RegardsMario PANAJI/MARGAO/VASCO: The Chief Minister, Mr Manohar Parrikar, along with Kadamba Transport Corporation (KTC) chairman, Mr Carlos Almeida, on Tuesday, flagged off ladies special bus from the Panaji bus stand. After flagging off the bus, Mr Parrikar and Mr Almeida had a brief interaction with women to get feedback on the initiatives taken by the government to empower women and to ensure their security and safety. Mr Parrikar said that it is the endeavour of the government to ensure safe environment for women in Goa and more steps would be taken in future for their betterment. Earlier, Mr Almeida said that perhaps, this must be first time in the country that special regular bus service for women has been introduced. He said that constant monitoring would be done to ensure that this initiative of the state government is proving beneficial for women. At Margao, the Minister for Transport, Mr Ramakrishna Dhavalikar, said that the government is committed to provide better facilities to women commuters and therefore five ladies special KTC buses have been introduced on the major routes in the state. Speaking to the media after inaugurating the Margao-Panaji bus service, the Minister said the government had promised in the Assembly that as soon as the first lot of 100 buses comes, ladies special buses would be introduced in Goa. “I am happy that today the promise has been fulfilled,” he said and added that the government had gathered data on women commuters before these buses were launched. On Tuesday, the government introduced one bus from Margao to Panaji that will make two trips - one in the morning at 8.30 and the second at 6 in the evening. “If it gets good response, we would add more buses,” he disclosed when asked whether one bus would cater to the needs of the women commuters. In Vasco, the Power Minister, Mr Milind Naik flagged off the ladies special bus. He said the state government has fulfilled one more assurance given to the people by introducing such buses in the state. He said there was a need for introducing ladies special buses as a large number of women commuters are facing a lot of problems while travelling on day-to-day basis. He informed that the number of such buses would be increased in future according to the response that they get from women commuters.

Patients shifted there from any private hospital are being admitted as a medico-legal case. As a result of this, if the patient dies at GMC, the hospital will not certify the death unless a post-mortem is done. We recently had a young Ribandar lady diagnosed with cancer who had to be shifted from GMC to Manipal Hospital at Dona Paula as there was no ventilator available. The young lady who continued in a state of coma was arranged to be shifted back to GMC when a ventilator was made available. On being brought back to GMC she was re-admitted as a medico-legal case. After a few days at GMC she lost her battle against cancer. But the already much traumatized parents were in for further dose of horror and anguish when told by the doctors that a post mortem would have to be done on their departed daughter. It can be a medico legal case only if 1. A patient is brought by the police for examination and reporting, or by an order of the court for medical examination. 2. The patient was already attended to by a doctor and a medico-legal case was registered in the previous hospital, and the person is now referred for expert management/ advice. 3. When the patient himself expresses intention to register a case against an alleged accused.4. If after eliciting the history and examining the patient, the attending doctor feels that some investigation by law enforcement agencies is essential to establish and fix responsibility for the case in accordance with the law of the land. I had an opportunity to speak to various doctors in the know who were all of the opinion that the case in question should never have been considered as a medico-legal case. The word autopsy (also known as a post-mortem) is derived from the Greek word autopsia to see with one's own eyes?. After having seen the young lady succumb to cancer what else was left to be ascertained through an unnecessary post-mortem? Terry Tempest Williams had said ?An individual doesn't get cancer, a family does?. This is what the family must have felt when told that the young departed lady would have to undergo a post-mortem after having already bravely endured so much pain. Let us hope that the Dean of Goa Medical College Dr V.N.Jindal will discuss this issue thread bare with the Heads of his various departments so that in future the cases where the cause of death is well established, an unnecessary post mortem is avoided. The ten-page draft policy on religious structures is being circulated to panchayats and is also available on the government site for perusal. After 30 days, the objections and suggestions received from the public will be compiled and submitted to the government, North Goa collector, Mihir Vardhan said. Treading cautiously on this issue, the BJP-led government had announced that it would invite suggestions from the public to finalize the policy to remove illegal structures as directed by an order of the Supreme Court. The erstwhile