I bought it on June 25, arrived home on the 26th, and the settlement was 
approved on the 28th. I think that the PO bought a vergasser convertible. After 
purchasing the new 2015, I discovered that the PO removed the wind deflector as 
the mounts were installed in the trunk which were not installed in the 2015. 
The 2015 top boot matches the beige interior, and the 2014 came to me with a 
black boot. My theory is that he used the wind deflector in his new car, and 
switched out the boot as well.

And he bought it 6 months after the scandal erupted, so it wasn't like they 
were compensating an unwitting victim of the emissions fraud. 
Then a month after Kevin bought it, VW announced the buyback. I bet the seller 
was kicking himself about then. 
Makes me wish I'd bought myself one for Christmas in 2015, when nobody was 
buying used TDIs and prices were low.

$21,500 for the car, and $1600 for tires,  the convertible wind block and TDI 
floor mats which will be installed on my new 2015 model.  The buyback offer is 
$28,841.61 which may vary slightly due to mileage, and the new car was $24,749. 
 The ownership experience with the 2014 has been wonderful!  Even better, it 
gave me the opportunity to purchase the brand new 2015 without any additional 
cost other than the flight, hotel and fuel for the awesome road trip.  I know 
that it’s not a Mercedes, but it certainly has quite a lot of fun factor, and 
the little TDI is zippy!  It does use Pee,  AKA Diesel Exhaust Fluid (DEF) 
which the 2014 does not.

Looks like Passat and 2 liter VW owners might be getting more options beyond a 
buyback:


Saturday — U.S. and California regulators approved a fix for more Volkswagen 
cars caught up in the company's emissions cheating scandal, giving their owners 
an option to keep the vehicles instead of having the automaker buy them back, 
regulators announced Friday.

The modification to bring the vehicles into compliance with U.S. emissions 
standards applies to about 84,000 Passats with automatic transmission from 
model years 2012 to 2014, according to Volkswagen. Regulators previously 
approved a fix for another 67,000 2-liter Volkswagens. More than 550,000

The dealers did care.  The guy that tried doing it got rejected and as a result 
of his shenanigans VWoA made some changes to the buyback program to prevent 
this sort of stupid stuff.
