Hello,

First make sure your languages are listed in System Preferences 
Language and Region tab
in the General tab here, you can click on add a preferred language which then 
brings up a list of about 400 languages.

After this, I think you need to click on the  keyboard preferences just after 
removed a preferred language.
The tab label input sources allows you to pick a different keyboard layout. 
There is a good portion of this screen dedicated to showing you the layout of 
the selected keyboard, but this appears to be completely inaccessible. 
There is an add button, and in earlier MacOS, I did add Hebrew keyboard from 
this screen. I believe there were three different layouts of hebrew keyboards.

Adding A Keyboard?

Hi, Group.

In iPhone, we can add more keyboards besides English Keyboard, can we add
more keyboards in Mac too? If yes, how can it be done, please?

Try it without the shift key.  I've had it fail a time or two when I've 
included the shift.  It's not consistent though, so give it a try.

Hi!
Yes i’ve used that program under Windows.
It has  be programmed with your own shortcuts.
I did love the app when i was using WIndows as it was very neat and handy.

Which application are you trying to add the shortcut to?  Does it have an 
ellipsis in the name when it's in the menus?  If so, then, yes, you need to 
make sure that the ellipsis is part of the shortcut title.  The other thing to 
note is that the key combination must not match any current system wide command 
like cmd-c or cmd-x etc.  I often use ctrl-letter or ctrl-shift-letter since 
most MacOS shortcuts employ the cmd key, not the ctrl key.