Congress government had carried out part of the process through committees and identified 979 illegal structures. Later, only 80 of them were earmarked for demolition, around 336 for regularization and the others for relocation. The unauthorized religious structures in non-comunidade land are proposed to be removed within 90 days after the order is passed. There are about 80 religious structures, including 31 in North Goa and 49 in South Goa, identified for removal by the district administration, the policy states. The land owning agency (LOA) or estate officer (EO) will have to apply to the TLC with details of encroachment, survey number, size and nature of encroachment and public hindrance and personal information about the encroacher. After the issue of show cause notice under Section 40 of land revenue code 1968 to the all concerned parties for a reply within 30 days, the TLC will issue orders, even ex-parte if the party representing the structure fails to appear, for its removal within 15 days. The entire cost of the removal of structures shall be borne by the land owning agency, the policy states. For relocation of religious structures, the land owning agency/estate officer has to apply to the TLC with requisite details and documents. If interested parties appear before the TLC, they will be given an opportunity of hearing within 15 days, the policy states. If parties fail to respond, the TLC will have the right to decide about relocation or demolition at the cost of the government or land owning agency. The district administration has recommended regularization of a total of 336 structures, including 292 in north Goa and 44 in south Goa. But the owners of the land on which the structures are located would have to apply to the TLC with requisite documents and a plan containing all details. In case of lack of response, the TLC will decide about the regularization of such structures at the owner's or government's cost. The structures which are difficult to be shifted will be removed, the policy states. If no organizations, trusts and managements apply for relocation of structures, they will be liable for demolition. The policy envisages formation of state, headed by chief minister and district and taluka level committees, headed by district collectors as chairmen. The DLC and TLC will inspect the records of all religious structures, which are more than hundred years old or less. If the structures are obstructing traffic movement, the panels will work out plans to shift them to other locations at the cost of the respective bodies, management or trusts. Yesterday, I made it a point to visit Caurem along with Adv. Antonio Lobo, to shake hands with the agitating women ( including Cheryl D'Souza) of Aguada jail fame of the past and to congratulate them on their anti-mining stand. At Quepem, we were misdirected and in the bargain we landed up proceeding to Curchorem-Sanguen instead of Caurem. What we experienced has shocked us to our toes. Normal road traffic is not possible with hundreds of laden truck proceeding towards Sanguem and empty ones returning to the mines. Other vehicles must zoom in an out between the trucks whenever opportunity is available. This is not a traffic problem. This is a human rights problem. Ordinary life is paralysed totally and completely. POOR THEM. Being the core members of the GRA as well as of the GSRP, we feel that we must do something terrible to avert human tragedy in this area. Then we visited Maina in Caurem, the home to Cheryl D'Souza on a farm stead of 240 acres nesting between beautiful green hills after shaking hands with the motley group of women still on daily protests. Cheryl poured out her life story to us, about how friends have turned foes, how even spiritual leaders have turned their backs on this trio - the old and ailing mother ( who is also of Aguada face), the woman with guts of brass and her teenage school going girl who was forced to learn karate and judo as part of her survival lessons. Their only safety is their ferocious dogs. A tour of the farm was invigorating. Cheryls hubby died of fence electricution at the age of 35 something when they, according to her, had just paid off the loans on this farm. Tony's body is cremated on the grounds, she says, and that is my resolve not to sell this iron ore laden ( 60+ grade) estate which is in the eye of the Goa ministers, the Alemaos. They want me to sell, she says. This will only happen over my dead body, she shouts. A hot cup of tea to go with the life story was what made us both more patriotic than what we were. Cheryl is one hundered per cent GOAN and she is ferrociously defending her rights to live a quiet peaceful life of hard work and prosper. I don't want the multi crores that these punks are offering me. They will get this land only over my dead dead body, she says. Meantime, she showed us the vegetables she is growing besides the various fruits including heavily laden mango tree grafts. My only problem is the hordes of monkeys which are displaced from around the mining areas. She markets her produncts at a distant Varca on every day basis which includes mouth watering pickles. We have taken her offer to spend a week- end with her on this sprawling farm, the