Understanding Portuguese writing from the Goa of another century Priest-scholar Dr Eufemiano Miranda, from Cortalim and now in the parish at Chicalim, explains how his recently- published book in Portuguese charts out the contours of Goan writing in that language. BOOK EXTRACT: By Eufemiano Miranda eufemianodejesusmira...@gmail.com or +91-832-2714005 This study attempts to be a humble step to take further prior surveys of Indo-Portuguese literature, namely the monographs by Vicente de Braganza Cunha (Bombay, 1926), Filinto Cristo Dias (Goa, 1963), Vimala Devi and Manuel de Seabra (Lisbon, 1971). It tries to analyse the content or themes of the literary works dealt with by Indo-Portuguese writers. The word literature is taken to mean literary productions of a creative nature or of fiction. Indo-Portuguese refers here to ethnically Indian writers in whom there is a harmonious confluence of European standards and motifs of local inspiration. Five themes are identified: (i) Brahmanism in conflict with Liberalism as embodied in Francisco Luis Gomes’ writings, principally his novel Os Brahamanes (ii) The world of landlords (batcaras) and tenants (mundkars) as reflected principally in Orlando Costa's O Signo da Ira (iii) The fascination with the mystery of Bharat-Mata (Mother India) (iv) The temple dancer of India (v) The land and her people as depicted in Gip's Jacob e Dulce and Agostinho Fernandes’ Bodki, themes that reflect the social history of Goa. The chapter Panorama da Vida Social de Goa nos Séculos XIX e XX aims at getting a bird's eye view of the socio-historical background of the 19th and 20th centuries and understanding the influence of the Portuguese presence in Goa on the formation of the homo goanensis. The scenario of education and learning, the establishment of the printing press and, as a result, the evolution of journalism and social life, are briefly examined. The Christian segment of the society, principally, as compared to the Hindu sector, went through a cultural separation. As a consequence of it, social customs and ideas of the converted were changed. The acculturation that took place in Goa could rightly be called a Luso-tropical civilization, to use the expression coined by Gilberto Freyre, the Brazilian sociologist-writer who visited Goa in the 1950s. Next comes 'Francisco Luís Gomes: O Bramanismo em Conflito com o Liberalismo'. The Constitution of 1822, that the Portuguese Parliament voted for after the Revolution of 1820, and the Constitutional charter of 1826, given by King Pedro IV to the nation and its overseas territories, were a concrete fallout of the Liberal ideas proclaimed by the American and French Revolutions. Francisco Luis Gomes of Navelim, a doctor by training and a member of Parliament, became the representative par excellence of Liberalism in Goa. In Parliament, he fought for freedom in his beloved Goa. His novel Os Brahamanes was born of his Liberalism coupled with his Romanticism, inspired by the Gospel and a vision faithful to the Portuguese nation. The novel portrays the dramatic conflict between the White and the wheat-complexioned Brahmanism superiority) or the two types of pride rooted in race and culture. The resolution or the moral of this conflict is found in the words that Francisco Luis Gomes puts in the mouth of his character Tomas: My victory will be the reform of all codes by the Gospel. This is followed by the chapter 'O Signo da Ira e o Mundo dos Batcarás e Manducares'. Goan society comprised of a class of landowners (batcaras) and another of rural labourers. The latter lived to serve the former. The small middle class comprising just around ten per cent. This social reality lends itself to fiction. Vimala Devi, Laxmanrao SarDessai and R.V. Pandit portrayed it in their short stories and poems. A work of high aesthetic value was Orlando Costa's O Signo da Ira, a masterpiece in Neo-Realism which earned its author the Ricardo Malheiros Prize in Portugal. Indian philosophy, religion and mythology are intertwined and form a living tradition. They are still very much part of the life, and society, where they were born and have blossomed. India's mystery and fascination lies in them. Our literature has been enriched with short stories and poems that reflect the philosophical tenets or hymns of praise to the gods, to their functions, or homage-portrayals of the great personalities of Indian history. In Indian society, particularly in Goa, there existed a woman taken to symbolise a contradiction: the temple dancer (kalavant). Govt pushes final RP deadline to March 2013 August 30, 2012 TEAM HERALD teamher...