The Internet represents a potential Achilles' heel for our financial stability and physical security if the networks we are creating are not protected, Mr. Tenet said. Within the federal government, the Department of Homeland Security has the lead role in protecting the Internet from terrorism. But the department's head of cyber-security recently quit amid reports that he had clashed with his superiors. Mr. Tenet, who retired in July as director of the CIA after seven years, warned that al Qaeda remains a sophisticated group, even though its first-tier leadership largely has been destroyed. It is undoubtedly mapping vulnerabilities and weaknesses in our telecommunications networks, he said. Mr. Tenet pointed out that the modernization of key industries in the United States is making them more vulnerable by connecting them with an Internet that is open to attack. The way the Internet was built might be part of the problem, he said. Its open architecture allows Web surfing, but that openness makes the system vulnerable, Mr. Tenet said. Access to networks like the World Wide Web might need to be limited to those who can show they take security seriously, he said. Mr. Tenet called for industry to lead the way by establishing and enforcing security standards. Products need to be delivered to government and private-sector customers with a new level of security and risk management already built in. Punctul de vedere ecologist a fãcut obiectul mai multor comunicãri. Din aceastã perspectivã, s-a propus luarea unor mãsuri de sensibilizare a conventiilor internationale, dar si o colaborare cu organizatii ecologiste cum este Greenpeace. Legislatia internationalã si respectarea conventiilor internationale de cãtre statele semnatare a fost un alt punct fierbinte al dezbaterilor. Participantii la simpozion, printre care si juristi, au apreciat cã, din nefericire, nu existã formule coercitive aplicabile unor state precum Ucraina, care nu-si respectã angajamentele. Prezent la seminarul de la Haga, guvernatorul Rezervatiei biosferei Delta Dunãrii, Virgil Munteanu a semnalat faptul cã lucrãrile de dragare pe canalul Bâstroe continuã si la ora actualã, desi autoritatile ucrainene au declarat oficial cã faza a II-a a acestui proiect nu va fi demaratã. Virgil Munteanu a arãtat cã existã deja semnale îngrijorãtoare privind impactul negativ al acestui proiect asupra florei si faunei Deltei Dunarii - coloniile de chive de mare au dispãrut, iar în pericol sunt si cele de pelicani, populaþiile de pesti si pãdurea Letea, prima rezervatie naturalã din România. Întrucât Ucraina îºs va continua, probabil, proiectul, România va trebui sã-si concentreze eforturile pentru contracararea efectelor acestuia asupra teritoriului românesc, a declarat guvernatorul Deltei Dunãrii, care a adãugat cã un consortiu de instituþii de cercetare din România va finaliza pânã pe 25 noiembrie a.c. un studiu privind impactul de mediu ce va conþine si mãsuri de contracarare. Acestea vizeazã în principal reactivarea unor canale si gârle în lungime totalã de circa 300 kilometri, proiect care este foarte costisitor. Asa cum este si firesc în cadrul seminarului au fost abordate si aspecte legate de modalitãtile prin care societatea civilã se poate implica în apãrarea monumentului ecologic care este Delta Dunãrii. De altfel RWW este initiatorul unei petitii on-line prin care românii din tarã dar mai ales cei din diaspora au protestat fatã de construirea canalului Bâstroe. Merge si o carciuma la o adica, dar nu bombe si eventual smoke-free... Pai, ziceam s-o aranjeze altii, pe miercuri (cu toate ca, pana la urma, s-ar putea sa vin chiar eu). Din pacate, din cate mi-am dat io seama, protesteaza mai mult ãi fara casa ;))) Dar daca exista cineva care face exceptie oAu! Basca ca putem organiza si niste alegeri ad-hoc pt functia de presedinte al Partidului Protestatarilor, pe care le vom fura ulterior cu sarg. The hoax, which involved a live interview with a man posing as a Dow spokesperson, ran twice on BBC World yesterday and was retracted later in the day by the news organisation. This interview was inaccurate, part of an elaborate deception, the BBC said in statement. The blunder raises fresh questions about the BBC's commitment to careful