Good question, Dilip. I came across this once again only very recently
(after probably having forgotten about it existence over the years).

My hunch: as you know, the Antarctica expedition leaves from Goa each year.
This post office probably serves those scientists and support staff
wintering there. Open to being corrected on the facts

The station's name is Maitri.

Wondering loudly: if you know a scientist on that base, is it possible to
get mail from Antarctica? (More likely, they deliver mail *to* Antarctica.)
Also: would it cost just the usual five rupees for a 20 gramme envelope to
get there? Considering that the Antarctica branch office is in Goa! FN

Mr. President, Sir, first of all I wish to thank you for the unfailingly 
courteous and gracious manner in which you have invariably presided over the 
deliberations of this House. Deserving tribute has already been paid to the 
Drafting Committee for the way in which it has performed its arduous and 
responsible duties. I would like very briefly to pay a particular tribute to my 
honourable Friend, who is sitting on my right, Dr. Ambedkar. I do not believe 
that any one of us can really gauge the volume of work and the intensity of 
concentration that must have been involved in the production of this voluminous 
and by no means easy document. And while, on occasions, I may not have agreed 
with him, it always gave me the very greatest pleasure to listen to his 
tremendous grasp not only of fundamentals but of details, of the clarity with 
which he invariably presented his case. It has been said that this Constitution 
has received a mixed reception. It is inevitable that its reception should have 
been mixed because, inevitably, it is a mixed constitution. It is composite in 
character. I believe that it is a blend and a proper blend between idealism on 
the one side and realism on the other. I know that some of my ardently 
idealistic friends have criticized it. They would like to have seen instead of 
this blend something in the nature of a decalogue or the Ten Commandments, 
something which was so wholly idealistic that it would have wilted and died 
under the first impact of administrative realities and political difficulties.

As I have said, I believe that we have borrowed enough from idealism to 
make the Constitution a fairly attractive and an aspiring document and on the 
other hand we have not based it entirely on material, from mundane 
considerations so as to retard or in any way to take away from this the 
inspiring elements. I realize, sir, that it is not a perfect document, but at 
the same time I feel that in hammering it out, we have traversed all the 
processes of the democratic manufactory, that we have ranged through the whole 
gamut of democratic factors; there has been careful thought; there has been 
close analysis; there has been argument and counter-argument; there has been 
fierce controversy and at one time I thought that the controversy was so fierce 
that we might reach the stage of what the Romans called Argumentum ad baculum 
that is, settling it by actual physical force. But in the final analysis has 
pervaded a real sense of accommodation and a real feeling of forbearance.

So far as the minority provisions are concerned, Sir, I cannot speak on 
behalf of any other minority but I do claim to speak on behalf of the 
Anglo-Indian Community. I have paid repeated tributes to the generous and 
understanding way in which the Anglo-Indian Community has been dealt with under 
this Constitution. All I feel I need say at this moment is to reiterate my own 
gratitude and appreciation for the very generous way in which the Anglo-Indian 
community has been treated.

Now I shall deal very briefly with certain aspects of the Constitution. I 
agree with my honourable Friend, Pandit Hirday Nath Kunzru when he says that it 
might have been wiser for us not to have extended the franchise at one bound to 
universal suffrage. I recall the experience in Britain and the precedent of 
Britain. I am aware that the precedents and experience in other countries are 
not sacrosanct for us. But what happened in Britain in this matter of 
franchise? Representative parliamentary Government was introduced in Britain in 
the 19th Centruy but it was not till as recently as 1928 that universal 
franchise or adult suffrage was introduced. Though some of us are in the habit 
of talking about democracy without understanding its real purpose and its real 
content, to my mind a mere counting of heads has never constituted democracy. 
Democracy has always carried the postulate, the implication that at least the 
exercise of the franchise would be made, if not on an essentially rationalistic 
basis, would be made at least on a common-sense basis. And my own feeling is, 
Sir, that if we had pursued the path of wisdom – more than that – of 
statesmanship, that we would have been justified to hasten slowly in this 
matter, that we would have not at one bound adopted the device of adult 
franchise but will have proceeded progressively not necessarily gradually but 
progressively. As it is I am one of those who can only express the very sincere 
hope that when the next elections are fought or the elections after that and 
with an electorate which will be predominantly illiterate, with an electorate 
which will be predominantly unaware of exercising the franchise on a basis of 
being able to analyse political issues i

"People-sell-their-vote" theories would not explain a large percentage of
the electoral results.

