Once upon a time in the kingdom of Heaven , God was missing for six days. 

Eventually, Michael the archangel found him, resting on the seventh day. 

He inquired of God. Where have you been?

God took a deep sigh of satisfaction and proudly pointed downwards through
the clouds, Look, Michael... Look what I've made! 

Archangel Michael looked puzzled and said, What is it? 

It's a planet, replied God, and I've put Life on it. I'm going to call it
Earth and it's going to be a great place of balance. 

Balance? inquired Michael, still confused.

God explained, pointing to different parts of earth. 
For example, northern Europe will be a place of great opportunity and
wealth while southern Europe is going to be poor.
Over there I've placed a continent of white people and over there is a
continent of black people, with brown and yellow in between.
God continued pointing to different countries. 

This one will be extremely hot, while this one will be very cold and
covered in ice.

The Archangel , impressed by God's work, then pointed to a triangular land
mass and said, What's that one? 

H, said God

That's India, the most hospitable place on earth. 
There are beautiful beaches, mountains, forests, streams, hills and
waterfalls. 
The people from India are going to be very friendly, modest, intelligent and
respectful and they are going to be found traveling the world holding good
jobs. 

They will be extremely sociable, hardworking and high-achieving, and they
will be known throughout the world as spreaders of peace, play and win in
cricket and lead a knowledge society. They will raise their children to
believe in me and their wit and wisdom will be appreciated and welcome to
far places. 

Michael gasped in wonder and admiration, but then proclaimed, 

What about balance, God? You said there would be balance!

God replied wisely, Wait until you see the clowns that will run their
government when they get democracy.

2012 VINCENT XAVIER VERODIANO AWARD

 

The Vincent Xavier Verodiano Award is awarded by the Vincent
Xavier Verodiano Foundation. The objective of the award is to promote the
wellbeing of mankind through individual advancement in the field of art, music, 
literature, science, medicine or humanities. The award was founded by Dom
Martin in 1989, in memory of his late father, Vincent
Xavier Verodiano. The winner is announced on the 20th day of September, and
the award is conferred on the 5th day of November.

 

This
year the prestigious Vincent Xavier Verodiano Award has been conferred
on Goa 1556 in recognition of its pioneering commitment to record Goa’s
variegated past, project its kaleidoscopic present, and accentuate its
pendulous future.

 

Goa
1556 is
an alternative publishing venture, founded by veteran journalist Frederick
Noronha. The company name was inspired by the arrival of the Gutenberg Printing
press to Goa in the year 1556 – the first of its kind in all of Asia. As Mr. 
Noronha
succinctly put it, the primary goal of his publishing company is to “democratise
the production of knowledge”. 

 

The
editorial modulation of Goa 1556 is non-fiction writing related to Goa,
with emphasis on books which “shed interesting new light on various aspects
that help better understand the complex region called Goa.” As of August 2012, 
Goa
1556 has amassed an assortment of 45 titles to its credentials.

99% allottees not ‘ original’ CCP report on market shops opens can of worms

TEAM HERALD teamherald@ herald- goa. com PANJIM: The extensive and conclusive 
report on allocation of shops in the Panjim market prepared by CCP Commissioner 
Sanjith Rodrigues based on his survey, has opened a can of worms, and left the 
Corporation in a fix, as 99 per cent of the shops are not in possession of 
intended allottees and CCP itself has accepted transfer fees for changing the 
lessee without giving them legal documents.

In the survey just of the first floor of phase I  II, the Commissioner has had 
to divide the shops into the following categories ~ Shops A, A- 1, B, C, D, D- 
1, gaddas, pending High Court cases and Konkan Railway stalls.

Before demolishing small stalls, the GSIDC and the CCP had conducted a survey 
which noted a total of 1424 vendors with an existing carpet area 5757 m2 and 
had allotted space in the proposed market with carpet area of a total 6559 m2 
to the same vendors.

According to the survey conducted there are 32 stalls which have cases pending 
in the High Court for various reasons including cases challenging allotments 
and other issues.

Of these 32, 15 shops have owners other than those who were originally allotted 
the shops, 12 were sealed, two were shut at the time of the survey, possibly 
because the operators fled at the time of the survey, and the balance face 
other complications such as not being found on the plan, double entries, etc.

Of the 20, ‘ Konkan Railway’ stalls, all have owners different from the 
original allottees and one was closed at the time of survey.

Most of these shops were shops vending either cloth, readymade garments, shoes, 
originally and have now become cellphone shops, shops selling CDs, DVDs and 
other such business.

But the largest number of shops are the B and C type shops with B type 
numbering 125 including the number of shops that have been sub- divided and 157 
C type shops.

Of these 177 shops, just three, strictly speaking have both the intended 
allottee and the final allottee as well as the nature of trade the same ~ S N 
Pathan who has his shop and continues to use it for tailoring and Suresh 
Narvekar, whose shop is still a shoemart and Vishvas Dhamaskar who continues to 
be a cosmetic and bangle seller.

There are other shops, just around half a dozen, which are still being run by 
the intended allottee, but who have changed their trade.

The other 99 per cent of shops are not in possession of intended allottees or 
were either transferred or sub- let to other parties. It must be remembered 
that according to the Corporation rules, no shop can be sub- let or transferred 
to another except if the person is a blood relation.

What complicates matter further is the fact that in many cases the Corporation, 
has collected ( possibly illegally) transfer fee from certain parties who 
claimed to be tenants of the Corporation. However, with the Corporation not 
having legally signed any lease agreement with any of the vendors, the question 
of them being tenants does not arise.

During the last meeting, CCP Commissioner Sanjith Rodrigues had suggested that 
the Corporation approach the Directorate of Municipal Administration ( DMA) for 
legal advice.

However, the council chose to ‘ study the matter and decide at a special 
meeting.’

VINCENT XAVIER VERODIANO AWARD for his baby 'Goa 1556'. I met Frederick for the 
first time only 10 moths ago,coming into the book business very recently. Since 
then of course I have become increasingly aware to some extent of the breath 
and depth of his initiatives, and even so I know it is only an impressionist 
view. It is still ambitious and mind-boggling, and we and future generations in 
Goa will forever be grateful for his efforts. So Dear Frederick, 
Congratulations and Thank you.

The Goa Su-Raj Party has been anxiously awaiting for the  response of the 
Supreme Court's  'Central Empowered Committee' after it's august members had 
a chance to go around Goa's mining scarscapes and make their  comments. And 
this Party is happy to note the Committee's response as published in the 
section of the press, such as: MINES IN SELAULIM DAM AREA MAY FACE 
CLOSURE - May God Save This Land, Says CEC [TOI] ; CEC SEES WIDESPREAD 
DEVASTATION [NT]; MINING TAKING HEAVY TOLL ON WILDLIFE! (Animal Rescue 
Squad) {GT] ; GOA WORST THAN BELLARY IN KARNATAKA  etc..


It is right that the CEC has asked for the Export figures of iron ore from 
the Ore Exporters (GMOEA] as well as for the  profit and loss accounts for 
the last five year. This Party has been asking the CM of Goa to investigate 
into the dealings of the GMOEA since the exposure of the  mining fiasco 
through the Shah Commission Report where our information indicates that 
GMOEA is not even a registered body.  In the Konkani language there is this 
saying: 'DOYEAM ADD SOVNSAR PADD' ,  meaning ' while the Gods are sleeping, 
the loot and plunder is the order of the day'. No place in the world will 
ever see the bumper to bumper serpentine lines of the mining trucks on both 
sides of Goa's roads in the mining belts which made life of ordinary people 
moving on foot, on two and four wheelers a misery, with nothing but mud dust 
visible on anything and everything giving the impression that Goa was 
painted mud-red with hundreds of citizens coming under their wheels. That it 
took the Shah Commission Report and through it, the Supreme Court to act, 
tells the entire sorry story. A lot of persons who were in charge of running 
the affairs of Goa's administration, past and present,   must be behind bars 
for this massive criminal negligence.


This Party believes that like a child that cries  and resorts to tantrums if 
it's favorite play-toy is taken away, the people who had no care in the 
world while the going was good, irrespective of the miseries of others, 
playing with the money-making toys courtesy the Mega Mining in Goa, are now 
offering threats and tantrums and resorting to demonstrations, that their 
favorite toys have been taken away, even blaming  the Supreme Court of India 
for having stepped in to stop this uncaring play where Goa's ground water 
resources were dried out with it's green hills razed and scarred beyond 
salvage;  where Goa's forests and it's wild-life got exterminated; while 
Goa's agricultural fields, water bodies and rivers were awash with 
uncontrollable mining silt; where Goa's population in the mining areas could 
not use the roads for which they were paying their road taxes and when 
resorted to protests, where mercilessly beaten and even shut into Aguada and 
other jails;  and other related untold miseries.


As they say, all good times must come to an end, it is time for Goa to 
recuperate from the mindless onslaught on it's well-being,  with mining 
activity, whether legal or illegal,  totally and completely shut down and 
means and ways  explored to  replace the mining oriented economy of Goa to a 
sustainable alternative economy based on agriculture, service industries, 
hinterland and heritage  tourism rather than beach-belt tourism that has 
seen Goa's golden beaches  scarred and on the point of being destroyed and 
other eco-friendly and/or non-polluting industries including most suitable 
IT industries to make Goa the Silicon Valley after Bangalore,  where Goa's 
qualified man-power may find suitable jobs rather than go hunting for job 
elsewhere outside Goa and abroad.


