We as humans have a tendency to believe only when we see. Many of us
do not believe the presence of God as he cannot be seen. We believe
there is air because we can feel it though we cannot see. So also it
is with God.  Many  believe because of faith but there are many who
have felt his presence in their life and believe strongly.   Trinity –
three but one God.   We expect God to have a form and hence cannot
grasp three in one doctrine of The Holy Trinity.   An ideal example
would be the Sun.  We have The Sun( The Source ), The Sun light
(without it the world will perish ) and The Sun heat (does its work
without being visible ).   Though three but one.  It is better to know
what God is rather than as everyone is taught who God is !

Coming Sunday, The Catholic Church celebrates  the solemnity of The

In Praise of Politicians & Voters


He is a master politician: he has no conscience. He can do without this
terrible burden. He goes to sleep at night  and snores like a baby, and
much louder. Some people think it is the train or sound of helicopters.
And, in the morning, he wakes up looking fresher than a glass of early
morning toddy; that is the nature of the beast.


The Goa State elections are on their way and there soon will be a lot of
entertainment on the menu, more than Christmas, Diwali and all other
festivals together. It is Party time and every politician will challenge
every other. People who have household reputations for corruption and a
history of rags-to-riches will speak against it, proving they have skins
harder than elephants and maybe even the coconut tree bark which everyone
nowadays knows is no longer a tree. What it is exactly will be known to
future generations. Who knows it might become a part of our mythology like
the wonderful story of the birth of Goa. Why be scientific when we can have
pseudo-science, a cocktail of science and mythology?


Politicians everywhere make promises. And these promises are not to be
taken seriously by anyone, including voters. After all, politicians
themselves don't take the promises they make to the voters seriously. So,
why do you, Mr Voter? In Goa the voter is suffering from a serious case of
maya, and needs to see a doctor to prescribe some miracle medicine to cure
his or her illusions and delusions. It is a joke, a sad joke on the voter
who unfortunately has no sense of humor. Forget about it. Go have a drink
or go see a soccer match or …. Anything to cure you of your false
expectations and belief in the promises made by our politicians prior to
the state or national elections. Luckily for Mr Voter our state is full of
attractions and there is something for everyone, no shortage so you need
not worry. Your cure  is guaranteed.


You don't have to listen to me, an overseas worker who returns to Goa every
year but cannot vote, not as yet, anyway. Some day, maybe. Besides, I don't
go to church or believe in God. Most of the voters and politicians in Goa
are church-temple-mosque going people who believe but apparently do not
fear God. I have nothing of value to offer them.


Anyway, who is an Indian? That is the question. I mean, the real thing.
Debates will begin and continue around the clock. Are you a real Goan is no
doubt the sub text. Are your roots deep enough or are you a banana tree? If
you are not then don't try be a coconut tree as it is no longer a tree.
Sorry, but you have a problem, a serious identity problem.


Who are you, really? What is your place in this great and old society of
ours, the envy of the whole world. Americans who are proud of Abe Lincoln
who made it all the way from a log cabin to the White House or Obama, the
first United States President of color who wants to rename it the Black
House are nothing compared to us. We are greater as our Prime Minister's
father was the owner of a chai shop and he is known the world over as the
Brahmin's chai boy. In India, our country, a chai boy can become the Prime
Minister. Who can outdo this?


As an Indian, are your roots deep enough and your caste high enough for you
to have the right to express your opinion? If not, you don't know a thing,
a single thing worth a coconut so be eloquent and keep silent. As we all
know, our great, old and complex country is held together by a unique
spiritual power and so we Indians have the right to use the phrase - unity
in diversity. Some people are Hindus, others Christians, Muslims, Jains and
so on - diversity - as you will not see anywhere else on our planet!


And - unity - …? We are all corrupt. It is what binds us and unites us all,
forever. Cana it get any better?

“The accused is innocent until proved guilty beyond any doubt” so say our
legal system but sadly many Goans have been tried by media, ridiculed in
print and later condemned and convicted by media trials often slanted,
slighted and heavily opinionated against the accused, through a police-
media interaction and inter-relationship. Give a dog a bad name and shoot
it.

