I've got the same problem

I'm using the puppet as installed by ubuntu 12.04's package manager.  My 
puppet version is 2.7.11

 provided suggests pre-2.7.14 but I'd like to know the exact version to 
 figure out what's wrong. 

 If you're in a hurry, each module page on forge.puppetlabs.com has a 
 'Download as a .tar.gz' link which you could use to curl/wget the module 
 tarball. Unpack that into your module path as just the module name. For 
 example, puppetlabs/ntp would be unpacked as ntp into 
 /etc/puppet/modules/ntp

Thank you Jeffrey. Puppet 2.7.11 does not come with the Puppet module tool.
That shipped in 2.7.14 but I think you're both using the puppet-module gem.
I'm using version 0.3.4 and have replicated the problem. I'll dig in and
get back to you.

I know this isn't really an answer but if you're just experimenting and
don't mind upgrading Puppet, you can obtain 2.7.14 or the latest 3.x
version from the Puppet Labs APT repository. The docs on that are here:
