public hospital where he works in India's capital was full of covid-19 
patients, hundreds of them so ill they required intensive care. About 10 people 
were dying every day. Three months later, the situation is unrecognizable. The

of 200 ventilators, only two are in use. Hospitals treating covid-19 patients

The apparent retreat of the coronavirus in India, the world’s second-most 
populous nation, is a mystery that is crucial to the future course of the 
pandemic.Just months ago, India was adding nearly 100,000 cases a day — more 
than any other country. On Tuesday, it reported only 8,635. That’s about the 
number recorded the same day by New York state, where the population is less 
than 2 percent of India’s. Epidemiologists in India say that there is only one 
likely explanation for the decrease in new cases: The virus is finding it 
harder to spread because a significant proportion of the population, at least 
in cities, already has been infected.

The decline is not related to a lack of opportunities for transmission. India 
has fully reopened its economy, with elementary schools being the only major 
exception. Restaurants, malls and markets are bustling. Masks are common in 
some indoor settings and mandatory in Delhi and Mumbai, but in many parts of 
the country, they’re scarcely seen on the streets. India has reported 10.8 
million coronavirus cases in total, although that is likely to be a vast 
undercount. The results of a nationwide antibody survey of 28,600 people by the 
government released on Thursday indicated that more than 1 in 5 Indians — about 
270 million people — had been exposed to the virus as of early January. —

Not to risk people’s lives during the current vicious pandemic, Chief
Minister Pramod Sawant should step in and stop the Carnival festivities
from being held this year. The current prevailing situation is not at all
conducive to hold Carnival which will lead to a very huge congregation of
thousands with social distancing next to impossible. The government knows
and is very well aware that it is not equipped to deal with the situation
if there is a sudden surge in COVID-19 cases.

It was just over a month ago on 31 December that the Health Minister stated
that following a letter received from the Union Health Secretary, it was
imperative for Goa as a tourist state to have strict Standard Operating
Procedures (SOPs) and strict protocols in place. The Union Health Secretary
had called for a strict vigil in Goa to curb all ‘’super spreader events’’
and places where crowds may gather to celebrate the New Year. The Carnival
is probably the biggest ‘’super spreader’’ event of the year and should not
be allowed to be held in this pandemic which spreads like wild fire through
close contact.

One fails to understand why the Panaji Mayor Uday Madkaikar is so keen in
holding the Carnival. May be he is having Special memories of last year’s
Carnival which he as Mayor also headed and now knows that this year will be
his last Carnival opportunity as his term ends next month. The Mayor could
not have just himself decided on such a mega event without having a meeting
of all the Corporators to deliberate on this issue.

While people are not allowed to attend ISL matches on account of COVID-19,
how dare in clear double standards can this cash strapped Government have
decided to host this needless extravaganza while risking people’s lives
during this raging pandemic. This will be a criminal waste of public funds
in a year where providing proper Health care facilities should be the one
and only priority. Many cultural, social and sporting events have been
cancelled globally in a big unselfish move to crush the destructive virus.
Now is the time to give the people a helping hand, a lifeline, and not to
help give a boost to the already dominant virus.

The Government would do well to listen for once to the scientific and
medical experts whose knowledge on the transmission of this virus gathers a
lot faster than some politicians’ ability to govern with wisdom. Once we
are free of this pandemic there will always be an occasion to celebrate
Carnival and other festivities.

Shoba De had a short sojourn in Goa and went back to Mumbai feeling
recharged which is good for her life and we who read her. She does not
have to do something for Goa. As a journalist and writer and Indian
citizen she has a right to her views.

One cant help but agree with Rajan Parrikar. The writing was on the wall a
long long time ago. But many Goans chose to turn a blind eye to the
emerging and distressing evolution of Goa into a play zone for the northern
elite (at that time) and roadside field tourists. And now its present
avatar as an ATM for natural resources to the rest of the country and
sacrificial lamb to function  as a coal transportation hub for favoured
corporates. Even now there exists quite a tribe of "dont rock the boat"
believers, particularly in the north. I suppose it just illustrates that
pithy saying "it's an ill wind that blows no good"