We Goans are best known for our crab mentality with a fair share of sadism
wherein we derive pleasure by accusing others, before our legal system has
pronounced him “as guilty”. There have been volumes in print declaring
Dayanand Narvekar as guilty of sexually exploiting a lady in his official
chamber as a Speaker of Goa Assembly. All this by his political opponents
and the press playing the dancing tune. The framing, shaming, blaming,
taming, damning and claiming of the “Great Sex Scandal” succeeded in
temporarily affecting Narvekar and seeing him unseated as a Speaker.
Through a media fiasco, the people’s faith in a fair and a just trial
seemed dented as nothing happened but the girl suffered as she was misused
politically. We haven’t learnt through history as to how media trials are
downing and drowning our own character “as Goans” and hence we continue to
suffer ignominy in the eyes of the Indian nation by our own folly.

>From Narvekar, to Sardinha’s  marks scandal, further on to PWD pipe scandal
of late Dr. Willy, the Vodithalla Trust  issue of Harish Zantye, the JICA
issue and many more of Churchill Alemao, the Rattol episode of Micky
Pacheco and the list can go on, implicating every Goan politician and a
public figure. The local as well as the national electronic and print media
are often full of “Goans bashing Goans” in the garb of justice. The end
result is that we Goans have to see our noses cut for no fault of ours, due
to the premature theoretical convictions by the Government-media interplay
of a vested interest group.

In legal parlance nothing may seem to be happening on the ground but to a
scientist- researcher in me can see the utter chaos and decay to Goa and
Goans where Goa’s economy, ecology, environment and holistic developing is
on a grinding halt. We are engrossed only in scams; be it the mining
trials, the SEZ, the land grab and the real estate scams and the shams
concerning sex exposes, now and then. Today Panjim is degrading, the
Mandovi River is dying, all around governance is at sixes and sevens, and
our Corporators are facing the challenge of seeing their leader Babush
Monserrate is bailed out of yet another charge of raping a minor girl. All
what is happening in reality is the rape of Panjim and the surrounding and
the people driven to accept as gospel truth what is placed in print before
their eyes without the due process of law.

By and large, newspapers are full of one sided versions and objective
reporting absent. To read; Rs.50 lakhs was paid to procure the services of
a minor girl and that the step mother had taken the money as a start, would
not even appear in any Arabian Night tales. Stupidly, the police in Goa
proposes it, the media disposes it and Aam ADMI of Goa is supposed to
de-compose it “For Rs.50 Lakhs” “said a business man” I see myself with the
10 best of “international escorts”. Is Babush so stupid, naïve and
gullible? Incidentally, one understands that money lending is the forte of
the accused as he knows the value for money. We must accept Babush is an
expert both in notes and votes.

The second charge that Babush and coincidentally the girl’s mother are both
involved in is a case of human trafficking. What a Joke. Goa today is a
paradise for migrant labour. Be it mining labour, those working in casinos,
industries and fishing trawlers all are migrants brought down to Goa by
labour contractors. Coincidentally I personally am aware of missionaries,
social activists and entrepreneurs who bring girls from Jharkhand, Orissa,
U.P, Karnataka etc to work as maids in Goa. Practically everyone who
employs these migrants has to pay for the travel expenses as well as the
trust money to the parents of the girl, besides other maintenance charges.
A maid at your door step is not a magical deed. Thousands of rupees have to
be paid if you desire to

There were systematic and concerted efforts made by the print media in Goa,
to pin down Goan against Goans by presenting falsehood lies and fairy tales
against a legislator of the Goa Assembly Babush Monserrate. This focused
attempt to nail down Babush in a fabricated technical rape case did not
last long and Babush yesterday (18th May) was free to walk home on bail,
but we Goans have to be careful that a section of the press consisting
essentially of migrants would be working overtime to help the incompetent
police force to nail down Babush during the trial to follow. We have to
realize the Goan press in general is controlled by so called Brahminical
lobby with migrant’s editors controlling the dissemination of news.

The role of Goan print media in extortion from Babush cannot be ruled out.
It is said, that Bismark is dead and gone and he will not be able to feed
the hungry press in the Goan print media. His body is still in the morgue.
How can we forget the sad Fr. Bismark tragic death which was a cold blooded
murder and the police and the local press are working hand in gloves to
prove this murder as a death of Fr. Bismark as a case of accidental
drowning?

However, a girl who claims that she was raped by Babush on 8th March 2016,  (
it is of date of counting of votes of Taleigao municipal election and
subsequent celebration!) which was known to one and all including myself
who stays nearby the place of celebration . She only complain after a month
( 4th May), it is automatic that any person with common sense would not buy
the police or the press version of rape, because after so called rape the
girl should not have continued to work as shop assistant till she was
sacked on 18th March.