@herald-goa.com PANJIM: As the BJP government missed a second deadline to throw open the Regional Plan 2012 for public feedback, it pushed the final deadline for completing and notifying the plan to March 2013. For the second time now, Chief Minister Manohar Parrikar has missed yet another deadline over the issue, as his government continues to waver over seeking fresh public inputs on the plan. Successive meetings between officials of TCP department and Chief Minister failed to come to any conclusion on when to initiate the exercise to get public suggestions on the plan, without keeping it open for public scrutiny. Senior official from TCP told Herald that department has been holding series of meetings with Chief Minister, since last week to take a final call over RP. “But the meetings ended without any decision”, official said adding “it is for sure that government intends to seek general suggestions from people and organizations.” When contacted, Chief Town Planner S Putturaju said that government is yet to take any decision on the matter. “We have been holding meetings with Chief Minister but there has been no decision as yet. All the possibilities are been studied,” he remarked. Assuring that the new RP 21 would be completed by December 2012, Parrikar, in the recently concluded monsoon session of State Assembly had announced that the plan would be kept open for general suggestion for one month from August 15 to September 15. However, as government failed to honour its announcement, Parrikar on August 15 further extended the deadline to complete the plan and stated that exercise to seek general suggestion would begin from August 17, and continue till September 17. SOUL OF ART Patricia Ann Alvares As architecture and heritage play out in perfect unison at the Portuguese imprinted Latin quarter of Fontainhas, the inclusion of art is but natural in such a setting. WelcomHeritage Panjim Inn retains its repute as a heritage hotel. Interestingly, all three are housed separately within a triangular hop from each other. Apart from its activities, the triune galleries are unique in their set up, juxtaposed between the antique and the contemporary. The Panjim Inn has retained most of its Portuguese influence with a few modern touches. The Panjim Pousada has a striking open chowk with a double terracotta- tiled roof in a square verandah encircling a raj aangan. Panjim People’s art space occupies the ground floor of a colonial Portuguese house. A striking 6-feet wooden carving of Ganesh stands in welcome posture at the entrance. A café in the forepart of the gallery, where one can read art books or listen to music of their choice while soaking the art and antiques around, is irresistible to most visitors. Precisely chosen for this special quality, it was designated as centre for discussions and lectures during the erstwhile Fontainhas Festival of Art. It continues to be patronized for private conferences till date. A self- taught curator, Miriam’s MBA degree has held her in good stead as she learnt the finer nuances of curating, organizing shows while locating viable art markets. Tying up with Saffron Art Gallery Mumbai and with inclusions in social media sites like Facebook and India Art Works, she has nudged the gallery into an international arena. Working on the premise of getting people to react and engage in art while combing various forms of creativity with art, Miriam’s latest endeavour Chitrangan-skills and techniques is an off-shoot of a successful alternative art studio Chitrangan held last year. I would still think that getting support from your grown-up, expat kids is one thing, and seeking funds collected by random others is quite another. On the other hand, a number of grown-up, expat kids also need to acknowledge that they've benefitted from a highly subsidised education back home -- paid for by the sweat, toil, blood and tears of the wider community, the victims of a lack of opportunity, or the taxpayer (cf. the Goan Scholars Scheme). Over the last many years, I've dealt with scores of expat Goans. Some have been more than helpful, others not so. But I would hate to have our equation judged in money or charity terms alone. My points are: (1) Building capacity in Goa itself is possibly much, much more important, though much tougher (2) While we have a lot to share with each other, it would be a pity if this were judged in cash terms alone (3) Many people in Goa itself are making their own contributions, though not necessarily in terms of a constantly-devalued Rupee (read: cash) (4) It is easy for someone half a world away and say people in Goa need to be more charitable and donate more towards their local causes. They have... over the generations, and have built immense social capital, which benefits everyone today... though their priorities might not exactly tally with your's. POINTS MADE BY SHRI SHANTARAM NAIK M.P., CHAIRMAN, STANDING COMMITTEE OF PERSONNEL, PUBLIC GRIEVANCES, LAW AND JUSTICE AT THE PRESS CONFERENCE IN PARLIAMENT HOUSE TODAY Standing Committee of Parliament of the Department of Personnel, Public grievances , Law and Justice, headed by its Chairman Shri Shantaram Naik M.P. in his report submitted today, in both the Houses of Parliament on The Right of Citizens for Time Bound Delivery of Goods and Services and Redressal of their Grievances Bill, 2011 (popularly called as Citizen Charter Bill) has recommended against providing any appeal against the decision of Central/State Commissions to Lokpal/Lokayukt, which is provided presently under the bill. DE-LINK THE BILL FROM LOKPAL/LOKAYUKT Addressing a press conference in Parliament House on Tuesday, Mr Naik said the Committee does not find much justification in providing for appeal with the Lokpal/Lokayukta against the decision of the Central/State Commission. Such a linkage, in Committee’s view, is unfounded as the institution of Lokpal has been set up under a different legislation aiming to put in place an anti corruption institution while the objective of the present Bill is to ensure timely delivery of goods/services and grievance redressal Besides, the Bill already provides for three levels of appeal up to the level of the Commission and , adding another level of appeal above the Commission level does not seem to be called for and hence has recommended the deletion of the provisions of the Bill which provide for preference of appeal to the Lokpal/Lokayukta against the decision of the Central/State Commissions. SERVICES OF SHORTEST NATURE Mr Naik said that different kinds of services will require different time-limit for compliance however rules that will be framed by the Central and State Governments may suitably provide for the shortest possible time for delivery of goods and services of common nature. VIOLATION OF LAW, POLICY, SCHEME WILL BE SUBJECT OF GRIEVANCE In the Committee’s view, the definition of the term ‘Complaint’ is comprehensive enough so as to cover not only the cases of failure to deliver goods or render services in accordance with the Citizens Charter but also cases where the Public Authority has violated any law, policy, scheme, order, etc. and it should be possible for the Public Authority to handle the same within the given parameters. The Committee is of the firm opinion that issues related to violation of law, policy, scheme, policy, etc are vital and the same cannot be kept outside the purview of the grievance redress mechanism. However, in case it is felt that such matters require some different time schedule for adjudication, the Ministry may examine the issue and provide appropriately in the Bill, report says. FINANCIAL ASSISTANCE TO THE STATES TO IMPLEMENT THE LAW Explaining the contents of the report further , Mr Naik said that the issue of meeting the financial requirements for the implementation of the Bill in respect of services in the States have to be addressed by the Central Government and the State Governments themselves. Services and goods are to be provided on time by the State Government in their respective departments. However since we are enacting a loaded legislation for them, it is the duty of the Central Government to share some financial burden in this regards lest, the law remains unenforceable, partly or otherwise, Mr Naik added while explaining Committee’s recommendations on this point. GOVERNMENT SHOULD CONSIDER GIVING BENEFIT OF THE LAW TO FOREIGN CITIZENS AS REGARDS SOME LIMITED SERVICES Mr Naik said that the Committee would like the Ministry to review whether the coverage of the Bill can be extended to the non citizens also. The Committee notes the written comments of the Ministry wherein they have said that they are open to suggestion in this regard. Government can consider notifying a few limited services and goods as regards non-citizens rather than totally excluding them. This may also help in establishing goodwill among with international community, report says. QUANTUM OF FINE ON ERRING PUBLIC SERVANTS Mr Naik said that Rs 50,000 is the upper limit of the penalty that can be imposed on the erring public servant under the bill. This being the maximum limit of the penalty and the actual penalty being based upon the facts and circumstances of the case, the Committee is not inclined to interfere in the quantum of penalty prescribed in the Bill. PUBLIC PRIVATE PARTNERSHIP IN FACILITATION CENTRES Mr Naik said that the Committee appreciates the concept of Information and Facilitation Centers envisaged in Chapter IV of the Bill and recommends to Government to consider adopting private-public partnership model in the case of these facilitation centers whereby some value added services could be added on nominal/moderate payment basis. Helping one's community can take extreme forms sometimes. There was time when there was a dearth of qualified Goan professionals, engineers, teachers, etc. There were various state associations (comprising of people from other states in Goa) in Goa which had their members in various organizations. For example the Keralites dominated the teaching profession, electricity department etc, the Andhraites dominated the water department in the engineering side etc. These associations would advertise in their home states forthcoming vacancies in Government and facilitate people from their states to get the jobs. They would even offer financial assistance and arrange for things like ration cards and the like. There was a gentleman from Kerala who attended an interview in my school who although was not living in Goa, had an employment exchange card and also a ration card, courtesy of a 'cousin'. Govt indecisive on Special Anti-Money Laundering Cell August 30, 2012 SHWETA KAMAT shw...