Needless to say that this Party has a solution for Goa's ills, for promoting 
Goa's sustainable economy to make it a prosperous economy not reliant on 
mining and beach tourism alone,  because it has planned for this, knowing 
fully well that one day Goa's economy has to come to a grinding halt when 
minds have been closed to pursue other more lucrative avenues  and to cater 
for life to go on un-interrupted without depending on  doles  accorded 
through massive back-breaking  borrowings. Goa's past many  governments have 
only partied with merry making,  with no thought given to  belt-tightening 
exercises  that must be the order of the day if Goa has to be  free of 
dependence on others states, mostly for it's food and labour with it's heavy 
over Rs. 5000 crores of  tax burden reduced. Successive  governments have 
made Goa nothing but a dependent state for everything in sight. This Party, 
needless to say, has always kept the rainy day in full sight so that when 
the good times are over, which must, at some point in time,  one can relax, 
falling back on the

RESPONSE: The Red Cross is assisting distressed people not only in the
Eastern Seaboard of USA but also Jamaica, Cuba and Haiti. Haiti is in poor
shape and another epidemic of Cholera is underway.

Limited Metro services will start today in New York, to get the whole thing
up and running will take weeks if not months. The cables and wiring will
have been badly corroded due to the salt water and will have to be washed
and cleaned up before repairs are undertaken

Advocate Aries Rodrigues is like the Kerjiwal of Goa. He dares to go where no 
one dares at great risk and expose the wrongdoings of those we normally dare 
not point fingers at;  in this matter, specially he being a lawyer. Yes, 
notarizing has become a big racket. Pay your money,obtain stamp paper and 
anyone can notarize anything! You should see the affidavits being produced for 
holding onto multiple connections of LPG cylinders and availing government 
schemes. I have never read of exemplary penalization for perjury/ false 
affidavits, that are regularly given or wrong statements /documents notarized. 
I cannot understand why judges during hearing/deciding cases, cannot 
penalize/launch investigations and bring some respectability to affidavits and 
notaries!

At another level, there is however a mistake here ... the award is not for
me, but for Goa,1556. And I am not Goa,1556 -- rather, it comprises
everyone who helps take this effort forward. By writing, reading,
reviewing, editing, designing, proofreading any of its many pages.

There is obviously a need in any society to make its voice, views,
sentiments, concerns and opinions heard. What we are doing is to just
trying and make it viable and sustainable. That some appreciate our work
reflects on the clear need for this to be done, rather than our ability to
do it.

At the end of the day, an initiative like Goa,1556 would succeed if we made
ourselves redundant by convincing, psyching or influencing many others of
the need to capture memories on paper (or cyberspace, video, audio,
whatever). This could help us all collectively understand our own societies
and our past, so as to be able to more effectively shape and cope with our
future.

So many people -- including you -- have helped us along the way. You may
consider yourself one of our lucky writers for whom things worked out
somewhat pleasantly... frankly, we have not be able to be fair to all!

Others have helped in ways they might have not even realised. Without
Goanet, there would surely be no possibility for a Goa,1556! Much of our
work has got around because of the friends and networks created by
initiatives like Goanet over nearly the past two decades.

A big thanks to Dom Martin and team for betting on this horse. We hope we
can live up to it. Awards are embarassing, and one can never confidently
claim to deserve the same; but the good side is that it reminds us of the

Of late some great things are happening in my life.  Every week (sometimes 
twice a week) I receive an sms informing me that I have won UK pounds 200,000 
to 300,000 and even more. Most often my phone number has won this amount.  It 
appears to be the most attractive number in the world.  It's very simple : all 
I need to do is send my name, address, age, phone no and of course my bank 
account number to remit this fabulous sum of money in my account. The only 
factor which deters me from claiming these amounts is that I won't know what to 
do with so much money.  The Gods must be crazy!!!
 
Jokes apart, one must be very careful of these messages.

Many moons ago my brother was a resident physician at Bellevue Hospital in New 
York  and I was working on my Masters in Engineering at Stevens Tech. in 
Hoboken. acros the Hudson river in New Jersey.
So, it is hard to believe that those old stomping grounds are now under water.
BTW contrary to popular belief there are many organizations asking for and 
accepting help for the victims of superstorm Sandy.

