[Goanet] PRESS NOTE: Goa's #1 priority for Ministry portfolio allocation: Employment Generation

2022-03-15 Thread Goa IT Professionals
*PRESS NOTE *(March 15, 2022)

*Goa's #1 priority for Ministry portfolio allocation: Employment Generation*

This note is to inform the Press and Media community of Goa that our
association has sent the following letter to the BJP state and national
leaders with suggestions to organize certain key departments towards
successful delivery on Goa’s #1 priority (ie. employment and livelihood
generation) on which the performance of BJP-Goa governments of the last 10
years has been dismal thereby aggravating the sufferings of Goans and
hurting aspirations of Goan youth. Left unattended in BJP-Goa’s upcoming
third term this top-most priority will cost it very dearly on the political
front in the times ahead. Early signs of this are already visible in the
recent election results.

We would much appreciate your kind support to highlight this important
matter through your esteemed publications and channels so that the new
government is compelled to do the right things for Goans to prosper right
here in Goa. Thank you.

Date: 14-March-2022

Subject: *Goa's #1 priority for Ministry portfolio allocation: Employment
Generation*

Dear state and national leaders of the Bharatiya Janata Party,

Congratulations on your performance in the recent Goa Assembly elections.
It is clearly a mandate for governmental stability and locally sustainable
development towards modern employment generation for Goans to prosper in
Goa.

With the Goa government workforce saturated, new jobs need to come from the
private sector. Our beloved late *Shri Manohar-bhai Parrikar’s dreams *of
reversing Goa’s brain-drain (bit.ly/3t7mNyC) as well as our *visionary
Prime Minister Narendra Modiji’s revolutionary Startup India and Make in
India* initiatives have seen poor progress in Goa over the last 10 years of
your Goa governments. Thousands of unemployed and under-employed Goans,
8000+ young Goans graduating every year and over a lakh of Goans migrated
out in recent decades for employment yearning to return back need *modern,
knowledge-driven, well-paying, green industries such as IT, ITeS, Creative,
Electronics and Manufacturing* in Goa.

Modern employment generation is the “Day One, Priority One” for your new
government! Such a critical matter requires your key ministries to be
organised for efficiency as follows:

1. Employment generation related ministries/departments to be *grouped
together under one minister:* *Industries, Information Technology, and
Skill Development & Entrepreneurship*.

2. Minister chosen for this key portfolio needs to be strong, experienced,
self-driven, open-minded, collaborative, progressive and results-oriented.

3. Avoid other peripheral department(s) in his portfolio to ensure focus
and results.

4. Non-performing past ministers to be excluded from this important role.

5. For maximum acceleration, it would be ideal for the Chief Minister to
lead this key portfolio in mission mode for a year before handing over to
another competent minister.

6. Additionally, the *Education, Science & Technology, and Labour &
Employment* departments must also be held by one such legislator to
facilitate the key portfolio referred in point #1 above.

Scattered organization of these crucial ministries/departments in your Goa
government’s last 2 terms has led to loss of great opportunities for Goa
regarding modern employment generation with egos and power tussles
defeating the greater good.

We hope you consider our above inputs to reverse Goa’s brain-drain ravaging
our beloved homeland since the last few decades and blaze a new trail to a
“Golden Goa”. Assuring you of our full support in this regard as we have
always done since 2012.

Goa IT Professionals would like to bring to the notice of the Govt the
senseless approach of the RTO in dealing with applications submitted

re-writing an application that was already submitted online causing much
more hassle than offline mode used previously.

[Goanet] GITP PRESS RELEASE (English and Marathi): IT professionals request school managements in Goa to support SCERT in it's attempt to update ICT curriculum

2021-08-29 Thread Goa IT Professionals
* *
*IT professionals request school managements to support SCERT as it updates
ICT curriculum*
*August 29, 2021*

Given the need of the hour, the SCERT Goa, has developed a new curriculum
for computer education under the CARES (Coding and Robotics Education in
Schools) scheme. The curriculum has been changed after almost ten years and
it is really a commendable initiative to impart modern and useful computer
education to all students in the state.

Computer technology is constantly evolving and teaching such a subject
requires a balanced combination of advanced concepts with students'
imagination and ability to relate to it. SCERT Goa is trying to outline
this course and prepare an information handbook with the help of computer
teachers in the state. Involving teachers from the state while preparing
the content itself allows an early feedback to ensure that the students do
not find it difficult to learn these concepts. GITP is appealing to all the
school principals and management to properly co-operate in this endeavor.