scrutiny of the accuracy of its reporting less than one year after the release of the Hutton report, which was intensely critical of the news group's editorial standards. The error also provided the BBC with an unwelcome reminder of the dangers of the use of live and unscripted two-way interviews - a technique the BBC was urged to avoid following a review of its editorial standards by Ronald Neil, former director of BBC News and Current Affairs. A person familiar with how the Bhopal report was prepared by the BBC said a London-based researcher had contacted the fake Dow employee - who called himself Jude Finesterra - after finding his name and number on a Dow website that had been either hacked or mirrored. The BBC then arranged the interview with Mr Finesterra and was told by the prankster that he had something significant to say during the live broadcast - though he was not prepared to reveal details before going on air. Dow yesterday said its website had never been penetrated by hackers, but fake or mirror sites set up by pressure groups were not uncommon. The US company also said it was considering launching a formal complaint under a new system set up by the BBC in the wake of the David Kelly affair. No one at Dow was contacted prior to this story . . . We have higher expectations of journalists, said Terri McNeill, a Dow spokeswoman. Twenty years ago, a leak of methyl isocyanate gas from a Bhopal factory owned by Union Carbide, a Dow subsidiary, killed more than 7,000 people. Adaug la asta nu doar ca am vazut o gramada de rampe facute in batjocura (adica imposibil de folosit) ci si ca, de exemplu, la hotelul Silva din Busteni (cica unitate cu pretentii :-p) la rampa pentru persoane cu dizabilitati este pusa... o bariera!!! Pentru neincrezatori, am poze!!! :-p Codruta http://www.adevarulonline.ro/index.jsp?page=articolsection_id=3article_id=108154 * Gara de Nord, singura statie de metrou care are un lift pentru persoanele in scaun rulant * Singurul tramvai cu sistem de urcare pentru handicapati sta in depou Din peste 3.500 de institutii publice din Capitala, numai 50 au rampe de acces cu adevarat utile persoanelor cu handicap, respectand inclinatia de 9 grade si materialul impus de norme, sustine Constantin Petrosel, inspector la Inspectia Regionala Bucuresti-Ilfov pentru persoane cu handicap. Restul institutiilor le-au facut la nimereala, fie prea inalte, fie pur si simplu din prepeleac de lemn, folosit la culesul fructelor din copaci. Se pare ca, in majoritatea cazurilor, sumele investite in accesibilizari sunt bani aruncati pe apa sambetei. Asta fiindca in majoritatea cazurilor rampele raman nefolosite: omului in carucior ii este foarte greu, daca nu chiar imposibil, sa urce de unul singur o rampa abrupta. La Autoritatea Nationala pentru Persoanele cu Handicap, cei in fotoliu ajung la etaj cu un scaun care urca si coboara ca un lift. Ca sa aiba cu ce sa se deplaseze la etaj dupa ce coboara din scaun, omul are nevoie tot de scaunul cu care a venit de acasa. Pe acesta, insotitorul trebuie sa i-l care in spinare, pe scari. Acum un an, in statia de metrou din Gara de Nord a fost amplasat un lift modern, special pentru persoanele in fotoliu rulant. Numai ca de aici persoana cu handicap n-are cum sa mai iasa la suprafata la statia dorita, fiindca Gara de Nord e unica statie de metrou din Capitala care poseda asemenea lift. Celelalte nu au nici macar rampe de acces. Desi de cativa ani se tot vorbeste de accesibilizarea mijloacelor de transport in comun, in prezent nu functioneaza nici un autobuz sau troleibuz amenajat special pentru persoane cu handicap. Exista un tramvai cu un sistem de urcare a celor cu handicap, dar sta in depou, metoda fiind inaplicabila. Ar trebui ca vatmanul sa coboare si sa traga o rampa de sub tramvai pe care sa se urce persoana cu caruciorul. Apoi urca iar, sa apese butonul prin care omul e urcat cu scaunul si iar coboara sa traga rampa. Procedeul dureaza vreo 10 minute, spune inspectorul Petrosel. Incidentul este regretabil si are o gravitate vizibila mai ales ca victima are notorietate publica. In acelasi timp insa, lasand la o parte reciprocitatea statutului diplomatic reamintesc colegilor de lista ca nu exista in intreaga istorie a lumii o situatie in