Can anyone explain the survey of 1900 students (fairly large sample) of 3 large 
Indian metropolitan cities that shows 50% of them considered suicide and of 
that number 42% tried it at least once.

This indicates a very troubling situation involving young people. 

India being India, take my word, nobody who counts will care, but they 
definitely should.

[Goanet] The Antiquity of Kōnkaṇa

If Coniaci is a reference to Kōnkaṇa, then Strabo’s Geographica (1st century 
BC) would be the first historical text tomention Kōnkaṇa.  (Hamilton,1892 : The 
Geography of Strabo) Thenext could possibly be that of Pliny (1st century CE). 
Plinydescribes India in Chapter 23 of his encyclopedia titled Naturalis 
Historia (Bostock & Riley, 1755 : The Natural History of Pliny) : “After these 
we come to the nation of thePandæ, the only one throughout all India which is 
ruled by women.  … After passing through this list of threehundred towns, we 
come to the Darangæ, the Posingæ, the Butæ, the Gogaræ, theUmbræ, the Nereæ, 
the Brancosi, the Nobundæ, the Cocondæ, the Nesei, the Palatitæ, the 
Salobriasæ, and the Orostræ,  … .” Could Cocondæ be a reference to Kōnkaṇa ? 
Prima facie it does not seemto fit the geographical position of Kōnkaṇa.Before 
coming to the ‘nation of Pandæ’,Pliny describes the Nareæ. JeanHardouin who 
edited Pliny’s NaturalHistory in late 17th century identifies Nareæ as probably 
the people occupying the southern part of thepeninsula or the Deccan, with the 
Malabar and Coromandel coasts.  After several more ‘nations’, Pliny comes to 
thePandæ, whom Hardouin identifies asthe people inhabiting the Peninsula of 
Gujarat. From here Pliny passes to RiverIndus. Pliny’s Cocondæ, 
thereforeappears to lie somewhere between Gujarat and Sind. The location of 
Cocondæ according to Pliny would fit Kōnkaṇa only if his Pandæ refers to the 
Pandyan Kingdom (with Madurai as its capital)that covered parts of South India 
between 600 BCE and 13th century CE. Thenorthern tip of the Pandyan kingdom is 
believed to have touched Mangaluru. ThenPliny’s sequence of places - Pandæ => 
Cocondæ- seems appropriate. Probablyfurther confirmation comes from some of the 
explanations of the etymology of Kumari Kandam or Kumarinaḍu, the mythical lost 
continent with an ancient Tamilcivilization, located in the Indian Ocean, to 
the south of current Indianpeninsula. M. Arunachalam (1944) claims that Kumari 
Kandam was ruled by female rulers (kumaris); therefore the name. That matches 
Pliny’s assertion : “the nation of the Pandæ, the only onethroughout all India 
which is ruled by women”.  Then Pliny’s Pandæ could indeed refer to the people 
of the Pandyan Kingdom, and Cocondæ to Kōnkaṇa.Adhyaya 58of Mārkandeya Purana 
(3rdcentury CE) (Dutt, 1896 : A Prose EnglishTranslation of Markandeya Puranam) 
which locates different ‘countries’ ofBhārata in nine divisions, mentions 
Kōnkaṇain the company of the Abhiras, the Maharattas, the Karnatas, the  
Chitrakuta mountain,  the Cholas,  Kanchi and Tilanga and Tamraparni. A 
Chalukyastone-tablet of 6th century CE on the wall of Meguti Temple atAihole 
refers to Purī the capital ofthe Kōnkaṇa. The tablet records theerection of a 
stone temple dedicated to Jinendra during the reign of PulakesiII. The tablet 
reads : “In the countriesof the Kōnkaṇa, the watery stores of the pools, which 
were the Mauryas, werequickly ejected by the great wave which was Chandadanda, 
who acted at hiscommand.” (कोंकणेषु यदादिष्ट चण्डदण्डाम्बु वीचिभि उदस्तास्तर्सा 
मौर्यपल्वलान्बुसम्रुध्दय)(Indian Antiquary, Vol.5, 1876)The nextreference to 
Kōnkaṇa is probably inshloka 12 of Varahamihira’s (6th century CE) Bṛihat 
Samhita (Sastri &  Bhat, 1946 : Varahamihira’s Brihat Samhita) which divides 
‘earth’ into nineregions. Adhyaya 14, Shlokas 11 to 16 of BṛihatSamhita 
describe the South : “In the south are situated Lanka,  … the Malaya, … 
Vanavasi, … Konkana, Abheeras,Kerala, Karnatic,  … the Cholas, theKaveri, 
...Dharmapattana, … Dandaka forest, …  Tamraparni river.” The names ofpeoples, 
places, rivers and mountains mentioned in the passage help us 
locateVarahamihira’s Kōnkaṇa. Malaya refers to Anaimalai and NilgiriMountains 
or the Malabar region as a whole. Banavasiis in Sirsi taluka of present Uttara 
Kannada district of Karnataka, 24 km fromSirsi town. Venna River rises 
inMahabaleshwar, in Satara district of western Maharashtra and is a tributary 
of theKrishna River; there is a reference to KrishnaVelluru too. The Dandaka 
forest refersto the region to the south of the Vindhyas. Dharmapattanawas a 
place between Kozhikode and Kannur on the Malabar Coast. That givesus a fairly 
good picture of where Varahamihira’s Kōnkaṇa lay, within the overall map of 
India. Among theinscriptions in the caves at Kānhērīnear Bombay, there is one 
dated 9th century CE recording certaingrants for the repairs of the vihara 
there, the clothing of the monks and thepurchase of their religious books. The 
inscription refers to the reign of theillustrious Pullaśakti, who meditated on 
the feet of the illustrious Kapardin, thelord of “Kōnkana headed by Purī ”(पुरी 
प्रभुति कोंकण विषय) (Corpus Inscriptionum Indicarum, Vol. VI,1977). We still do 
not know which place the word Purī refers to; but the reference to Kōnkana is 
clear.

