@juergh maybe it would be better simply reuse debian packaging practice
for linux-firmware? Please also look at LP bug #1958518 - this issue is
solved in Debian a long time ago:

metapackage https://packages.debian.org/sid/firmware-linux depends on
small firmware-linux-free package and firmware-linux-nonfree metapackage

metapackage https://packages.debian.org/sid/firmware-linux-nonfree
depends on most useful "nonfree" firmware, including this pretty 
firmware-misc-nonfree package (takes only ~40 MB after installation, instead of 
~900MB sized of Ubuntu's linux-firmware):

For example netronome network adapters firmware is packaged separately
in Debian, see https://packages.debian.org/sid/firmware-netronome

Someone from Ubuntu developers decided simply put all useful and almost
not used firmware into huge package, which is updated very often and
this causes a lot of problems for users, especially who uses SSD storage
or slow internet connection :(

For example see bug #1972806 - simple change of some device firmware
(few kilobytes size) requires to download ~250MB linux-firmware package
for *every* Ubuntu user. This is a nonsense and waste of bandwidth and
other resources.

Bug description:
  There are many kernel modules that only exist on some architectures.

  Yet linux-firmware is an arch:all package that ships firmware for all
  drivers, for all architectures.

  For example, it is pointless to ship many Intel firmware on non-x86
  machines. At the same time it is pointless to ship many Qualcomm
  firmware on non-arm machines. Or shipping nvidia firmware on
  architectures that have no Nvidia drivers. Or shipping wifi firmware
  on IBM Z / PowerPC.

  It seems like we should build-depend on linux / linux-oem kernels and
  only install relevant firmware files on relevant architectures only.

  The linux-image-generic package depends on linux-firmware which is
  over half a gigabyte in size installed.  I will assume that quite many
  people do not have netronome hardware which weighs in at almost 150MB
  of that.  I kindly suggest to put such large firmware for less common
  hardware into its own linux-firmware-extra package which would be
  recommended by linux-firmare.

  Comments?

  I'm willing to help with the packaging provided that the changes have
  a chance to land.

  I had been running Ubuntu 16.04 LTS on many laptop computers
  (especially Dell D620, D630, E6400) with no problem.

  I created a Live USB with Ubuntu 16.04.2 LTS and tried it on a Dell
  D630.  It was very slow to boot up (about 90 seconds) as opposed to
  the 30-45 seconds it usually takes. For a few seconds there were error
  messages that included the phrase "flip_done timed out".

  When the Ubuntu desktop appeared, the mouse cursor hung for a while,
  but then came back to life. I didn't do much testing from there.  I
  did a Live session with the 16.04.2 LTS  on a different D630 laptop,
  and the same problem occureed.

  I Googled the problem, and found several hits.

  On an Arch forum, someone reported the problem on a Dell D630, like mine. It 
also occured on other laptops:

I've backported usb-modeswitch 2.4 and usb-modeswich-data 2017-01 from Ubuntu 
17.04 (Zesty) to 16.04 LTS (Xenial), you can update packages from 
ppa:baltix-members , see
https://launchpad.net/~baltix-members/+archive

Please reboot after installing usb-modeswitch 2.4 and usb-modeswich-data
2017-01 from ppa:baltix-members , test if your USB modem works correctly
with updated packages and write a comment here in any case (works or
not).

  The OrangeFS kernel module
  (/lib/modules//kernel/fs/orangefs/orangefs.ko) has been

  package for the amd64 and i386 architectures. According to Ubuntu
  Package Search, it is being compiled for the arm64, armhf, and powerpc
  architectures.

  This bug report is to add support for OrangeFS by compiling the
  orangefs module and including it with the all kernel packages >= 4.6.
  This can be done by enabling CONFIG_ORANGEFS_FS as a module in the
  kernel config file.

Can confirm that this bug is still  not fixed on Ubuntu 14.04.1, cannot
provide the bios version, because I cannot access it, but I believe it

Bug description:
  I cannot provide detailed log massages because laptop is bricked right
  now.

  If you have courage to try it select UEFI boot from bios and than try
  to boot laptop using liveusb (made form Precise Pangolin 12.04.1
  amd64).

  Laptop hangs up in black screen. If you force power-off, after it,
  laptop wont start. I mean it not event start bios, just black screen
  no sounds nothing.

  I filing this report, because i already bricked second laptop. At
  first i thought it was unrelated issue and laptop was fixed by
  warranty service (replaced motherboard), but after second time i quite
  sure.

latest Ubuntu 12.04.3 LTS (with kernel linux-image-3.8.0-xx) ?
Maybe problem was only with older Linux 3.2.0 kernels?

  The problem is about the firmware used in LTS 12.04.