For that, one perhaps needs to look at a runaway electoral system which can
conveniently keep people divided -- on basis of religion, caste or language
-- and allow the Permanent Government with a few skilled players as their
fronts to split votes, create votebanks, and match-fix too.
The electoral results over decades of MGP-UGP, MGP-Congress, Congress-BJP
(with a few Independents and support-the-winning-side smaller parties throw
in)  battles for power tell an interesting story. But maybe we're not
looking deep enough.

When a myth is repeated many times over, people believe it. FN

Roland,

Goans deserve this rot because they are the ones who vote for these dirt bags. 
Just before the elections, a large number of Goan voters personally accept 
largesse from the politicians in return for votes. Once these guys get elected, 
they go on to recover their investment and some more. I'd say - screw them 
Goans even more.

What you need is people like Floriano and his party to pump new blood into the 
political arteries in Goa. But I don't see much support forthcoming for him.

Had somewhat similar problems at my home in Goa.

Wrote a letter to the department with proof of actual consumption. They didn't 
refund the overcharges, but granted me credit - which I am still using to even 
out my payments.

you will be charged for 224 units per month plus other charges
(units consumed never exceeded 60 in the previous months)
And if the bill is of 3-4 months together. It could
be a shocker 
(past monthly consumption never exceeded 60 units)

Dear Roland, it is possible that I was not very clear in what I initially
wrote. Here in point format (with some addendum) are the following:

1: Salazar came to power in Portugal at a time when Portugal was in
financial chaos.

2: He set about and turned round the situation.

3: If you have worked in management positions, you would know that it takes
a certain type of person (a dictator) to bring and keep order in situations
which involve number of people and vested interests. (Please remember the
Vested interests as the Key players)

4: I am not sure that there is any orderly country or organization

6: However, dictatorships are always prone to excesses of power. One sees

7: IF there were any skeletons in Salazar's closet, they would have been
out on parade a long time ago. But, my limited reading indicates to me that
Salazar's only deficiencies were Loneliness (at the top), Inability to
Trust (or delegate work to) others, Suspicion of those who were ostensibly
his friends (but were using him) (Nothing surprising and the resultant (or
inbuilt) belief that only he had the right answers.All this while the
Vested Interests did what they had to do in his name ...and still are in
charge (like in 1960 and in 2014 Goa)

 All the above having been noted:

8: I cannot visualise the Madeleine McCaan scenario to have occurred under
a modern day Salazar.

9: The rapid transition from Conservative to Socialist regimes (as in many
countries) allows for disorder which in turn allows for the nonsense to
occur and continue.

10: Fortunately for Portugal, Like Ireland - the people have simple needs
and IMPORTANTLY, have known serious hardships before. Having spent enough
time in both countries, I can also add that.they also have a strong
connection to the Church, be it by way of Faith or otherwise.

in bringing Anjuna into focus.  Ever since I was a little kid growing up in 
Anjuna I knew it was one of the most beautiful places in Goa. It has been 
through a rough time, earned itself a bad name, most estate agents say they 
dont want to touch it with a bargepole, but it has always shaken the ashes off  
and come out of the mire. Only please, don't let the multi storey developers

secrecy of the pin usage by the customers. Goa Govt should also see
that the ATM and the Green Channel Counter swiping machines are to
used very efficiently with greater secrecy and thus avoiding any
fraud. The customer Mr GC Bhatacharya is my colleague who has brought
this to the notice of the Branch Manager D.Paula for information.

I am a customer of the State Bank of India (SBI) in the state of  Goa.
 My this mail is to share with you one my serious concern about an
existing  practice in the SBI, which I think is putting the customer's
at grave risk of a possible banking fraud.



The concern relates to the use of swiping machines of the Green
Channel  Counter (GCC) which has been introduced by the SBI some time
back. Needless to say that I highly appreciate this GCC system as it
has enhanced the efficiency of many of the  banking operations, made
banking easier and speedier and in overall it has made great
contribution for environment protection by reducing  usage of lots of
paper. However, I have noticed a shortcoming in the way the customers
have to use this facility (GCC swiping machines) at the bank counters.
 The shortcoming is that the GCC swiping machines are not provided
with any proper enclosures, due to which the users are compelled to
enter   their PIN in the GCC swiping machines in front of other
customers standing in queue in the counter. This puts the customers at
great risk of their confidential Debit card PIN to be known / seen
by others.   I do not know whether you will consider  this situation
desirable and safe for the customers. Personally, I think this is not
a safe practice and this is unnecessarily putting the customers at
great risk of exposing their confidential PIN to others and thus
making them vulnerable  to possible banking fraud. I have noticed that
the SBI instructs the customers not to expose their PIN to others
while using the ATMs. However, I fail to understand then why the SBI
is putting the customers at risk while using the GCC swiping machines
at their bank branches. In the  SBI branch where I am a customer, I
saw a makeshift cover has been provided to one of the two GCC swiping
machines installed over there with  a shoe-box size empty cardboard
box of HP printer cartridge. Since that small box cover is very
inconvenient for using the swiping machine,  hence some customers are
pulling out the GCC swiping machine while using it.



