Tripathi, IIT Delhi The ethnic violence between Bodos and Muslims in Bodo territorial region of Assam is a national calamity. It has taken a toll of 65 innocent lives (besides the scores of people missing) and rendered 4 lakh homeless. The first priority of sane polity and responsible government is to restore the trust between the warring groups, Bodos and Muslims, without the slightest of ill will against any of the communities and isolate miscreants from the masses. Muslims are poorer, have lost more lives and fled in larger numbers (up to 80%) but Bodos are no economic elite. The creation of Bodo Territorial Council (covering 4 districts -- Kokrajhar, Chirang, Baxa and Udalguri) by the Center in 2003, has given a section of them an upper hand but masses of both the communities are in hardships. I spent three days (August 3 to 5) in the area, visited relief camps -- 2 Bodo camps in Kokrajhar (with 560 and 1500 people) , 1 Muslim camp in Kashipara (960 people), 1 Muslim camp in Dhubri (360 people) and 3 Muslim camps in Bilasipara (2000, 2500 and 3500 people), visited a Muslim village Bhadyagudi, a mixed Bodo-Muslim village Bhatipara and met a cross-section of people. I also met Deputy Commissioner (DC) of Kokrajhar Mr. Jayant Narlikar, DC of Dhubri Mr. Kumud Kalita and Principal, Vice Principal and Librarian of Bhola Nath College, Dhubri. I saw no trace of Bagladeshi offensive in the conflict, so systematically and vigorously orchestrated by BJP and VHP, led by L.K. Advani, Tarun Vijay and Praveen Togadia. They are playing with the lives of people and poisoning atmosphere for future. Bangladeshi is more of an abuse to humiliate Muslims who are native Indians. There may be a few percent Bangladeshis (as a Rajvanshi ex-serviceman in rural Kokrajhar put it at 10%), but even these, in all likelihood are labourers and labourers are no exploiters but an exploited lot. They need to be treated with dignity. All countries have legal and illegal migrants. USA has a very significant percentage of illegal Mexicans. But who engages them and benefits from their hard work? -- the business class, for cheap labour. USA is immensely more powerful than us but it could not force the Mexicans out. India has limited resources and can’t afford to sustain work force from neighbouring countries, hence legal ways, commensurate with workers’ dignity, must be employed to identify and deport them and to stop their migration (if at all there is any loop hole). As far as the language of Muslims in the area is concerned, there is strong historical reason for it. Kokrajhar district borders with West Bengal and Dhubri with Bangladesh. 100-150 years ago British tea planters brought labourers from Bengal where Muslims were a predominant landless work force. Thus they speak Bengali. One more observation. In 1971 India welcomed lakhs of Hindu-Muslim refugees as a part of strategy on Bangladesh. Many of them overstayed. The current conflict developed as a chain event. Miscreants killed two Muslims on July 6. On July 19, a prominent Muslim suffered bullet injuries and a mob killed 4 Bodos, Subsequently sporadic killings of Muslims and display of fire power by Bodo elements, created a frightening atmosphere, forcing people to flee their homes. In Muslim dominated areas Bodos were made to flee. Once people fled, many of their homes were looted and put on fire. Most camps, having over 2.5 lakh Muslim refugees, are located in Dhubri district. This district with 80% Muslim population suffered no loss of life Bodos from six villages had to flee to Kokrajhar. Bodo insurgents have carried a long drawn violent struggle for separate Bodoland. In 2003 Center created BTAD (Bodoland Territorial Autonomous Districts) giving substantial authority to Bodos (about 35 seats in the 40 member BTC Council). This created a wedge between them and other communities (Muslims, Santhals and Rajvanshis) who have a much larger share in population. Many insurgent groups surrendered their arms but some still have them. Disarming them is a major responsibility of the state. All relief camps are facing severe hardships. The Muslim camps look even more dejected and worried, besides being poorer. On August 5 as I was sitting with people in a camp in Bilasipara when Roja Aftar time arrived, I noted that they had only one bucket of dates and biscuit packets for aftaar for 2000 people. Our response 14 August 2012 , By Jyoti Punwani MOB FURY: Police failure to anticipate and prevent Saturday’s violence is blameworthy. Photo: Vivek Bendre Every time the Shiv Sena and the MNS have gone on the rampage in the city, the State government, police and even media have been mute bystanders Saturday’s violence by Muslim youth has shaken Mumbai. This is probably the first time that policemen have borne the brunt of the violence — of the 63 injured, 58 are policemen. What kind of mob has the guts to attack the police and think it can get away with it? A Muslim