CLOSURE REPORT IS BEING FILED BY CBI AGAINST PARRIKAR FOR THE FAVOUR OF PUBLICATION Union Minster of State for Personnel, Public Grievances and Pensions and Minster of State in the Prime Minster office Shri V. Narayanasamy informed Mr. Shantaram Naik in a written reply to his question that the CBI’s investigations in the case of Shri Manohar Parrikar, Ex-Chief Minster, Goa, and now Leader of Opposition, is complete and that the evidence has not been found to be sufficient to prosecute the case, and as such, a closure report is being filed. The Minster further told Mr. Naik that nine cases are pending under investigation in CBI, Goa as on 31.1.2011. CBI has filed 14 charge sheets in the last three years and the current year up to 31.1.2011, Minister said. Investigations against Mr. Parrikar were being done under sections 409, 421, 423, 431, 432, 463, 468, 471 120 B IPC and Sec 10 12 of Prevention of Corruption Act, 1988, for irregularities found in the matter of Goa International Film Festival 2004. Mr. Shantaram Naik, MP under whose Chairmanship, the Goa Pradesh Congress Committee had constituted a Committee to go into the irregularities committed during the Goa International Film Festival 2004, in a statement has said that the closure report if and when filed by the CBI, in the Court, should be opposed since granting of land belonging to Goa Government and worth crores of rupees to a private party to build a Cinema Theatre, itself attracts several penal provisions. Giving the progress with respect to the other cases, Minister said that the case against Shri A. M. Alornekar, Supdt, of Customs, Mormugao, Goa and 12 others, the case against Sjro N. Chenchiah, then GM (Retd) BSNL,Goa, the case against Shri S.S. Pai, Branch Manager, Canara Bank, Siridao Brach Goa –Junior Manager, are pending for Prosecution sanction. The case against Shri Sriram Meena, Sanitary Inspector, Mormugao Port Trust and one other is at final stage. The Minster further informed Mr Naik that cases against Shri M.K. Farde, Asst. Provident Commissioner, Employees Provident Fund Organisation, Panaji Goa Shri Navo @ Nilesh Kano Shelko, Labour with Maintenance Development, BSNL. Quepem, Goa, Shri Suresh Vinayak Azgaonkar alias Suresh Vinayak Marozkar, Sepoy, Customs, Customs Housse Mormugao, Goa and his wife and Smt. Purgatory is not Goa's latest night club, but a kind of waiting room between *Sorg* and *Infern* where confused souls are kept while the Authorities decide their cases. *Xepto* worked on a cruise liner and his real name was Cipriano. But we Moidekars called him *Xepto*. Why? Simply. We love giving people pet names. Someone is *Bobo* and someone else is *Ladoo*; so Cipriano was *Xepto*. Nowadays, *Xepto* is world famous, especially in Goa. But NOT as *Xepto*. The newspapers call him The Late Shri Cipriano Fernandes, NRI Chef. He became Late because the police *dhaddaied* him after some chick *lafda*. Anyway, there I was awkwardly staring at *Xepto*, wondering whether I should wish him or not. After all, it is not everyday one bumps into fellow Moidekars in Purgatory, and besides his dead body was still chilling out in the Bambolim freezer. That's when he spotted me. *Arre* Gusto!! *Hey* man! *Boro mure*?!!, he yelled cheerfully. I replied nervously, Good morning Mr Fernandes. Xepto said,*Henh* -- what's this Mister Fernandes-Bernandes??!!! C'mon Gusto! Call me *Xepto* like always. It's cool dude. I said hesitantly,Sure *Xepto* - so how's life man? Er, I mean ... I bit my tongue as I realised my mistake. But dead or alive, *Xepto* did not mind it. He replied, Actually Gusto, I'm enjoying it *man*. Tell me Gusto, which *Moidekar* is more famous than me? The papers print my photo every second day. And the coverage on the Goa TV channels is great...And just look at the headlines Gusto: Doctors 'Doctor' Reports! Witnesses Offered Lakhs to Keep Mum but Refuse Bribes! MLAs Raise Cipriano in Assembly!... Sensational! I'm famous *man*! Before this, who was I? Nobody. Just poor, humble, useless *Xepto*. All my life nobody cared for me. Of course, after I started working on a cruise-liner, people would come for a drink or two or three or four with me, when I came home on holiday, but still... Tired of his self-pity, I said, *Puro re Xeptia, side-show chod zalem*. OK you had problems, but everyone has *na*? And don't say no one cared for you. *Arre*, even today your *amigos* have stood up for you, isn't it? The media would never have caught on to your story if it wasn't for friends like them. Do you think you were nothing to them, *pixea*? My scolding brought him back to earth, but only for a moment. *Xepto* mumbled, Gusto, I guess you're right. Sure, I am grateful to them. But still just look at me now man -- yesterday's Zero -- today's Hero! It's fantastic *man*! I just shook my head at *Xepto*'s dramatics. *Xepto* loved publicity, but to be fair though, there was some truth in his *falams*. In fact a film and a few *tiatrs* are being planned on his life. Changing the subject slightly I said, *Arre Xeptia*, tell me how that *lafda* started? And what do you think should be done to those cops who bashed you up? *Xepto* said, I really don't know, Gusto. It was all *ghodbod man*. Everybody was *abuz* and I was *gabrufied* when the police started *pettoing* me. But I've no complaints about that man -- cops *pettoi* everybody unless you're a *poixekar* with influence. No hard feelings -- the cops were just doing their duty. I'm cool. *Xepto* was quite philosophical. OK *Xepto*, now tell me, how will this *bhangod* end? God alone knows, Gusto. Most people tell me that the case will just get *zoroied* and *zoroied* on and on, until the next scandal comes up and my story is quietly forgotten. Like with Scarlett. Remember her? He sounded a little sad so I said, *Xeptia* I hope that doesn't happen and you get justice. He shrugged his shoulders. This is a report on the Karnataka violence against Christians conducted by Justice Michael Saldanha at the instance of PUCL and Transparency International (Karnataka). It is a must read for all those who value Peace and Communal Harmony and also stand for Truth and Justice. http://thecsf.org/pdfs/karnataka%20report.pdf I am also providing the weblinks to the Summary of Findings and Conclusions as under: http://www.thecsf.org/pdfs/JMFSR_synopsis.pdf For the benefit of those who are not able to open the inks or find it tedious to run through a large report, I shall post the Findings and Conclusions in instalments: Part I *JUSTICE MICHAEL F SALDANHA PEOPLE’S TRIBUNAL ENQUIRY REPORT SUMMARY OF FINDINGS AND CONCLUSIONS: * Before recording the summary of my findings, I need to clarify that I have not specifically dealt with incidents in the Districts other than Dakshina Kannada, Udupi and Bangalore, because none of those are as serious, incident-wise and consequences-wise and more so because they have followed the general pattern and the same findings hold good. In the procedure which I have followed, which was extremely laborious and time consuming and involved huge amounts of travel, an effort has been made to do a forensic job – comprehensive and all inclusive. It involved visits to 413 places, many of them repeatedly, examination of 673 witnesses, 2114 victims not to mention hospitals, courts, police stations, jails, government offices and of-course, the Churches and grottoes. The exercise was undertaken at high speed because human memory and evidence both fade get polluted and even get obliterated. In the majority of instances, records, videos, photographs etc. required to be carefully examined and researched. I have also had to obtain a lot of expert advice in many areas such as the medical field, the chemical field and even the finer points of the Law. The effort has been to produce a Report of high quality, one of total credibility absolutely transparent and unbiased and above all, a faithful exposition of the absolute truth. I am conscious of the fact that it is strong in many areas and that is because the incidents themselves are so horrifying. There is also a powerful indictment of some of the Politicians and Police Officers but that was inevitable on the facts of this case. I have tried very hard to look for any mitigating and extenuating circumstance but none exist * SYNOPSIS OF FINDINGS: * (a) That these incidents are representative of the *hidden agenda *of the party in power in this State, the BJP, which is driven by a very strong casteist force and which is no longer a secret after Gujarat and Orissa. Firstly, it consisted of a violent attack against minorities and that is why I have briefly indicated as to how the Muslim Community was simultaneously targeted. Next comes the hatred and the venom which the leaders have successfully transmitted to their followers which explains the abnormal levels of savage brutality in everything that took place, particularly whenever violence was used. Thirdly, and the most unfortunate distressing and shameful aspect of the operation which will take this country backwards to the days of the caste system, the results were manifested on the poor, the down-trodden, the weak, the aged and all the others who did not have the power to fight back. (b) That every one of the attacks and incidents which took place were instigated and pre-planned. They were State sponsored and not only supported by the State but were covered up for by the State. The responsibility for this devolves squarely on the Home Minister – Dr. B.V. Acharya and the Chief Minister – Dr. B.S. Yediyurappa (the Doctorate was awarded by some obscure foreign university). (c ) That in all the incidents involving violence, the principal culpability rests with the State Machinery namely the Police Department. Not a single instance of violence be it Lathi charge, use of teargas, smashing of vehicles and Church property or religious objects like the crucifix at the Adoration Monastery and the Statues and sacred objects can either be condoned or justified. These are all rank criminal offences for which the concerned Officers and Staff deserve to be prosecuted. I have named some of the Police Officers who have crossed all conceivable limits, who, even at this stage, deserve to be suspended, an enquiry held, and dismissed from service and prosecuted. The same applies to the then D.C., Mangalore. (d) That the promulgation of the so-called Order under Section 144 Cr.PC is thoroughly illegal and unjustified. (e) That the procurement of the rock pebbles, the arming of the saffron militants with lathis and other deadly weapons and use of these persons against members of the Minority Community was totally unjustified and Criminal. (f) That the use of lethal and toxic gas which emanated from teargas shells which were beyond the expiry date by 4 to 6 years was not only Criminal but was life threatening

