[LincolnTalk] Send your (brief) reactions to the Special Town Meeting

2023-12-02 Thread Alice Waugh
Hi Lincoln,

As I noted a couple of days ago, I'm out of the country and wasn't able to
attend Saturday's funfest, and though I've been informed as to the general
outcome, I'm not going to be able to watch seven hours of video anytime
soon (darn!). so I invite you to submit your thoughts about the results of
any or all of the three votes. I'll collate them into a single longer "My
Turn" post to be published (hopefully) during the day Monday.

Please keep your responses to *no more than 150 words*. Many thanks!

[LincolnTalk] fyi: about town meeting

2023-12-02 Thread K Mierz via Lincoln
something to remember when you attend town meetings...
if you are sitting next to microphones that are used during the meetings, they
don't turn all of them off during the pauses.
so those of you in the vicinity of those microphones are possibly having your
voices (and what-you-think-are-private conversations) not only being heard by
those listening online, but also recorded into the final video-audio file of
the meeting.
something to remember the next time...

Sara that is so easy to fix we have been talking about this forever we can make updates and change stuff before the vote happens through forums and debate.  Then the final votes are done via ballot.  Other states do this. The real answer as to why they don’t have them is because they don’t
need to have them. And they don’t need to have them because the plan is to
get HCA zoning and then sell the property for top dollar. Then let the new
owner/developer come up with actual site plans which only the PB sees
because it’s HCA zoning. And the PB can’t control costs of what is built so
the owner/developer will look to pass their higher costs to consumers by
building luxury condos that only the top 1% can afford.

It just doesn’t seem very progressive to me at all but maybe we’ll get
 a super nice developer.

Sarah Cannon Holden,

Just to clarify with those unfamiliar with the town meeting process. Can
people show up anytime today and check in? Or is there a designated time
period to check in to be given a ballot?

Thank you

Re: [LincolnTalk] Voting on incomplete options

2023-12-02 Thread Debra Daugherty
I'm glad someone is asking about the financial situation for housing
complexes with affordable housing units. I feel like people have been
talking a lot about what they want in the way of affordable housing without
discussing any of the details about how that program works financially. I
think you are asking about a rental situation (apartment complex) and
whether the town would be subsidizing the affordable housing rent. Although
my guess would be no (subsidies or grants would come from the State and/or
the rent for any market rate units could be set to offset the cost of the
affordable units), I'd be very interested to hear how it actually works
from someone that knows the facts.

It would’ve been much cleaner if the planning board had published their
draft bylaws by now. It would also be much cleaner if we had some basic
site plans for the Mall. It would also have been much cleaner if we had a
better traffic study which included 5 corners. Etc.

Let’s take another year to figure this out with some fresh sets of eyes.

Re: [LincolnTalk] Possible to vote early today?

2023-12-02 Thread Andy Wang
[Adding the Selects directly to see if they would consider]

Why not?

The articles as presented in the Warrant are actually not the vote.
Article 1 (correct clerical error) and Article 3 (Oriole Landing) are 'To
see if the Town will vote...' whereas Article 2 (CC) and Article 4 (HCA)
are 'To hear a report from...' and 'To see if the Town will vote to hear a
report from...' The vote today for both of these items is not actually an
'official' vote in that we're not discussing budgetary items or making a
zoning change. Both of these articles are reports. The "vote" is
structured as a sense of what the Town wants to do. In that case, it's
really just a complicated way to get feedback from the town (and not
binding) and if I'm reading that correctly, that wouldn't follow under the
same voting rules as a typical Town Meeting since the vote is NOT the
article in question.

Given that, it also seems like we could have done this as a register at
Town Hall and pick up/fill out a ballot situation early if we wanted to.

Granted, this would not allow voting in subsequent rounds, but I think
people would be happy to just have their voices heard in the first round if
they could not stay the whole time.

I would appreciate it if the Selects / Moderator would confer with Town
Council.

Re: [LincolnTalk] Possible to vote early today?

2023-12-02 Thread ٍSarah Postlethwait
The way town meeting is now, you have to be present in the room during the
voting to be able to cast your ballot. Voting happens after the debate on
the topic. When the vote is called, the doors will be closed and only those*
present in the **room *are able to cast a ballot.

It would be wonderful if town meeting were more inclusive in the future,
however that is not how it is set up now.

When you check in this am you will be given two ballots. One is for Community
