I suspect you already received an answer to this, but
I didn't see it.

I opened your file, did a save in my 2.14.3-Essen on
Win10 64 bit, closed QGIS, opened your file again, did
a QGIS2Web export and the result is:
www.mflan.com/temp/refuge/index.html

So it didn't work for me either.

Hopefully I will find where somebody else solved
this problem.

Aggiungo altre cose strane:

ftools esiste (non da il messaggio di plugin corrotto) ma non si può

2. nella 2.18 ritrovo nel menu vettore i comandi di ftools ma andando a
vedere in gestione plugin ftools è segnalato come plugin corrotto e non si
può installare vedi immagine:
 
noto però che è una semplice ripetizione dei comandi in processing, nel
senso che ripropone stesse finestre e modalità di salvataggio; prima in
ftools bisognava necessariamente salvare il percorso del file di output.

If you open through the OGR provider (Add vector layer), this will work. Note
that the OGR CSV driver will warn (if you do ogrinfo for example) that the
values in the z field do not respect the Real(7.2) formatting

Non ne so più di tanto !
Mi pare che la build di QGIS 3.0 sarà disponibile su github nei primi
mesi dell'anno prossimo (su branch "master") e quindi si potrà
scaricare per fare testing.

Poi ho trovato questo articolo, che forse contiene qualche info che
può esserti utile:

Comunque vada, il porting sulla 3.0 non sarà sicuramente una passeggiata !