only place in God's heaven when the sorrounding is gone to dogs (including the very road she has to travel on daily basis) with indiscriminate mining going on. I have to change the tyres of my vehicles every 2 to 3 months, she says. The parting piece she tells us is that, 'IF I SELL, ALL 3 SIDES SURROUND MY ESTATE ARE GOING TO EXPLODE INTO IRREVERSIBLE MINING THAT WILL BE THE END OF GOA AND GOANS. The Occupancy was slated to be given to the clients after 18 months but it took 50. ( i.e. a delay of 32 months which is 2.6 years) WHY?? Because I refuse to pay BRIBES. I am on record for having paid 'zilch' bribes ( i.e. not a single paisa, not a cup of tea) to anyone in my dealings with Government and semi-government officials since I started my (retired) occupation in Goa since 1995 [except for a 1 ltr Black Lable to the Electrical Assistant Engineer to expedite the 3 phase connection so that my brother could start his crown cap factory in 1988 - that too at his office (Mapusa) bang on his office table and which episode had shocked my brother to his boots]. This particular delay ( Dora Apartments) was because I had asked the TCP officer (Mapusa) if he wanted to sit in the 'can' and cool his heels and also lose his retirement benefits, when he had asked me for a bribe at the very first inspection of the site for contraction, besides, that Dayanand Narvekar thought he could eliminate his opposition by demolishing Dora Apartments, question about which illegality he had raised in the Goa Legislative Assembly, even. The message I want to send to GOA through this 'INAUGURAL CEREMONY' on 8th May is: ' DO NOT BRIBE, EVEN IF YOU BE HARASSED TO NO END' In due course of time during this harassment, when I was taken to High Court through a Writ Petition, I defended myself in person and am on record for having told the double Bench ( Justice Vasifdhar -Justice Salvi - 29th. march 2010) - Your Lordships. Please pass an order to demolish my building if you can find a square inch of illegality. Properties worth crores of rupees have been demolished thro' my PILs numbering 7 in this Hon'ble HC and therefore by virtue of this I must not be allowed to indulge in illegalities. But more than that the Goan Identity seems to be on the diluting trend. And as expected, when Goans themselves have been divided in the understanding as to what exactly they want, outsiders have edged in and taken advantage to the extent that most Goans that matter believe that their beloved GOA has reached a stage where it is beyond saving. The most blamed entity is Goa's Political class, warranting Goa's much loved artist and singer-musician- REMO Fernandes to publicly declare with frustration that Goa's politicians of all colour and creed must be drowned into the Arabian Sea. The Question is : 'Is there a hope for GOA, then?' Rgds-Mario Do Not Play With Nature (Freddy Fernandes) During the good “young” days, I was often told by my parents not to play with fire and water and they made sure that I understood the why factor of it. Fire and water are major contributors to life as well as destruction, it is said that “one tree can give us millions of match sticks, but one match stick could destroy millions of trees”, further it is also said that “a drop of water can give life to a dieing man, but a strong flow of water can wipe away cities”. Mother nature has been very good to us Goans, in all my life I have never heard of any major natural disaster on Goan soil. As gracious and kind as mother nature is, it can also be very destructive as well, hence we should not take mother nature for granted and abuse it’s generosity. The cloud burst over Poinguinim, and the flood caused thereafter should be a reminder for us that it could have been worse and should be thankful that it wasn’t. However advanced we may be in science and technology, we will never ever be equipped enough to face the wrath and fury of mother nature, it is only advisable for us to live in ambience with nature and follow it’s natural progression. It is indeed very sad that a lot of our people have been badly hit by this tragedy, some dead, houses, properties and fields destroyed but it is heartening indeed to read that the locals helped each other in this time of adversity, caste, colour, status and religion was forgotten, it was humans, humane effort that saved the day for a good many. Leaders do evolve from ordinary men and women during crises. It was also not surprising to note that the politicians, police and the bureaucrats did nothing to help but were somehow there for the photography sessions and to “take stock” of the situation as they say, which undoubtedly means trying to figure out how much they could benefit from this disaster (letter by Urvee Kavindra Phaldesai, Poinguinim on Herald “Real heroes of the deluge dated 5th Oct’09). Soter, in his letter “Gods are angry” on Herald dated 5th Oct’09, states that during the good old days, people would have thought that it was God’s punishment for the crimes and atrocities committed against mother nature and it could be very much true, because the rate at which our forest area is receding and our green cover disappearing because of mining and hill cutting to accommodate mega housing projects, it