I am distressed with this situation. Earlier, I brought my concern in
this matter to the notice of the Branch Manager and although he
apparently agreed that the practice is unsafe, still he appeared to be
clueless about how to resolve the issue satisfactorily. I think this
shortcoming can be easily resolved if the bank authorities can provide
safe, proper and convenient enclosures for GCC swiping machines
installed at its bank counters.



I  have shared my concern with you as I thought the matters relates to
safety of all customers of the SBI and making others aware of this
problem may help for its satisfactory solution under public pressure.
Therefore my request to you is that, if you agree with my concern then
in the public interest kindly forward this mail to your friends and
others known customers of the SBI.

Aman Srivastav and Sanskriti Dawle, The Brains behind Project Mudra

Give an engineer a tool and he will work wonders. This is what happened
when Sanskriti Dawle and Aman Srivastav, second year students at BITS Goa,
came across Raspberry Pi (a credit card sized computer) during a workshop.

It didn't excite them at first. "Typing code to make lights glow, what's
the big deal,"  said Sanskriti. However, as Aman continued playing around
with the device he saw a lot of possibilities. It was during a random
conversation that they came up with the idea of a  'Braille Dicta-Teacher',
a device to make learning Braille easier for the visually challenged. The
Device is under wraps as it will be unveiled at PyCon 2014 in Montreal in
April.

There are over 285 million visually challenged people in the world, and
even in a developed country like the US less than 10 percent of the
visually challenged people are literate. The scenario in India is much
worse. To counter this, Sanskriti and Aman started Project Mudra. They have
developed a device which converts voice input to Braille characters using
Google's speech API and hardware using Raspberry Pi.

The device works in three different modes - Browse mode, Auto mode and Exam
mode.

Browse mode - In the browse mode, user speech input is converted into
tactile Braille output. This enables users to speak out the words they want
converted into Braille thus learning at their own pace and comfort.

Auto Mode - The Auto mode runs a predetermined speech sequence and converts
it into a tactile output. This is generally suited best for memorization
and disciplined learning. It reads through all the English alphabets and
numbers sequentially and the Braille output for each of them is generated
synchronously along with the audio output.

Exam Mode - Exam mode tests the user recall based on his ability to guess
the correct letter in the Braille interface and gives the answer as speech
output. Here a random letter is chosen in Braille script and the user is
prompted by the speech input for the respective letter. Then the user's
input is checked against the database and the correct answer is revealed.

"Learning ABC is the first step to literacy in any language," says
Sanskriti. And this is what they are trying to accomplish for the visually
challenged. At present, Aman and Sanskriti are working on improving the
device to make it handy. They will unveil it in PyCon 2014 in Montreal in
April.

Sunday Reflections: Eighth
 Sunday - "Why worry about food and clothes? Trust Your Father who knows your 
needs!" 2-Mar- 2014

Isaiah 49: 14-15;           1Corinthians 4: 1-5;           Matthew 6:24-34;

In the first reading the prophet Isaiah asks: "Can a mother forget the baby at 
her breast?  And have no compassion for the child she has borne?" The Lord 
assures us, though a mother may forget, I will never
 forget you! God cares for us more than a mother for her child. We are his 
beloved sons and daughters. We are the apple of his eye. He cannot forget us: 
"I have carved you on the palm of my hand." Fashioned into his image and 
likeness, God
 carries us in the palm of His hands. All he asks is that we trust in Him.

