It really doesn't matter if they think there's a law or not. The
 police
couldn't shut down an official press photographer that way, and the
same rule applies to a casual photographer as well.

They know they aren't enforcing laws. They know they are bullying and

I find it amusing that you are squandering so much resources trying to

We are probably closer than you think already.
Canadian law has taken a zero tolerance attitude towards many things,
and if someone thinks you are close to the line, your life can be made a
living hell.
We also don't have the financial recourse that you have if the system
tramples your rights.
The only saving grace we have is that our social welfare system is so
overburdened that we can't afford a big police force to go out and
harass people.
It's easier to fly under the radar here.

Why do you think I objected to the kiddie porn that was posted by link
last week?
In Canada, having that image on your hard drive could land you in court
if a prosecuter had missed her morning coffee.

The problem with this is that people will either become afraid of stepping
out of line with the police, making it easier for them to abuse their
privilege, or else people will start baiting the police in an attempt to get
monetary settlements from them for abusing their privilege.
Neither is especially desirable. It's a pity the cops can't just do their

This is so stupid and so ironic.

Philly (where I live) is on its way to breaking its
record for the number of murders in a year, which was
set (IIRC) in 1993.

The police say the main problem is the large number of
intimidated people who won't cooperate with
investigations--don't snitch is the rule in the
streets.

So, to encourage cooperation, the police are abusing
law-abiding citizens.

Sheesh.