According to the wishes of the majority of the farmers, the government has to 
repeal the three farm laws and this demand is not negotiable. At least 10 
opposition parties and many states with an overwhelming majority of the farming 
community are against the farm laws. Nowhere in the world are farmers being 
given such step-motherly treatment as farmers in India. Punjab is the wheat 
bowl of India which supplies a large share of wheat all over India. The farm 
laws are anti-farmer, The government has been resorting to stalling of 
repealing of the laws by using bluff and unnecessary trying to water down the 
laws just as the GST was compromised after the great disillusionment of all 
sections of businesses. More than 70 farmers have been martyred and this 
government intransigence has to stop. The NDA has to accept defeat on the issue 
of farm laws and retreat, otherwise the reputation of India in the world 
community will be tarnished beyond repair. Even teen climate activist Greta 
Thunberg tweeted on 3rd February `We stand in solidarity with the 
#FarmerProtest in India and on 4th February-`I still #Stand-With Farmers and 
support their peaceful protest. No amount of hate, threats or violations of 
human rights will ever change that'- which was retweeted by Meena Harris niece 
of US vice-president Kamala Harris. Greta Thunberg is widely considered as a 
potential Nobel Peace prize contender this year. Mahatma Gandhi and Acharya 
Vinobha Bhave would have been proud of her and would have definitely have 
sought the repeal of the contentious laws which would have been a tribute to 
our hard working farmers who earn their living by the sweat of their brows..

Merger of public sector banks was resorted to only because many of the merged 
banks had very high NPAs, and these contracted finances were merged resulting 
into larger but even more contracted financial status of the PSBs, now in 
operation. The NDA government then blamed the UPA government for the large NPAs 
by stating that loans had been improperly given to businessmen by the UPA. Now 
the NDA has been in power for more than 6 years. Can they now blame the UPA for 
the state of affairs with respect to the high NPAs that are making people doubt 
the viability of the PSBs due to the high NPAs? Reportedly, the current total 
stressed assets is to the tune of a whopping Rs. 2,00,000 crore. The finance 
minister should assuage the fears of the depositors as to how, when the 
interest rates are so low, that the NPAs are still soaring despite loans having 
become very cheap. The government always say that under the leadership of PM 
Narendra Modi, the economy is strong. Then why does Narendra Modi not accept 
the blame for the bad shape in which the PSBs are in? Will the prime minister 
himself own responsibility for the financial condition of the PSBs during his 
rule?  Why are the loans being sanctioned without strict adherence to being 
able to recover them, by pledging assets of big companies who apply for loans 
and thus secure depositors' money? Private banks are relatively professionally 
managed as compared to PSBs. Where has the self-reliance that Modi speaks of 
disappeared? Modi, own the responsibility for failures of the PSBs as leader of 
the NDA! No excuses!

Clinical trials and statistical data on the efficacy of the various vaccines 
have brought to light the variable degree of effectiveness to various peoples 
in different countries as well as differing efficacy to the various variants of 
the Covid-19 strains. It may be argued that people with high degree of immunity 
due to robust physical and mental health, nutritious diets, intake of immunity 
boosters, hygienic environment and unpolluted ambient air quality may not need 
to be vaccinated as their resistance to diseases is very high, still those who 
are vaccinated may also exhibit variable degrees of resistance to the 
particular vaccines because of variable built-in immunity to disease. For 
example, vaccinated people with a particular vaccine say 70% efficacy may not 
contract Covid-19 or exhibit variable degrees of resistance to the disease with 
some being not so vulnerable, others exhibiting average susceptibility and 
still others being most vulnerable due to lack of strong immunity system as a 
consequence of co-morbid conditions that may weaken the immune system and thus 
make one more susceptible. Any vaccine, inoculated to various people may thus 
have varying degrees of protection from Covid-19. While on the one hand some 
exhibit high immune responses, having strong immune systems, others may even be 
marginally protected form Covid-19 merely by vaccination. However, since 
vaccination builds anti-bodies and T-cells, getting vaccinated may be the 
better option with varying guarantees.

Renowned religious preacher, convenor of multiple Charismatic Retreats, Praise 
and worship to the Lord, every Fridays of the month, devouted Konkani Romi 
script votary, and a diocesan minced no words in speaking out his mind on 
political issues, late Fr. Conceicao D Silva, 66 yrs, Parish Priest, of Church 
of Our Lady of Snows, Raia, Salcete Goa was brought to the Grace Intensive 
Cardiac Care Center and General Hospital Pajifond Margao Salcete Goa in the wee 
hours of the morning after he suffered a massive heart attack  and breathed his 
last  at 0345 IST according to Hospital sources.  
He would have celebrated his 67th birthday in February next week end.
The death was confirmed to this writer in a teletalk this morning by Paco 
Patriacal, Archbishops House, Altinho, Panaji.
Incidentally, Fr Conceicao a native of Orlim, had a series of charismatic 
retreats lined up this month every Friday and the devotees who thronged in 
large numbers will miss him and his retreats dearly.
He had mesmerised large crowds over the years, be it in Ambelim, Mandur, 
Taleigao, and his last bastion Raia before he left for his heavenly abode.
The funeral is tentatively slated for tommorow at his home near St Pius X

allowed for Goa's "development" and the illegal sale of Goan land to non-Goans.

