Take a wrong turn in the casuarina groves lining Miramar beach early
in the morning, or during peak tourist hours near sunset, and you
could be surprised with a rude twenty-one bum salute. In the past few
years, the vegetation has sunk to serving as public toilet and
all-purpose garbage dump. Long stretches reek of waste, despite the
steady cleansing breezes from the waterfront. In the evenings, when
the tourist boats unload raucous hordes of domestic tourists directly
onto the sands, many disembark to head directly towards the greenery
to urinate in plain view of passers-by.
Try to make enquiries as to who is to blame for the trashing of
Miramar, and the result is an endless circle jerk of finger-pointing.
The CCP says it is not responsible for the beach, as it is the tourism
department's problem. The tourism department says the Captain of Ports
is the one who gave permission for the shockingly unregulated
excursion boats to ply from Miramar, despite there being no oversight
and zero infrastructure to handle the crowds.

The Captain of Ports says its job is merely to grant access via the
river to the operators, not to consider mundane matters like adequate
toilets or even adherence to safety procedures. And so the blame-game
continues pointlessly, even as disaster and chaos unfolds anew each
day. The mismanagement of Miramar is only one small part of the
paradoxical tragedy of Panaji, even as the tiny riverside city
prepares to celebrate its 175th anniversary in 2018.

By any statistical measure, the state capital is extraordinarily
blessed with extremely high GDP, education, and life expectancy by
Indian standards. But on the other hand, its residents have seen their
quality of life decline in the new millennium, particularly
accelerating after 2010. Even while the city has risen to national and
international significance as a cultural capital, it has become ever
dirtier, more congested and increasingly unhealthy. Last year, at
exactly this time, the Goa State Pollution Control Board (GSPCB)
warned that highly destructive particulate matter in the air regularly
crosses four times the permissible national limits in December.


Recently, the GSPCB was again the bearer of bad news when it confirmed
the iconic Mandovi river is now befouled with especially alarming
levels of faecal coliform caused by raw sewage. Whereas the Central
Pollution Control Board considers 100 MPN (most probable number) per
100ml, the readings from the Mandovi skyrocketed to 13,200MPN. This is
so unsafe that you are advised not to enter the water under any
circumstances. Yet, city authorities are blithely unconcerned. When
danger signs appeared in 2014, long-time city MLA Manohar Parrikar
said, "Mandovi water is safe for drinking," and promised, "within 1-2
years, most areas will be connected to an operational sewerage
system." Fast-forward to 2017, and the only new sewer in Panaji is the
sands of Miramar.


Deeply entrenched city problems are not exclusive to Goa, or even
India. While it is true the subcontinent handles urbanism unusually
badly, there are some exceptions. The great irony amid today's Smart
City hype is that Panaji was always one of these exceptions. Just like
Chandigarh in the 1950's, much of the endlessly charming and pleasant
'Nova Goa' was rigorously planned and engineered with best
contemporary practices by newly assertive native elites a full century
earlier. It was the first city in the subcontinent built on a grid,
with broad pavements, and well-planned drainage and sanitation. These
are the fundamentals of intelligent city design and execution, not
hairbrained schemes to blanket the safest city in India with
unbelievably expensive surveillance cameras.


What good is space age technology and thousands of crores of scam
infrastructure, when the most basic human needs remain glaringly
unaddressed in Goa? Along with the GSPCB findings on the Mandovi,
there was even more depressing news about the state that came this
week in response to a question in the Lok Sabha. The government said
there were only three states in the entire country that did not have a
single open defecation-free village: Bihar, Manipur and Goa (there
were three Union Territories as well). This is part of an abysmal
national landscape, but the figures for India's smallest state stand
out as particularly shameful, because there is no reason at all this
situation persists, except for lack of political will and terribly
misplaced priorities

NEW DELHI: The scheme allowing conversion of Person of Indian Origin cards
to Overseas Citizen of India
 cards free of cost will come to an end on Sunday, a home ministry official
said here today.

The official said that the government has decided not to give any more
extension beyond the December 31 deadline.

However, the conversion would continue beyond the date on payment of fees,
the official said requesting anonymity.

"As of now, there is no proposal to extend the deadline further as the bulk
of people - around 30 lakh - have already converted their PIO cards into
OCI cards," the official said.

The home ministry had extended the deadline on four earlier occasions.

The PIO card was first implemented in 2002 as a benefit to foreign
nationals who could establish at least a third generation tie to Indian
origin. The PIO card was valid for travel, work, and residence in India for
a period of 15 years.

The OCI card was implemented in 2005, carried more expansive benefits than
the PIO card, and was valid for the holder's lifetime.

Prime Minister Narendra Modi had announced in 2014 that the two types of
cards would be merged and the Indian diaspora would be given maximum
possible benefits.

Simultaneous existence of PIO and OCI cards led to confusion among People of Indian
Origin residing abroad, the official said.

that God showers upon us and today, in particular, we are reminded of Mary the 
Mother of God, who is our greatest blessing. We know we can get used to the 
blessings we receive and either take them for granted or feel that we have a 
right to them. May Mary teach us to ponder all these things in our heart and

The first reading from the book of Numbers strikes the right note. The New Year 
is a blessing from the Lord, one more year to live, one more year to grow, one 
more year to love! We are called to bless God, to praise Him and we in turn are 
blessed by God and reminded that we should bless one another. “This is how you 
are to bless the sons and daughters of Israel. May the Lord bless you and keep 
you. May the Lord let his face shine on you and be gracious to you. May the 
Lord uncover his face to you and bring you peace.”
Appreciating our blessingsTwo old friends bumped into one another on the street 
one day. One of them looked forlorn, almost on the verge of tears. His friend