Dears, After many years working out of Goa, plans are afoot to return to Goa for good. But not one to sit in retirement at just a little over 50, trying to find a position to keep busy - office administrative/personnel, housekeeping/maintenance, and moreover get into the music scene - yes a good vocalist having been in a band from the 70s-80s. SHANTARAM NAIK WELCOMES TRAIN TO VALANKINI Mr Shantaram Naik M.P. has expressed satisfaction that a long standing demand of Goans for a train from Goa to Valankini has been fulfilled by the announcement by Railway Minister of a weekly train from Vasco-Da-Gama to Valankini. Mr Naik said that inclusion of Vasco-da-Gama Railway Station for up-gradation as Adarsh Railway station is also a welcome announcement. Mr Naik however, regretted that the scheme of World Class Railway station is presently appears to be on hold as, the ministry is reviewing parameters that they had in mind for these stations . The ministry has realized that huge funds are required in case the said parameters are to be observed, Mr Naik says in his statement. Purgatory is not Goa's latest night club, but a kind of waiting room between *Sorg* and *Infern* where confused souls are kept while the Authorities decide their cases. *Xepto* worked on a cruise liner and his real name was Cipriano. But we Moidekars called him *Xepto*. Why? Simply. We love giving people pet names. Someone is *Bobo* and someone else is *Ladoo*; so Cipriano was *Xepto*. Nowadays, *Xepto* is world famous, especially in Goa. But NOT as *Xepto*. The newspapers call him The Late Shri Cipriano Fernandes, NRI Chef. He became Late because the police *dhaddaied* him after some chick *lafda*. Anyway, there I was awkwardly staring at *Xepto*, wondering whether I should wish him or not. After all, it is not everyday one bumps into fellow Moidekars in Purgatory, and besides his dead body was still chilling out in the Bambolim freezer. That's when he spotted me. *Arre* Gusto!! *Hey* man! *Boro mure*?!!, he yelled cheerfully. I replied nervously, Good morning Mr Fernandes. Xepto said,*Henh* -- what's this Mister Fernandes-Bernandes??!!! C'mon Gusto! Call me *Xepto* like always. It's cool dude. I said hesitantly,Sure *Xepto* - so how's life man? Er, I mean ... I bit my tongue as I realised my mistake. But dead or alive, *Xepto* did not mind it. He replied, Actually Gusto, I'm enjoying it *man*. Tell me Gusto, which *Moidekar* is more famous than me? The papers print my photo every second day. And the coverage on the Goa TV channels is great...And just look at the headlines Gusto: Doctors 'Doctor' Reports! Witnesses Offered Lakhs to Keep Mum but Refuse Bribes! MLAs Raise Cipriano in Assembly!... Sensational! I'm famous *man*! Before this, who was I? Nobody. Just poor, humble, useless *Xepto*. All my life nobody cared for me. Of course, after I started working on a cruise-liner, people would come for a drink or two or three or four with me, when I came home on holiday, but still... Tired of his self-pity, I said, *Puro re Xeptia, side-show chod zalem*. OK you had problems, but everyone has *na*? And don't say no one cared for you. *Arre*, even today your *amigos* have stood up for you, isn't it? The media would never have caught on to your story if it wasn't for friends like them. Do you think you were nothing to them, *pixea*? My scolding brought him back to earth, but only for a moment. *Xepto* mumbled, Gusto, I guess you're right. Sure, I am grateful to them. But still just look at me now man -- yesterday's Zero -- today's Hero! It's fantastic *man*! I just shook my head at *Xepto*'s dramatics. *Xepto* loved publicity, but to be fair though, there was some truth in his *falams*. In fact a film and a few *tiatrs* are being planned on his life. Changing the subject slightly I said, *Arre Xeptia*, tell me how that *lafda* started? And what do you think should be done to those cops who bashed you up? *Xepto* said, I really don't know, Gusto. It was all *ghodbod man*. Everybody was *abuz* and I was *gabrufied* when the police started *pettoing* me. But I've no complaints about that man -- cops *pettoi* everybody unless you're a *poixekar* with influence. No hard feelings -- the cops were just doing their duty. I'm cool. *Xepto* was quite philosophical. OK *Xepto*, now tell me, how will this *bhangod* end? God alone knows, Gusto. Most people tell me that the case will just get *zoroied* and *zoroied* on and on, until the next scandal comes up and my story is quietly forgotten. Like with Scarlett. Remember her? He sounded a little sad so I said, *Xeptia* I hope that doesn't happen and you get justice. He shrugged his shoulders.