Goa is already lagging behind in computer and information technology.
Information technology has benefited many industries and especially, the
education sector in the current Covid period. However, we are not learning
what computer technology really is and how this technology can be used by
students to enhance their capabilities and skills. Due to this, the
students are not using computers/smartphones effectively. The new
curriculum can be useful in avoiding the ill effects of technology and
giving students a way to develop their skills.

Last year, The Department of Education had trained all the teachers in the
state to conduct classes using online teaching methods and tools. As the
training was provided to all the teachers, it is not appropriate to hold
computer teachers responsible for all subject classes. A constantly
evolving subject, demands continuous training of teachers. In National
Education Policy 2020, the computer and technology sector has been given an
important place in school education. In view of this, and in the interest
of our next generation, GITP requests management of all the schools in the
state to cooperate with the training and content preparation effort.

(SCERT Goa)

2021-07-30 Thread Jazz Goa
Goa - a global music hub!Musicians from every corner of the world have been
landing up and performing in Goa ever since a paradise called Goa was
discovered on planet Earth. Many of them choose to leave their luxurious
lifestyles back home to enjoy the simple ‘susegaad’ lifestyle that Goa is known
for. The people’s warmth and hospitality radiates even brighter than the Sun.
Goa is a tourist destination not just for it’s beaches and scenic beauty, it is
a live music haven too. Hundreds of live music venues dot every tourist belt
across Goa. If a census is done, Goa may emerge as a place with the most live
music venues in the world. Small wonder then, why so many musicians from all
over the world choose to make Goa their second home, some of them even setting
up a permanent home in Goa.
Having international musicians perform alongside local artistes has raised the
entertainment bar in Goa, often resulting in world-class acts at even low
profile venues. One great place to actually be a part of this global melting
pot is the seasonal Saturday Night Market at Arpora. Thousands of local and
international visitors  are entertained by a series of acts that change by the
hour. A big stage/sound/light set-up keeps every performer in the spotlight.
What started as a small flea market evolved into a mind boggling event with
thousands of stalls catering to the whole world actually. Goa has always been
all about the ‘vibe’. You feel it loud and clear at places like the Saturday
Night Market.
Jazz Goa is a  platform for visiting artistes, having recorded and hosted shows
for many of them. The music produced in collaboration with local artistes meets
international standards. It is available to be enjoyed by all through the Jazz
Goa app that can be downloaded for free at www.jazzgoa.com

[Goanet] Goa@60 should be better prepared

2021-05-25 Thread Goa IT Professionals
To: Goa Govt
BCC: Members of Press

Dear officials of Govt of Goa,

While the disasters are fresh in our mind, it is essential that the
government plans for such events that are now becoming frequent. In this
regard, Goa IT Professionals, the consortium representing the IT workforce
of Goa, would like to make the following suggestions. GITP, also agrees to
offer our pro-bono services in the technical evaluation of these
suggestions.

*1. Underground cabling of electricity and Fibre cables across the state
with Geospatial database to record the layout*
Cyclones have become a regular phenomenon. For least impact on life and
business, it is essential to ensure that there is no power and internet
outage during such events. A well planned project to transfer all overhead
cables underground is the need of the hour. The cabling layout needs to be
recorded in a geospatial database so that technicians have a ready
reference of the underground assets when needed. Also, the layout needs to
be made available to all road contractors so that there is no unintended
damage.

*2. Implementation of comprehensive statewide hospital management system*
During a sickness in the family, the patient should not be made to run from
pillar to post and make umpteen calls on always busy helplines searching
for a hospital bed. All information should be available at the fingertips
of citizens in real time. Health records of patients should be available to
doctors digitally. We request DHS to set up a state-wide Hospital
Management System so that details of every patient are recorded and the
patient should get a paperless experience. With current technology this is
certainly possible with several established software vendors offering this
service.

*3. Diversify the industry Goa relies on and focus on Software, ESDM and
Manufacturing*
The primary industry in Goa is still Tourism. We have already seen that, in
order to keep the economy alive, the government was constrained in applying
stringent measures in the state. It is now necessary to look beyond tourism
and focus on IT, ESDM and Manufacturing which have been highly resilient in
continuing their business in the pandemic.