social worker has filed a complaint with the police against the organisers for instigating the public; a Muslim lawyer has gone to the High Court with the same demand. The police have so far arrested 23, charged them with murder and other offences, and set up a Special Investigation team (SIT) to probe the sudden outburst of violence. With tons of visual evidence, it won’t be difficult to identify the rioters. The questions Despite all these steps, some questions remain. Is it not the organisers’ responsibility to control the crowd they mobilise and ensure that no inflammatory speeches are made? Why aren’t they being arrested, specially since one of the organisers has a record of instigating violence? Why has the man who made the inflammatory speech not been arrested? Second: why has this flurry of activity not been seen on all the other occasions that mobs have “burnt Mumbai”? While this may be the first time that the police has been targeted, it’s not the first time the media or BEST buses or cars have been vandalised. Indeed, in the last two months, Mumbai has seen frequent displays of such hooliganism. On May 31, observing the National Democratic Alliance-called Bharat Bandh, Shiv Sainiks damaged 42 BEST buses. This despite the chairman and seven of the 17 BEST Committee members being Shiv Sainiks. The chairman explained away the vandalism by saying that “protesters become uncontrollable” on such occasions, and demurred when asked if his party would pay for the damage. Mid-June saw the new saviour of the Marathi Manoos “kick-off” a campaign against the payment of toll tax. Within 72 hours, three toll nakas were vandalised. Visuals of those actions are pretty similar to videos of Saturday’s violence — the same iron rods, the same smashing of glass. But there was one important difference. After the violence, Maharashtra Navnirman Sena (MNS) MLA Shishir Shinde declared in audibly slurred tones, his party’s intention to destroy toll nakas. The police obligingly waited till he finished addressing TV cameras before taking him away in their van. Saturday’s videos had no such bravado — after smashing everything in sight, the topi-clad youth could be seen fleeing for dear life from police lathis. Two youngsters died in the ensuing firing. The fallout of the two incidents however, may not be too different. Today, an MNS sticker on your car can exempt you from paying toll. And last week, the Maharashtra Chief Minister gave an audience to the man behind the violent anti-toll agitation. Accompanying Raj Thackeray at the meeting with the CM was Shishir Shinde. Two days after Saturday’s violence, Maharashtra’s Home Minister gave a clean chit to one of the organisers of Saturday’s rally, the Raza Academy. Don’t be surprised if the outfit’s chief, Maulana Saeed Noorie, is soon seen sharing the stage with R.R. Patil, Congress Minister Naseem Khan and other influential members of our government. After all, Eid is just round the corner. Had the violence not taken place, the rally’s leading lights would have attended the CM’s iftaar scheduled for Saturday evening. However, those who rioted aren’t getting the same treatment that Shiv Sainiks and MNS rioters do. It can be argued that attacking the police is more serious than attacking public property. But attacking unarmed citizens only because they belong to a particular faith or region — is that less serious? The MNS’s attacks on North Indians, all televised, are just four years old. Two innocents were killed then. When the National Human Rights Commission directed the State to pay compensation of Rs.5 lakh each to the victims’ families, the government spoke of financial problems. Incidentally, the MNS’s unique way of protecting Marathi pride in 2008 cost the State a loss of Rs.500 crore. As for the Shiv Sena’s record of targeting, often fatally, unarmed South Indians, Muslims, mediapersons, Valentine’s Day lovers, rickshaw drivers — it would be insulting the readers’ intelligence to list the details. Looking back Police failure to anticipate and prevent Saturday’s violence is indeed blameworthy. But what’s new? Who wins election by bribes , boot capturing, intimidation.impersonation do not contribute to weakening of the systems and Institutions? It is only when reforms are ushered in expeditiously, without mass uprising, the tempers will be calmed. Dear BC, From a distance, I see two issues (at least): 1: what exactly is the meaning and import of the term 'Special Status'? 