@herald-goa.com PANJIM: Goa government is in a dilemma over the formation of Special Anti- Extortion and Anti-Money Laundering Cell, which is mandatory as a part of Union Government directives. Considering the fact that there is no mining-related extremism or naxalite activity in Goa, the State Government has not taken any decision as yet. The formation of a cell is basically to have a check on extortion and money laundering in the mining business which can foster a nexus between illegal mining and forest contractors breeding extremism in these areas. Directorate of Mines and Geology has moved a proposal to Chief Secretary and Home Ministry for setting up of such a cell for Goa. Union Mines Ministry’s Central Coordination-cum-Empowered Committee (CEC) on Mineral Development and Regulation, in its quarterly meeting held in June, 2012, has directed all state governments including Goa to formulate such cell, immediately. The state governments are being requested to immediately furnish information on the setting up of cell to the ministry. Director of Mines Prasanna Acharya told Herald that the matter which was referred to the department by Chief Secretary’s office has been sent to state home ministry for further action. “The cell has not been formed. The matter has been referred to state home ministry,” he added. However, the government is indecisive on whether to form or not to form the cell as there is no mining related extremism or naxalism in Goa. A source from Secretariat stated that the state government is yet to take its stand on forming such a cell. “We will have to see whether we really require such a cell considering that fact that there is no mining related extremism or naxalism,” a senior official said, refusing to get quoted. Probably both :-) In many cases, with such initiatives, it's hard to say with precision when it was set up. Keep in mind that Goanet was just a cc'list (if I'm not wrong) in the initial stages. Later it started using mailing-lists software -- initially Listserv if I recall right. In some cases -- like the BytesForAll initiative which I was earlier initiated with -- I too don't have a clue as to when exactly it started. Its mailing list has the archives on Yahoogroups, but that was started after the ezine, which was its initial form. So I arbitrarily fixed July 1, 2001 as the founding date! More important than this, I'd say, is the task of trying to rebuild the lost archives from the early stages of the list. Some old timers have hinted that they've been keeping copies on their zipped drives, but no body (as yet) seems willing to share that. [Goanet] Creepy Times Hump Nosed pitviper
The Hump Nosed pitviper About two months ago I got a phone call from my collegue Vicky. He was bursting with excitement. ‘I have something very special for you’ was all he was willing to tell me. Vicky rescues many more snakes from people’s houses than I do and sometimes finds some very interesting specimens. The biggest Russell’s viper I have ever seen was caught by him some years ago. And this is despite him being about a foot shorter than me! The ‘eager beaver’ I am I wasted no time in getting to his house. Vicky had a smirk on his face when he presented me with a small plastic jar. I stared incredulously at the six inch long snake curled up within. It was the first time I was looking at a live Hump-nosed Pit Viper! As far as I knew Hump-nosed Pit Vipers were only found in deep jungles in the Western Ghats. ‘Where did you find this thing?’ I quizzed Vicky with amazement. ‘Given to me by a doctor’ replied Vicky pointing to the Goa Medical College right behind his house. As it turned out someone had been bitten by the tiny snake when placing his hand on a tree in a forest. Not knowing what snake it was the victim had captured it alive and brought it to the hospital for identification. The doctors not knowing what kind of snake it was had called up the only person they knew could identify it: Vicky! Vicky unfortunately hadn’t bothered to ask the doctor about the effects of the venom on the victim. I presume he survived though. Indian Pit Viper bites are rarely fatal. *Whitaker* and *Captain’s* book Snakes of India mentions the Hump-nosed Pit Viper to be nocturnal and terrestrial. The Hump-nosed feeds on geckos, skinks, small rodents, reptile eggs and frogs. Juveniles apparently wriggle their tails to lure prey closer to them. The Hump-nosed is an ovo-viviparous species giving birth to between 4 and 18 young which are born between March and September.

