Hi Claire, below is description of Exelon program.

4.2.2. Routine Passive Monitoring

1. Personnel are routinely monitored for internal dose via the use portal 
monitors at exit locations.

2. Baseline screening prior to work in a RCA is not a routine requirement. 
In-processing whole body screens are performed for individuals identified as
having a reasonable potential for internal or external contamination. 
Reasonable potential may include individuals who have recently worked outside 
the USA or individuals suspected of internal and/or external contamination from 
another facility.

4.2.3. Periodic Measurements

1. Periodic measurements should be performed at least annually to validate the 
effectiveness of the bioassay program.

2. A representative sampling of workers (e.g., in the range of 30 to 50 
workers) from the identified workgroups should receive scheduled whole body 
counts. Certain workgroups (e.g., Mechanical Maintenance, Electrical 
Maintenance, Instrument Maintenance, Station Laborers, Radiation Protection, 
Fuel Handling, Operating) that frequently perform work activities in airborne 
or contaminated areas should be selected to participate in a reduced periodic 
measurement program.

3. Workers may be chosen on the basis of RWPs (and associated air sample data) 
indicating the highest potential for internal contamination occurring. 
Radiation Protection should work with schedulers/planners or other persons from 
affected departments to set up dates and times for performing periodic whole 
body counts.

4. DETERMINE the appropriate bioassay technique for periodic measurements based 
on the expected radionuclide(s) of potential exposure for the individual or 
work group.

5. DOCUMENT, if necessary, any additional bioassay measurements that need to be 
made for certain individuals or work groups.

6. DOCUMENT all individuals and/or work groups receiving periodic measurements.

Several weeks ago there was a powernet question regarding the use of metal 
clips on tld's with respect to electrical safety.There were not too many 
responses.  The issue has been raised at FENOC through observations comments 
during recent INPO evaluations.   In response we have mitigated by placement of 
the TLD inside clothing and using an insulating lanyard, when appropriate.

Requesting information regarding stations who have been challenged with the 
same issue and how it was resolved.

We would use an alpha frisker if greater than 100k dpm beta. However, our "high 
contamination" is about 20 mrad/hr rather than 15 R/hr. Although EPRI would 
specify alpha counts in this situation, I think you've identified what your 
real radiological risk would be for this work. Hopefully, you would be able to 
find some smears with reasonable levels of beta to validate the alpha ratios 
for the work.

such) and then go out due to a known hotter area in something like a transit

This benchmark is primarily for those of you using a Germanium based whole body 
counter...I welcome feedback from everyone, however

Questions (with Ginna info)


  1.  What WBC system are you using?
Mirion/Canberra Accuscan-II with dual HPGe detectors

  1.  What nuclides/peaks are you using to perform your routine QC checks?
Cs-137/Co-60 source. The 662 and 1332 peaks are used for QCC. We are in need of 
a new source and are considering Eu-152 (122 keV and 1408 keV peaks)

  1.  Have you changed this source in recent history? If so, why and did you 
encounter any issues when you changed sources?

No, but Mirion has recommended we consider changing to Eu-152

  1.  Have you been challenged by a regulator/auditor on the source you are 
choosing to use?

We have not. Benefit of the Co-60/Cs-137 mixture is that we are directly 
validating two key nuclides each time we do a QC check. Benefit of Eu-152 is 
ability to validate the lower end of the energy spectrum during QC checks. 
Eu-152 will also have a longer working life.

I have a question regarding tamper resistant seals for calibration on RP 
meters.  A QA audit made a SFR (supplier finding report) at an instrument 
calibration facility stating vendor should be placing these seals on our RP 
meters.

The cited standard is ANSI Z540:1994 Section 11.5, but after some discussion we 
agreed that this only applies to lab standards.  He also cited ISO 17025:2017 
Section 6.4.12 which states "the laboratory shall take practical measures to 
prevent unintended adjustments of equipment from invalidating results."  The 
auditor said that industry interprets this as requiring tamper seals, but also 
said that complying with the ISO standard was a matter of lab certification 
only (not a regulatory requirement).

Does any site require tamper resistant seals on RP field instruments?  YesNo

If yes how do you handle routine battery and/or desiccant replacement?

What do you do if a seal is found broken or missing.  In short, would the event 
be entered into the corrective action system?

Do you rely on your source check and zero check of the instrument to "validate" 
its calibration in lieu of the tamper seal?

We do not do this at Ginna. Oil samples from the RCA are sent to a licensed 
facility unless they meet the criteria for unrestricted release.

Seems like there could be a challenge to validate no "no special nuclear 
material or byproduct material other than that included in 10CFR71 Schedule B" 
if you have any transuranics in your site source term

At Davis-Besse small volume oil samples from equipment within the RCA are sent 
to a licensed laboratory for analysis due to inability to attain environmental 
lower limits of detection.

Health Physics Position Statement 189 discusses parameters which if met,  would 
make it permissible to send the low volume sample to an unlicensed laboratory.

Like to know if anyone uses the HPPOS as a basis for transferring samples.