The idea of the Goan press being misused by political rivals has to be
understood, and we Goans must stay united against the character
assassination by the flourishing migrants female population in Goa
consisting mostly of Nepalis, are protected against the charges of
prostitution and instead dub Goan men as rapists and molesters. Goa Police
would do well to curb the growing racket of prostitution and drug trade
which is flourishing on the banks outside the Panjim jetty and casinos
entrances. It is time for Goans to wake up and take on the conspiracy of
those in governance of Goa, police and print media to under value and under
estimate the opponents and of the Goan masses at large.

These migrants’ editors must realize that the Goan people at large had
sympathized with them one and all when they were charged with molestation
and rape not too long ago. As these editors were accused of rape similarly
can’t Babush be also framed up? Migrants editors please do not pretend to
be Holier than Thou.

Goans has and had  very good few migrant editors,  who truly served the
interest of Goa and Goans. However this is not so today.

COMMENTS:

POINT NO. 1:   It is true that the doctor issues a prescription and not a
bill for medicines purchased.

POINT NO. 2:   Again it is true that doctor signs his own prescription but
also it is true that the pharmacy signs the bill dispensed but the doctor
needs to countersigned at the back of the bill when it goes for
reimbursement. ( this is mandatory to certify  that he is aware of the
exact medicines prescribed by the doctor.)

POINT NO 3:   Definitely a  bill will be issued  by the pharmacy only  when
the purchase is made. But your next sentence is wrong presented:

The answer is : Doctor will sign at the back of the bill only if the
purchase is made by the patient as per his prescription. Question of
blaming the doctor does not arise.

DETAILED RESPONSE:

Let me educate certain doctors who have no administrative knowledge for
reimbursement.

Point No.1:  There are two forms, one for hospitalization that is Form 97-A
and another is Form 97-B for OPD.

Point No 2: In both the forms doctors needs to CERTIFY at Certificate -A
of this forms to make sure that all the prescribed medicines for the
patient are entered  in the column.

Point No. 3:  It is mandatory and also audited to see whether the
certification is done by the doctor in the form Certificate -A as well at
the back of the bill of the pharmacy. If not the reimbursement will not be
entertained.

The whole point which I have brought up in my earlier
letter/correspondence  is that some doctors allow patients to buy medicines
of per their choice and doctor enters these additional medicines in the
prescription, apart from what the doctor has prescribed, therefore the bill
is inflated with their official  seal as per the rules,  to get
reimbursement. Is this not amounts to fraud?

This kind of attempt are made by CERTAIN private and renowned doctors
coming from Government Hospitals after long working office hours, and who
are examining patients at their private clinics and issuing prescriptions
to satisfy the interest of the patients.  That is the reason the Government
had stopped private practice although they are so called professionals.
These irregularities  have surfaced  in the accounts dept while auditing as
it amounts to wastage of public funds.
Hope now the matter is clear.

[Goanet] WE MAY NEVER KNOW THE TRUTH IN THE BABUSH MONSERATTE CASE

After that news of the alleged rape case involving Babush Monseratte broke
out on 5th of May, the initial reaction by many was that the Santa Cruz MLA
was being framed by this political opponents. But when the Crime Branch
publicly disclosed with all confidence that they had clinching and strong
evidence in the rape case, the public may have felt that the police were
doing a professional job.

However it soon transpired that contrary to law the Defence Minister
Manohar Parrikar had personally called up the Crime branch officials and
directed them to bestow Babush Monseratte VIP treatment while in custody
and to also hush up the case. So the Santa Cruz MLA was not lodged in the
lock up but was kept within the comfort of the Crime Branch office. And
with Manohar Parrikar on their back, the Crime Branch suddenly developed
cold feet in continuing the investigation and bringing it to a logical
conclusion. That the police had lost steam in the case was clear by the
fact that they did not even appoint a Special Public Prosecutor as done in
most high profile cases including the Tarun Tejpal and Louis Berger case.

As part of a deal, Babush Monseratte may be out on bail but will he now
remain a lifetime political slave of the very foxy Manohar Parrikar and the
BJP? The people of Goa need to know the entire truth of this rape saga. Was
Babush Monseratte innocent and the Crime Branch lying or did Manohar
Parrikar’s political strings make the Crime Branch cave in and rescue
Babush Monseratte from facing the rigours of law. With their shoddy and
suspect conduct, the credibility of the Crime Branch has taken a severe
beating and may never be restored unless they come out clean on this case.
If the case against Babush Monseratte is really untrue and false, heads
must roll at the Crime Branch and the guilty officers must be prosecuted
for wrongful arresting Babush Monserrate and misleading the public about
the case.