In the Gospel we have the story of the shepherds who come to see the newborn 
king. The Israelites were waiting for the Messiah, but when he did come into 
the world few recognized him. It is only the simple shepherds who are blessed 
with the gift of seeing the Messiah. To meet the Lord, to receive his blessing, 
we have to be simple, like the shepherds, who believed the good news. They 
listened, they obeyed, they believed. They saw a baby wrapped in swaddling 
clothes, a very ordinary sight, yet they believed that this was the Son of God! 
It is faith that helps us to see the extraordinary in the ordinary events of 
life. This is the greatest blessing that we can receive - the gift of faith. It 
will help us to see the hand of God in all that happens in our life and to 
discover His presence in the very ordinary events of the new year. Mary too 
experienced the events taking place and pondered them in her heart. Her faith 
moved her to believe that this simple, homeless infant, lying in a manger, was 
the Son of God. Her faith made her share this gift of her child with the 
shepherds, the wise men and with all those who down the centuries have believed 
in him. Mary listened, she obeyed, she believed. Following the precepts of the 
law, she takes him to the temple to be circumcised. He was given the name 
“Jesus”! In whose name we are blessed each time we utter that name. Like Mary 
we could begin the New Year by blessing God and blessing everybody. It does not 
mean that we have to necessarily go on saying “God Bless you”! “God bless you!” 
but rather that we should be positive towards others, accepting and loving in 
our words and in our deeds. Everything, every time, and everyone is truly a 
blessing from God for those who believe!
Calling Him by name!Sometime ago I attended a funeral of an elderly lady who 
had several children all well settled in life, one of whom was deaf and dumb. I 
was happy to see that they had a person brought in to translate into sign 
language whatever was said during the mass. After the funeral service the whole 
family gathered for a little get-together in the parish house and it was good 
to see all the family members really making an effort to reach out to their dad 
who was in his 80’s, and would now be alone. After a while the deaf and dumb 
daughter spoke in sign language which the interpreter translated for us. She 
said she was grateful to her mum who made her feel special in spite of her 
difficulty. She shared how one day when she was seven she came home and tried 
to call her mother, ‘Mum’ which she had never done before because she was dumb. 
This dumb girl made an effort and finally got the sound ‘Maam’ with great

Celebrate them. I have always felt that fairness goes hand in hand with
change, and more abundance is heartwarming to see—when the majority goes to
bat for the minority. For the longest time, I have made an analogy between
the Dwarpala / s and the cherubs.

Now as usual if anyone is getting ideas that jurists are always fair, then,
heck no. Anything is possible, including lying by the accused, but due
process is just that, process, due process. And apparently due process won
out.

In Public Interest I will be challenging before the Bombay High Court at
Goa the blatantly illegal, arbitrary and very high-handed decision of the
Goa Government to appoint Additional Solicitor General of India Atmaram
Nadkarni to appear for the State Government on a monthly retainership of Rs
7.5 lakhs and Rs 3 lakhs per hearing with four free flights a month to Goa.

As Additional Solicitor General Atmaram Nadkarni is currently paid by the
Central government Rs 50,000 as Retainership and Rs 24,000 per hearing.

 A very devious way by a cash- strapped Goa Government of pompously
extending Atmaram Nadkarni through the backdoor the role and benefits of
Advocate General for whom its now have cake and eat it too.

[Goanet] Bicholim, Mayem villages suffer a water-less festive week

BICHOLIM: PWD office looks like a battleground with people thronging to demand 
water tankers; PWD’s response is there is a fault at the Padoshe water 
treatment plant; Zatra and other festivities might get affected with no water


Several villages from Bicholim and Mayem constituencies have been left without 
water since last eight days with many people including the Bicholim MLA, Rajesh 
Patnekar approaching the PWD to solve the problem. 

But going “dry” during the festive week hasn’t quite amused the locals. And 
with the water crisis looming large, they are angrily bracing up for a dry 
start to the new year 

The locals along with along with MLA Patnekar have approached the PWD to solve 
this major problem. Every day the PWD office looks like a battleground with 
people marching to this government office either with a complaint or with a 
request to at least send a water tanker to their area. 

“We have a zatra and other festivities in our village and there is no water 
since last eight days and we don’t know what to do,” said Kirtimala Karapurkar 
from Kudapwada Karapur, who was one of the many to march to the PWD. 

“Most housewives keep the utensils unwashed with a hope that the PWD would 
supply them with water but for how many days should we keep our household work 
pending? The government officials and the ministers do not know what it is like 
to live without water for so many days,” Kirtimala said. 

“The PWD does not have its own tankers to supply water but it hires these 
tankers from private agencies during emergency. It is difficult to know what is 
happening and government should look into this and should supply us with 
water,” Komal Waingankar, a resident said adding that “there are still several 
months to go and we don’t know what would be the situation during summer.” 

“If we come to PWD office we are told that there is a fault at the Padoshe 
water treatment plant. Most of the time there is no official to listen to our 
grievances as the concerned official is reported to be either on leave or at 
some other site where he has been given additional posting. In such 
circumstances we do not know what to do. We just submit the memorandum and go 
home with an assurance that water supply will resume by evening,” Komal added. 

According to the PWD officials, the problem mostly lies with the Padoshe water 
treatment plant and at times it takes around two days to repair the same. 

“We have to bear the brunt of the people when the real problem lies with the 
water treatment plant,” a PWD official informed on the condition of anonymity. 

 “It is surprising that the officials and the departments are passing the buck 
on each other when there is no water for the general public. If the bill is not 
paid, the PWD officials immediately take action but when it comes to giving 
proper services they do not even meet us.” said an angry Deelip Dhargalkar from 
Lamgao
