The right thing would have been for the Bill to amend the Maharashtra Police Act 1951 to incorporate the directives of the Supreme Court in the Prakash Singh case. But the Bill is brazenly designed to defy every single one of the Court's directives. Besides the stakeholders in this case, the Citizens were totally ignored before this Bill was passed. The public are going to bear the brunt of such a bad law which will lead to policing completely captured by political compulsions. The time saved on monotonous, routine activities is spent in front of T,V. Hence the ratio of depressed individuals is one in five for women and one in six for men and is very alarming. We make these choices willingly and consciously at most time and hence suffer the consequences. The main focus of the parents is study, scoring and faith in tuitions right from K.G classes. It builds tremendous pressure to excel under all circumstances. There is hardly any time for the children both at school and home to engage in sports and other creative activities. The accent should be on effective concentration, which could two hours daily. ,In stead the students learn to waste time, disinterested , develop hate and aversion with academic pursuits at all times Happiness must spring from within through involvement of creative activities, rather than momentary pleasures What are the parent’s expectations . The basic reason to educate children is to make them happy and which connotes various derivatives. If the parents themselves are not happy individuals in their relationshipsderived by activities from outside (listening to music, T.V. video games, and mobiles) Health is another factor that contributes to happiness. The brave, brilliant poet, translator and activist's first novel was already garnering serious acclaim in the UK—where she spends much of her time—and her hometown is Chennai, while India's publishing capital remains New Delhi. But all of those places lost out to Goa, and 'The Gypsy Goddess' was released at the International Centre in Dona Paula, with Padma Shri awardee Norma Alvares enthusiastically recommending the book to a rapt audience that went on to buy several dozen copies. This kind of event was unthinkable just a few years ago. India's smallest state was widely regarded as a cultural backwater, and even authors based in Goa would strive to showcase and launch their books elsewhere. More than just perception, it was a reality that there weren't very many sophisticated readers or book buyers anywhere to be found. But like other aspects of life in the fast lane of the 21st century, this scenario has now changed dramatically, and we are now actually witnessing the emergence of Goa as a new cultural capital for the region. Goa is such a literary place, said Amitav Ghosh rather generously at his book reading some years ago at Literati bookshop in Candolim. One of the world's most distinguished novelists and writers, he had begun to spend some months each year in the state. His endorsement immediately had a perceptible ripple effect on other writers and artists who seemed to wake up en masse to the potential of living and working part-time in Goa. Today there is a sizable contingent of India's best creative talent quietly sheltering in villages across the landscape—Literati itself has hosted a frankly astonishing array of bold face names from Nobel prize winners on down—and Ghosh's kind words have become established conventional wisdom. One of the reasons for this very new perception of Goa as a premium cultural space is undoubtedly the Goa Arts and Literature Festival (which this writer helps to organize). Without state or corporate support, this unique annual event hosted primarily at the International Centre has consistently pursued a theme of different ways of belonging (the phrase is from a poem by the great Goan poet, Eunice de Souza) to build formidable showcases and lasting bridges to the margins: the North-East, Kashmir, Pakistan, translations, poetry, graphic novels. In recent years, the festival and its organizers have pulled off a series of startling coups, including many significant India debuts (Nigerian-American novelist Teju Cole, Punjabi-American rapper Himanshu Suri) and exclusive book launches (by Bilal Tanweer, Amruta Patil, Ranjit Hoskote, Jerry Pinto, Naresh Fernandes, dozens more). But even more significant developments are taking place across the breadth of Goa's scene, spurred by terrific private initiatives and public policies. By far the most important is the renewed, highly creditable emphasis given by the department of art and culture to the state's entire library network, with special focus on the superb new Central Library at Patto. The new building is widely acknowledged as the best of its kind in the country, and, amazingly, it has tripled membership in two years, with much of the increase being children. Huge, lasting credit is due the department of art and culture's director Prasad Lolayekar for his visionary leadership and contribution here. However, cultural revolutions of the kind Goa is experiencing cannot be sustained by one or two centres of excellence. In fact, many engines have emerged for the steady growth and development of literary awareness and readership in Goa. The non-profit Bookworm takes books into schools across the state, ceaselessly promoting early readership. Commercial bookshops like Literati and Broadway Books also do a fine job promoting the burgeoning catalogues of the state's own, increasingly able boutique publishing houses like Margao-based Cinnamon Teal (which hosts Publishing Next, the annual national conference on the future of publishing), Saligao-based Goa 1556, and Panjim-based Rajhauns. Groups like the Goa Writers group and Goa Book Club actively discuss and debate books from and about Goa, creating a level of awareness that simply did not exist a few years ago. In an age of global digital distraction and falling readership, every publisher knows that India is one of the few places where the love of books is actually growing, with ever-larger numbers of readers and buyers. Dear Editor Navhind Times Dear Sir, I have read the news report from Navhind Times dated 20th July 2014 title HEALTH DEPT PROPOSES ROTATION OF TOP POSTS IN GMC AND GDC ; please note my comments; This message may be published as you wish Sir, in the interest of public. COMMENTS; I do not understand why there should have rotation first of all. Was there any drawback from these higher posts of Dean GMC and Dean Goa Dental College? If rotation is approved by Goa Government would there be any continuity of work or duties assigned by previous Heads? Will there be any accountability of what the new head will be doing? If this proposal goes through than definitely going to be a fiasco in the administration of both the Institutions and ultimately the patients, doctors and students might have to bear the consequences. Will the Goa Govt will scrutiny or study this case before it get sanctioned? If I say there should be also rotations in GOA Health Ministry and within their own MLA's; Will they agree?