It is now confirmed that Cipriano Fernandes'  long awaited  Funeral Service 
will take place at the Moira Church on 7th November, 2012 [Wednesday] at 
3.15 P.M. Cipriano's  body will be received by his cousin Cosme Fernandes 
from the GMC morgue  on behalf of Cipriano's family on 7th.Nov. 2012 
afternoon and shall be kept at his house at Povoacao, Moira,  from 1.00 p.m. 
before it is taken to the Moira Church for the funeral service and burial. 
The entire exercise shall be supervised and  videographed by the SDM, 
Panjim,  as according to the rules in force concerning custodial deaths.


The following application to the JMFC, Panjim,  by Cosme Fernandes is 
self-explanatory.

The Applicant Mr.Cosme Fernandes, cousin brother of late Cipriano Fernandes 
wish to state as under:-


1.  That I have received  the  Order passed by this Hon'ble Court 
through the Aldona Police Outpost on  26 October, 2012, subsequent to the 
application made to this Hon'ble Court by  Dr. Silvano Sapeco, in charge, 
Department of Forensic Science, Goa Medical College, Bambolim, Goa, 
regarding the hand-over of the body of Cipriano Fernandes which has been 
lying in the GMC morgue since his custodial death on 9/1/2011 and where the 
said Order authorizes the Forensic Department of the GMC to dispose off the 
body by observing all formalities for such  disposal  if the same is  not 
taken possession by the kit and kin  of late Cipriano Fernandes.


2.  That in pursuance of the said  Order,  the kit and kin of late 
Cipriano Fernandes have decided to take possession of the body from the GMC 
Morgue to conduct the last rites and the burial there after.


3.  That this decision has been arrived at  UNDER PROTEST 
understanding that the ongoing investigation into the custodial death shall 
continue until  the
 police  personnel  who have been indicted in the murder of Cipriano 
Fernandes  while in custody  shall be punished  appropriately in accordance 
with the  law

of the land.

4.  That all formalities of handing-over of the body to the kit and kin 
of Cipriano Fernandes whom I represent be carried out and  all authorities 
concerned  be informed of the hand-over of the body for final rites.


5.  The date and time for the funeral service shall be fixed and 
intimated to this Hon'ble Court after all formalities of the hand-over to 
the body of Cipriano Fernandes are completed.


6.  That suitable announcements be made by the concerned authorities  to 
the media so that the people of Goa are kept well  informed about the final 
rites of Cipriano Fernandes.

Gabriel de Figueiredo has rightly pointed out about the improper
disposal of hospital wastes which is a matter for grave concern. I
hope the concerned authorities take note and act in the matter.

Indeed, let alone hospital waste, it appears that we lack even a basic
concern for hygiene in our daily lives. Visit any market in Goa and
see how the filthy, unhygenic conditions there must surely be
contributing to the spread of various diseases.

The more recently constructed Panjim market is a prime example of how
we can build, but not maintain. Floors that have probably never been
washed since construction, migrants spitting on the floors (where
incidentally vegetables are often kept), lies and fcockroaches
crawling over rotting vegetable waste in the aisles, walls liberally
stained with paan spittle.

Vegetables and fruits purchased from supermarkets may appear cleaner.
Unfortunately, these too are sourced from the same markets - merely
sorted, the exteriors cleaned, wrapped in clingfilm and then purchased
by us at fancier prices. So ultimately, whether rich, middle-class or
poor, all of us ultimately consume produce from the same filthy
markets, that have gone through the same unhygienic conditions.

My suggestions :
(1) Employ outside agencies to daily sweep, wash, clean and maintain
the markets.
(2) Make spitting and littering an offence with stiff fines to offenders.
(3) Bring in Govt. sanitation and health agencies to educate vendors
in basic cleanliness and hygiene.

The majesty of the current US system is that the govt predicts with accuracy 
where and when a storm will hit. The authorities then call for mandatory 
evacuations in areas which will experience the brunt of the storm. Some states 
even have shelters where residents can evacuate to, for such events.  

Unfortunately, the victims of natural disasters in the USA usually are those 
who do not heed the warnings. They refuse to budge. Compare or contrast this to 
say, Bangladesh, where the govt will warn about an approaching storm but the 
people have neither the means nor the escape avenues to get out of low lying 
areas. Had a storm with the strength of Sandy hit Bangladesh, the dead would be 
in the thousands.

Secondly, FEMA seems to be responding well in the aftermath of Sandy. New 
Jersey Governor, Republican Chris Crisco, is currently singing praises 
for Obama. The Mayor of New York City has endorsed Obama for re-election today, 
probably because of the response of the White House to the disaster. This is a 
refreshing change from what happened after Katrina, with George Bush in 
charge. Even so, FEMA can only cover what is in its mandate. 

Taxes paid to the municipal, state and federal governments do not entitle tax 
payers to universal protection. For the areas that are not covered, private and 
religious organisations come handy. In this regard, I am with you, people who 
can afford to, should open their purses and donate to organizations such as the 
Red Cross.
