As for the observation above:
bq. This might be tangential but I think seeking could be a bit more aggressive 
on the MUST_PASS_ALL case as well.

I'd agree. We only have to reverse the compare the getHint method and we'll 
find the optimize (i.e. max) hint value for MUST_PASS_ALL. Different jira maybe.

I will say the FilterList is more tricky than it should and we've seen many 
"funny" things with in the past. The more tests we have the better.

under test What is being tested is opaque.

The comment added to the code states in english what the code is doing:

No why seenNonHintReturnCode is needed or why its needed for MUST_PASS_ONE or 
what happens if this flag is not in place Please do better. This stuff is 
difficult to understand. Special casing like seenNonHintReturnCode needs to be 
explained well else every dev who trips over this code has to work that much 
harder to figure what is going on.

Added comment in patch v6. Basically not all cases for Operator.MUST_PASS_ALL 
would return before exiting the for loop. So a guard is needed.

bq. Can't piggy-back on an already running cluster?

As you can see in the setup, block size is adjusted so that the specified 
number of rows would result in multiple blocks (8 for this test).
I don't think the other Filter tests need this setup.

bq. How long does the test run take?

This was from QA run for patch v4:
Tests run: 1, Failures: 0, Errors: 0, Skipped: 0, Time elapsed: 79.131 sec - in

We have to spin up a cluster just to do this test? Can't piggy-back on an 
already running cluster? We've tried to avoid being HDFS where you spin up a 
cluster per test.

EncodedSeekPerformanceTest has some code related to doing seeks based on 
randomly generated List of Cells.
Though EncodedSeekPerformanceTest is not a unit test. And there is no row 
counting on server side.

Looks good.
So even if one filter impl within this FL, which is not really doing correctly 
with the filterAllremaining (It is done but not implemented filterAllremaining 
) we may get a lower seek hint  but no real issue as such right? It may do some 
unwanted seek. For clarification.

The change in MultiRowRangeFilter was to deal with the following case:

MultiRowRangeFileter1range: [10,15]
MultiRowRangeFileter2range: [20, 25]
Row key: 16

Hint from Filter1 should be excluded since it is already done.

Patch v3 addresses the above scenario without modifying MultiRowRangeFilter 
since we cannot produce row key which is guaranteed to be  greater than all 
other row keys.

I think the risk here is that the underlying assumption is wrong.  

For MUST_PASS_ALL filter lists:

The implication here, and it's definitely reflected in your change, is that any 
other return code can essentially be ignored.  So far, I've assumed that's

corrupt patch at line 69".  I'll continue to review what I can in the meantime.

This might be tangential but I think seeking could be a bit more aggressive on 
the MUST_PASS_ALL case as well.  It appears that the filterKeyValue method 
simply assigns the internal seekHintFilter to the LAST filter that returned a 
SEEK_NEXT_USING_HINT [1].  It seems like a more aggressive approach would be to 
seek to the highest hint (Any previous/lower row won't be accepted by the 
filter returning that seek).  Since the seek filter is simply the last filter 
that was evaluated, there's no guarantee that we're actually seeking as far as 
we could.   Rather than use a single filter, we could collect all the filters 
that return that code and then return the maximum seek value of all the filters.

While reviewing this, noticed that MUST_PASS_ONE conditioned 
FilterList#filterKeyValue is not handling the ReturnCode 
INCLUDE_AND_SEEK_NEXT_ROW.  So we will go to