60 years after liberation, let us put up a progressive face of Goa.

We reiterate that we can set up a task force of professionals to guide the
government in implementing the above recommendations.

[Goanet] Jazz Goa's Global Christmas Carol

2020-11-13 Thread Jazz Goa

Jazz Goa's Global Christmas Carol
Jazz Goa's Global Christmas Carol project initiated by music producer and bass
player Colin D'Cruz, began as an idea to get a few singers together to create
some Christmas harmony.A traditional Christmas Carol called 'Angels we have
heard on high' was chosen as the platform, with many singers joining in at each
of the four choruses.Colin put out a flyer on social media inviting singers to
join in and he was completely overwhelmed with the response. What started as a
choral rendition by a few singers snowballed into a huge global ensemble with
over a hundred singers joining in.From four year old Nealle Monteiro to eighty
three year old Francis Lobo, the whole hearted contribution from so many
amateur as well as highly accomplished singers has given this tiny initiative a
global voice. It is heartening to see so many singers of different religious
faith pitching in too, like Goa's well known bollywood singers Akshada
Talaulikar and Rupa Rao.Some of the internationally renowned singers are Laura
Fernandez from Canada, Carol Gomez from Singapore and An Vedi from Russia. So
many highly accomplished singers agreed to stand back and play second fiddle,
joining in only at the chorus understanding the spirit behind this project. The
three verse are sung solo by Diana D'Cruz, Lulu Fortes and Sonia Shirsat. This
rendition begins with a lone acapella voice with singers gradually joining in
until it reaches a huge crecendo featuring over a hundred global voices.
Watch out for the premiere on Jazz Goa's youtube channel on 15th November at
8pm IST.

[Goanet] GITP PRESS RELEASE: IT professionals condemn Goa govt. failure to renew lapsed Startup Policy

2020-11-12 Thread Goa IT Professionals - GITP
* *
*IT professionals condemn Goa govt. failure to renew lapsed Startup Policy*
*November 12, 2020*
Goa Startup Policy 2017 expired on September 26, 2020. According to Startup
Promotion Cell (SPC), 100 startups have been certified in the last 3 years
under the Goa Startup Policy 2017. Each of these startups employ 6 to 15
people on an average. All the startups who have taken benefits under the
policy, their employees and families dependent on them are facing the brunt
of this policy lapse. All the Startup Policy financial incentives are in
the form of grants and reimbursements which are rolled back into the
economy through employee salaries, bill payments etc. All these indirect
beneficiaries are also being affected in the process.

Eligible startups seeking promised benefits under the policy are being
presented with excuses galore. They are being told that SPC is not
processing any applications as they are awaiting policy extension. It is
further claimed that the Finance department has taken away SPC funds citing
COVID emergency and is not releasing the required funds amounting to less
than Rs.3 crores despite follow-ups by SPC and IT Minister. IT
professionals who have dared to take up the tough challenge of being
employment creators rather than employment seekers, with a hope that the
Startup Policy will provide some initial support during the teething phases
are left high and dry. When it comes to processing Startups requests
complaints have surfaced time and again that the processing happens at
snail’s pace at the SPC. The IT department which is expected to be a torch
bearer of automation and efficiency, and has a self-declared SLA of 45 days
to review and approve or reject applications has been taking upto 6 months
to do it even before and during COVID. It is understandable that the
process of initial registration-related verification of a Startup can take
time due to manual interventions. But what stops the SPC from being
punctual on, if not completely automating, the release of subsequent
tranches of benefits and incentives? At least in these taxing Pandemic
times when Startups are reeling under extreme financial and work pressures,
a proactive approach was expected. But somehow no respite seems to be
coming. It appears as though this ‘lapse of Startup Policy’ has become a
convenient excuse for SPC to hide its inefficiencies if not incompetence.