Cure for Sorrow
There is an old Chinese tale about the woman whose only son died. In her grief, 
she went to the holy man and said, 'What prayers, what magical incantations do 
you have to bring my son back to life?' Instead of sending her away or 
reasoning with her, he said to her, "Fetch me a mustard seed from a home that 
has never known sorrow. We will use it to drive the sorrow out of your life." 
The woman went off at once in search of that magical mustard seed. She came

In today's gospel we are continuing with the Sermon on the Mount. Though we 
might not believe that it is possible, yet the risk of worshipping a false God 
is a threat in every Christian life. The Lord points out very clearly and 
forcefully: "you cannot serve God and wealth. Jesus demands an exclusive option 
for God. Yes, we can affirm
 that we serve God but there
 is also the danger of serving wealth. Serving mammon amounts to converting it 
into an alternative for God, specifically because we can continue to profess we 
adore God, when in practice we have given our lives over to money and what 
derives from it. Matthew emphasizes this perspective in the beautiful passage 
of trusting in God's providence based on the metaphor of the birds of the air 
and the lilies of the field. In plain words, trusting God who loves us like a 
loving mother means placing our lives in the hands of God's care and being free 
to serve him and his people. Jesus insists: 'Do not worry, do not strive 
needlessly. Your Father knows what you need." This leads us to the central 
statement: "Strive first for the kingdom of God and his righteousness." 
Welcoming the gift of the kingdom demands that we practice righteousness. The 
grace of the kingdom has to produce our solidarity with others, especially with 
the poor and the needy. Thus, to be a
 faith-person demands that we make a radical choice: God or wealth. If we are 
constantly worried and anxious we are insulting God, we don't believe He can 
and is taking care of us!

There is no reason why only politicians should be raided when there are others 
who help them to do what they do. 

If top bureaucrats did not abet politicians, the looting might have been a lot 
more inhibited. Remember every rupee taken in by the govt is from the people 
and the nation's resources and a crime against the nation itself. 

There are several apologists from among the b'cats: the politicians make us do 
it on threat of transfer, we cannot survive on a govt salary, we cannot beat 
the rotten system etc etc. All hogwash. A person is rotten because he is 
rotten. No one cam make him do it. Ask all the honest ones there are, though 
only a few remain.

I suppose the b'crats are like the New York Madam from the Mayflower 
descendancy. They couldn't arrest her since she had all the city's private and 
public elite on her customer list. But in the end she was jailed by an honest 
cop who had no idea of the house of cards he sent to the ground. 

Something that we can hope will happen to the VIP pedophiles in Portugal 
courtesy the RCMP.

Delhi was fortunate to be liberated in 49 days from Arvind Kejriwal's
motley and chaotic rule. But Goa is painfully suffering over the last two
years under another dictatorial IITian Manohar Parrikar who by all his U
turns has been dragging Goa down the tube. Rampant corruption and utter
saffronisation of the entire administration is there for all to see. He had
promised to drive the Casinos away but on coming to power after having
welcomed Jaydev Mody's "MV Horseshoe" Chief Minister Manohar Parrikar is
now all set to usher in yet another one, the monstrous biggest ever Casino,
 this one owned by the Sahara group.


In Goa the concern regarding the credentials and genuineness of the Aam
Aadmi Party (APP) is on account of it being strategically steered and
geared by some Hindu extremist Rashtriya Swayamsevak Sangh (RSS)
pracharaks. A vote for the AAP would only benefit the communal BJP as it is
clearly an undercover incognito B team of the BJP with some naïve altar
boys drafted in the usual saffron shrewd style to split the anti-BJP
secular votes.


The common man should therefore be very cautious and vigilant. Look beyond
the curtains and read between the lines while sniffing the political broth
that is cooking. Our nation cannot allow its secular fabric being corroded
by the butcher of Godhra Narendra Modi.

I remember the days in Bombay when "the height of" jokes were currency. For 
example: What is the height of imagination?  Answer: An ant climbing up an 
elephant with intent to rape.

So also the height with Micky. Here is a man who comes from a humble background 
but now owns 7 cars, undeterminable real estate and buildings and an account 
with a Swiss Bank, in all probability. He is bound to say that this money is 
inherited or gifted by an American widow with whom he is reported to have 
co-habited or some such tale.

Whatever the integrity of Indian IT officers, they are no fools and cannot be 
fobbed off with stories, or in this case bribery since the raids are high 
profile and directed from Delhi. Only submitting to political blackmail of the 
UPA govt will save him, if at all.

Now coming to the point, here is a politician as corrupt as they come in India 
and he had the gall to say that IT raids will hamper politicians. Only in 
Bharat, as they say.

I am not condoning selective targeting of guilty politicians (a redundancy 
since all Indian politicians are by nature guilty of some major crime or other, 
including corruption) since to be fair, if Micky is raided, so must all past 
and present politicians including the most notorious ones like Kamat, 
Narvemcar, Monserrate, the Alemao brothers and many many more.

However if this is not to be so, at least one is better than none.

being made for Goa, and possibly eventually the rest of the country.