  Third, I used 'iwlist scan' command, 'ifup wlan0' command and 'dhclient

  After a long time trying, I found a way to solve this problem at last.
  Download a older firmware from 
  
http://wireless.kernel.org/en/users/Drivers/iwlwifi?action=AttachFiledo=gettarget=iwlwifi-1000-ucode-128.50.3.1.tgz
  This firmware is only for kernel 2.6.30+, the original one is for 3.2+. LTS 
12.04 use a latest one from that website, 
  that's the reason. So just delete or rename the original one which is named  
iwlwifi-1000-5.ucode,
  and put iwlwifi-1000-3.ucode from that tarball to /lib/firmware, and run 
'modprobe -r iwlwifi',
   'modprobe iwlwifi', everything will be wonderful.

  I bought a laptop in December 2012, immediately tried to put Ubuntu
  12.10, got broken wi-fi and non-working graphics acceleration. Updated
  kernel to version 3.6, with graphic acceleration was all right, even
  partially earned wi-fi. After some time wi-fi hang, helped only
  restart the network subsystem.

  Updated kernel to 3.7, with the wi-fi was all became normal, but
  stopped working brightness control with the Fn keys. Progress bar
  indicates that the brightness changes, but in fact nothing happens.

  Tried the new distribution 13.04, on 3.8 kernels, 3.9, 3.10, nothing
  changes. Upon adjustment has broken in 3.7 kernel. It turns out that
  this is a regression.

  WORKAROUND: Problem gone with kernel parameter acpi_backlight=vendor.

  /var/cache/debconf - the templates are huge, but we're also storing
  two copies of them (templates.dat and templates.dat-old).  Unlinking
  templates.dat-old should immediately free up 5M of memory, at least
  until ubiquity runs.  It would be nice if we could avoid this
  entirely, though.  An md5sum check reveals that templates.dat and
  templates.dat-old are identical; if it's unchanged, then why make a
  backup?  I don't see why this file should need to change during a
  casper session

  /lib/modules - something is causing many kernel modules to be copied,
  but not all of them.  I'll attach a list.

Why en_US.UTF-8 locale is generated every time during liveCD/liveUSB
startup? See these lines in less /var/log/casper.log :

Begin: Setting up locales... ... Generating locales...
  en_US.UTF-8... done
Generation complete.
done.

Locale generation uses a lot of memory and slowdowns startup.
I think en_US.UTF-8 locale should be already generated in filesystem.squashfs 
and other locales should be generated during liveCD/liveUSB startup only if 
user chooses another language in syslinux.

It seems Ubuntu 12.04 and newer releases already contains en_US and
other en_* locales in filesystem.squashfs (they are generated during
installation of language-pack-en-base package), but script casper-
bottom/14locales doesn't check if locale isn't already generated - I
think command localedef --list-archive should be used for checking if
needed locale isn't already generated.

I've reported separate bug #1218429 (casper-bottom/14locales should check if 
locale isn't already generated) 
It seems command /usr/sbin/locale-gen , used in 14locales script, should detect 
that en_US .UTF-8 is already generated, but doesn't detect during startup of 
live system and generates already generated locale :(

I can confirm this bug on several HP Probooks, including HP ProBook
4740s with Ubuntu 12.04.3 LTS (Precise) daily-live 2013-08-18 (from
http://cdimage.ubuntu.com/precise/), which has Linux kernel 3.8 (tested
with several linux-image-generic-lts-raring versions, including the
latest - 3.8.0-29-generic)

Changing screen brighness works fine if I add boot parameter
acpi_backlight=vendor in Ubuntu 12.04.3 LiveCD or installed system.

Another workaround is to install older Linux kernel 3.5 from Ubuntu 12.04.2:
sudo apt-get install linux-image-generic-lts-quantal

So, problem is

  Ubuntu 12.04 doesn't start from Desktop CD or USB with syslinux boot
  loader on Pentium M 1.6Ghz or faster Pentium M CPU - displays error
  message about missing PAE feature in CPU, but *the same* *Ubuntu
  12.04* Desktop CD/LiveUSB starts fine on *the same CPU* (and same PAE
  kernel) if GRUB boot loader is used, for example when WUBI or LiveUSB
  with GRUB boot loader, like Multisystem
  (http://liveusb.info/dotclear/index.php?pages/install ) is used!

  The error message is:
  This kernel requires the following features not present on the CPU: pae.
  Unable to boot - please use a kernel appropriate for you CPU.

  THIS IS AN IMPORTANT REGRESSION! People are able to install and successfully 
use Ubuntu 12.04 on such pretty new hardware, like IBM Thinkpad T42 laptop with 
Pentium M 1700Mhz processor, but the bug in syslinux (or something related) 
forbids Ubuntu 12.04 installation.
  This bug is reproducible on lots of computers, there are several log files 
and /proc/cpuinfo file attached to this bugreport, AFAIK it's enough to reopen 
this bug.