Was the SPC and IT department unaware in advance that the policy was
expiring on September 26th and that the new policy would be delayed? If it
was not possible to release the benefits without an active policy, why were
interim measures not taken to extend the policy timeframe or take some
other relevant mitigation measures? Validity of several govt. documents,
licenses, registrations etc. related to transport, construction etc. have
been extended by govt. due to COVID. The same approach could have very well
been adopted in case of the Startup Policy renewal. Why was it not
done? Goa Government which is ‘over efficient’ when it comes to granting
extensions to Casinos, dot on the eve of the lapse of their permit/license,
every six months, even during these pandemic times, seems to be just
indifferent to the lapse of the Startup Policy. Does this imply that a
handful of casinos who are into gambling activity are much more valuable to
the government as compared to hundreds of Startup firms who are toiling
hard to create a decent livelihood option for themselves and hundreds of
Goans here in Goa? The government has even been prompt enough to give a
waiver to the Casino industry on the Rs. 277 crores annual fees allowing it
to be paid on a monthly basis instead. Is the ongoing ‘financial crunch’
excuse of our government applicable only for the Startups and not the
Casino industry? Or is our government keen to promote a culture of Casino
gambling and affiliated sin industries in Goa rather than the modern,
progressive, innovation and merit driven Startup and IT industries for our
youth to have respectable livelihoods in Goa? What is our government's
priority?

Are "Atmanirbhar Bharat", "Swayampurna Goem", "Startups are job creators".
"Startups innovate", "Startups are aspirations of youth" etc. just for
sloganeering and juicy jargon tweets for shallow publicity?
Will the Goa Startup Policy 2020, which is supposedly taking a consultative
and participatory approach by taking all stakeholders on board, arrive only
after all the existing startups suffer irreparable damage due to chronic
apathy of the SPC and IT Department? Our Goa government, IT department and
SPC need to ponder on these questions and get their act together on a war
footing without any further excuses, for the IT and Startup industry
stakeholders and their educated employees themselves are driven by
timebound performance – making India a global IT powerhouse over the
decades – and can clearly see through these bluffs and lame excuse unlike
the mass

Dear public representatives and officials of Goa Govt.,

As per media reports the Goa government is in the process of reviewing the
implementation of the Business Reform Action Plan (BRAP) 2020 and is in the
process of collating data and inputs about their ease of doing business
(EODB) action points from various departments.

We at GITP would like to submit to the government a slew of measures for
creating a healthy environment in the state to boost existing businesses,
attract businesses from across the globe and also give confidence to local
youth to turn to entrepreneurship. These measures, if implemented in letter
and spirit will help boost EoDB ranking and also help further Goa
government’s vision of Swayampurna Gaon, Sampanna Goem. We urge the
government to implement these measures, with a stern hand if the need be,
to help entrepreneurs and businesses operate effectively in Goa and in turn
help the economic revival of the state post Covid crisis.

Eliminate Ministerial involvement

Eliminate the practice of obtaining approvals from ministers and
chairpersons for investment proposals. It has been proved time and again
that this centralisation of the otherwise decentralised file movement
process is a major bottleneck. Despite having the highest per capita
number of government employees, if Goa shows such a dismal performance, it
is clear that we need to fix the bottlenecks in the processes being
followed.

Single Window

The hassle free Single Window System and not yet another window added to
the umpteen permission windows should be put in place ASAP. The system
should have 100% online interaction. All instructions regarding
expectations of the government in terms of certificates/permissions/NoCs/
Plans /licenses etc should be described on the website so that there is
minimal back and forth interaction between government and the applicant.

Simplified workflows

Provide Simplified WorkFlows(SWF) to ensure that irrelevant departments and
their approvals are eliminated.

Deemed Approval

All approvals have to be time-bound and the system should provide a deemed
approval if it is not acted upon within the allocated timeframe. This
should also result in a financial penalty on the concerned officer for
dereliction of duty. It was promised during Vibrant Goa to provide
approvals within 30 days. Almost a year later, this concept does not seem
to have moved beyond paper.

Using Services of consultant to tap industries with expansion/shifting plans

Ernst & Young who has been taken on board by the Goa Government can also be
asked to suggest a policy framework to attract industries that are planning
to move out or expand from other states and countries especially from China.

Develop power infrastructure and facilitate tapping alternate sources of
renewable energy

Blessed with renewable energy sources in abundance, Goa is rightly placed
to serve as a model for generating solar, tidal and wind energy. This is
the right time for the govt to make these efforts in association with the
center and with international agencies to set up such plants in Goa. The
Govt needs to widely publicize and enforce the rooftop solar power
generation scheme and ensure that the promised benefits reach the
beneficiaries in the stipulated time frame. This will help motivate many
more to take up such initiatives.