care acreditatii pe teritoriile unor tari fie civili sau militari nu au avut de rezolvat situatii similare sau chiar mai grave. O actiune civila de protest pe aceasta tema este total inutila, de preost gust si creeaza o proasta imagine memoriei victimei pentru care fiecare dintre noi am avut respect atat cat a fost in viata si continuam sa avem respect si cand este in nefiinta . In acelasi timp indrept atentia celor interesati in urmarirea felului cum, daca va fi dovedit vinovat, autorul incidentului va fi pedepsit in cadrul legilor militare USA Vasile Bouleanu . Generalizarea si schimbarea de subiect caracterizeaza tehnica de conversatie preferata a extremei in general de la stanga la dreapta fara exceptie. In cazul de fata care nu contine nici un termen de comparatie cu incidentul din Italia singurul numitor comun al evenimentelor ramane faptul ca ambele incidente sau intamplat in tari membre NATO. In rest despre reciprocitatea conventiilor diplomatice te sfatuiesc sa te adresezi Ministerului de Externe al Romaniei care te va lamuri cu siguranta ca exista si cazuri inverse in care diplomati romani sau membri administrativi ai diferitelor consuilate ala Romaniei au fost in situatii daca nu similare cel putin egale din punct de vedere al gravitatii pe teritorii straine. View Current Signatures - Sign the Petition -- To: international mass-media, The European Commision, human rights and democracy organizations, embassies in Romania, foreign affairs departments of the democratic states Dear Sirs, Romania goes through a crisis unprecedented since the 1989 alleged revolution, all the significant parties of the opposition rejecting the result of the recent parliamentary and presidential elections on grounds of massive fraud. There is no doubt about the fraud itself, but only about its dimensions. The evidence is already overwhelming. Democrat leader and presidential candidate Traian Basescu, who asked the cancellation of Sunday's elections because of frauds, said in an interview with Evenimentul zilei that the ruling Social Democrat Party (PSD) is trying to justify a fraud of almost 450,000 votes, which had been declared null, with the support of the Central Electoral Bureau (BEC). All media channels were blocked against the announcement of the fact that an electoral fraud was committed and Traian Basescu was shamelessly attacked by journalists and analysts. The Central Electoral Bureau still has to clearly explain the apparent boost of the support for the leading socialist party (PSD) between the 12.00 pm and 17.00 pm, on November 28th, concomitantly with the mathematically impossible decrease of the number of cancelled votes in the exact same period of time. Other suspicions are raised by the BEC's refuse to allow an independent checking of the computers and the software, so as to investigate the apparent error. And, instead of dealing seriously with the grave accusations of the opposition parties, the BEC's president criticized Traian Basescu in a politically partisan declaration that goes against his duty as a judge to remain impartial. There are overwhelming proofs that numerous citizens had the possibility to vote several times, because the voters could cast their vote anywhere in the country, by simply soliciting to be registered on a supplementary list and more so, the only means to control whether or not one had voted was an easily detachable stamp glued on the identity card. Tens of buses were spotted on the elections day carrying voters from one village or town to another. ONGs as Pro Democratia and other persons have warned about these problems ever since October 2003, following the numerous abuses occurred during the Constitution's revision referendum. Members of the civic organizations were harassed by the governing party during and after the elections and were often offered bribe. The main televisions, be they public or private, manipulated the voters by omission, uninforming them about the Pro Democratia Association's report and its withdrawal from the process of observing the elections as a desperate warning sign, even though these events were making headlines in the international press. The televisions also ignored the subject of the stenograms from the PSD's sessions, even