As I understand it they are nor required for a single place plane but must be installed in a 2 place or larger plane per the FAA. I would have to agree with you about helmets and seatbelts but don't think an ELT is in the same class as these active, immediate protective devices. An ELT sends a signal saying "hey someone crashed over here" It does nothing to PREVENT injury. It is more of a "Lets require this so we know where to go for the bodies."
