My response on Launchpad.

Definitely something our library, and possibly consortium, would be
interested in. Like Terran the issue of duplication and patrons "gaming"
the system is an issue we would like to avoid. Each library in our
consortium is pretty autonomous and each offers varying levels of online
services so account duplication is something we keep an eye out from.

Also the ability to toggle staff review before account creation would be
nice for those libraries that like to keep a tighter grip on things.

Currently with patron self pre-registration we can set what fields are
required so the issue is not the information we are getting but the
verification of that information. For example, some people do not know
their county, and in our case City, as the zip code covers several
different municipalities.

Our previous ILS (Millennium) had this ability.  The system would give the new 
self registration patron their internal database id number as their barcode.  
It was equivalent to the current patron pre-registration directly creating a 
patron with no staff review.  And then staff could review the new accounts 
after they were created.  We never really felt comfortable with that.  I’m not 
sure that would really be compatible with our Overdrive contract if Overdrive 
wanted to take issue with it.  Remember radical trust from a few years ago, I 
have a radical trust deficiency.

Now Overdrive has their own self registration option, which is actually not 
compliant with our contract with them since it would willing give out cards to 
customers that are not in our service area. The most granular geographic 
boundary is by zip code, which cross county boundaries in several of our border 
cities.  So maybe I shouldn’t worry so much about the few that might slip 
through.

Here is a link to the wishlist bug report for patron self registration with 
immediate access.  It would help if everyone that is interested in this feature 
would add comments about how they would like it to work and/or mark the bug as 
affecting you.

We've been talking for some time about this as well. In order for this to
work without staff intervention, we would need to be able to go through a
third party to validate identity and address (similar to how online credit
card applications work), and we'd also need to check to see if the person
already has an existing account in our system and redirect them
appropriately if they do.

It’s not quite instant, but the South Carolina State Library uses the online 
registration form<http://www.statelibrary.sc.gov/get-library-card> to allow 
almost-but-not-quite instant access to our electronic resources (includes 
things like ebrary and Safari collections).  That was the reason we chose to 
implement the remote registration:  to be able to grant access to users across

It’s not quite instant, but the South Carolina State Library uses the online 
registration form<http://www.statelibrary.sc.gov/get-library-card> to allow 
almost-but-not-quite instant access to our electronic resources (includes 
things like ebrary and Safari collections).  That was the reason we chose to 
implement the remote registration:  to be able to grant access to users across 
the state as quickly and seamlessly as possible.  Circulation staff monitor the 
pending patrons screen and are able to approve users quickly.  These users 
could be routed into an internet-access permission group.

I’m not sure if that answers your question, but it’s a workflow that functions 
well for us.

process online applications, new card holders get a welcome email with their 
card number so that they can start using online resources. The physical card

There is a free and open-source mobile app for Android called Hemlock
created by Ken Cox that works really well with Evergreen:

PINES hired him to customize/brand a version of it for our patrons and we
have a little over 5000 users on it now and we've gotten nothing but
positive feedback from them. (Ken is now working on a mobile app for iOS as
well.)