2: what exactly does one mean by the term 'Refugees'? IF one reviews existing law applicable to Goa, esp. Constitutional Law, there is NO LEGAL instrument which allows for the 'stopping' of ANY Indian citizen from coming and settling in Goa. Anyone who bandies around the #19 for the purposes of exclusions, would do well by reading the relevant statute very carefully. Dear Goanet Readers, I think it is time for us to make our voices heard in relation to asking the Central Government for the grant of SPECIAL STATUS TO GOA. This is very important and will perhaps be the only recourse we have to protect our unique heritage and make sure that we have Goa to hand over to our decedents. It is therefore imperative that we petition the Chief minister ( each and everyone of us) to make the bold decision to initiate this move and make sure that Goa will not be taken over by hoards of others who only come here for their own selfish needs and have no affinity or love for Goa and its people leave aside the unique culture which we forged due to our isolation from the rest of India for 450 years. This heritage is worth protecting and we owe it to ourselves and to future generations of Goans to ensure that it is protected and preserved. I therefore appeal to each one of you wherever in the world you are to write and make your voice heard if you want Goa to remain in Goan hands and ensure that the Chief Minister ACTS and does not pay only lip service to our request. Prime Minister Manmohan Singh announced today that the country is planning to send an unmanned probe into orbit around the red planet with a launch scheduled for next year. The country sent a similar spacecraft to the moon in 2008 and Singh also suggested it might send it's own lunar roverthere as well...Some might question whether a 4.5 billon rupee (around $82 million) space launch makes sense for a country that can barely keep its own lights on, though Singh also addressed the power issue in Wednesday's speech. He announced a target to have electricty in every Indian household with in five years and to beef up the nation's electric grid, which failed spectuarly just two weeks ago, knocking out power to more than 600 million people. But as Americans are well aware, politicians love making bold plans (especially in outer space) and talking about the future rarely hurts anyone. The entire village - Catholic and even some Hindu members - joined to celebrate the Patoieanchem Fest in a traditional way. Under the guidance of the Parish Priest, Fr Santana Carvalho, and assisted by Mario Fernandes and other villagers, it was a grand occasion, with traditional songs, dances, presentation of rustic occupations - clay pots, weaving of palm leaves, preparing of delicious patoieo and san'na. Above all, there was no chief guest, no competition, no prizes, no sponsors and no plastics. The various wards of the North Goa village collected the musicians among them, led by famed Jazz reedman Braz Gonsalves. There was the rustic percussion band too and the beat was kept by clapping with coconut shells. It was certainly an unique occasion, to watch which, people from surrounding villages too had gathered in Socorro in large numbers. It is a moving festival, which has shifted from Salvador do Mundo, to Pomburpa and this year to Soccorro - all neighbouring villages comprising the oldest settlement in the Bardez taluka.

Mr Shivpal is encroaching on the freedom of press.and expressions Mrs Mamta accuses the Institution of corruption with a sweeping , general remark undermining the whole Judicial system She has the gumption to dare anyone to file contempt or defamation proceedings, which shows her intentions and attitude.. Since the off the cuff observations were uttered outside the proceedings of the Assembly . she is liable for actions and not covered by immunity admissible. She shows her intolerance and insensitivity against any one who criticizes her or her conduct The professor who circulated her cartoons was relieved as the court ordered a fine of Rs 5= to be paid by the Govt. Her incarcerating into jail, a person labelled as Maoist, who questioned her at the public meeting is indicative of her hyper reaction. She could have appealed the judgement to National commission, She declares no faith in outcomes of commissions, but she has appointed various commissions of inquiry in her own state She can be hauled up for contempt and for defaming Judges, but the elaborate time consuming process may dilute the intensity of her outrageous remarks. She may have the right to a particular judgement in any particular case, but that was not the issue here. There is no question as to why she made the remarks , wheteher in the light of her loosing the case, but again , this is no reason to hold the judiciary in poor light, without being specific There is no doubt that some politicians , often destroy the Institutions with their brazen behaviour and it is not the crowds agitating for reforms. *Victim Assistance Unit –Let us Rally for it* *By Sabina Martins* * * It took ten long years of struggle to get the Women Police Station. It is non functional today. Another ten years have passed, demanding Victim Assistance Unit, and we are yet to get it. The Goa Children’s Act, which mandated the formation of V.A.U was passed in 2002, after activists and organizations working for women and children, lobbied for it. Mr Manohar Parrikar