The icon shows up on running Help > Check for Updates but clicking on it does
not reliably bring the dialog to the front. Sometimes nothing happens,
sometimes no icon is shown, otherwise it cannot be dismissed, the dialog goes
into the background when moving over an item in the start center showing a
tooltip etc.

Expected behavior is to just show the icon when updates are available. Clicking
on it shows the update dialog and hides the icon. If the updater is run from
Help > Check for updates the icon should not be shown.

Bizarrely, I see the icon in the macOS menubar when LO is running on a
colleagues macMini, but not on my Macbook Pro (in fact, not ever that I can
recall). I don't know / haven't bothered to compare configs, to see if there's
a particular setting that makes it appear on one machine's desktop, and not on
another.

Similarly to the OP's report though, the icon doesn't seem to do anything when
clicked.

The fact that there is no proper update mechanism on macOS is a known annoyance
for LO on macOS. Sadly there is no workaround for that problem currently which
is tracked as https://bugs.documentfoundation.org/show_bug.cgi?id=74934

It's the icon that appears in the menu bar that prompts you to update
LibreOffice if you're not on the latest version. It shows in the menu bar on
macOS.