" *The  Gaunkars of respective Comunidades  of Goa have reason to enjoy
today the benefits of their regained ‘Sovereignty’ ages before the concept
of any State vesting with such Sovereignty ever came to be conceived.*



*That as of 15.04.1961,  the Gaunkars and the Comunidades of  Goa remain
free from the concept of ‘State Landlordism’ through the promulgation of
the ‘Diploma Legislative No.2070’ dated 15.04.1961 as stands notified and
published in the Government Official Gazette dated 15.04.1961, solemnly
declaring that the respective Comunidades of Goa are absolute ‘private
owners’ of their inalienable Community lands covering the respective
villages not held by State grants at any point of time. *


*That in terms of Article 5 of the Code of Comunidades in force, the
Government has admitted of being under the testamentary obligation to
provide the all time assured and guaranteed State Administrative Tutelage,
both preventive and curative in nature, to the Village Communities or
Comunidades of Goa, against any kind of prejudice being caused or caused at
the instance of any source. *



*That the above said Code of Comunidades is the general ‘personal law’ of
Comunidades of Goa, not enacted by any legislature. It contains mainly the
time tested compilation of  usages and customs that have been practiced and
followed by gaunkars from generation to generation when dealing with the
management of affairs pertaining to the common welfare of their respective
villages through  the inalienable Community lands. *

*  The said inalienable Community lands consists of water bodies and
natural resources, and,  in terms of above said declaration,  never
belonged to any State Ruler who came into existence after the said
Gaunkaries were established, to be inherited by any succeeding Governments.
*



*That the existence of Village Communities or Comunidades of Goa, covering
over 80% of area under the land mass of the Territory of Goa with absolute
or with allodial inalienable community land and the Gaunkars or population
hailing from above said absolute private villages of Goa are not the
‘electorate’ in terms of the provisions of the ‘Representation of Peoples
Act, 1951’, as foreseen by Constitution of India.*



