not always, here below is the other possible method of fixing this *sigh*:
It's probably because the function keys are set to multi-media. My new
laptop was that way too. I went into the control panel and found something
called windows mobility center. In there among other settings was a way to
change the function keys from multi-media to normal behavior. Look around

doing it.
My suggestion is to have someone sighted with you and call HP tech support

The best laptops I think for a blind person are the Dell Latitudes that are
dizind spessifically for work, on the HP pavilion and Dell Inspirions for
example, you will maybe need to press the Function keys together with the
function key which is located usually after the left control key.
So if you want to do insert f4 for example, you will press the insert
key+the function key+f4.
On the Dell inspiron line, you can change that in the bios - I think that
would also apply to a lot of HP machines.

Yes, Vicki.

This is common on some HP laptops.
You Can disable that functionality and restore your function keys to normal 
use by disabling Action Keys Mode in the BIOS...