Technical Education geared towards creating industry ready manpower

Industry looks for productivity from the hired candidates. The quality of
graduates and their industry-readiness needs to be improved by setting up
an Industry-Academics partnership so that the years of graduation are
utilized most optimally and students are made aware of industrial best
practices. This will eventually reduce the costs borne by industry in
training the new hires.

E-Governance

The time is ripe for using and fine tuning E-Governance systems. Robust
E-Governance systems will enable Govt employees to work from anywhere,
streamlining the governance processes and ensure that hurdles are minimised
in meeting permission

Dear officials of Govt. of Goa,

In the current troubled circumstances, while every government in the world
is exercising restraint on expenditure, it is disheartening to see crores
of rupees being earmarked for projects such as facelift of the Assembly,
construction of Memorials, Raj Bhavan, convention centers, Panchayat ghars
etc.

These surely can’t be the priorities in these difficult times.
Entrepreneurs and businesses in the state are reeling under extreme
pressures to survive through the pandemic induced slags. Lack of basic
infrastructure like connectivity and power is making matters worse for
technology dependent businesses. Goa continues to rank behind in Ease of
Doing Business for lack of a single-window system. Academic systems in the
state are on the verge of crumbling down as the state, despite being one of
the early starters in setting up IT and connectivity infrastructures and
spending crores on doing it, has failed miserably to provide a viable
online alternative to physical teaching and learning systems. Industries
are closing down or retrenching staff. Tourism sector and all other allied
industries have taken a big hit. Roads and transport systems in the state
are in very bad shape. Common man is struggling to survive the Pandemic
and is desperately looking for alternatives. On this backdrop, the least
that can be expected from the government is judicious spending of the
exchequer's money by setting the priorities right.

Certainly the government is aware of these issues that have been aptly
highlighted in the media. Hard earned money of citizens, paid as taxes
cannot be washed away for luxuries, extravaganza, miscellaneous and
non-priority infrastructure.

We sincerely urge the government to instead invest the money in the future
of Goa by improving connectivity in the state and setting up the long
overdue single-window system for investment so that we see jobs being
created and people earning a respectable living.

[Goanet] Fwd: GITP PRESS RELEASE: GITP urges Pramod Sawant to prioritize solution to Internet and Power issues

2020-06-16 Thread Goa IT Professionals - GITP
**
*GITP urges Pramod Sawant to prioritize solution to Internet and Power
issues*

Goa IT Professionals (GITP) group has demanded that the Goa government take
up urgent measures on war footing to find solutions to the connectivity and
power woes of the IT industry in the state. With Corona Pandemic triggered
economic upheavals across the globe the local IT industry is also badly hit
like all other Industries. Goan IT Industries efforts to come up from the
slump by using the tried and tested ‘work from home’ and ‘IT anywhere’
concepts are badly hampered due to poor internet connectivity and power
outages. With the rising number of Covid Positive cases in the state,
disruption in transport facilities, Covid infection fear, restrictions
imposed on travel etc are making it difficult for employees to travel from
homes to their places of work. This is creating severe problems in terms of
meeting project deadlines whereby affecting the functioning of most IT
businesses in the state. If good internet connectivity is made available
across Goa at reasonable rates it will help facilitate effective
functioning of the local IT industry as employees can work from their home
which could be located in any corner of the state.
Goa has a significant number of private ISP providers, but their primary
focus are the urban areas with high population density where they can offer
connections in close proximity without investing much in additional
infrastructure like cable laying. Even the Goa BroadBand Network(GBBN),
the PPP project in which the state government has pumped in crores of
rupees has not been able to provide any solace to the industry in these
difficult times. Especially in the rural area ISPs turn down customer
applications due to high cost of last mile connectivity and in turn Goans
are losing employment, business and education opportunities. ISP’s are
asking customers to pay upfront installation charges which can vary
anywhere between Rs 10,000 to Rs 40,000 for the fiber laying .People simply
cannot afford this kind of installation charges.
If the government can help in putting this basic infrastructure in place,
the IT Industry can make the best of it and can also contribute
substantially by providing much needed impetus to the economic revival of
the state. With little hand holding and planning on part of the govt this
green industry has the potential to generate substantial amounts of
employment and can help the state make best use of the Human Resource that
is returning homewards from across the globe due to the pandemic triggered
repatriation.