*That the provisions of both Central and State Laws, which are in
conformity with the Constitution of India, cannot apply in the areas where
proprietorship in given land originally does not vests with the State.
There cannot be any duly constituted Revenue Districts in Goa of any
Government in Goa headed by any designated Collector/s, in the absence of
State land Tenure holdings. That no Sovereignty of the State can ever vest
with any Government where no such Revenue District can come to exist.*


*Gaunkars stand informed, for above reasons, that a petition dated
28.03.2016 has been  filed before H.E. the  President of India,  in terms
of ‘Article 365’ of the Constitution of India, demanding that appropriate
 action be taken for redress since the Gaunkars and their respective
Village Communities or Comunidades are subjected to atrocities and
fraudulent acts and deeds carried out by every successive unconstitutional,
undemocratic and non-authentic State Governments in Goa.”*

Thank you all very much for your kind good wishes on my new Avatar. My life
has been an open book and over the last 40 years raising issues against the
illegalities of successive government has not been an easy task.
Truth hurts but it is only truth that will always ultimately prevail. In
the issues that I have raised over the last four decades it has never been
personally against individuals but the wrong doings of those in power
regardless of which party has been ruling.


During the Congress regime I was branded as a BJP man, now the BJP feel the
reverse. But I am what I am,  having from the Lower Courts to the High
Court and the Supreme Court of India done my duty in raising a whole range
of issues concerning the public at large.


We should never compromise or surrender our fundamental right to speak out
openly and candidly against anything that is wrong.  Let us never hesitate
in taking the bull by the horn. The corruption cases filed by me against
politicians including now Defence Minister Manohar Parrikar and pending in
various Courts in Goa will be vigorously pursued. The cancer of corruption
needs to be dealt with an iron hand.


By the way, we must be thankful to the Chief Justice of India T.S.Thakur
for rejecting the very tainted Advocate General of Goa Atmaram Nadkarni for
the post of Supreme Court Judge. A ray of hope for the Judiciary.


May the care, concern and compassion of every Goan wherever he or she is be
always for Goa.  We will all one day depart but our Goa must live.

GOANS FOR SUSTAINABLE DEVELOPMENT said that it is quite clear that Goa has 
crossed its carrying capacity long ago, primarily due to the blind policies of 
the Government. And now, with RP 2021, the Government seeks to increase the 
pace of Goa’s destruction even further. GFSD along with thousands of 
individuals and organizations, had raised numerous relevant and pertinent 
questions and doubts regarding the ongoing RP 2021 process with this 
undemocratic State Government, which continues to remain adamantly unresponsive 
to the people’s legitimate concerns. It is now abundantly clear that RP 2021 
has been specifically tailored to meet the needs of vested interests and 
speculators, at the cost of ordinary Goans, traditional communities and 
occupations and environmental safeguards that our ancestors had so carefully 
put in place and that have served us so well over the years. Despite 
overwhelming evidence being submitted time and again that the unjustifiable RP 
2021 will surely lead to the destruction of Goa for private profits of a few 
builders and speculators, the Government refuses to consider the people’s 
demand for a Regional Plan that would cater to the sustainable development of 
the many rather than the short-term gain of the few.



GOANS FOR SUSTAINABLE DEVELOPMENT once again reiterates and warns the people 
that RP 2021 is the biggest threat to Goa and Goans, as it releases crores of 
square meters to builders and speculators in our unsuspecting villages. This 
will only lead to a total environmental, economic and social collapse, even the 
extinction of the people, their identity and their culture. Already the signs 
are alarming. Villagers in many parts of Goa are living in daunting water 
shortage conditions. While South Goa has had to make do with manganese laden 
water from the Selaulim dam, the people of North Goa have been kept dependent 
on Maharashtra for their water supply needs. The drought like conditions in 
this state, and indeed in most parts of India, puts Goa in an unnecessarily 
precarious position, even as the Government obstinately goes about its plan of 
destroying and defiling existing water bodies and water recharge zones.



