of what is called the classical, or pre-Islamic period, comes 
the use of men and women draping cloth mostly cotton, sometimes Indian silk 
and occasionally shimmering expensive Chinese silk with gold threads 
interwoven — one cloth for the poor to cover the lower parts, two cloths for 
the slightly rich to cover upper and lower bodies, and three clothes for the 
very rich to cover even the head with a veil or turban. Gradually, women in 
Goa, as in many parts of the Deccan, wore the eight or nine-yard sari, the 
upper and lower garment fused into one, wrapped creatively, the lower part 
like a dhoti and the upper part like a shawl draped across the breasts.


It is interesting to see how the dress of the gods changes with time. The 
fashion of the gods influenced the community and the community influenced 
the gods. Typical of Goa and Karnataka, the Shiva-linga is covered with huge 
brass and silver masks. And the face looks like a Maratha warrior complete 
with moustache and turban. And the goddesses have a classical 
half-moon-shaped nose-ring, which is common in Maharashtra too.


Interesting too is the importance of cosmetics, especially pastes and 
unguents to wash the body and keep away body odour. Hence the practice of 
giving daily baths with oil and water and unguents to deities, a reminder of 
what the devotees are also supposed to do. One does not realise how much 
knowledge is locked in the temples of India. We just have to look and I am 
glad Wendell did.

Is it right for fish vendors to oppose their eviction from the Margao old fish
market?

My take:
If they were there for last 11 years or ever since the market was shifted to 
SGPDA, 
then it is Local authority's fault for not taking action against them for all 
these years. 
Just because they are Goans they don't get automatic rights to be there. 
2-3 years ago, I saw there were about  10 fish vendor on Cine Lata Road, 
looks like it is now gone up by 3-4 times.
For that matter, in Margao, fish is sold everywhere e.g. At communidade building
(opp MMC and can be seen from Municipality), Rua Francis Loyola Road(Jackris,
Goldsmiths, Menezes Farmacia Road) on the public walking pathway/ corridors,
Opp TG Borcar (near Pimpal katta), Near Railway over bridge etc I have pics of
each of the above places on the net including Cine Lata Road. Looks like the
officers or inspectors concerned are not doing their job properly or they must
have allowed them on payment of bribes or haftas all these years. 
Action should also be taken against them.

Kashinath Jalmi passes away
July 23, 2012

PONDA: Former Opposition leader and minister Dr Kashinath Jalmi breathed his 
last at GMC Hospital in Bambolim on Sunday.


He was 62 and is survived by his wife and a son. The three-time MLA, who was 
also the law minister, was admitted in GMC last Saturday after he suffered a 
heart attack. He was reported to be critically ill and was put on ventilator 
in the Intensive Care Unit.


His mortal remains were taken to his residence at Khandola-Marcel on Sunday 
evening and people from all walks of life thronged to his residence to pay 
their respects. The final rites will be held in Marcel on Monday.


Dr Jalmi was first elected to the State Assembly in 1984 from Cumbharjua 
constituency and from Priol constituency in 1989 and 1994. He has also 
served as the sarpanch of the Tiverem Orgao Panchayat.


Mourning the sad demise of Dr Jalmi, Minister for Cooperation and Priol MLA 
Deepak Dhavlikar said: “Dr Jalmi was a very good politician and had worked 
hard for the MGP”.


“He was a very good friend of mine who helped me a lot when I contested from 
Priol constituency. I feel it was due to his efforts, I got elected from 
Priol in 2007. It will be difficult to forget Dr Jalmi who took efforts in 
strengthening MGP. I mourn his sad demise and pray to Almighty to give 
strength to his family to overcome his death”, said Dhavlikar.


Former chief minister Ravi Naik said: “I have lost a good friend and a 
legislator. He fought for the poor section of the society. May his soul rest 
in peace and my sympathy to his family”.


United Tribal Association’s Alliance Convenor Govind Gaude said Dr Kashinath 
Jalmi was the hero of the ST community. “He tirelessly worked to get the 
status of ST for Gawda, Kunbi and Velip community. He even went to Delhi to 
correct some technical issue and got it done at the Centre”.


“His death is a huge loss to the ST community. He was a thinker, a good 
legislator and a good human being. He had devoted his life to the people. He 
was the founder member of the Gomant Gaud Maratha Samaj. May his soul rest 
in peace and pray to Almighty to give strength to his family”.

NEW DELHI: Pranab Mukherjee was on Sunday elected the President in a 
bitterly-contested but one-sided poll, trouncing P A Sangma by a huge margin 
to begin a new journey after over four decades of active political innings.


In an election that caused divisions in the Opposition NDA and the Left, the 
76-year-old UPA nominee Mukherjee secured a vote value of 7,13,763, 
garnering 69.3 per cent of the total 10,29,750 valid votes polled.


Rival P A Sangma, who was backed by BJP and some other Opposition parties 
like AIADMK and BJD, trailed far behind with 3,15,987 vote value in the 
polling that saw heavy cross-voting against him by BJP MLAs in Karnataka in 
favour of Mukherjee.


The run-up to the election was bitter with the Sangma camp accusing 
Mukherjee of forgery and raising question of office of profit violations 
only to be rejected by the election authorities.


Affectionately called dada, Mukherjee will be the first leader from West 
Bengal to occupy the top Constitutional post. He will be sworn-in as the 
13th President on July 25 in the Central Hall of Parliament, taking over 
from Pratibha Patil.


A veteran of politics and art of governance, Mukherjee was the 
troubleshooter for the UPA in the last eight years and brings a wealth of 
experience to the top Constitutional office having held various key 
positions in the party and government at the Centre.


I declare that Shri Pranab Mukherjee has been duly elected to the office of 
President of India, Returning Officer and Rajya Sabha Secretary General V K 
Agnihotri after more than seven-hours of counting that went on expected 
lines.


In brief comments after being elected, Mukherjee pledged to protect, defend 
and preserve the Constitution. I will try to justify in a modest way as I 
can to be trustworthy.


He said he was overwhelmed by the support he got from people, not limited to 
the electoral college comprising MPs and MLAs. I have received much more 
from the country, its political establishment and Parliament than what I 
have given.


Greetings poured from all over with Prime Minister Manmohan Singh, Congress 
President Sonia Gandhi, Rahul Gandhi and senior Ministers making a beeline 
to his 13, Talkatora Road residence. Vice President Hamid Ansari called him 
to congratulate.


Sangma, a former Lok Sabha Speaker who split from his party NCP to contest 
the election, congratulated Mukherjee and wished him success.


However, he alleged that the election was exceptionally partisan as the 
UPA lured states with packages, inducements and threats. He did not rule