Another domain that is struggling badly due to poor connectivity and power
supply is the field of education. With closure of academic institutions,
E-learning is set to become the new normal. While students from cities have
already started with their E-classes , students and academic institutions
in the villages are still grappling in the dark. Only if the government
takes up some urgent measures to find a solution to the connectivity
problem will it be possible to save the academic year for thousands of
students on the wrong side of the digital divide.

One important question GITP wants to ask the government is, what are the
rules of this PPP partnership with Gwave, that it will only provide
connections in urban areas, which already have 2-3 service providers and
great mobile coverage, and asks rural consumers to pay upfront 30-40
thousand rupees for fiber installation? Is the GBBN only created for urban
areas? Wasn't the motive of GBBN Rural Connectivity? Is GBBN a failure or
will the government work with the franchisees to prioritize Rural last mile
Internet Connectivity during this pandemic? Also How should students and
teachers manage in rural areas regarding online education? Or Rural
students should be left uneducated due to Govt's failed network
connectivity policies?

In a recent conversation with the industry CM Sawant has suggested that
employees working from home should shift to the local panchayat and
commence working from there. A month has passed since this announcement but
nothing substantial has happened in terms of giving a feasible form to this
verbal suggestion.

IT Park, Single window system for Industry, employment generation promises
to youth, GBBN, garbage treatment, Govt offices providing online services,
Goa as an education hub, and many more continue to remain as a promises
galore. We want the government to come clear on its position on fixing
these long pending issues.

Ben’s Biography

Two great films to watch out for!
Sunaparanta comes alive with the outdoor screenings of ‘A Face in the Crowd’ &
`Ben’s Biography’. A wonderful opportunity to welcome back award-winning
Israeli Director Dan Wolman at the screening of Ben's Biography

Wednesday, 20^th November 2019 | 6.30 pm - presented by Arvind Sivakumaran
Film: A Face in the Crowd (1957)
Directed by: Elia Kazan
Written by: Budd Schulberg
Starring: Andy Griffith, Patricia Neal, Lee Remick and Walter Matthau
Run-Time: 2 hrs 6 mins
This prescient film about the nexus of politics, media and spin doctors follows
the rise of Lonesome Rhodes a drifter who’s picked up by a reporter Marcia
Jeffries and soon becomes the populist voice of the common people and then gets
drunk on his own power and ability to control and sway public opinion.

Thursday, 28^th November 2019 | 6.30 pm - presented by Dan Wolman
Film: Ben’s Biography (Ha’biograifa Shel Ben)
Language: Hebrew Subtitles: English/French
Director: Dan Wolman / Israel 2003
Cast: : Gal Zaid, Sharon Alexander, Avigail Arieli, Gani Tamir
Run-Time: 93 minutes

Synopsis: Ben is strange: he walks around with gloves and is always carrying
shopping bags in both hands. He meets Tamar, who is intrigued by his secret.
Slowly, they become friends. Ben doesn't want anyone to pity him. His way of
dealing with his pain is through his imagination, zany humor and laughter.
"Ben's Biography" deals with the very sensitive subject of child abuse. Sounds
grim? It's not! The film is moving and unusually funny.

[Goanet] Jazz Goa's global recording project!

2019-09-26 Thread Jazz Goa
Salsero is a song that hopes to set a world record for the number of languages
it will be recorded in. Singers from across India and around the world are
invited to represent their language/state/country in this project. This is a
non-commercial project that will bring the world together in one song. Salsa
was chosen as the theme as it is an infectious rhythm that’s popular all over
the world.

If you are interested in joining in this project, and if you don't see your
language already recorded so far, you can download the minus one at the end of
the track list at the link below, available in two keys, the preferred key is D
minor. You will then have to translate the English lyrics to your language as
closely as possible. Next you record your voice against the minus one track and
send us a raw file of only your voice track along with the lyrics text and a
good profile photo to jazz...@yahoo.com It's as simple as that! Here's the
project so far:

To: Hon. CM

CC: IT Minister, CEO of IPB, Officials of IT Dept

Respected Chief Minister,

GITP believes that the political and administrative churn should not be
allowed to impact the larger cause of developing Goa as an IT destination
and retaining Goa's educated manpower in the state. IT being a mass job
creator, the IT ministry and its projects should be treated with the
highest levels or urgency.