But the three women were in fact picking their targets - locked-up houses --- which they later broke into and swept clean of valuables. Banashankari police who caught the three women were shocked to find in their possession of one kg gold and 750 grams silver ornaments worth Rs 40 lakh. More shock was in store for the police when they came to know that the accused had thrown away valuable diamonds into a drain mistaking them for ordinary stones, police said. The accused are Ammaiamma Srinivas alias Ammi, 30, of Gottigere Block, BG Road; Gayathri Venkatesh, 30, of Koli Farm gate, off Bannerghatta Road, and Kantamma Shiva, 30, of Udipalya New Colony, off Kanakapura Road. Banglore. With their arrest, police have solved five cases of house burglaries reported from Banashankari, Vijayanagar and Thyagarajanagar. The accused would loiter in residential areas and identify houses with locked doors. They would later enter the houses after breaking open the back doors. They used iron rods to unhinge the back doors, police said. DCP (South) Sonia Narang said the three women were picked up by plainclothesmen who found the trio loitering suspiciously in Jayanagar. Our crime staff had noticed that the three women never picked from the waste. They were found inspecting houses. We brought them to the police station and interrogated them. We then raided their houses and recovered the valuables, Sonia said. During interrogation, the accused told the police that they threw some 'stones' into drains. Actually they were diamonds, Sonia added.

Dad and my elder brother would go fishing in ponds during the monsoons and sometimes we had such a lot of fish and enjoyed fresh fish curry and rice. We also grew lot of vegetables around our compound . Like wise every boy and girl kept up their family profession. In my neighbour hood the girls used to help their father, uncles brothers at the general store shop. After the monsoons most of the boys in the village would gather and make a football ground and play every evening. We girls had our own games. We had goan blacksmiths, gold smith, carpentars, . The son of a carpentar would learn the trade from his father and when he could not continue with his studies became a carpentar. Sometimes those studying also helped their father at home with carpentar. The cobler's son also learnt the trade of his father and did not feel shy to mend the shoe. That was the art. We had goan cooks etc. Today the government wants everyone to be educated and we have become educated fools. Young boys no longer play football in the fields. They play on the computer. Many goans have migrated to Eureopean countries only to gain dignity. They come over here and they treat us as second class citizens. Some of our goans have gone to Bangalore, Bombay, Chennai, Hyderbad, Poona because they can get a better job. Parents prefer to have a 21 year old ghadda in the seventh standard rather than send him for some technical course. Those who have professional trade as cooks, coblers or even shopkeepers do not want their children to continue their trade and so the trade has to be stopped or leased out. Why grumble ? we ourselves are to be blamed.

I was met with complete silence, suggesting a surprise on the part of this individual at having encountered someone who was alien to their cultural creed. A major jump in gold prices is directly proportional to the amount of monetory easying the US Fed is going to introduce. Personally, I do not see this happening. Which most probably means, gold has seen better days. 2. Even if the Republicans bring up the issue of gold standard at its convention - it does not mean a thing - other than standard pep talk. Given that Romney is their candidate to take on the incumbent, I believe they have minimal chance of taking over the White House. Had they put up a more formidable candidate, their chances of success would have been a lot higher. 3. I see Romney as a weak and greedy candidate. Most of us are paying about 13% in taxes just to cover Social Security and Medicare taxes (Employer + Employee components - this tax is expected to go up 2 percentage points next year) and additional double digit in Federal taxes. I am not even including State taxes in my arguments, which I am sure, Romney pays too. But what pisses me off, is the fact that, he is happy to pay some 14% in Federal taxes, while we pay much-much more (in percentage terms of our earnings). I think this is a loop hole the Republicans are fighting to protect. If I am allowed to pay the same 14% in Federal taxes and no Social Security Medicare taxes, I'd embrace Republican policies in a jiffy. However, I am awaiting to hear more from the horses mouth himself - later at the convention. In the meantime, you may be interested in reading how Romney made his millions. It is surprising that the Congress party seems to be infected with the virus of wisdom only when they are out of power. One really needs to ask them why they are today demanding annual mining leases. Just as why Eduardo Faleiro realized the danger of Russian and Israeli tourists only now. A larger issues. One of my friends in the mining industry tells me that the annual lease renewal will only encourage fly-by-night operators who are the real culprits of the mess that we see today. He says that mining plans are a long-term one, since it is necessary to mix the good quality ore with lesser quality so as to extend the life of the mines. If only good quality ore is produced, then the lesser quality will not have a market tomorrow. Also, the investment in mining cannot be recovered in one year. Corruption is so ingrained in the Indian mind-set, including Goa, that I doubt it will be ever erradicated under our free-wheeling democracy. I have observed with chagrin over the past decade that I have lived in India that corruption exists from the highest levels of Government to the lowest levels. No amount of platititudes, hunger strikes, disruption of Parliament etc. will erradicate this vice, as it cuts across all parties. Only a heavy handed dictatorial regime with the death penalty perhaps will take care of the problem.