Closure of mining, collapse of tourism, real estate market saturation, and 
gross failure of industrial estates are proof of total failure of the present 
policies. But it is what we have lost that is inexcusable and lamentable. Goa’s 
primary resources  – her forests, agricultural lands, plateaus, ground and 
surface water bodies, minerals, hills, flood and storm infrastructure, khazans, 
sand dunes and seas have been defiled, polluted, and even permanently and 
irreversibly destroyed in some instances. We cannot be blind to the real 
threats of water and food scarcity, rising sea levels, frequent storms and 
failing monsoons in the future due to climate change. Goa must plan for local 
residents and for future generations rather than take the easy and short term 
path of destruction of our natural resources for immediate gains and private 
profit. 



When Government’s give substance to people’s doubts by remaining stonily 
unresponsive to their cries and queries and continues to lead them down a 
suicidal path, then it is time for the people to raise their voices, stand up 
and be counted. GOANS FOR SUSTAINABLE DEVELOPMENT calls on all right thinking 
Goans concerned for the well being and future of their motherland and their 
children, to attend the public meeting to be held on April 22nd at Lohia Maidan 
at 3.30 p.m. to protest against total selling of Goa through the shoddy, 
ruinous and one sided RP 2021 that has apparently been driven by vested 
interests and to demand the formulation of an equitable, environment friendly, 
Regional Plan based on authentic data, that safeguards the ecology and 
environment and takes into consideration the rights and needs of all sections 
of Goan society.

It is necessary for the mining industry to co-exist with the environment,
to maintain the eco-balance and the health of the local people. A
comprehensive “State Policy” on mining shall be introduced to regulate
dust, usages & dumping of mining rejects, its erosion during monsoon
seasons;  washing of mineral ores in water bodies and rivers; curb on noise
pollution produced through running of heavy mining machinery specially
during late night/early morning hours [ refer  XIV-7]; silting of rivers
and agricultural lands/cultivable fields by mining rejects; evacuation of
ground water collected in mining pits [ refer ……] etc. Mining related
environmental and research studies shall be encouraged. Impact of mining in
general on local  people and village life and other relevant issues shall
be highlighted through a well documented ‘white paper’ and/or a
Documentary Film. Mining leases shall own the responsibility to improve the
socio-economic conditions of the affected local villages through
appropriate roll-back of a certain percentage of their profits from mining
operations.

Goa needs to see more development of waterways and rivers for public
transportation, recreation, tourism etc. However rivers and waterways which
are the spawning grounds for shell fish and other varieties of Goan fish
shall be identified and protected from disturbances, to protect the
livelihood of the local/indigenous people so that they are allowed to
conduct their fishing trade un-impeded. A strict vigil shall be kept on oil
spills and hazardous effluents being discharged into these water bodies to
protect marine life as well as to safeguard pollution of the human food
chain. Study to explore the hazards of excessive sand extraction from
rivers on marine life conducted by marine institutions such as NIO and
others shall be put to good use through implementation of its
recommendations through the local self-governing bodies like Panchayats and
Municipalities and like-minded NGOs..

When I have contacted Thomas garage owner and some residents around the
creek they  still say that the smell is there and the aerators installation
were of no use. It is better that we all can meet along with Capt Jacob and
discuss. Also some samples can be taken for lab test in NIO officially. If
you inspect this creek you can yourself see physically the garbage and
sewage stinking smell. I do not have any intentions to spread wrong news, I
have interest to see that the Creek is regained to its original glory.

[Goanet] Will Ferry Commuters in Goa always have to depend on luck ?

   DOUBLE ENGINE FERRIES WILL SOLVE PROBLEM SAYS DHAVALIKAR

The moment Casinos came to exist in Mandovi river, our ferries were ill
treated by the Government with step motherly treatment.

Even during Portuguese time the ferries had two engines in case one engine
fails.  These ferries were safe to cross the rivers. At times there were
some problems but they were not so serious. Now Panjim ferries are rarely
used by the commuters on account of not having a back up engine or in
working condition and because of congestion on the river. At any moment a
tragedy can take place, GOD forbid. I have seen people prefer taking Bus
transport to reach Betim/Verem because people are afraid to use ferries.