The Konkan railway opened up travel which has led to the last 20-year invasion 
and an isolated Goa has become firmly connected to the rest of India with 
"infrastructure projects" like highways and double-rail lines imposed adhoc on 
Goa without regard to the wishes of Goans, environmental impact, etc. (Goans be 
damned, see below).

The ill-advised International Film Festival of India (IFFI) pushed by the late

A Catholic priest of  Goa Archdiocese passed away due to  cardiac arrest
on  early morning on 7 Feb 2021
FR   celebrated his 60th birthday at Taleigao on 14 .2.2015 , a was a just
a  few days away from his birth anniversary
He was a charismatic priest, powerful ,  forceful , pasdionate preacher of
the word of God.His retreats  at Ambelim were largely attended.He continued
his mission at Mandur  ,then at Talegao  and was presently posted at our
Lady  of Snow Raia
He has  generously supported the Diocese its causes , Seminaries  with
grants for  for their studies.Fr Conceicao also saw the completion of
Retreat Centre at Old Goa,being in charge of this grandiose  project of the
Archdiocese
He kindled hope and strengthened faith and belief in the catholics,hungry
and thirstyfor the word of God and to revive their dying faith.He did
provide a substitute  to those who could not go to Divine Retreat centre
for renewal and reformation
He was closely connected with Konkani movement and served DKA  as a
Secretary
Fr was well accepted, respected and admired for his touching  the hearts
and minds of followers ,soothing their troubled life with the  word of God
that inspired faithful  to renew and reform their paths
The bringing of lost sheep back to the fold is most desired  goal by Our
Lord himself
The number of people he touched from all walks of life is a legend .
He was politically oriented,inclined  and close  to those   in seat of
power.This relationship furthered his cause and movements  his social
causes and humanitarian activities
The unfortunate incident  wherein the Church and himself tendered an
unconditional  apology  for rubbing the the rulers on the wrong side. He
did not shyamal from acknowledging his error  of judgement. It was a little
blemish on his otherwise spiritually and socially   rewarding mission of
spreading the gospel message.The Diocese will certainly miss this
enthusiastic,  convincing preacher par excelkent zealous crusader, as he
has no competitor anywhere in sight  in his mission of spreading
powerfully  the gospel message.The fateful who adored and folowed him in

Fr Conceicao was born to Mosinho And Luiza da Silva He was the last among 4
brothers Menino  ,Antonio ,Valrriano passed after 9 months
Deliveries wete by caesarean section and no doctor entertained the 4 th
birth due to risk involved but  Dr Samiro took the up challenge  He vowed
that he would be called Conceicao and mother wanted the name of Mario  if
he survived .Born safely throuh a miracle he was babtised as Conceicao
Mario Chagas as his birth date councided with feast  5 wounds of Christ
Mother was a pious, religious woman  and inspired him to become a priest as
per vow of survival  Hestudied at Saligao and then Raitura.ordaoned priest
7 may 1983.He worked at Verna  and then at Tilamol.He was actively involved
with youth activities  parish youth , altar boys and other activities
dutifully assigned bysuperiors He left his indelible mark at place of his
postingsHe conducted retreats at Bombay, Kerala and outside India were his
services were very much in demand

Supreme Court Judge Justice Mukeshkumar Rasikbhai Shah has yesterday
 termed Prime Minister Narendra Modi as "our most popular, loved, vibrant
and visionary leader", while speaking at a virtual function for the release
of a commemorative stamp on the occasion of the diamond jubilee of the
Gujarat High Court.

On 12th August 2018, the very Justice Shah had called PM Modi as his "model
and hero", while speaking to the press after he was sworn in as the Chief
Justice of the Patna High Court. In less than three months on 2nd November
of that very year Justice Shah was elevated as a Supreme Court Judge.

Last year, now retired Supreme Court Judge Justice Arun Mishra had courted
controversy by saying that "PM Modi was a versatile genius who thinks
globally and acts locally", while speaking at a public function. The
Supreme Court Bar Association later passed a resolution criticizing Justice
Mishra's comments as 'reflecting poorly on judicial independence'.

The most important and vital tenet of our Indian Constitution is the
separation of powers and is very clear on the distinct roles
of the Executive, Legislature and Judiciary. These three wings are expected
to operate very independently in their respective earmarked fields.
It envisages
a free, fair and independent Judiciary. There is a need of concerted
efforts towards propping up highest standards of judicial accountability. The
loyalty of every Judge in our country has to be only to the very sacred
Constitution of India.

Andrew Jackson, the late American President believed that all the rights
secured to the citizens under the Constitution are worth nothing except
guaranteed to them by an independent and virtuous judiciary.

Conceicao D’Silva, the Parish Priest of Our Lady of Snow Church Raia had
