I really thought I'd checked that already (maybe I did, but before recent updates?) At any rate, I think it's probably safe to close this on the assumption that it's some kind of cruft in my dotfiles (the user account is at least 6 years old), and won't be reproducible. This holds true however I arrange my screens. Also, I tried switching to SDDM, but that didn't change anything. If I open a menu (whether from the panel or the desktop) on the right hand edge of the top monitor, and it has a submenu which would appear partly outside the monitor if it appeared to the right of the parent menu, it'll appear on the inbuilt laptop screen instead. Menus anywhere else on either screen don't seem to be affected.