Now, Dhavalikar telling us that double engine will solve the problem,
(source Navhind Times dt 16th 4,2016). He is totally mistaken. Merely
putting a second engine isn't enough since the navigation dept have become
handicapped and no service personnel are been recruited neither they have
capabilities to repair the engines or look after the ferries. Even
navigation Dept housed in Panjim jetty, is shifted elsewhere, or not
existing in the original place but only offices of casinos are been
operating, under the nose of Captain of Ports.

The best solution for the Government is to get rid of casinos and
concentrate on improving the regular ferries and save ferry users from
tragedies or accidents. Or have many number of bridges to cross Panjim to
Betim, and get rid of ferries since construction of Bridges have become a
style or novelty in Goa.
Everybody wants development but at what cost?

Collection of APL ration cards
The BPL ration cards were distributed ward wise in Village panchayats
Peole are put to great inconvenience  in travel, hours of waiting,long Q`s
to collect APL at the District administrative centre at Margao. Suddenly
people are shocked to learn about the compulsion of identity proof and also
court fee stamp Why the new document cannot be collected  simply after
depositing the existing ration cards. Why Rs 10 cannot be called as an
alternative? On the other hand EPIC are dilivered at the residence
Instead of making distribution easy the Govt things nothing short of
harassment, unmidnful of senior citizens, women and elderly
Why cannot the same procedure be followed as  was the case of distribution
of BPL ration cards and the nmbers are much more less. Or is the Goovt
under illusion that APL holders can udertake this routine if they wish or
else it is rumoured that the authorities will burn them after April 30,
2016 Govt want the people to protest and our representatives wants the
voters to cry to understand their plight. We are thinking of E governance
and resorting to premitive approach

 Remembering Champion Alvares 
Tiatr Academy of Goa (TAG)  celebrating  Birth Centenary of Champion Alvares

 Born on 15th April 1915, a youngster hailing from Saligao named Sebastiao 
Alvares was making waves in Mumbai with his Konkani songs during the era of 
Saib Rocha, an illustrious tiatr artiste of the Konkani stage. He was a born 
composer and used to bag first prize in every singing competition that took 
place during those days. In one such competition, one has to compose the song 
on the spot and sing. Alvares was declared the Champion. As a result Saib Rocha 
who was always on the prowl for fresh talent then, gave Sebastiao the title of 
a ‘Champion’ and from then on Sebastiao Alvares came to be known as ‘Champion 
Alvares’. 
Champion Alvares initially would sing duets with others in which he himself 
would play the female role. He was such a gifted composer that he would compose 
songs and distribute the lyrics to his other colleagues for free.
Champion Alvares was also a gifted composer of ‘Manddos’ and ‘Dulpods’. Some of 
his popular ‘Manddos’ are recorded on HMV Records. ‘Istimasanv Rozachem’, ‘Ago 
Mhojea Jakin Bai’, ‘Mhapxenchea Bazarant’, ‘Mhaka Kuchulio Zata’ are some of 
his immortal ‘Manddos’, being on everybody’s lips even today for various 
occasions like weddings, picnics, parties etc.
Champion Alvares also wrote a number of tiatrs which includes popular ‘Kuzner 
Bomboincho ani Bhattkar Goencho’, ‘Directoracho Refri’, ‘Morgad Put’, ‘Narad’, 
Jezuchi Imaz’, ‘Zolmacho Ghutt’, ‘Vattsur ani tachi Mozot’. He passed away on 
4th January, 1991.
Tiatr Academy of Goa is celebrating the Birth Centenary of this great artiste 
this year. 
 
 
A musical programme ‘Saluting Champion Alvares’ dedicated to Champion Alvares 
was organized on his birthday i.e. 15th April 2016 at 4:30 pm at Black Box, 
Kala Academy, Campal, Panaji Goa.