We are committed to work with the new IT minister and provide our inputs
towards the success of IT sector in Goa. We also urge the new minister to
maintain continuity and achieve improvement in the pace set by the IT
department, in terms of developing a vibrant startup ecosystem.

As immediate areas that need attention:

· The IT parks should be fast-tracked so that we see new companies
investing in Goa and job opportunities generated.

· The ESDM cluster needs to be put in motion from its long slumber
since the time it was commissioned by the Hon. Prime Minister.

· Single Window system should be implemented in letter, and spirit
to ensure that hardships faced by startups at various stages including
registration needs to be removed and the process needs to be simplified.

· Mid-sized IT companies should be invited to Goa for initiating
their setups regardless of the IT parks.

· Mechanism must be put in place to ensure that the benefits under
IT Policy, IT Investment Policy and Startup Policy reach the eligible
beneficiaries at the earliest.

· IT infrastructure in schools and colleges should be upgraded
using funds from the center.

Request to take the existing IT policies ahead based on the above points
rather than building it again from the scratch.

GITP would also place on record our appreciation for the consistent efforts
put in by the IT department under the leadership of Mr. Rohan Khaunte as
the IT minister. He has been instrumental in bringing several key
initiatives into the sector and catering to several long pending demands of
the IT Industry.

The former Chief Minister Late Mr. Manohar Parrikar had involved the Tech
Community in setting the direction for the industry. During a meeting of
the task force, he had categorically stated that the next five years should
take Goa twenty five years forward in the IT sector. Realizing his vision
and taking significant steps in that direction will be the greatest tribute
to Mr. Parrikar.

2019-05-28 Thread Sunaparanta - Goa Centre for Arts
Film Club members kindly note, there will be no film screening at
Sunaparanta tomorrow. However, Arvind Sivakumaran will host the screening
of the film 'The Place Beyond the Pines' next week, Wednesday, 5th June 2019
at 6.30 pm, at the indoor gallery.

Film: The Place Beyond the Pines (2012)

Written & Directed by: Derek Cianfrance

Cast: Ryan Gosling, Bradley Cooper, Eva Mendes, Mahershala Ali, Dane DeHaan,
Ray Liotta, Ben Mendelsohn, Rose Byrne

Duration: 2 hrs 18 mins

"I believe in ancestry and legacy and how things don't go away"- Cianfrance

This under-rated and ambitious thriller-drama about the cycle of inherited
poverty and privilege is uniquely structured, deeply moving and features
some of the best performances of future stars Ryan Gosling and Bradley
Cooper.

A harsh indictment of the 'mythical' American dream, Cianfrance examines the
great disparity between the poor whose lack of options ensures their
constant struggle for survival and the white elites whose privilege never
leaves them.

The film also poses these important questions-

Who are the real criminals? What's the difference between lawbreakers and
its upholders? Does privilege ever go away or is it simply passed on from
generation to generation?

[Goanet] Film for Thought: 17th April 2019, 6.30 pm - Screening of `The Big Sleep' at Sunaparanta

2019-04-13 Thread Sunaparanta - Goa Centre for Arts
This Wednesday, 17th April 2019 at 6.30 pm, Sunaparanta will host the
screening of 'The Big Sleep' at Sunaparanta indoor gallery, presented by
Arvind Sivakumaran

Film: The Big Sleep (1946)

Directed by: Howard Hawks

Starring: Humphrey Bogart, Lauren Bacall, Martha Vickers, Dorothy Malone,
Elisha Cook Jr.

Run-Time: 1 hr 54 mins

Howard Hawks often said 'A good movie is three good scenes and no bad
scenes' and this classic noir- mystery is the finest illustration of his
theory.
It is also arguably the most enjoyable film that almost no one completely
understands. The labyrinthine plot was too confusing for even the writer of
the novel on which it was based and Raymond Chandler when questioned about a
plot point famously replied "Dammit, I don't know either!"

No one seems to care. What audiences enjoy even today is the crackling,
pulpy fast-paced dialogue, the incomparable chemistry between Bogart and
Bacall and the moody Chandlerian world where women are beautiful,
duplicitous, always available and more dangerous than the guns the hoodlums
carry around like handkerchiefs.
