Seeing as it's serverside, it's probably just using a valve plugin (or possibly even sourcemod) to do these things. I don't really see how it would be illegal because it's just basically allowing your client to run certain commands so that the server gives you abilities you normally wouldn't have, as I don't think it would be possible to install actual client-side hacks into the servers, as most clientside hacks rely on a hook into DirectX, if I remember correctly. Aside from being scummy, it's certainly against the rules of any professional gaming league, which would make use of such servers (criminal) fraud if used to cheat to obtain a cash prize. I'd also be very surprised if there wasn't a term prohibiting modification or reverse-engineering of the published software in Valve's EULA. Unfortunately, there's not much that can be done, since SRCDS is a publicly available piece of software - anyone can obtain a copy and reverse-engineer it with the right tools. (That's also why we have useful things like Metamod.)