was the then Chief Minister. We are half way through 2012, and till date, “NO SHOW”. The journey to justice has been long and painful, more so, for victims who have no assistance. Yes, we do receive threats and abuses. In a recent rape trial of minor, the accused threatened the mother “Let me be out and you see what I do to you and Bailancho Saad members”. We do take it in our stride, but the victim and their families feel vulnerable. There is no victim assistance unit to cater to the various needs of the victim, be it, counseling or security. If one goes by the kind of pressures and threats that organizations assisting victims have to endure in most cases, one can gauge the acute stress and fear that resulted in the unnatural death of the school girl. When a crime is reported directly at the police station, an NGO is called to record the statement of the woman or child, which is mandatory by law. During the course of interaction with the victim by the NGO or statutory bodies, if the commission of a crime is established, they are duty bound to report it. A case is registered and the victim is then sent for medical examination. She is referred to Apna Ghar, if she is a “minor in need of protection” and if she is a victim of trafficking, referred to the State Protective Home. In both these state homes, there are statutory committees to look into the welfare of the victims. However, in cases where victims remain with their families, there is no state support as there is no Victim Assistance Unit. No counseling or follow up is provided by the State, as mandated by law. The State has completely abdicated its responsibilities. There are cases and cases to be followed up, which take several years before judicial decisions are given. Why does the Victim Assistance Unit which is mandated by law not get the requisite budgetary allocations for ten long years, while the scheme for supporting dowry gets priority? The proposal to raise the salaries of MLAs to one lakh got sanctioned in the same Assembly session, without a whimper. So why does a victim Assistance Unit or a Woman Police Station take ten years? When politicians do not get personal benefits, the demands fall on deaf ears. As successive governments failed to set up victim assistance units, NGOs stepped in to assist victims as and when they could. They do not have the requisite powers, nor the personnel, infrastructure and the multiple specialized skills needed to reach out to all cases. *Why should the assistance to victims be dependent on the capacity of NGOs to raise resources for the purpose, when it is the state’s responsibility? * * * Every now and then we receive calls from police stations to be present for recording of statement. We make the time and dig into our pockets to reach there. Many a time, the volunteer or the NGO who was present at the time of recording, is not informed of the progress of the case by the statutory bodies. When any untoward incident happens, NGOs are questioned, when it is the statutory responsibility of the Victim Assistance Unit to do the follow up.* NGOs cannot substitute State authorities. *Those who stand as witnesses in accident cases are not expected to follow the medical progress of the accident victim. * * As the NGOs have been pointing out the systemic failures and how the state responsibilities are thrust on them, there is a constant attempt to transfer the blame. This is not to say that organizations do not make mistakes. Accepting ones own mistakes are one thing, but putting the onus of state inadequacies on to NGOs is just not acceptable. It is for this reason; there are lesser and lesser people are willing to volunteer as witnesses for recording victim statements. As a result, the same few names of activists, figure as witnesses again and again in cases. They get branded as “Stock witness”, which again does not help the victim’s case. The victim goes through a harrowing process. It is when the victim is fighting her battles, that she needs support and assistance. Demand from the CM to honour his commitment made ten years back. Let us all rally to get a Victim Assistance Unit and functional Women Police Stations for the living, or else, we will be perpetually lighting candles for the dead. (article appeared in Lokmat