is all this destruction that contribute to climatic changes and cause the imbalance, sooner or later worse disasters are bound to happen, if we do not show any tangible change in attitude towards mother nature. Men’s greed along with his uncanny disregard for ecology and environmental safety, will most certainly invite the wrath of mother nature in all it’s ferocity. We have to respect nature and preserve it’s generous giving’s. I only hope and pray that we Goans do not have to bear the blunt of the ferocity of mother nature because of the greed and arrogance of our politicians. Dear Floriano From what I heard from my grandparents and on reading your note on Portuguese administration, I am convinced , clear and have a true feeling that law and order/administration then was very fair, clean , impartial and above all FAST(not like todays 20-25 years long legal battles in Goa courts-never ending dates and never say die advocates/judges mentality). Todays Goas administration from its effects on goans can be termed as 'swine flu' and there is an urgent need for the 'vaccination' in the form of Goan peoples voices as this administration is killing goans peace, freedom, rights for too long now. Actually we do not mind these donkeys to rule us and never mind if they do not carry our food, clothing, shelther things and reach them from the market place to our door steps. We will do it ourselves since these donkeys do not know what SERVICE means. However, these 40 donkeys are quite clever that they do carry our stuff, they carry our GOAN LAND, FIELDS, HILLS and take it all the way to DELHI , RUSSIA, and other places. Floriano, I have seen Ministers , their vast properties, no. of cars, and their wealth, but I will anytime prefer to be governed by sincere people like you(well people do change after getting power, but you are not an ordinary person who is waiting for power, you are already filled with power which is not for sale) OR party(name it GSRP) and I would love the ordinary bread(kakon) and the Goan tea in a coconut shell to start the day . This I still remember enjoying alongwith my Titi(Uncle) on the calangute beach after they finished offloading the fishing nets from the boats on the beach and the energetic and strong women folks taking their 'fish pandlios' to market. I am talking about 1975. Please , please bring back the portuguese administration minus the portuguese and please bring back the days of 1975 or earlier minus the ugly princess, I hate the sight of this and wonder how ugly and sick the owners mind and heart is , who disowned it after making use of it and making money. And worst still there are probably still many people who have and still keeping quite as they probably get gifts, cars, properties and does not even go to the beach for a walk , not do they care for the environment , nor do they care for the fisher folks future in terms of fishing, or for the people of calangute candolim who love the beach. Were they the elite Goans? Where they the down to earth, scratching for a living, Goans? Yes, we had Morris Minors, WW Beetles, Willys Jeeps, Austin Cambriges, St . Pauli Girl Beer, Madeira, Moscatel, Granjo so on and so forth. But who could afford it? According to me, Goa saw a diciplined administration in all respects. I salute the Portuguese for that. And I hate my own country's administration from my very guts. This is only possible because I have experienced both and I am free to choose which one I like. It does not matter that the Portuguese looted Goa. Our Delhi High Commands are doing worse with the local chamchas helping them to help themselves. I might have not had more things on my dinner plate than others, then, during the Portuguese era. But I certainly had the satisfaction of being governed fairly, cleanly and impartially. We have sent away the horses. They had to be sent away, no doubt about it. But we opened our doors wide for our own donkeys to walk in and make our lives miserable. And we cannot even blame any one for it but ourselves. That is why Goa Su-Raj is born. To bring back the Portuguese administration into Goa back again, minus the Portuguese. And perhaps, if India needs someone other than the Nehru's and Gandhi's Kangress which has made our lives miserable, then maybe Goa Su-Raj will qualify to lead India as India Su-Raj. COMMENT : Is it also not true that Human attitude desires is ALWAYS to have something which they do not have. For example, Tired of cold, rain, gloomy weather they look for sunshine; Tired of wearing too many clothing to stay warm, they come to a place called GOA where they can be naked; cannot own even a room appartment with the pounds/dollars/euros/rubbles they have in their own country that they then come to buy the villa and even the village(morjem). Lets see just one of the DOMESTIC side views :- the 40 thieves have never seen pound/dollars/euros/rubbles so they sell LAND which was preserved by our grandparents for us and accumulate these currencies and i) when they fall sick they go to the same countries and pay it back for treatment, ii) use this money to send their children to pursue education to other countries, and their children do not return iii)migrate and end up loosing in stocks/recession.
