Thanks for the information on RMF and it was there in the doc and delivered 
parmlib, I simply over looked it.

And thank you Marna for the link to the migration process exported from z/OSMF, 
and yes, after I get z/OS 2.5 up and running I will be converted to using 
z/OSMF.

the "shortcut" to figuring this stuff out is to go look at the IBM provided 
PROG00 member in the CPAC.PARMLIB that came with your serverpac.   Before my 
first IPL, I review the contents of it for datasets that do not exist in my 
current APF/LNKLST and add them.  Same with LPALST00 member in same library, 
where you will find the SYS21.GRBLPA entry.   

There are actually a number of members (if not all) that you'd want to review.  
IFAPRD00 is another.

You can query any element with SMP to determine where it is located.

Hello Claude,
A1:  it is likely that you did not put SGRBLPA in the LPALST.  Please see *all* 
the RMF parmlib, proclib, and security considerations associated with the RMF 
restructure in z/OS V2.5 in the z/OSMF V2.5 Upgrade Workflow, step called "RMF: 
Determine updates for RMF structural changes".

A2.  The z/OS Migration manual hasn't been provided since z/OS V2.4.  In its 
place, is the z/OS Upgrade Workflow.  I do recommend you use the z/OS Upgrade 
Workflow from z/OSMF itself, for the best experience.  However, if you don't 
wish to do that, the contents of the Workflow have been exported and can be 
found here:

Take a look at SGRBLINK and SGRBLPA datasets. They replace SERBLINK and SERBLPA 
that were used in previous releases of RMF.