Like many other stores of its kind, Oxford displays a number of imported
products for sale. But far more than any other, it has also become a
showcase for artisanal foods made right here in Goa by foreigners. The high
quality and sheer variety of this new kind of "local produce" has to be
seen to be believed.

There's beautifully bottled strawberry, pineapple, and banana/orange jams
made in Goa from a "French traditional recipe." In another aisle, more than
a dozen varieties of freshly-baked bread: crisp baguettes made by a
Belgian, heavy German-made sauerteigbrot (sourdough bread), lots of
brioches, croissants and pain au chocolat.

In one fridge's shelves, a cornucopia of cheeses made in nearby Siolim by
the Swiss Happy Cow company: ricotta, real mozzarella di bufala, camembert,
blue cheese, and a soft 'Tomme de Goa' which comes studded with walnuts, or
capers, or green pepper, or garlic and chili flakes. Next to Israeli-made
hummus there is Russian-style smoked kingfish, to be eaten in bites like
tapas alongside the pickled cabbage and brined potatoes also available in
neat packages.

Oxford carries ravioli and several kinds of pasta sauce made in Pilerne,
and many kinds of cereals and grains from an organic farm in Parra. A
freezer shelf holds-almost miraculously-the best creme fraiche and sour
cream you will find anywhere in India. Also made by Russians, up the coast
in Morjim, these rarities are roughly the same price you could expect to
pay in Europe, but a trip to Anjuna is certainly much shorter and cheaper!

No less than the goods at this unusual supermarket, its clientele is wildly
globalized. On a midday visit earlier this week, I heard at least nine
languages in its lanes. Finnish natives brushed shoulders with Farsi
speakers, and two young Afghans stood ahead in line while I chatted with
Mendel, an equally young, orthodox Jewish Lubavitcher from Brooklyn who
sported his knotted tzitzit (ritual fringe) with as much aplomb as the
Japanese woman at the opposite register tossed her dreadlocks.

All this may seem very new. But like the rest of Goa, Anjuna has always
been at the vanguard of what is now called globalization. Across the road
from Oxford is a multi-turreted mansion that is an exact replica of the
royal palace of Zanzibar, erected by a team of African craftsmen sent by
the Sultan in gratitude to his personal physician, Manuel de Albuquerque.
This son of Anjuna earned distinctions in Bombay, Edinburgh, Dublin and
Brussels in the late nineteenth century, before spending decades as consul
general of Portugal to Zanzibar.

Delving even further back, historian Teresa Albuquerque (a daughter-in-law
of Anjuna) reports that the village's name is derived from the Arabic word
'Hanjuman' (meaning merchant guild). More than a thousand years ago it was
"a prosperous Arab commercial settlement and an important port along the
west coast." Nearby Chapora (Shah pura) "had for long been a vital maritime
hub. It was once a gateway to the holy city of Mecca and many ships were
anchored, repaired and even built there. To Chapora came Arab dhows loaded
with horses bound for the great market at Pernem, across the creek."

With that kind of history, it is no surprise that the first motley crews of
hippies from the West found themselves exceedingly comfortable in Anjuna in
the late 1960's and early 1970's. The original 'Goa Freaks' blazoned a
trail beginning in San Francisco's Haight-Ashbury that meandered through
Western Europe, Afghanistan and Kathmandu before winding up in these same
coconut groves. All those other places have changed beyond recognition, but
that's not the case here in Goa, where a wildly multi-racial, multi-lingual
and multinational mix of 'outsiders' mingles visibly happily and peacefully
with the 'insiders' of Anjuna, resulting in many positive by-products that
include the remarkable smorgasbord of delicacies available at Oxford Arcade.

In recent months, Goa has been largely unfairly, and often maliciously,
portrayed in the media (especially the Delhi-based outlets) as a hotbed of
the kind of narrow-minded xenophobia that characterizes much of the rest of
India. After centuries-indeed millennia-of world renown for
open-mindedness, tolerance and extraordinary hospitality, there is a
worrisome trend of stories about Goans turning nastily against Nigerians,
Russians, even "budget travelers."

But even a short visit to places like Anjuna, demonstrates that the truth
is far different. Don't believe the hype about Bangalore et al, India's
cosmopolitan future is quietly developing right here on Goa's coastlin

Your meter is not functioning?
You could pay upto 4 times more..
It will charge you not as per your average consumption but on 10% of the
connected load. 
e.g. if your 1 bed small house single phase with connected load
say 2240Watts
you will be charged for 224 units per month plus other charges
(units consumed never exceeded 60 in the previous months)
And if the bill is of 3-4 months together. It could
be a shocker 
(past monthly consumption never exceeded 60 units)