though these documents (admitted as real by some PSD high rank members) refer to the electoral legislation and the state's institutions in a manner that may lead to their incorrect functioning. However, the total subordination of the televisions and of a large number of newspapers is a long-time issue in Romania, where the opposition barely had a chance to appear on TV, and then most often among other tendentious comments. Months before the elections, the main civic organizations formed The Coalition for a Clean Parliament (CPC), which aimed to bring to the uninformed voters' knowledge certified facts about the moral profile of the parliamentary candidates. Hundreds of thousands of fake papers, allegedly signed by the CPC members were launches in the last two weeks of the electoral campaign and rumors had it they had been printed in typographies run by PSD members. The fake papers cut out all the original information about the numerous PSD members and their electoral allies whose moral profile was considered not very well suited to a candidate's, instead had lots of unverified information about the opposition members. Ms Monica Macovei, a representative of APADOR-CH (Association for the Defense of Human Rights in Romania - the Helsinki Committee) said the General Prosecutor's Office was informed through a complaint, yet no response has been received so far. CITEVA LUCRURI PRIVIND NETIQUETTE PE E-MAIL Sugestii privind stilul de folosire a listei de discutii Protest - ro : 1. Unii dintre abonatii listei folosesc clienti de posta electronica in mod text. Mesajele trimise in format HTML si/sau care nu au rindurile taiate (wrap) la cca 72...78 de caractere sint dificil de citit cu aceste programe. Prin urmare, cind trimiteti mesaje pe lista, trimiteti in format text, si verificati-va clientul de posta electronica sa taie rindurile (wrapping) la 72...78 de caractere. 2. Clientii de posta electronica moderni stiu sa urmareasca firele de discutie care apar pe lista, afisindu-le in mod corespunzator. Pentru cei care folosesc aceasta facilitate, este suparator sa vada teme noi de discutie deschise ca raspuns la mesaje care apartin unor teme mai vechi. Prin urmare, atunci cind deschideti o tema noua de discutie, nu trimiteti mesajul ca raspuns la un mesaj mai vechi de pe lista, ci scrieti un mesaj nou special pentru aceasta tema (de preferinta cu un SUBIECT DESCRIPTIV CORESPUNZATOR ). 3. Pentru acei abonati ai listei care au conexiuni Internet lente, este dificil (si costisitor) sa descarce mesaje mari cu continut redundant. Prin urmare, atunci cind dati un raspuns la un mesaj, stergeti din acel mesaj partile care nu sint relevante, pastrind doar esenta problemei care este discutata. Practic, pastrati doar afirmatiile la care raspundeti prin mesajul pe care tocmai il scrieti. Aceste lucruri sunt valabile in special pentru mesajele - reply la digest oferit ca optiune de Yahoo! . 4. Cind trimiteti URL-uri pe lista, adaugati si doua-trei rinduri prin care sa explicati despre ce e vorba la URL-ul respectiv. Doar subiectul mesajului nu este suficient pentru a-i convinge pe cei care va citesc mesajul sa parcurga si URL-ul. 5. Nu trimiteti pe lista fisiere de dimensiuni mari atasate la mesaje. Daca trimiteti fisiere atasate, este preferabil sa le comprimati in prealabil; algoritmul de comprimare preferat este RAR (deoarece este in uz curent pe toate platformele). A venit trupa Spin, au ieshit curtenii cei mai importantzi pe treptele palatului shi au pus-o impreuna cu muzicantzii de o cantare in toata legea, menita a scula in ce a mai ramas din sufletu telespectatorului un tremur de patriotism shi fidelitate mediatica. Shi ce putea fi mai potrivit pentru asemenea ocazie decat imnul natzional ? Shi cum imnul are prea multe strofe pentru a putea fi tzinut minte cu lejeritate de catre tot poporu, a fost ales shi un dirijor in persuana informatorului principal al curtzii, respectiv Andreea Esca, care, cu o hartie in mana, dicta corului ce sa cante. Ajunshi la strofa a doua, duduia cu salariu incert a intonat urmatuarele: Acum ori niciodata sa aratam in lume Ca-n aste maini mai curge un sange de roman Si ca-n a noastre piepturi pastram cu fala-un nume Si ca-n aste maini mai curge un sange de roman.