Special Status is the beginning of greater freedoms for people of Goa to choose under this new colonial diktat. For example Goans can not say no to unprecedented bharati migration, or heavy taxation of bharatis living in Goa. Keeping of the foreign exchange for the development of education and infrastructure should be some of the rights of Special Status. India should amend its consititution and use the world invasion rather than annexation of Goa. It is very clear that the events of 1961 was the illegal invasion of a sovereign state of GDD. The 1975 treaty is also false and should be thrown out. Currently bharatis are refugees and illegal migrants in Goa. l Suddenly after 1961 all bharati law is relevant in Goa. Cut to Finish: Wendell Rodricks' The Green Room reviewed by By Namrata Zakaria Many Indian fashion designers are toasting their silver jubilee in the business. While a few have hosted special soirees celebrating themselves, others have announced new business ventures with international companies. All of them herald a growing-up of sorts, a new phase. But it had to be Wendell Rodricks who would pen a chronicle of his life and times in fashion. He is one of a very few designers who plays several artistic roles — those of an exemplary writer, as we have seen in his many articles, a hungry traveller and an insatiable foodie. Rodricks’s brilliance allows him to pursue all his passions with effortless vim. Interestingly, his first published book — Moda Goa, a coffee-table keepsake on the charming costume history of Goa — was published in January. In seven months, he brings The Green Room, his insightful memoir that also bulletins the evolution of Indian fashion over 25 years. The green room, where butt-bare models are preened, primped and readied for the runway, is actually a makeshift black room. Models and designers have developed night vision as they scurry about over the smells of mustiness, hairspray and nicotine, over electric wires and dewy floors, careful not to touch the splintered wooden boards. “The black screens are moats,” Rodricks writes, “to protect the princesses of the ramp from the outside world.” The green room metaphor works as it is a sanctum, a glamorous space and for its intransient existence. In less than two decades, Rodricks has become the voice and face of Goa, the land of his ancestors, ever since he moved home to an old Portuguese villa in the still beautiful village called Colvale. He has championed many causes for Goa — fought reckless development, made police uniforms, pushed cultural promotions, revived the local kunbi sari weave and brought out his marvellous first book. But Rodricks was born and raised in a Catholic colony in Mahim, Mumbai. He studied catering at the famous Dadar Catering College, interned at the Taj hotel (where he spoke two words to J.R.D. Tata), and made beautiful trimmings for banquet tables. The childhood scenes are significant because of lessons learnt. An accidentally snorted eraser had his mum lock it away, so Rodricks learnt to make perfect sketches. In pursuit of his love and a job, he has moved to Muscat, Los Angeles, Paris and Istanbul where he studied fashion, museums, history and acquired coveted degrees. In every city he lives or visits, he holds his Goan roots close. He has immense pride in his own cultural space, along with an immediate acceptance of and regard for the mood of every city he’s been to. In that, the book is a travelogue too. At his Paris fashion academy, his teacher is Rose Guiret, a wonderful caricature of pushy, fashion-mad professors. “Who draw zees one? Rubbeesh? I see zat blouse een 1954 chez Dior. Quelle horreur! No deezigners in zees class,” she hollers, even as Rodricks tried to make something absolutely new. He would become one of the most original designers this country has seen, a man whose fashion is as honest to him as it is to its craft. Rodricks made minimalist clothes in cotton, especially with a bias and a square-cut, at a time when Indian fashion was only excessive bridal wear in the garb of haute couture. Especially exciting is how he paints the fashion scene before it existed as we know it. When Jeannie Naoroji, SNDT director and choreographer, was the last word in fashion. (Her assistant had slapped a young model making out in the wings who forgot her entry. Rodricks won’t name her but it is fashion folklore’s favourite story.) When the grand ladies of fashion-writing — Sathya Saran and Meher Castelino — took the first steps in bringing fashion to the press. When being a Garden girl was considered the zenith in a model’s career. The book is also a eulogy to models, the backbone of the business, friends and muses to the creators of wonderful clothes, who have now been overtaken by actresses on magazine covers and runways. There’s much frankness: Atul Kasbekar made a terrible model, Suneet Varma was inspired to make jamevar jackets from Rodricks’s assistant’s piece, Sangita Kathiwada’s Melange had made and sold cheap copies of his sarongs. Rodricks is self-deprecating when he talks of his first lecture at SNDT, when he’s shown the door at Yves Saint Laurent in Paris, and when he sincerely admits he would like to leave his label and legend to a younger designer. All of this comes from a unique self-assuredness. Rodricks possesses a sincere turn of phrase. His prose is easy and refined, and you’d be forgiven if you believed it was ghost-written. But it is not so. Rodricks has an eye for beauty, his ear to the ground and an elephant’s memory. Everywhere in the book is Jerome Marrel, his love and partner for almost 30 years.
